INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

UK Seabed Resources (UKSR) signed a manganese nodule exploration contract with the International Seabed Authority on 8 February 2013 for a 58,000 km2 tract on the eastern edge of the Clarion Clipperton Zone (CCZ). UKSR is a private company based in the United Kingdom and established primarily to develop the commercial potential of the CCZ deposits. This is the first of many anticipated regulatory, market and technical milestones that are requisite for (1) environmentally responsible commercial scale production of nodule derived metals and (2) generation of revenue through their sale in the global commodities market. This presentation will describe the progress made to date in this effort and an industry-based perspective on the tasks and challenges that may lie ahead.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. However, when the transportation of stone is also considered, the desired end is to achieve that delivered cost which maximizes the company f s net return. Universities are not immune from the large number of retirements facing the mining industry. Department heads anticipate that we will need to replace all of the senior mining engineering faculty in the U.S. by 2020. Long term studies of Ph.D. completion times and success rates indicate that in Engineering disciplines in the U.S., the ten year completion rate is 65% at best and the four year completion rate is less than 8%. We do not have accurate data on completion rates and times for mining or metallurgical engineering Ph.D. students in the U.S. but students self-report their expected completion times are around 4 years. National data on doctoral students indicate that younger, full time students with sufficient financial support have a higher probability of success in completing their degrees in a timely manner. Students in Eastern U.S. mining engineering programs are on average 32 years old, 85% are full time, and the gap between support and cost of attendance is $5,000 per year. Students in Western U.S. programs are on average 38 years old, 78% are full time, and the financial gap is $8,483. Further, it appears that domestic graduate students are not very geographically mobile. The current demand for new faculty is higher in Western programs but the longer term retirements are higher in Eastern programs. While all Ph.D. students who responded to the 2010 survey indicated an interest in a faculty position at some point in their careers, very few were applying for the open positions. Over the past 35 years for which data could be obtained, the maximum number of Ph.D. students enrolled in mining engineering in the U.S. is 115 with a maximum of 27 degrees granted in one year. On average 89 students are enrolled in doctoral programs in mining engineering in the U.S. with average degree production of 15 Ph.D.s per year.

The combined Bootstrap and Capstone deposits, located in the Bootstrap subdistrict (Section 10, T36N, R49E, M.D.B.M., Elko County, Nevada), are approximately 27 miles northwest of Ca-1I: Nevada. The contiguous Bootstrap Capstone deposits are located along the northeastern and northern flanks of Round Mountain, a horst block separated by grabens from the sheep Creek Mountains to the north-northwest and the Tuscarora Mountains to the east. Open-pit-minable gold reserves as of December, 1989, were 13.27 million short tons with an average grade of .057 troy ounces gold per ton and an overall waste-to-ore strip ratio of 2.5:1. Ore zones in Bootstrap are concentrated along north striking high-angle dikes localized along faults, while ore zones at Capstone are strata form and structural, occurring at the Devonian limestone/siliceous sediment interface and in high-angle fault-filling dikes. Pre-ore faulting produced a complex structural setting for Capstone, dominated by strong northwest fault sets cross-cut by northeasterly structures. Alteration associated with both deposits is silicification with a-strong argillic overprint. Dike emplacement, which post-dates silicification, marked the onset of mainstage gold deposition and argillic overprinting of silicified lithologies. Gold displays an affinity for moderately argillized sedimentary and igneous lithologies. Mineralogic and geochemical analyses of rotary percussion drill samples show good correlation between gold, silica, antimony, and arsenic.

As part of its risk management plan, the South Central Connecticut Regional Water Authority (RWA) is assessing the condition of its system of raw water conveyance tunnels and connecting pipelines. In 2006, the RWA inspected one of the system?s main tunnels, a 4-mi, 1950s-era tunnel that had not been inspected since its construction. The inspection team prepared extensively for the unknown conditions in the tunnel, and the inspection was completed safely and successfully. This paper describes the team?s pre-entry preparations, dewatering and ventilation efforts, surface-to-tunnel communication, access, physical inspection of the tunnel, and the lessons learned throughout the process. Additionally, this paper will preview planning for the subsequent inspections.

A mutant strain of Pseudomonas paucimobilis is utilized to effectively degrade and or remove 90-98% of cyanide, thiocyanate, toxic heavy metals and ammonia from a cyanidation mill process and mine discharge maximum of 21,000 m3/d (5.5 MGD). Homestake Mining Company?s biological wastewater treatment plant has been in full scale operation for over 2 years at the Homestake Mine in Lead, South Dakota.

A method for stabilizing mercury containing waste for landfill disposal would be a very cost effective solution for industry. A mercury polythiocarbonate material which is made via a metallurgical process passes a traditional TCLP for mercury. The mercury polythiocarbonate material was subjected to a more thorough evaluation, the Integrated Leaching procedures as described in Kossan (1) and Sanchez (2)The procedure involves leaching the mercury polythiocarbonate material at varying pH and sample size to liquid. The procedure had to be adapted for small sample sizes and finely divided materials due to the product characteristics and available material. The leachates were evaluated and found to be stable within common environmental pH values. The performance details on how Inter-Mountain Labs met the leaching requirements of the procedures and the analysis of mercury are presented.

For the last 15 years environmental Life-Cycle Assessments (LCA) have increasingly been used to evaluate the environmental performance of industrial processes and products and have been employed as a basis in decision making processes in the public and industrial sector. However, assessment methodologies for environmental protection measures and reclamation/remediation measures with respect to their consumption of natural resources are generally poorly developed. In this presentation a methodology for LCA of environmental protection measures and remedial actions, respectively is suggested, using the remediation/reclamation of mining sites as an example. Key aspect of this approach is the development of an evaluation method appropriate for environmental protection measures, which links the various impact indicators recognised in the impact assessments and allows their integrated assessment.

Secondary use of mined-out space in underground limestone quarries is emerging in the Kansas City area where abandoned quarry sites are being renovated into warehouses, factories, and offices. Mining techniques, ceiling heights, and pillar distribution are being altered as planning for the secondary use of mined-out space is combined with the quarrying process. Even the historic urban- quarry land use conflict invites a reappraisal in that this development provides a potential resolution of the problem. Mutual subsidization by dual rock and space interest is changing the economics of rock production. A city is much more than a surficial adjunct superimposed upon the topography of an area. Its development and growth are deeply rooted in the resources, benefits and problems of its underlying geology. The environmental geologist must address himself to more than the quality of a particular resource. He must comprehensively relate resource extraction and processing with the urban emphasis of optimal use which favors long term usage of land over one time economic ventures. Limestone quarrying, closely allied with the growth of many cities, has commonly left a series of scarred landscapes in the path of the burgeoning metropolis. These abandoned quarry sites are barriers to orderly city growth and fail to serve the people as useful and taxable land. Where quarries are functional, supplying the city with needed growth minerals, problems of blasting damage, noise, and dust exist. Technology faces the challenge of making mineral production and processing good neighbors to the urban market they serve. Continued growth of cities may require more efficient use of space below as well as above the surface optimizing land usage so that long term economic benefits may be reflected in improved mining methods.

This summary of international mineral exploration activities for the year 2005 draws upon available information from literature, industry and U.S. Geological Survey (USGS) specialists. It provides data on exploration budgets by global region and mineral commodity and identifies significant mineral discoveries and exploration target areas. It also discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based on these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2005. They include budgetary statistics provided by Metals Economics Group (MEG) and information on regional and site-specific exploration activities in 2005 compiled by the USGS.

Operation and maintenance of California?s water tunnels is an important factor and vital link in California?s infrastructure. These tunnels are owned and operated by a variety of large and small private and public water and power utility companies, municipal agencies, and irrigation districts. Visionary pioneers such as Michael O?Shaughnessy (San Francisco Hetch Hetchy Water Supply System), William Mulholland (Los Angeles Department of Water and Power and Metropolitan Water District of Southern California?s Colorado River Aqueduct), and John Eastwood (Southern California Edison Big Creek Hydroelectric Project) built large and small water supply, irrigation and hydroelectric tunnels, which have supplied environmentally friendly-water supply, renewable electricity, and uninterrupted service to a burgeoning population and economy. This paper introduces these pioneers and describes several case histories and lessons learned during condition assessment and rehabilitation of tunnels providing enlightenment of California?s vital water projects.

The Mojave Desert is a particularly fragile ecosystem that faces several significant impacts. These include rapid housing development, overdrafted water supplies and loss of wildlife habitat — all a result of mining, industrial activity and urban sprawl. During the past three years, a diverse group of educators, natural resource managers and business leaders was assembled under the auspices of a local community college. This group’s goal was to provide unique natural resource education opportunities for the region.

Collectorless flotation of sulphide minerals from Lyon Lake ore (Mattabi Mines Ltd.) has been studied both in the laboratory and plant. Among the four major minerals chalcopyrite showed the greatest response to collectorless flotation, followed by galena. Flotation of sphalerite and pyrite was minimal. Collectorless flotation was influenced by pulp potential and pH. Experiments using different gas compositions showed collectorless flotation was promoted when the pulp potentials were greater than about 0 mV (SCE). The study of the effect of depressants showed that SO2 at pH < 8.0 depresses both galena and chalcopyrite but at pH 9.5 flotation of chalcopyrite recovers. Use of NaCN preferentially depressed chalcopyrite compared to galena. Preliminary results from plant tests at Mattabi Mines Ltd. confirm that collectorless flotation occurs and that it is preferential for chalcopyrite and to a lesser extent galena. Practical implications of collectorless flotation in plant practice are discussed. A critical factor will be silver recovery.

Moisture deterioration of clay-rich roof rocks causes high numbers of roof falls in coal mines in humid summer months. Rocks with high moisture content are generally weaker and can further deteriorate when subjected to wetting and drying cycles. As a result, it is important to evaluate the moisture-sensitivity of roof rock prior to mining. The National Institute for Occupational Safety and Health (NIOSH) has evaluated three moisture-sensitivity index tests on roof rocks from 23 U.S. coal mines. The three tests were the University of Kentucky Weatherability test (Weatherability test), the Consol Energy Water Sensitivity test (Water Sensitivity test), and the NIOSH Immersion test (Immersion test). Of these three tests, the Weatherability and Water Sensitivity tests are more reliable in classifying the moisture-sensitivity of roof rocks. Section 25 has been assembled to give the geological, mining, or metallurgical engineer an overview of some of the important downstream operations that typically follow mining activities. This subject is obviously too broad and complex to be covered in detail within this Handbook. However, the engineer will be interested to learn about the basic fundamentals, and especially how they might affect the economics of the total project from prospecting and mining through to metals recovery and marketing. In this way, it is hoped that the engineer will have a better overall appreciation for the technical and commercial prospects of a mining and metal-producing project.

In recent years, there have been many articles and papers written on the use of specially designed belt conveyor systems in mining operations, either economic studies or actual experience. These papers generally conclude that the use of these systems can reduce overall costs from 10% to 40% over conventional methods using general purpose equipment (truck/shovel, scrapers, etc.). However, they also generally conclude that conveyor systems are inflexible and capital intensive. With the increasing cost of mobile equipment, the capital cost conclusion is losing steam, particularly when the costs of maintenance shops, road and ramp construction and other related start-up costs are thrown in. Attention here will be focused on answers to flexibility related questions, but first, a look at costs in general. Basic production economics tell us that when we have a small job to do, it is cost effective to use simple, low cost, general purpose tools which will have a minimum impact on total cost. It also tells us that when we have a large project, we can employ methods using special, relatively expensive production tools. Figure 1 illustrates what occurs on projects, of different sizes, with various quantities of production. With small quantities of work, the cost per unit of work starts out much lower using general purpose equipment, rather than using special purpose methods and equipment. However, at a relatively low quantity of work, the cost hits a lower limit and, regardless of how great the quantity of work, the unit cost can never go any lower.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

Principal factors influencing equipment selection can be grouped into five basic categories. Tonnage Requirements, Ore and Waste Loading, transporting, and ground preparation equipment are largely determined by tonnage requirements. Generally, the greater the tonnage requirements, the larger the equipment size selected. Large size equipment is appropriate for a production of about six million tons (total) per month, medium size for three mil- lion tons, and small size for one million tons or less.

From the earliest use of crushed and broken stone as landfill for eroded gullies in trails and roads, to the mixing of sand and gravel with cement to make concrete, men and women have found mineral aggregates to be useful materials in satisfying human wants. Crushed stone, sand and gravel, volcanic cinders, pumice, manufactured lightweight aggregates, slag, cinders, expanded perlite and vermiculite, and a great array of recycled materials such as grog (broken or crushed brick) and fly ash have served as mineral aggregates. These materials have provided bulk and strength in portland cement concrete, bituminous concrete, road base, fill, concrete block, and plaster and stucco finishes. Mineral aggregates provide many special characteristics such as compressive and tensile strength, surface textures, weight and density, thermal and acoustical insulation, abrasion resistance, and impermeability to various concrete products and mixes. While most materials used as mineral aggregates are consumed on the basis of their low unit values, the large volumes extracted in the United States each year make them one of the most valuable mineral resources in current production. In 1960, US production of construction aggregate was just over a billion tons per year (Meyer and Zelnick, 1991). Two decades of accelerated interstate highway, residential, and commercial construction brought the total annual production of mineral aggregates to roughly 1.4 Gtpy by 1970 and just over 1.6 Gtpy by the late 1970s. General economic and related construction slowdowns in the early 1980s saw annual US production of aggregates fall to below 1.1 Gt in 1982, and then rise to just over 1.7 Gtpy in 1990, a new peak in mineral aggregate production and use. Per capita annual consumption of mineral aggregates was approximately 5.68 t/capita in 1960, 6.89 t/capita in 1970, rose to a high of 7.25 t/capita in 1979, and has since settled to just under 7 tpy for every man, woman, and child counted in the United States Census of 1990. The value of these materials came to approximately $9 billion in 1990. During the period 1960-1990, roughly half of all mineral aggregates were used in the construction of residential, commercial, and industrial structures, and the remainder was consumed in highways, bridges, and other transportation facilities such as railway roadbeds, airports, and water-related projects (Meyer and Zelnick, 1991). During the period 1988-1992, public works (highways, waterway projects, road maintenance, etc.) represented closer to 60% of annual mineral aggregate demand with residential and non-residential construction approximately 40%. The growing market share of public works projects has been mostly due to the dramatic slowdown in residential, commercial, and industrial construction during the 1988-1992 period.
