North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

All coal preparation unit operations in which fine coal is handled depend to some extent on wettability of coal surface by water. The wetting results from interactions between the coal surface and water molecules that are determined by the composition of coal matrix (interrelated with coal rank) and heterogeneous constituents such as oxygen functional groups, mineral impurities and pores. The contact angle of water on an unoxidized, homogeneous coal hydrocarbon matrix is calculated to be 100o, and much lower values measured on real coal specimens result from contributions from the heterogeneous constituents. While the effect of wettability is critical in flotation and oil agglomeration, suppression of respirable dust, and coal water fuels, it has been shown to play a significant role also in coal flocculation with semi-hydrophobic and totally hydrophobic flocculants.

R. Michael Craig Mr. Juvkam-Wold's article is a timely and much needed presentation of the method of depressurization to reduce ground-water inflow into mine shafts. The article is very informative and discusses the effects of depressurization upon shaft inflows adequately. However, the article omits a discussion of another important benefit of depressurization: the reduction of potential for artesian burst or, as it is also called, floor heave. Confined aquifer systems (artesian aquifers) can contain water under several hunder pounds per square inch (psi) of pressure. For example, water levels at elevations of 455 m (1500 ft) or more above the top of the Westwater Canyon member of Reply by H.C. Juvkam-Wold In general, Mr. Craig's comments are useful and accurate regarding the potential benefits of aquifer depressurization. However, two of his points require further explanation since they may lead to a misunderstanding of my paper and its predictions. These refer to his comments regarding failure to account for storativity and to non-artesian conditions. Equation 5 is indeed Darcy's steady state equation. However, as a careful review of the appendix in this paper will reveal, I have used this equation to represent semi-steady state conditions. The materials used for the construction of buildings contain natural radionuclides of the U238 and Th232 series and are ? 50% due to land radioactivity. Another component of natural radioactivity is K40, with ? 40%. The presence of these radiopollutants in the final products (i.e. bricks, concrete) due to body irradiation is by two pathways: external irradiation and internal irradiation. External irradiation is due to gamma radiations emitted by Pb214 (RaB) + Bi214 (RaC) from the U238 series, by Ra228 (Mezothoriu I) + Ac228 (Mezothoriu II) + Tl208 (ThC??) from the Th232 series and by the K40 radionuclide. Internal irradiation is due to inhalation of radon (Rn222) and Rn220 (Tn) plus short life descendents (Po, Pb, Bi), radionuclides which are present in concrete. A fraction from radon present in concrete enters into a house leading to internal irradiation by inhalation. In Romania, the maximum concentration of radon allowed for new buildings is 200 Bq/m3.

The Mission Unit of American Smelting and 'Refining Company is located in Pima County, Arizona, approximately twenty miles southwest of the City of Tucson. The Unit consists of an open pit copper mine and concentrator. The concentrate is shipped by rail to Company Smelters at Hayden, Arizona, or El Paso, Texas Mine stripping began at Mission in the fall of 1959, and construction of the 15,000 tons per day concentrator gas started in the spring of 1960, The first ore was treated in mid summer of 1961 and full ore production was reached in August of 1961. At that time over 46,000,000 tons of material had been moved from the pit. Current production (ore and waste) averages over 100,000 tons per day. Total production to date (ore and waste) over 120,000,000 tons.

The aphorism that provided the title of this paper is probably a couple of hundred years old, but it still expresses a fundamental truth in the metals industry. This truth will be illustrated through a brief review of the major developments in the extractive metallurgy of the oxidized ores of nickel - the "laterite" ores. While the details to be discussed are for the most part specific to nickel, a close parallel with other commodities - particularly in recent years - will be apparent even to those whose interest in nickel itself is slight. Thus it is hoped that this paper will be stimulating, at the least, to anyone who is concerned with the implementation of process improvement, "Invention" in the present context means any change from "conventional" process technology that shows a reasonable chance of reducing costs, increasing revenues, or both, in the production of a commodity. This can be anything from a simple rearrangement of flowsheet steps to a completely different basis for processing. And the result may reduce costs by more efficient use of energy or labor or reagents; may increase revenues by better recovery of the primary product or by introducing the recovery of previously ignored by-products; may insure sales volume (and thereby cash flow) through higher product purity or an improved product form. "Necessity" is the perceived need to attain at least one of these classes of results. This perception of necessity, however, varies widely from management to management and from project to project.

Pyrite depression in the flotation of copper ores is difficult due to the activation of Cu2+ ions on pyrite surface. In this study, the radical chain reaction involving the redox cycling of Cu(I/II) induced by sodium metabisulphite (MBS) was exploited to selectively depress the flotation of copper-activated pyrite at pH 8.0. Electrochemical measurements revealed that the presence of Cu2+ and O2 was essential to the formation of SO•− 5 through sulphite oxidation, the main entity to convert the activating species Cu(I)S on pyrite to Cu(II)-hydroxide/sulphate, causing deactivation of pyrite. The depression role ofMBS on pyrite flotation was closely associated with the type of grinding media which affected the electrochemical conditions of flotation. When forged steel was used as the grinding media, a high dosage of MBS was required to depress pyrite, but a low dosage of MBS could almost completely depressed pyrite when high chrome steel grinding media was used. This is because high chrome steel produced a stronger oxidation condition with a higher amount of Cu2+ and O2 which promoted the formation of SO•− 5

During the last 15 years, the North American Mining Industry has experienced increasing usage of cast high chromium white iron grinding media in wet grinding applications. First introduced into the cement industry (klinker grinding) where wear rate reductions of four or five times have been realized compared to steel balls, this same grinding media serve the iron, copper, and phosphate markets by resisting not only impacts and abrasion, but also corrosion which occurs in wet grinding. In these markets, single mills containing 250,000 kg of grinding balls are not un-common and hence the economic potential with respect to lower wear rates can be significant. Add to reduced wear rate the increased production efficiency that is possible and it is readily understood why much of the mining industry uses cast high chromium grinding media. Metallurgically, the alloys used consist of a martensitic matrix containing hard M7C3 eutectic carbides. Carbon (2.0 to 3.5%) and chromium (12 to 277.) are characteristically used to arrive at the desired properties.

The demand for phosphate will continue into the future, because phosphate is currently irreplaceable as a plant nutrient and in many chemical applications. Phosphate is not recycled, so the supply must be replenished through a process of mining and purification. The most energy intensive part of the process, separation of phosphate from the ore, requires 54 to 78% (depending on the method used) of the estimated 0.5 quads of energy consumed by the U.S. phosphate industry. This paper provides data from a project designed to determine if a biotechnology can be developed to separate phosphate from its ore. Several hundred microorganisms (both bacteria and fungi) capable of solubilization of phosphate ore have been isolated from the environment. Work is ongoing to determine the mechanism for solubilization. In addition, how these organisms could be used in a bioprocess is being investigated.

The Cove gold-silver deposit is located 50 km southwest of Battle Mountain, Nevada and 1.5 km northeast of the McCoy Mine. Total proven and probable reserves are 48.7 Mt (53.7 Mst) with an average grade of 1.85 g/t (0.054 oz/st) Au and 87.1 g/t (2.54 oz/st) Ag. Mineralization is hosted by Triassic carbonate and siliciclastic rocks in two separate orebodies. Oxide ore consists of disseminated gold and silver in clay-altered, manganese-flooded limestone. Sulfide ore is dominated by pyrite-sphalerite-galena veins in siliciclastic rocks and sandy dolomite. Gold and silver occur in the native state, associated with the base metal sulfides. Mineralization is interpreted to be the distal expression of a porphyry system. The McCoy gold (copper) deposit is interpreted to be the proximal expression of the same system.

"Maceral separation is one possible technique to expand coking coal resources, either by increasing the blending ratio of non- or slightly caking coal or rationally utilizing the coking coal according to the different behaviors of macerals in coking. The success of maceral enrichment for a given coal using flotation is dependent on the differences in flotation kinetic rate among macerals. This paper presents the flotation rates and zeta potentials of the vitrinite-rich and inertiniterich maceral concentrates obtained from six coal samples of different ranks – from high-volatile B bituminous coal with mean random vitrinite reflectance (Rrandom) of 0.64 percent to low-volatile bituminous coal with Rrandom of 1.73 percent – using a float-sink procedure. The flotation results show that vitrinite-rich concentrates can be produced in tap water using froth flotation only with frother for the high-volatile B and A bituminous coal samples, but there was no good performance for the high-volatile C bituminous and medium- to low-volatile bituminous coal samples. The zeta potential results show that froth flotation could probably separate the high-volatile C bituminous coal samples well by adjusting pH, but there was no good performance for the higher-rank coal samples. IntroductionMetallurgical coke is used in blast furnaces for steel production and is produced by the carbonization of coking coal. Because caking coals are rare and expensive, they are often blended with non- or slightly caking coals. Considering the tight supply-demand situation for coking coal in China, it is important and urgent to develop highly efficient technologies for rationally utilizing and expanding coking coal resources (Mochizuki et al., 2013)."

As a result of feasibility studies made in 1975 a 3-0 seismic reflection survey was shot over part of the Veendam salt pillow during 1978-1979. The Zechstein salt pillow, located in the northeast of the Netherlands near the town of veendam, occurs at a depth of 1400 m and contains three carnallite rich horizons over an interval of 300 m below top salt. MgCl2 brines are produced from these layers as feedstock for a magnesia plant, which starts up in 1981. Prior to the acquisition of the seismic data four wells had been drilled. The thickness of the carnallitite layers encountered in these wells varied between 50 and 125 meters. In view of these variations it was necessary to obtain a reliable isopach of the different layers. The 3-0 seismic survey covered an area of ± 4x4 km with a sampling interval of 20 m in all directions. The data was recorded it an area array using a 120 channel instrument. Final presentation of the data was in the form of 3-0 migrated acoustic impedance cross sections. The quality and resolution of the seismic data allowed reliable structural and isopach mans to be made. It was shown that the carnallitite layers are continuous over the area surveyed, whilst local thickening is "fault" related. Having this information brine production locations could be choosen in the thicker parts, allowing maximisation of production potential whilst avoiding faults and fulfilling mining regulations. A subsequent benefit of this approach is the possibility of using the seismic data to predict ore grade. Using the available wells as calibration points the acoustic impedance response of the seismic at the well was matched to the ore grade found. From these points a synthetic section was made with varying ore grades. Pre¬liminary results are encouraging and the liability of this predictive tool will be evaluated in the light of future drilling.

Although salmonid fishes (including Pacific salmon and trout) have only intermediate sensitivity to copper (Cu) for traditional toxicity endpoints (survival, growth, and reproduction) and thus do not ?drive? the freshwater Cu criteria (e.g., see species-sensitivity ranking in US EPA 2007), Cu concentrations as low as 1 to 2 µg/L have been reported to impair olfaction (the sense of smell) in salmonids in laboratory experiments using dilute fresh water (see references in Meyer and Adams 2010 and DeForest et al. 2011). Olfaction is crucial to predator avoidance, recognition of kin, and reproductive synchronization (Baldwin et al. 2003); and Cu is of general ecotoxicological concern because it can be present in acid/mine rock drainage, industrial and municipal effluents, agricultural runoff, and urban stormwater runoff (Meyer et al. 2007). Therefore, there is public concern that the current regulation of Cu in surface waters is not stringent enough to protect salmonid fishes against olfactory impairment (e.g., OSU 2007; Pearson 2007). Because the toxicity of metals to aquatic organisms is a function of water chemistry [e.g., acute toxicity of Cu generally decreases as pH, water hardness (Ca2+ + Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase; Meyer et al. 2007], hardness-based freshwater criteria for metals are lower at lower water hardness. The recently-developed biotic ligand model (BLM) explicitly takes into account all four of those water chemistry parameters and the concentrations of other major inorganic cations (Na+, K+) and anions (Cl-, SO42-) to predict the acute toxicity of cationic metals (e.g., Ag, Cd, Cu, Ni, Pb, Zn) to aquatic organisms; and the BLM has been adopted by the U.S. Environmental Protection Agency (US EPA) to calculate acute and chronic national freshwater criteria for Cu (US EPA 2007). Consistent with observations of Cu toxicity to aquatic organisms, BLM-based Cu criteria generally are lower at lower pH, water hardness, alkalinity, and DOC concentrations. Therefore, although threshold concentrations for olfactory impairment by Cu can be low in dilute fresh waters, the corresponding hardness-based and BLM-based Cu criteria for the same waters also tend to be low. This leads to a logical question: Are Cu criteria already protective against impairment of olfaction in salmonid fishes, thus obviating the need to decrease those criteria even lower to protect against adverse effects to this physiological/ecotoxicological endpoint? Herein, we demonstrate that in all studies conducted to date, the US EPA?s BLM-based freshwater Cu criteria would have been protective against olfactory impairment in salmonid fishes, but the US EPA?s hardness-based criteria would not always have been protective. This distinction is important because all 50 States in the USA still use hardness-based Cu criteria in their water quality standards, and only some of the States allow use of the BLM to calculate site-specific Cu criteria. Additionally, in the absence of empirical results for calibration of a saltwater Cu-olfactory model, we demonstrate that a proposed unified freshwater-saltwater Cu-olfactory BLM predicts the US EPA?s current saltwater Cu criteria would be protective against olfactory impairment caused by Cu in sea water.

Underground production of coal by longwall methods has increased significantly in the last few years and will very likely continue to: increase. There are several reasons for this. First, as mining moves into seams having greater overburden, roof exposure must be reduced since support will become' increasingly expensive. Secondly, the growing demand for coal has forced the coal industry to seek alternative, more productive, coal mining methods. In addition, the longwall method greatly simplifies the underground ventilation network. This paper addresses itself to the design of longwall development headings, particularly to those of the United States where multiple development headings are required by law. The most burdensome problem encountered in many longwall mining installations is deterioration of the tailgate due to the combined effect from, the active longwall gob and the old gob made by mining the previous panel.1 Portions of the tailgate entry are sometimes closed to such a degree that extensive repair work is necessary to keep the entry in usable condition. The purpose of this paper is to present the result of a study in progress which combines field measurements with numerical model analysis to reduce the cost of maintaining tailgate entries in longwall mining systems.

The drive selected for any piece of machinery must adequately satisfy the application requirements both during the starting interval and at running conditions, All loading possibilities of the drive must be known and allowances made for any adverse limiting conditions such as extreme cold, or perhaps an intermittent excessive loading situation etc. In general, the drive must be selected to provide the required operating characteristics with maximum reliability and at minimum cost. Simplicity of overall design is always an advantage and care must be exercised to insure that systems incorporating unnecessary complicated parts are not indiscriminantly provided. Important non-technical considerations such as equipment avail-ability (on an overseas project) as well as standardization details also play a role in the drive selection process. Additionally, an assessment of the potential capabilities of the personnel that will have to maintain the equipment can have some influence on the final choice. Several types of prime movers are available but this article will restrict itself to the use of induction motors operating from an available alternating current power source. Many drive arrangements are possible, the most common being the direct coupled single motor arrangement. Diesel particulate matter (DPM) has been shown to contribute to various adverse health effects on underground miners. In order to reduce worker exposures, it is critical to measure the levels of DPM in the active work settings and in real time. However, the 5040 method, developed by the National Institute for Occupational Safety and Health (NIOSH), which quantifies the mass of elemental carbon (EC) and organic carbon (OC) in the samples, is based on full-shift samples, and can take days or even weeks for results. Use of real-time monitors could significantly reduce the risk of DPM exposure to miners, and available monitors have been shown to quantify DPM, mainly using the EC and other surrogates. The NIOSH Spokane Mining Research Division is conducting research aimed at developing a field-portable DPM monitor that is able to quantify both EC and OC. One part of this work is to understand the effect of OC on currently available real-time DPM monitors. This paper will present the results from experiments that were designed to observe the effect of OC on real time monitors and compare the results with the NIOSH 5040 method. BACKGROUND Diesel engines remain ubiquitous in mining environments and, as such, are one of the primary sources of ultrafine- and nano-aerosols in the mining environment in the form of diesel particulate matter (DPM). As a result of their small size, DPM has longer residence times in a mine atmosphere than the typically larger mechanically generated dust [1]. In addition, the small size enables DPM to penetrate deeply into the respiratory system [1], and exposure to DPM has been shown to contribute to various adverse health outcomes of the pulmonary system [2] and cardiovascular system [3]. Diesel exhaust has been classified as a carcinogen to humans (Group 1) by the International Agency for Research on Cancer [4]. Due to mounting concern about adverse health outcomes, extensive efforts are being made to reduce workers’ exposure to DPM, with the high exposures that often occur in underground mines being of particular concern [5]. New technologies are being developed to reduce engine emissions and thereby airborne DPM levels, including advanced engine technologies, a host of aftertreatment systems [6], and a variety of alternative fuels. The latter have been shown to markedly decrease respirable DPM and other hazardous components of diesel emissions from mining vehicles [7], yet high exposures persist, especially in underground mines [8]. In order to reduce worker exposures, it is critical to measure the levels of DPM in active work settings. In mine settings, exposures to DPM are measured by collecting air samples on filters (usually full-shift samples) and sending them to a lab for analysis using the Mine Safety and Health Administration (MSHA) P13 method, a variant of the National Institute for Occupational Safety and Health (NIOSH) 5040 method. The 5040 method is designed to quantify the mass of elemental carbon (EC) and organic carbon (OC) on the samples [9], which is then used to determine the concentration in the sampled air. MSHA has set a limit for exposure, which is based on the concentration of total carbon (TC), or the sum of both EC and OC. The allowable TC in the air (time-weighted average over the shift) is 160 μg/m3 of TC [10].

The E1 Indio Mine is located in the Andes mountains about 180 kilometers East of La Serena, capital of the Fourth Region of Chile. It is reached by an international highway running up the Elqui Valley as far as Juntas from where the last 42 kilometers is on a road constructed by the Company. The plant is located at 3.900 meters above sea level among extremely rugged terrain with nearby mountains rising about 5.500 meters. Climatic conditions at these altitudes are severe with winter temperatures down to -20°C. Snow storms lasting several days and leaving up to two meters of snow have been experienced, while fierce winds are corm=.

By combining statistical methods with specialized coal technology, novel and widely applicable procedures are developed which are useful for making important decisions based on coal seam structure. By analyzing such properties as ash in visual coal types of seam cross sections and by processing the ash data to 100 gram increments of coal ranging from the top to the bottom of the seam, intraseam comparisons between data populations of samples from a given seam and a reference seam can be made. Moreover, illustrations are presented for estimating the number of drill cores required to purchase a specified level of sampling accuracy together with procedures for determining the probability that different coal scan cross sections are not unlike and by inference are therefore comparable. Such comparisons can be valuable when making important, costly and long prevaling decisions involving coal exploration, mining, preparation and utilization.

Use of geostatistics to solve mining problems is gaining importance as the cost of developing new mines is increasing and there is a need to mine more marginal deposits. But, until recently, coal companies have shown little or no interest in geostatistics. However, the stringent quality controls on coal burning has led to a surge in interest in improved methods for estimating clean coal characteristics. Until now, most of the geostatistical applications have centered on the problems of estimating in-situ coal characteristics (Sabourin, 1975; Wood, 1976, 1979; Fang and Stark, 1976; Pauncz and Nixon, 1979; and Knudsen et al., 1980). Little work has been done in applying geostatistics to coal washability, except that by Armstrong (1980). Applying geostatistics to coal washability basically means the estimation of cleaned coal characteristics, with the aid of geostatistics. Cleaned coal estimation plays a very important role in overall emission control strategy, as can be seen by the general flow diagram of such a strategy shown in Figure 1. The scope of this paper is limited to one aspect of the overall emission control strategy shown in Figure 1; namely, the prediction of cleaned coal characteristics using geostatistics.
