OHSAS 18001 is a series of international standards for occupational health and safety management. It is comprised of two parts, 18001 and 180029. OHSAS 18001 was formulated by international certifying bodies and is based on BS8800 and was first published in 19996,11. OHSAS 18001 was developed to be compatible with ISO 9001 and ISO 14001 in order to facilitate integration of quality, environment, and occupational health and safety management systems5. It is a voluntary standard and the overall aim of OHSAS 18001 is to enable organizations to control their occupational health and safety (OH&S) risks and improve overall health and safety performance5. OHSAS 18001 is widely accepted in the UK, Europe, and Asia, is gaining momentum in North and South America, and it was used as the basis and conforms to the requirements of ANSI/AIHA Z.10-2005: American National Standard for Occupational Health and Safety Management Systems. It defines a set of requirements for an occupational health and safety management system suitable for any kind and size of organization4. Businesses of all sizes are developing and implementing occupational health and safety management systems (OHSMS) that are in compliance with the OHSAS 18001 standard.

In September 1855, 55-year-old Noah Spencer Kellogg and his $3 jackass named Bill discovered what was known at the time as a “blow out” of high-grade lead and silver ore. The deposit was located on the side of a North Idaho mountain high above the South Fork of the Coeur d’Alene River. The ore was later assayed at 41,141 g/t (1,200 oz/st) silver. Kellogg named his discovery the Bunker Hill Lode, after the June 17, 1775 Revolutionary War battle of Bunker Hill. A thriving pioneer settlement sprang into existence around the resulting mine’s workings and was eventually— and appropriately — named Kellogg. The peak rising hundreds of feet above the mine’s adit was named “Jack-ass Peak” after Noah Kellogg’s hairy companion.

"It has been nearly eight years since rare-earth elements (REE) became the subject of frontpage headlines. It was when the controversial Chinese export policy for these critical commodities was epitomized in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al., 2016c; Mancheri, 2015).The world was dismayed, especially in REE-importing countries such as the United States that was, and still is, totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand, and the Chinese sovereignty of the REEmarket on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016).The prices of REE, however, dropped rapidly in late 2017 and were in six-year lows, before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REEmarket entrants (Barakos et al., 2016b; Rollat et al., 2016). Production cutbacks and industry consolidation in China have impelled REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation process of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

Most people, when Borates are mentioned, mentally visualize the famous twenty mule team (really eighteen mules and two horses), trudging across the Mojave Desert or "she burns green Rosie, we are rich." Actually, however, the first use of borax was prior to Babylonian times. Their emissaries had orders to bring borax Iron the Gobi desert for use as a flux by the Babylonian goldsmiths. The borate mineral imported for this is not known but probably was borax. The ancient Persians and Arabians knew about borax and the Arabic word "Baurach" appears in a two thousand year old manuscript. The Sanscrit word for borax was tincana which has been corrupted to tincal. The Chinese were using borax as a glaze in three-hundred B.C. Marco Polo brought the first borax, along with gunpowder and spaghetti, from Mongolia to Europe in the late 1300's. Borax from Tibet was imported to Europe for nearly 500 years. In 1772 boric acid (sassolite) was discovered around Tuscany, Italy as a precipitant from volcanic steam vents. Production of boric acid started there about 1815 and provided the sole competition to the borax from Tibet. Borate deposits in Turkey have been known and exploited on a small scale since the 13th century. It is only recently that the operations are being modernized and production increased. About 1836, borax minerals were found in Chile and Argentina with borax production starting in 1852 in Chile and in Argentina in 1886. During the latter half of the 19th Century, Chile was the principle world producer of borax.

The Greenwich Collieries Co. is a subsidiary of the Pennsylvania Mines Corporation, and a wholly owned subsidiary of the PP&L Co. which serves the northeastern portion of Pa. PP&L annually consumes about 11 million tons of coal per year and is the largest consumer of both bituminous and anthracite coal on the eastern seaboard. Development work for Greenwich started in 1969. The coarse coal plant was constructed in 1970, with the raw fines bypassed. This worked very well for our requirements at that time; however, the Greenwich mining plans were extensively changed, longwall mining units were installed and low coal was encountered, resulting in dirtier coal, a finer coal and an ever increasing ash in the shipped product. All this demanded a more efficient ash removal process for the fine coal fraction. In 1971, the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency were pushing for the now stringent sulphur emission limits at our power plants. The Greenwich Mine coal reserves contained large quantities of 3.5 to 4% sulphur along with some low sulphur reserves. It was, therefore, essential that any new plant have the capability of efficient sulphur removal to meet the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency required limits. To meet these limits our design would have to be capable of producing a product of 2.0% sulphur or less.

Not too many years ago, mining was in one of its cyclic down-sides. This forced mining companies into some innovative thinking to bring down the costs of production. And they have. Mining equipment and processing plants have become more efficient, mostly due to technological advances. The mining industry is now in a boom period, one that some analysts believe can sustain itself. But even with higher commodity prices, sky-rocketing energy costs and the costs associated with environmental and reclamation regulations have not allowed all mines to reach their full profitability potential.

In the present study, we have investigated the conditions for the formation of bubble clusters and the effect of well-defined agitation on the stability of clusters. A specially designed cell was used in which bubble clusters could be formed at the surface of a porous block in a fluidized bed of relatively coarse hydrophobic silica particles. The clusters then rose through a flow field of known turbulent characteristics. The size of the clusters before and after passing through the turbulent zone were measured using a high speed camera. The influence of shear rate on the deformation of the bubble clusters was investigated. The results showed that the Kolmogarov microscale was much smaller than the maximum cluster size, suggesting that the breakage of the clusters was mainly due to interaction with clusters in the inertial convection sub-range.

The aim of this paper is to assess the effect of microwave treatment on copper sulfide ore for ball milling and bed breakage. Liberation analysis of ground products in eight size fractions showed that microwave pretreatment liberated more chalcopyrite particles from the bed breakage product than the ball mill product. In bed breakage, microwave pretreatment caused a 2% increase in chalcopyrite liberation on average. Microwave pretreatment produces more elongated particles in ball milling and more rounded particles in bed breakage, respectively. Microwave pretreatment produces coarser chalcopyrite particles with a wide range of sizes. This effect is more significant in bed breakage compared with ball milling. Micro-flotation test results showed that in ball milling, treated and untreated materials have similar metallurgical performance and there is a little difference (1%) between the average Cu recovery values. However, in bed breakage, the average recovery for the treated materials is about 5% higher than the untreated materials.

In the world of tunneling the glamour is in the large diameter, long tunnels, but perhaps the number of projects for small diameter and short length tunnels are greater and generally have higher risk factors. Reasons for these higher risks include both the ?boiler plate? contract provisions used on these types of contracts, the technical specifications related to the tunnel work (versus the pipeline construction), the bid practices including measurement and payment and the construction. This paper reviews and comments on some of the key issues the authors have observed in recent major pipe-line projects that involve a small percentage of tunneling footage of the total contract.

INTRODUCTION Grinding mills have been used in the minerals processing industry for over 100 years. Their dimensions have grown continuously during this time. Besides increasing throughput rates of grinding plants due to the depletion of high grade ores, the lower specific in- vestment costs, as well as reduced operating and maintenance requirements are major reasons for this trend. When selecting new plant equipment one must consider that design principles which have proven their reliability on sizes of today's equipment do not automatically warrant a successful operation on the ever larger size of equipment. Modern calculation methods as for instance the Finite Element method already contribute considerably to the safe design of the huge equipment being built today and are a standard tool of the design engineers. More recently, modern computer programs are also being used in order to size the equipment to meet the process requirements. Today, two design principles are on the market - one which supports the weight of such a unit on trunnion bearings through cast conical endwalls and one which is supported through slipper pad bearings arranged at the circumference of the mill shell (Fig.1). The reason for the development of this alternative grinding mill design can be found in the past. During the sixties and seventies the growing sizes of ball mills with high LID ratios caused many mill failures due to cracked endwalls. The accuracy of the calculation methods as well as the quality standards for castings were not developed to a degree required for such kind of heavy equipment. One way to overcome these problems was the increase of the manufacturing quality standards as well as the introduction of the finite element method based on the analysis of the experience available. The biggest grinding mills being built today are large size SAG mills with cast conical endwalls and trunnion bearings (Fig.2). This is due to the fact that mill manufacturers who had come from the conventional ball mill design adopted these principles as well to their SAG mills. These grinding mills perform well without special concern to the operators. Other manufacturers overcame the problems as mentioned above by eliminating completely the heavy castings and trunnion bearings and the problems associated to it (Fig.1). This design was originally applied to ball mills for the mining and other industries. Due to the success of these shell supported ball mills, this design principle was also applied to SAG mills(Fig.3). Despite of the fact that the majority of today's grinding mills are built to the conventional design it is also interesting to have a look at this alternative. Principles which have proven their reliability on sizes of today's equipment do not automatically warrant a successful operation on the ever larger equipment if bigger mill sizes are realized only based on the pantograph principle. With growing grinding mill sizes, the mass and volume flows through the equipment increases rapidly. Thus it is very important not only to concentrate on the safe design of the structural components of the equipment but as well on the process requirements. The influence of the design on important process parameters of dry and wet grinding plants are discussed thereafter. It shall be shown how modern computer programs can assist in the optimization of the design of components in order to fulfil the operational requirements of such large size equipment. PROCESS REQUIREMENTS OF LARGE SIZE GRINDING MILLS Dry Grinding Mills The world's biggest ball mill is a dry grinding ball mill having a diameter of 6.2m and an overall length of 25,5m with a drive power of 11,200 KW or 15,000HP. This grinding mill dries and grinds gold ore at a rate of 500 tons per hour at a moisture content of up to 9,5%. As shown in Fig.4 this mill was built as a shell supported unit. In fact only this design principle allowed to meet the process requirement. This mill could hardly be built with cast conical endwalls due to the constraints of the trunnion bearings limiting the mill inlet. The following case shows how modern computer programs can help to meet the design criteria of the air system of large size dry grinding plants. The ability to process complex precious metal sulfide concentrates containing antimony and arsenic, in an economic and environmentally safe manner, is an important problem facing the mining industry in the united states. Preliminary experiments have been performed to evaluate the possibility of treating a complex sulfide concentrate to recover antimony and precious metals while fixing the arsenic and sulfur as calcium arsenate and calcium sulfate. The process involves the oxidation of the antimony and arsenic minerals in the presence of soda ash (to collect the sulfur dioxide and to keep the antimony and arsenic from forming volatile compounds), the selective leaching of the arsenic from the roast calcine with a heated caustic solution, the precipitation of the arsenic and sulfate with calcium hydroxide and/or calcium chloride, the reduction of the residual antimony (collecting the precious metals), fuming of the metal to form a marketable antimony oxide, and crucible reduction of the residue to obtain a gold and silver dore. Experiments have been performed to evaluate the first stage of this process. Batch experiments were performed using synthetic concentrates of stibnite and arsenopyrite. Variables that were studied included: mixture weight fractions, temperature, gas flow rate, oxygen partial pressure and time. All of the off gas dust and sulfur containing gases were collected and analyzed. The roast solid residue was subjected to arsenic leach tests and the leach solutions were subjected to arsenic and sulfate precipitation tests.

Thermodynamic data has been obtained for oleate chemisorption at fluorite (CaF2) and calcite (CaCO3) surfaces using adsorption isotherms determined previously at room and elevated temperatures by in-situ Fourier transform infrared/internal reflection spectroscopy (FT-IR/IRS). Linear regression analysis was used to statistically derive free energy data as a function of temperature assuming oleate chemisorption followed Langmuir-type adsorption. Enthalpy and entropy changes were subsequently ascertained from the Clausius-Clapeyron equation and fundamental thermodynamic relationships. Essentially, no difference in the free energy of chemisorption at the two mineral surfaces was found; however, the differences in enthalpy and entropy values were significant. By comparison, the results showed that oleate chemisorption at fluorite surfaces was more extensive and more entropically driven due to more water being displaced. Results correlate well with values determined in the literature for other mineral collector systems. These findings help explain the greater hydrophobic character of fluorite than calcite in both the absence and presence of oleate.

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. The Afton property is located 180 air miles East-Northeast of Vancouver and nine miles West of Kamloops, a city of 60,000 people, in South Central British Columbia, Canada. The mine is adjacent to the Trans-Canada Highway at an elevation of 2,200 feet above sea level. The orebody is a porphyry, copper deposit that has undergone supergene alteration. The-major economic minerals in the supergene zone are native copper and chalcocite with chalcopyrite and bornite in the hypergene areas. The grade is one percent with an overall copper distribution: 70% native, 25% chalcocite and 5% chalcopyrite with bornite and covellite. The ore also contains important, but variable amounts of gold and silver.

Alunite (KAl3(SO4)2(OH)6] is one of the important nonbauxitic resources for aluminum in U.S.A. The major gangue material associated with a unite ore body is quartz. Experimental results indicate that oleic acid flotation of alunite is quite effective in upgrading the ore. The flotation chemistry of the alunite/oleate system has been investigated using various techniques such as: hallimond tube flotation response, measurement of adsorption density using I4C labeled oleated, electrokinetic measurements, infrared spectral studies, contact angle measurements and thermochemical measurements using an isothermal microcalorimeter. Alunite has been found to float readily with oleate in the pH range 4-10.5 and its flotation response is enhanced at higher temperatures. The PZC of alunite has been determined to be at pH 7.2 ± 0.15 which agrees with what would be predicted from solution chemistry and from the flotation response with physically adsorbed collectors. Infrared spectra show a specific peak in the range 1585-1600 cm-1 which has been attributed to the formation of an aluminum oleate surface species. Both adsorption density measurements and infrared spectra indicate that during adsorption multilayers are formed. The heat of adsorption of oleate on alunite has been found to be endothermic and of the order of 4-6 KJ/ mole.

"Current Environmental Protection Agency (EPA) risk models and asbestos fiber counting techniques for monitoring airborne exposures treat all fibers as being equivalent and ignore the effect of dimension on toxicity. While this may have been appropriate when modern analytical methods were not available, the measurement world is now fully capable of making the appropriate distinctions. The importance of width as a determinant of carcinogenicity has been recognized for nearly 30 years within the published literature. Stanton,1 in a landmark study of a suite of fibrous materials, found that durable mineral fibers with widths less than 0.25 mm and lengths longer than 8 mm were causally associated with the induction of tumors. Pott,2 in a later study, postulated a fiber toxicity model that agreed reasonably well with the Stanton findings, but extended the concept to include varying toxicity as a function of length and width. Wylie et al.3 reanalyzed samples used by Davis et al.4 and found that tumor generation was strongly and inversely correlated with fiber width. Crump5 testified increasing fiber length was correlated with disease occurrence. Lippman6 reviewed a number of studies and suggested that mesothelioma was closely associated with long, thin fibers. Berman et al.7 published a risk model, which found that disease was correlated almost exclusively with fibers longer than 40 mm and width less than 0.25 mm. Recently, Loomis et al.8 reanalyzed textile mill samples and found that aspect ratios greater than 40:1 were highly correlated with disease. Incorporation of width into risk models has been limited by the availability of data from operating asbestos plants and, in particular, the observation of an asbestos plant for which there is no observable mesothelioma. There have been only limited studies published on the dimensions of asbestos fibers, with a few serving as the primary references in other literature.9_13 A rare opportunity to collect detailed concentration and dimensional data of airborne crocidolite from an operating asbestos-cement plant using modern analytical procedures arose, providing a chance to supplement the existing literature on airborne fiber dimensions. The asbestos-cement plant is located in the eastern end of Cochabamba, Bolivia along Highway 4. Cochabamba is a relatively large city located in the Andes Mountains, approximately 250 km southeast of the capital La Paz. The city sits in a valley that runs east-west with mountains to the north and south. The crocidolite used in the products made at this facility is mined in central Bolivia, approximately 75 km northwest of Santa Cruz. The crocidolite is a fibrous magnesioriebeckite 14 (blue asbestos). Crocidolite fibers from Bolivia were the subject of prior reports suggesting the fibers are generally longer and thicker than crocidolite from Australia or South Africa.9 At the cement plant, the run-of-mine crocidolite was first pulverized using a hammer mill and then sieved on vibratory sieves to produce fibers of limited size ranges for use in the cement. The sieved crocidolite is mixed with other components, including recycled cement product, to produce a slurry that is vacuum filtered into sheet form. The sheets are then manually molded into a corrugated shape, air dried, and sawed (using circular saws) to accepted dimensions. The sawed sheets are cured in soaking pits for 28 days before being shipped to the consumer. Prior to shipping, the sheets are finished by a light hand sanding followed (at customer request) by applying one or more coats of paint. Rapid growth in the rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of Federal surface mining standards may cause those states containing Federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

An in-seam seismic (ISS) - based void detection technique was developed and tested for three general mine conditions: anthracite, bituminous and trona. The detection range tested varied from 80 to 100 m for trona mines and from 33 to 66 m for bituminous mines. High quality and broad band signals were obtained from these tests and were used to delineate the voids. The paper provides a brief discussion on the technical features of this void detection technique, the testing conditions and results, and a general assessment of the technique.

At almost no time since the end of World War I has the coal industry been free from serious threats to its competitive position. At present, the critical question is whether the industry can maintain its position in the electric power market and this paper reviews the prospects in this area. Our report is part of a study, supported by Resources for the Future Inc., dealing with coal demand in general. Like most elements of coal economics, it has received much less analysis than problems in other energy sectors--a defect we felt worth correcting. We have concentrated on electric power elements of the market. The nature of the coal market makes this the natural choice. Three markets absorb over 80 per cent of coal production and are considered in our overall work. The completely excluded sectors are largely catchall categories in which coal use is declining anyway. Comparing the three markets included in the overall study, we see: modest growth is the most optimistic forecast for metallurgical coke; export growth depends to a large extent on policies of foreign governments. Electric power use, however, has rapidly grown to absorb over half of coal output and coal's prospects depend almost entirely on continued expansion of this market. Throughout the 1960's the demand for coal used to generate electrical power in the United States grew at an average rate of 6.5 per cent annually. This growth rate will be sustained until at least 1976.
