Operation and maintenance of California?s water tunnels is an important factor and vital link in California?s infrastructure. These tunnels are owned and operated by a variety of large and small private and public water and power utility companies, municipal agencies, and irrigation districts. Visionary pioneers such as Michael O?Shaughnessy (San Francisco Hetch Hetchy Water Supply System), William Mulholland (Los Angeles Department of Water and Power and Metropolitan Water District of Southern California?s Colorado River Aqueduct), and John Eastwood (Southern California Edison Big Creek Hydroelectric Project) built large and small water supply, irrigation and hydroelectric tunnels, which have supplied environmentally friendly-water supply, renewable electricity, and uninterrupted service to a burgeoning population and economy. This paper introduces these pioneers and describes several case histories and lessons learned during condition assessment and rehabilitation of tunnels providing enlightenment of California?s vital water projects.

Moisture deterioration of clay-rich roof rocks causes high numbers of roof falls in coal mines in humid summer months. Rocks with high moisture content are generally weaker and can further deteriorate when subjected to wetting and drying cycles. As a result, it is important to evaluate the moisture-sensitivity of roof rock prior to mining. The National Institute for Occupational Safety and Health (NIOSH) has evaluated three moisture-sensitivity index tests on roof rocks from 23 U.S. coal mines. The three tests were the University of Kentucky Weatherability test (Weatherability test), the Consol Energy Water Sensitivity test (Water Sensitivity test), and the NIOSH Immersion test (Immersion test). Of these three tests, the Weatherability and Water Sensitivity tests are more reliable in classifying the moisture-sensitivity of roof rocks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

In recent years, there have been many articles and papers written on the use of specially designed belt conveyor systems in mining operations, either economic studies or actual experience. These papers generally conclude that the use of these systems can reduce overall costs from 10% to 40% over conventional methods using general purpose equipment (truck/shovel, scrapers, etc.). However, they also generally conclude that conveyor systems are inflexible and capital intensive. With the increasing cost of mobile equipment, the capital cost conclusion is losing steam, particularly when the costs of maintenance shops, road and ramp construction and other related start-up costs are thrown in. Attention here will be focused on answers to flexibility related questions, but first, a look at costs in general. Basic production economics tell us that when we have a small job to do, it is cost effective to use simple, low cost, general purpose tools which will have a minimum impact on total cost. It also tells us that when we have a large project, we can employ methods using special, relatively expensive production tools. Figure 1 illustrates what occurs on projects, of different sizes, with various quantities of production. With small quantities of work, the cost per unit of work starts out much lower using general purpose equipment, rather than using special purpose methods and equipment. However, at a relatively low quantity of work, the cost hits a lower limit and, regardless of how great the quantity of work, the unit cost can never go any lower.

In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

Section 25 has been assembled to give the geological, mining, or metallurgical engineer an overview of some of the important downstream operations that typically follow mining activities. This subject is obviously too broad and complex to be covered in detail within this Handbook. However, the engineer will be interested to learn about the basic fundamentals, and especially how they might affect the economics of the total project from prospecting and mining through to metals recovery and marketing. In this way, it is hoped that the engineer will have a better overall appreciation for the technical and commercial prospects of a mining and metal-producing project.

Principal factors influencing equipment selection can be grouped into five basic categories. Tonnage Requirements, Ore and Waste Loading, transporting, and ground preparation equipment are largely determined by tonnage requirements. Generally, the greater the tonnage requirements, the larger the equipment size selected. Large size equipment is appropriate for a production of about six million tons (total) per month, medium size for three mil- lion tons, and small size for one million tons or less.

The introduction of social media platforms has ushered in a new era of interaction and information exchange, which impact business-to-society relationships. Mining companies are closely watching these platforms, as the industry takes a cautious approach to control flows of information. This paper explores the risks, challenges and opportunities of using social media, based on a qualitative mixed methods investigation with stakeholders from the Canadian mining industry. Generational and language barriers, misunderstanding and limited motivation from regulators make implementing social media platforms challenging and risky at an organizational level. The benefits of social media include being able to mobilize communities and share information in real time. Despite the challenges, the study found that 62% of mining stakeholders are incorporating social media tools, mostly in an ad hoc manner. Flexible strategies for transparent communication and public engagement are creating new opportunities for information exchange.

In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) has developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five and three underground coal mines in MSHA District 2 (PA) and District 11 (AL), respectively. While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (% IC) determined by the CDEM agreed well with those obtained later by low temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

The study aims to leach copper from a low-grade flotation middling by optimizing the leaching process using response surface methodology. The effect of key parameters, i.e., sulfuric acid concentration, nitric acid concentration and leaching time, on the leaching efficiency was investigated and a quadratic model was suggested by the methodology to correlate the variables to the efficiency. The results indicate that the model is in good agreement with the experimental data at a correlation coefficient (R2) of 0.97 and the most influential parameter on efficiency was identified as sulfuric acid concentration. The optimum conditions for copper leaching from the middling were identified as sulfuric acid concentration at 103.74 g/L, nitric acid concentration at 12.50 g/L and leaching time of 30.98 min; under such a condition, an average leaching efficiency of 93.16% was achieved from the middling.

To build an effective entry roof beam, a roof bolting or supporting system must be of the ability of providing a clamping force to the bolted roof strata. Currently, two roof bolting systems are widely used to serve the purpose of providing such a clamping force. They are resin and mechanical anchorage bolting systems. Both numerical modeling and double shear testing results indicate that a greater pre-installed load or pretension of a roof bolting system is very critical for effective beam building. Although it?s generally accepted that a mechanical anchorage bolting system can provide a greater pretension than a resin anchorage bolting system does (Su and Poland, 2007 and Peng, 2008), no published field data are available to support such a conclusion. This paper analyzes the results of our field tests on both roof bolting systems, explains why one roof bolting system is better than the other under a typical roof condition, and finally discusses the effective means for coal mine operators to determine the best roof bolting system for their roof conditions.

Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

INTRODUCTION Spokane Mining Research Center (BuMines) is researching sealants for underground coal mines to: 1. Reduce sloughing of shale roofs. 2. Reduce sloughing of coal ribs. 3. Seal block stoppings against air losses. 4. Construct stoppings by spraying over jute cloth or metal lath. 5. Render incombustible in-place polyurethane foam. Originally the work was directed towards reducing sloughing of shale roofs. Many underground coal mines have shale directly over the coal which weathers severely after exposure to the mine atmosphere. Lab investigations(l, 2, 3, 4) have shown that many shales separate into layers when immersed in water or stored in a high relative humidity environment. Upon drying or after removal from high humidity, the shales continue to separate. Underground coal mines become wet in the warmer months from condensation of the ventilating air. Conversely, the mines become dry in the cooler months from evaporation. The mines experience severe shale break-up during the summer and much less break-up during the winter. Figs. 1, 2 and 3 show weathered shale roofs. in underground coal mines. Fig. 4 shows fallen shale on the entry floor. Sealing the shale reduces this sloughing problem.

Metal removal kinetics and metal ion selectivity in ion flotation were studied from a thermodynamic perspective. Surface tension data could be used with the Gibbs adsorption equation to quantitatively predict the metal ion removal kinetics in alkylsulfate-Cu systems. However, surface tensions predicted cation selectivity coefficients in the sodium dodecyl-sulfate (SDS)-Cu-Ca and SDS-Cu-Pb systems rather poorly, although the predicted order of the selectivity (Cu2+<Ca2+<Pb2+) was correct. Another thermodynamic selectivity model, which used the Grahame adsorption equation and a geometrical analysis, predicted cation selectivity coefficients that agreed very well with experimentally measured values.

Unmodified pneumatic rock drills may have noise levels of 115 to 130 dB at the operator&apos;s position. Experimental modifications have been made to a standard drill to suppress the noise from the three main sources: the air exhaust noise, the noise radiated from the drill, and the resonance noise of the steel drill rods. A prototype model developed at the Bureau of Mines, Rolla Metallurgy Research Center, operates at a noise level below 100 dB. A close-fitting case and muffler unit, consisting of a metallic skeleton filled with viscoelastic absorber and having a durable cover, provided both muffling and noise absorption. Damping alloys were used at strategic points in the drill. Drill steel resonance noise was reduced by a constrained-layer treatment on the outside of the drill rod. The singular and combined effects of the treatments are presented in detail.

Foster-Miller has recently developed a new concept for a highly specialized shaft lining system. This innovative shaft lining system uses a continuous slip forming placement technique, lining the shaft from the bottom up such as in a raised bored shaft. Although this part is not unique, the concept is designed to use polyurethane foam instead of concrete for the liner material. Furthermore, the concept is designed to attain rates of advance of 30 m/h (98 fph). The polyurethane foam liner is designed to be thinner (100 mm or 4 in.) than a conventional concrete liner (300 mm or 12 in.). It will eliminate the high cost associated with the erection and operation of an on-site concrete batch plant. The system will be designed to operate remotely, requiring few personnel for its operation. This system (or parts of it) may be appropriate where fast construction speed is required or where a jointless liner is needed.

Introduction Today, more than 50% of rail-carried commodities are mineral industry related, with coal being the most important single commodity moved by rail. In 1980, coal accounted for more than 5.7 million of the total 22.6 million carloads moved by rail. Metallic ores were third behind grain, with more than 1.4 million carloads. Crushed stone, gravel, sand, and other non-metallic minerals totaled almost 2.3 million carloads. Chemicals and allied products, including fertilizer and coke, added another 1.7 million cars, with petroleum and petroleum products totaling 300,000 carloads. Coal Several things happened in the 1970s that gave rise to increased consumption of coal-particularly western coal-and to its dominant position among rail-carried commodities. First, the Clean Air Act of 1970 required generating plants to make significant reductions in sulfur dioxide emissions. To comply, utilities could either invest in scrubbers or switch to low-sulfur western coal. Many opted for the latter. By 1972, increasing demands by the utility companies halted what had been a 25-year decline in national coal consumption. Second, the Arab Oil Embargo of 1973 put an end to cheap oil and gas, limiting their future as fuels for electric generating purposes and increasing the potential for coal. Third, in 1977, President Carter announced an energy program with coal as its cornerstone, calling for an annual two-thirds increase in national coal production by 1985. He also called for conversion to coal by utilities and large industrial users. Finally, he proposed a 10-year, $10 billion program to encourage domestic coal production and stimulate development of export markets. Coal bounded into world prominence. Foreign demand for steam and metallurgical coal increased tremendously, while US demand for western coal also shot up. This meant greater demands on the transportation sectors that traditionally carried coal to market. Many railroads began programs to serve the coal industry. One example is Burlington Northern&apos;s commitment to handle increased western coal tonnages. The company spent more than $1 billion in recent years to develop a system capable of moving more than 91 Mt (100 million st) of coal each year. Other leaders in this renewal were Norfolk and Western, Union Pacific, Santa Fe, and Southern Pacific railways. The importance of the rapid growth of coal traffic to the railroads is shown in the accompanying table, which gives percentages of total tonnages hauled and revenues attributed to coal. With coal providing the railroad industry with a substantial share of its revenues, there is keen competition among the rail companies themselves and among railroads and other transportation sectors for coal haulage. But there is also cooperation when more than one railroad is involved in delivering the coal from mine to market or when a combination of transportation modes is more economical. The latter is represented by Conrail&apos;s interest in working with the port authorities of New York and New Jersey to establish a new coal port that would serve not only export markets, but also utilities and industries in the northeast. Iron Ore Next to coal, iron ore (taconite) is the most important single mineral commodity handled by railroads. In Minnesota, where most iron ore is produced, rail transportation is primarily by Burlington Northern and the Duluth, Missabe, & Iron Range Railway Co. (DM&IR). The DM&IR, owned by US Steel, serves several producers on the Mesabi Iron Range. Two of the larger producers, Erie Mining Co. and Reserve Mining Co., also own railroads that operate between the mines and the ports of Silver Bay and Taconite Harbor on Lake Superior. Several iron mines and taconite plants in Michigan are served by the Chicago and Northwestern, and the Soo Line. Total 1981 shipments of taconite and iron ore are estimated at 55.9 Mt (55 million It), compared with about 61 Mt (60 million It) in 1979 the most ever shipped in one year. Low flotation recovery and selectivity have been long-standing problems in the treatment of most ultra-fine phosphate ores. This paper investigates the improved flotation of two ultra-fine Brazilian phosphate ores from Itafos’ Arraias project. These ores are predominantly composed of quartz, muscovite, apatite and a Ca-Al phosphate. As a result of fine phosphate dissemination and associated grinding requirements, column flotation was selected for the metallurgical test program to address the inherent limitations of fine particle flotation using conventional flotation cells. Accordingly, both benchtop Denver cell and laboratory column flotation tests were conducted to optimize their respective flotation responses. Improved flotation performance was achieved using column flotation as compared to benchtop mechanical flotation. In column flotation, a P2O5 concentrate grade of 30.5-31.0% was yielded at a flotation recovery of 83.7-85.1% for the 38x0µm generated ultrafines. The benefits of Eriez’ column flotation technology realized from this study include a higher degree of selectivity, increased recovery, and reduced collector dosage as compared to bench-scale mechanical flotation.

In 2004, rare earths were not mined in the United States. The major supplier, Molycorp, continued to maintain a large stockpile of rare-earth concentrates and compounds. Major uses for these commodities were in automotive catalytic converters, petroleum fluid-cracking catalysts, permanent magnets, glass-polishing compounds, ceramics, metal-alloying additives, phosphors and rechargeable batteries. Consumption of refined rare-earth products decreased. The United States was a major importer and exporter of rare earths in 2004. Yttrium was not mined or refined in the United States in 2004. Imports from China, France and Japan accounted for most of the U.S. supply of yttrium compounds for refined yttrium products.
