As a supplement to an analysis involving methodologies for the estimation of airflow resistance in shafts used for both ventilation and hoisting, a detailed shaft characterization survey was distributed worldwide. The survey provided detailed information which enabled verification of recommended velocities and established limitations on fill factors and relative velocities. This paper evaluates the information obtained for 37 shafts and presents a statistical evaluation of the results. Apart from airflow rates, conveyance rates, and physical characteristics, qualitative information regarding means of conveyance stability and velocity control techniques at unloading and loading points are also presented. Calculations of fill coefficient, free area velocity, and most importantly, relative velocity between the airflow and hoist, are conducted. These results are presented by frequency diagrams which illustrate the trends, as well as provide limitations for these parameters. The data illustrates that, commonly, the fill coefficient for two or more conveyances, does not exceed 30 %. A limit of 50% is suggested for a single conveyance shaft. A recommended free area velocity of 10 m/s (1,970 ft/min) for combined ventilation and hoisting shafts, is sup- ported by these results. Relative velocities of 30 m/s (5,905 ft/min) are most frequent and 50 m/s (9,840 ft/min) being a practical maximum.

The release of fluid inclusions has a strong potential for the unintentional activation of pyrite during flotation. The present study aims to characterize fluid inclusions in a natural pure pyrite. The results indicate that a certain amount of fluid inclusions exist in the pyrite. The fluid inclusions assume a variety of shapes, including long strips, oval shapes and irregular shapes, with sizes that range from a few microns to dozens of microns. From the EDS results of hollow positions that resulted from the fracture of the fluid inclusions on the pyrite surface, certain amounts of Al, Cr, C, O, Ag and Cu were clearly detected; these elements were not detected in FeS2 pyrite itself. The contents of the inclusions were released into solution when the sample was subjected to a grinding process. Under experimental conditions of 2 g of pyrite cleaned in 40 mL of pure deionized water under an inert atmosphere, the concentrations of Cu, Fe, Cl- and SO4 2- released from the inclusions reached concentrations of 3.29 × 10-6, 32.52 × 10-6, 51.57 × 10-6 and 75.90 × 10-6 mol/L, respectively. These values are significantly greater than those from the experimental nonoxidative and oxidative dissolution of the pyrite. The fluid inclusions of pyrite were, therefore, concluded to represent the dominant sources of Cu, Fe, Cl- and SO4 2- in the aqueous solution. The present investigation provides a new understanding of the source of the unavoidable metal ions in the pulp and may benefit understanding of the flotation theory and environmental geochemistry.

With the burgeoning development of precious metals heap leach mining projects throughout the country regulatory agencies are beginning to take a closer look at the short-and long-term environmental consequences of heap leach mining. This increase in regulatory review is occurring on federal, state and local levels, and is affecting both large- and small-scale mining developments. Small-scale mining developments are receiving especially critical regulatory scrutiny because in the eyes of some regulatory agencies, small developers lack the credibility automatically accorded to major mining companies. This is due in part to a bad image of small miners based upon past environmental problems and permit violations caused by a few, small operators. The proponent of a small mining development thus faces special problems during the project permitting process, and must convince the regulatory authorities of his company's ability and commitment to plan, develop, and decommission a mining operation in compliance with environmental regulations. Not only must the small developer have a thorough understanding of the regulatory requirements affecting his project, he must also devote considerable effort to careful internal planning in order to produce a well organized approach to project permitting. The importance of proper planning cannot be overstated. Project planning is key to convincing the regulatory agencies that the small miner is capable of developing a viable project. More- over, the economics of a small mining project demand permit acquisition at modest cost and in a timely fashion. A well planned permitting effort will thus ensure that permits are received within budget and on schedule. This paper will review the federal, state, and local permitting requirements for heap leach projects, and the variability of these requirements from state to state. The environmental assessment process for projects developed on public lands, and the acquisition of zero- discharge water quality permits, air quality permits, and local special use permits as they apply to small mining developments will be discussed. The paper will conclude with a review of project decommissioning and cyanide neutralization requirements and their implications for small-scale heap leach projects.

The significant growth of the world population and its demand for an increasing standard of living leaves no other choice than continuously augmenting industrial production and making available steadily greater quantities of raw materials at still better qualities. Therefore, any raw material has to be utilized to the greatest possible extent and processed at optimum economy on large mechanical equipment. The layout of processing facilities of large throughput rates can be based on multiple or single lines. The latter enables the application of large machines of optimum size. Proven equipment for homogenizing, classifying, separating superfine material, sorting and dewatering are-now available in optimum sizes. By the use of these large machines operating cost of pit coal preparation plant can be significantly lowered by reducing the specific requirements regarding space, capital investment, energy, operation and maintenance.

"Shale gas has become an increasingly important source of natural gas supply in North America and around the world. Horizontal drilling and multi-stage hydraulic fracturing are the two key enabling technologies for the economic development of these shale gas reservoirs. It is believed that gas in shale reservoirs is mainly composed of free gas within fractures and pores and adsorbed gas in organic matter (kerogen). It is generally assumed in the literature that the monolayer Langmuir isotherm describes gas adsorption behavior in shale gas reservoirs. In this work, we have analyzed several experimental measurements of methane adsorption from the Horn River Shale core samples that obey the Langmuir isotherm. INTRODUCTION In nature, gas shales are characterized by extremely small grain size, extremely low permeability on the order of nano-Darcy (10-6 md), small porosity, and high total organic carbon (TOC). Shale can serve as both source and reservoir rock. The amount of gas in place in shale is strongly affected by the TOC, clays, and the adsorption ability of methane on the internal surface of solid (Martin et al., 2010). Since a considerable amount of gas in shale reservoirs is adsorbed, investigation of gas adsorption can provide critical insights into evaluation of well performance and reservoir characterization. Generally, natural gas in shale reservoirs is stored as free gas in both larger mineral pores and natural fractures, as well as adsorbed gas within organic matter (Leahy-Dios et al., 2011). EXPERIMENT METHOD & THEORY Adsorption Experiment Several experiments were carried out on 9 shale core samples obtained in a vertical well drilled within Horn River basin (Figure 1). The CH4 adsorption isotherms were measured for the different depth. In order to measure the amount of adsorbed gas, the high pressure Belsorp-HP equipment applying volumetric method was used. The temperature was kept at 298 K and pressure was increased up to 18 MPa. Approximately 5 g of crushed sample was used for each measurement."

Introduction ASARCO's Ray Operations include an open-pit copper mine in the Mineral Creek Mining District of Pinel County. The district is located in east central Arizona, 132 km (82 miles) southeast of Phoenix, AZ, and 126 km (78 miles) north of Tucson, AZ. The mine lies 8 km (5 miles) north of the Gila River in Mineral Creek Valley, between the Tortilla Mountains to the west and the Dripping Springs Range to the east. The rich copper deposits of the Mineral Creek mining district were first noted by a US Army Officer in 1847. The Ray Copper Company was the first major operation in the area. The company was named after the Ray mining claim, which was one of the earliest recorded claims. After decades of sporadic and unsuccessful mining ventures, the Ray Consolidated Mining Company was formed in 1910. The company introduced one of the first successful block caving operations in the world. In 1933, the Kennecott Copper Corporation acquired the Ray Consolidated Mining Company and continued operation of the mine under the same name until 1943, when the property was renamed the Ray Mines Division of Kennecott. Underground mining continued until 1955, when the mine was converted to an open pit operation. In November 1986, ASARCO Inc. purchased the Ray Mines Division and related facilities from Kennecott. The purchase also included the Hayden concentrator and the Ray Smelter, located approximately 32 km (20 miles) from the Ray Mine. This paper summarizes the 54,400 tpd (60,000 stpd) in-pit crusher and overland-conveying system and the 24,200 tpd (30.000 stpd) copper SAG concentrator and tailings disposal system constructed at ASARCO's Ray Complex - Ray Operations. General description of facilities The Ray concentrator includes a sulfide SAG concentrator, a "relocatable" in-pit primary-crushing plant and overland-conveyor system, a concentrator tailings-disposal system and plant ancillary facilities, The major elements of the project include: • A relocatable Fuller-Traylor in-pit 1524-mm (60-in) x 2261-mm (89-in) primary gyratory crusher at the 442 m (1450 ft) mine elevation. The crushing plant has a nominal capacity of 54,400 tpd (60,000 stpd) of sulfide ore. • A 1524-mm (60-in) wide x 1253-m (4110-ft) long overland belt conveyor, which runs from the in-pit crushing facility to a transfer station serving both the Ray Concentrator and the existing Hayden concentrator railroad load-out facility. • A 1524-mm (60-in) wide x 152-m (500-ft) long stackerbelt conveyor, which delivers a nominal 27,200 tpd (30,000 stpd) of ore from the transfer station to a 23,600 t (26,000 st) live-capacity coarse-ore stockpile serving the Ray Concentrator. • A nominal 27,200-tpd (30,000-stpd) concentrator, including semiautogenous grinding, flotation, copper concentrate filtration and associated plant ancillary facilities. • A tailings disposal system. Flotation tailings are pumped from the Ray Concentrator to a 122-m (400-ft) diam. thickener, located 4.8 km (3 miles) southeast of the Ray Concentrator site. The thickener overflow is pumped to two 76.2-m (250-ft.) diam. concrete process-water reservoirs. The thickener underflow, at 45% solids, is pumped to a new tailings disposal site located at Elder Gulch. • An HDPE-lined temporary-containment area to collect material from Ray Concentrator plant upsets and local storm-water run-off from a 100-year, 24-hour rain event. •A reclaim-water system from the Elder Gulch tailing pond area to the Ray Concentrator. • A 610-mm (24-in.) diam. x 31.9-km (19.2 mile) long fresh-water pipeline from the Hayden fresh-water-well field system to the Ray Concentrator. The overall process design criteria for the new Ray Concentrator is based on a nominal throughput of 27,200 tpd (30,000 stpd) of ore at 90% plant availability. However, based on the maximum performance capacity of the installed grinding equipment, it may be possible to achieve a sustained operating level in excess of 36,300 tpd (40,000 stpd) when processing soft ores. INTRODUCTION The Columbia River Basalt beneath the Hanford Site is one of several rock types being considered by the U.S. Department of Energy for the first commercial high-level nuclear waste repository. The Basalt Waste Isolation Project (BWIP) has been carrying out a comprehensive investigation to assess the feasibility of constructing a repository in basalt and to develop technology required for repository engineering and site characterization. Development of a nuclear waste repository requires a number of design considerations not usually necessary in the planning of conventional underground structures. Principal among these is the thermally induced stress field resulting from waste emplacement. This thermal stress, super- imposed on the preexisting in situ- and excavation- induced stress fields, needs to be evaluated in the design process due to the sensitivity of waste emplacement density to this factor. The nature of this thermally induced stress field is dependent on several factors, including the temperature distribution around the repository openings, the thermal properties of the rock mass, and the deformability of the rock mass. Re1iable performance of the repository structure is largely determined by the ability to under- stand the above rock mass characteristics and predict the underground opening response to waste emplacement based on this understanding. To gain an understanding of this rock mass behavior in a repository condition, the BWIP has conducted a large-scale heated block test in basalt at the Near-Surf ace Test Facility (NSTF) on the Hanford Site. This paper presents the results from the elevated temperature phase of the block test in which the thermal, mechanical, and thermo- mechanical response of the closely jointed basalt rock mass was evaluated as a function of stress and loading orientation at varying temperatures up to 200 oC. SITE GEOLOGY The NSTF test areas, including the block test site, are located in the entablature zone of the Pomona basalt f low. The Pomona flow entablature is structurally typical of most flows in the Columbia River Basalt Group in that it is characterized by long, undulating, polygonal columns up to 2.4 m in length. Columns vary from 15 to 30 cm in diameter, averaging about 20 cm. Over their length, columns can vary in dip by 150 to 200. The column structures are dissected by subhorizontal cross joints that are generally discontinuous and seldom cross columnar joint boundaries. Spacing of the cross joints also averages about 20 cm. A representative joint pattern taken from mapping of the tunnel wall near the block test site is shown in figure 1. Application of the Rock Mass Rating System (Bieniawski, l979) to the block test site yielded an overall value of 62. The corresponding value from application of the Q-system (Barton et al., 1974) is 8.7 (Cramer and Kim,1985). The NSTF is approximately 50 m below the surf ace. However, this depth is sti1l above the water table and conditions are generally dry. Interstitial water exists as the result of percolation of meteoric water from the surface.

The need for a successful, efficient and reliable continuous face- haulage .system for use with continuous mining machines has been apparent since the first continuous miners were introduced some twenty-five years ago. Some thought and effort were given to the development of continuous haulage over the last twenty years or so. Some initial success was experienced in this area by The Long Company with a system involving bridge conveyors, as far back as the late 1950's. However, extensive success with continuous face haulage for use behind modern, high product¬ion, continuous miners escaped the industry until the early 1970's. It is true that continuous face haulage was successfully introduced into low seam mining, generally in seams ranging under 1.07 m (42") in height, in the 1960's, for use with relatively low production, low seam, auger type continuous miners. However, those available systems which have achieved success in the lower seams, where relatively low capacities are adequate, are not directly applicable for use with today's medium and high seam miners with their standard production capacity of 9.1 - 10.9 mtpm (10 - 12 tpm). Since the late 1960's and early 1970's, several machinery manufacturers, and at least two major coal companies, have devoted considerable expense, time and effort to developing truly successful continuous face haulage for use in coal seams ranging upward from 1.2 m (4') in height. Continuous face haulage equipment has been developed in the last five years employing a variety of transportation media and design concepts, including some which have received wide publicity such as those employing hydraulics, and pleated belt. The truth of the matter is, however, that the only universally applicable and widely successful continuous face haulage equipment introduced to date has been that employing a combination of bridge conveyors and mobile, self-propelled, bridge carriers, connected at the inby end to the tail of the high production continuous miner, and at the outby end attached directly to the panel conveyor (Fig. 1 & Fig. 2) or, on occasion, to a short, self-contained conveyor which, in turn, empties directly onto the panel conveyor. While these bridge type continuous haulage systems are available with both belt and chain conveyor components, the most widely applied and successful system in seams above 1.07 m (42") in height is that offered by The Long-Airdox Company. The standard unit for use with 9.1 - 10.9 mtpm (10 - 12 tpm) continuous miners is normally equipped with belt. However, they have built, and successfully applied, versions of this system employing chain conveyors, (Fig. 3), mainly for operators having extremely difficult mining conditions, including excessive amounts of water

The MSHA prescribed method for the determination of quartz in airborne respirable dust samples from underground coal mines is the P-7 method, a combination of low temperature radio-frequency ashing (LTA) and infrared analysis (lR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive Infrared (IR), Fourier-transform Infrared (FTIR), and X-Ray Diffraction (XRD) methods are most commonly used for quartz analysis in powders. Several aspects of the experimental procedures such as the analysis sample preparation from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist, and data interpretation affect differently the results from each of the methods. Significant differences in analysis results from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All these studies point to the need for reliable quartz analysis methods. In a recent research, a procedure for preparing bulk coal and host rock samples for quantitative quartz analysis was developed. Further the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle size distribution, matrix, and calibration on analysis results. In this paper, several issues with the measurement of quartz in the samples of coal, host rock, and airborne respirable dust from mines are outlined and quantified.

The iron-ore underground Kiirunavaara mine (Sweden) has been seismically active since 2008. In 2021 the production is on levels 1079 and 1108 m, at the deepest. The seismic activity has changed in character over time with one step change in 2015 when the number of large (ML>2) seismic events increased, and another one when the mine experienced a seismic event with Mw 4.2 in 2020. In 2017, the mine evaluated Hydraulic Fracturing (HF) as a possible mitigation technique for larger seismic events and a one-hole trial was performed. The trial proved promising, and it was decided to go forward with a large-scale trial covering an entire production area in the mine. The large-scale trial consists of 25 fracturing holes, 50 – 100 m long, running along 500 m out of the ~4500 m long orebody and spanning between production levels 1108 m and 1252 m. The fracturing process continued for a year, resulting in ~38,000 seismic events with −3.3<ML<1.4. The breakdown pressure varied between fractures in the same hole as well as between holes in the same area. Average breakdown pressure per hole was between 12 MPa and 50 MPa. The seismic response to HF in 2021 varied greatly from hole to hole and between fractures in the same hole. The variation in response could be related to the geological conditions and the infrastructure, such as large caving ore passes. In this paper some details about the experiments and broad preliminary analysis of the effect of the HF by using seismic source parameters of the induced seismic events are presented: 1) Distribution of seismic activity, 2) the ‘equivalent’ magnitudes for each hole calculated from the cumulative seismic energy and seismic potency released during the fracturing, compared with the local geological conditions; 3) the predominant failure mechanism of the seismic events caused by HF was defined. A difference in the behaviour between larger and smaller events was noticed, as ML>0 events seem to be compression type failures and ML<0 events seem to be related to slip on pre-existing structures. No seismic events related to creation of a new fracture have been identified yet.

"INTRODUCTION Of all the natural resources being taxed by the needs of the modern world, perhaps the most important is the continually expanding demand for water resources. As water becomes scarcer, and increasingly important, new technologies are needed to find innovative ways to preserve this precious resource. In Chile, for example, the mining industry is investing billions of dollars to build desalination plants and pipelines; bringing ocean water as far as 200 kilometers inland to meet their demand and maintain operations. It is a full-blown crisis for that nation and a top priority for their government and economy. It has been reported that world water consumption will increase by 40 percent in the next 10 years, representing nearly exponential growth. In the U.S., as more and more communities continue to be built, more drain on the current water infrastructure is created. For 25 percent of people and operations that rely on water from aquifers, this source is being consumed at a rate that will create significant problems meeting the demand in as few as two generations.1 A PROACTIVE APPROACH When it comes to controlling dust at your operation, whether a landfill, a transfer station, a haul road or another ancillary area, what are the options? We know watering is not the answer, but at the same time, we need to prevent dust from flying to ensure a safe environment and keep our skies clear of pollution, for both regulatory requirements and neighbors. Creating a Dust Mitigation Program instead of looking to buy the first dust control product off the shelf is a first step to conserve water and, at the same time, maintain the operational demands and environmental standards for a given site. The program concept is straightforward enough. However, the process of effectively constructing and executing a program is quite involved. When undertaking a program, each manager needs to work with their team and their partners/vendors in analyzing the following elements: 1. Site Expectations—It is important to understand how to balance your internal standards with your regulatory requirements, as well as how to keep your neighbors satisfied. 2. Site Aggregate—Variations in native soil, such as clay content or gravel levels, greatly affect the approach that will yield the highest results. 3. Climate—Relative humidity and seasonal variations are critical to achieving predictable results through product choice, application frequency and timing. 4. Daily Traffic—The type and frequency of traffic is an essential variable for site management. 5. Environmental Responsibilities—If you have additional, specifically defined responsibilities, the approach to your site may vary. 6. Budget—While efficiency is the goal of any program, some sites will have more stringent restrictions than others. 7. Current Usage Rates—Document and understand where you’re starting from, both with water, supporting products, and maintenance so that effective measurement of results is possible."

This paper describes the results of a digital computer simulation study in which the impact of the proposed truck dispatching on the overall mine productivity was investigated for an operating open pit mine. In the study, the existing operation was first simulated for a one-month period, using both the actual time study data and the computed cycle times. By adjusting certain input parameters to the simulation program, the actual one month production was first duplicated through simulation. Afterwards, the operation was again simulated in a dispatch mode. Comparison of simulation results under the dispatch mode, with the initial base case simulation results, showed a definite improvement in overall productivity with dispatching; i.e., approximately 10% gain for the operation. As expected, the results also showed that the extent of possible improvement did vary with the particular pit configuration being investigated.

When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point. But wait a minute: Isn&apos;t head loss a negative number, a debit? And isn&apos;t fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves - pressure losses as negative values and energy additions as positive values-and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at which the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation network. The results are the same, and the approach is logically consistent and less confusing.

Exploration is the systematically financed and technically oriented search for mineral wealth. Almost all established mining companies have an exploration department. The size of a company&apos;s search varies over the years as the company&apos;s profits, or the corporate philosophy change. While the established mining companies have exploration departments, they are also alert to acquiring discoveries made by others -- especially by prospectors and small companies without the resources to develop their find. The emphasis in some large companies stresses self-generated discoveries while others rely heavily on acquisitions; again, over the years the emphasis may alternate. In the last analysis, essentially all new mineral wealth was found through someone&apos;s exploration effort. Before we discuss how exploration is financed, it will be informative to analyze how discoveries have been made and by whom. Recently, the author conducted a survey of randomly selected major mining companies to answer these questions. Most companies responded and many went to considerable effort to give complete and detailed answers. I thank all for their help and cooperation. The questionnaire is attached as Appendix I. Appendix II is a list of the 400 companies that replied in a complete enough manner and format to be analyzed here. The results of the questionnaire are given in Table 1. "The world’s largest tunnel boring machine (TBM), at the time of her launch in 2012, the TBM locally referred to as “Bertha,” is incapacitated due to mechanical failure. Bertha’s stoppage places her 25m below the surface between the aged Alaskan Way Viaduct and the failing Seattle Seawall. Accessing Bertha with a vertical shaft provides the best approach to access all facets needed for repairs and will allow the full removal of Bertha’s cutter head and related inner workings. Due to the limited area above the tunnel alignment and physical constraints created by existing infrastructure, the dimensions of the otherwise symmetrical shaft are heavily impacted, thereby requiring special attention to design and layout. Consequently, the shaft design required a combination of 3m, 2.5m, 2.2m, 1.5m and 1m diameter unreinforced drilled secant piles coupled with various ground improvement techniques and dewatering, to fully satisfy the shoring design requirements. This paper will describe the shaft installation procedures, equipment used and pitfalls encountered while undertaking access shaft construction of this magnitude. INTRODUCTION Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal meters of jet grout improved soil at a rate of slightly over 1.6 m per day. It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s 2nd largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m per day. By the end of October 2013, Bertha had mined roughly 131 m, averaging 1.4 m per day, and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m mark and Bertha was now averaging 3.6 m per day, achieving as much as 12.8 m of progress on given days. Unfortunately, on December 6th, 2013, Bertha began to stumble and all progress quickly came to a halt. Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm diameter monitoring well casing, previously installed by WSDOT to monitor ground water conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Contract A146, Tunnels from 5th/HILL Station to 7th/Flower Station, involves tunnel construction through the heart of downtown Los Angeles. The alignment of the tunnels passes beneath twelve buildings, ranging from a 3-story below grade parking structure to numerous 12 to 14 story buildings. The soil along the alignment is alluvium, consisting of silts and clays, clean sands and gravels located above the ground water table. Because of unstable ground conditions, which led to excessive ground losses in several instances, and because of the potential for excessive building settlements, it became necessary to design and perform a program of chemical grouting. The chemical grouting program was designed such that tunneling could proceed on a one shift per day basis, with chemical grounting being performed on the remaining two shifts. Each day 21,000 to 31,000 liters of sodium silicate grout were injected through sleeveport grout pipes installed 18 m deep through the tunnel face. Tunnel advance rates of 12 m per day, 60 m per week, under full chemical grout cover were achieved. The chemical grouting program virtually eliminated both ground loss and settlement and permitted successful excavation of the tunnels. The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall&apos;s July 10, 1974 Congressional Record statement: "The House bill contemplates rules &apos;to prevent subsidence to the extent technologically and economically feasible.&apos; The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill&apos;s sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

PT Kaltim Prima Coal?s 13.1 km overland conveyor (OLC) was commissioned in 1991. It is of conventional 3 roller 350 trough belt type. Cost and performance optimization during initial design ended up with 5.4 mps belt speed, 1000 mm belt width to convey 1350tph, and 7 mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30 mtpa (million ton per annum). Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4 200 tph satisfactorily.

Construction materials indeed face a dilemma...as does the building industry as a whole. A stop & go economy; a severe drop; in housing starts; lingering indecision over just what corrective steps are to be taken or to their degree of commitment; no less basic disagreement in regard to which of the, Nation&apos;s problems is really the most pressing -- inflation or recession? Optimism has become a rare quality these days. At moat the cautious view is that this new year will see a long, hard struggle back, with hopes that 1976 at least can truly mark a dual anniversary celebration for the United States and its economic health. Yet the paradox is that once recovery does return, those very construction minerals and materials --which in recent years have experienced the ups and downs of overcapacity, shortage, and now declining demand again-- will once more face the spectre of mass inability to service revived and growing needs for its product. Mounting costs, present marginal expansion investment, and substantial lead times required for new facilities to come into production, could well form a bottleneck to economic upswing. The result again can be another cycle of shortage-induced inflation, and with it continued gyrations within the demand supply relationships of the country&apos;s building industries.

From a distance, the 0.75-km (0.5-mile) rail line that sits in the shadows of Vale-Inco?s Stobie Mine outside of Sudbury, Ontario could be mistaken for a standard conveyor belt hauling ore from the nearby mine. But with its large, yellow-painted loop and interconnected green rail cars that invert themselves on the loop before correcting with a smooth rollover further down the track, one might assume that this is some sort of test track for a new roller coaster. The fact of the matter is that it is the proving ground for Rail-Veyor technology, a technology that the company hopes will one day change the face of ore transportation in surface and underground mines around the world. With a line of linked, low-profile rail cars that are capable of carrying up to 1 t (1.1 st) per car of ore by way of simple, above ground, lightweight rail track, the technology is not groundbreaking. In fact, it was developed in the 1960s for the French State Railroad. A demonstration plant for the Florida Institute of Phosphate Research was installed in 2000 and the first commercial under-ground installation was in 2007 in South Africa at Harmony Gold?s Phakisa Mine. There, a 4.7-km- (2.9-mile-) long tram between two shafts operates three Rail-Veyor trains on a shared track. The difference is that the application that is being tested day-and-night in Sudbury is getting closer to wide production, thanks to the use of computer controlled automation that has helped turn an old idea into a cost-effective modern solution.
