Geologic resource assessments describe the location, general characteristics, and estimated volumes of resources, whether in-situ or technically recoverable. Such compilations are only an initial step in economic resource evaluation. Forecasts that assume that resources that exist in nature can be commercially produced as needed ignore economic constraints. This paper identifies, by example, the salient features of a geologic assessment that will assure its usefulness for economic analysis. These features are demonstrated with examples of coal resource assessments and coal bed gas assessments.

Design of a new underground laboratory is underway through the auspices of the United States National Science Foundation. The Deep Underground Science and Engineering Laboratory (DUSEL) is scoped to provide a diverse group of researchers with a dedicated underground facility capable of supporting a broad spectrum of fundamental and applied research at depth in the Earth?s crust. Key research partners in the endeavor are physicists, biologists, geoscientists and engineers. Engineers are not only designing the underground facilities, but are also actively involved in developing research initiatives. This paper will introduce the DUSEL engineering research program to the mining community, provide an overview of the site, geology, and laboratory facilities, and describe some key program initiatives. The particular technical challenges and opportunities afforded by the construction of DUSEL and the performance of the integrated science-engineering program will be discussed by reference to a subset of research initiatives that are currently under development: Cavern Design, CO2 Sequestration and Transparent Earth. These research initiatives target the development of new techniques that can support improved subsurface investigation, design and construction procedures. An increased use of the subsurface can actively contribute to the development of new, more sustainable solutions for use in mining and civil engineering practice.

The areas of application, the limitations imposed by water chemistry as well as the advantages and disadvantages in the use of limestone for the treatment of coal mine drainage have recently been described by the authors (1),(2), (3). The process has been demonstrated in continuous, full-scale operation to yield a treated water meeting specifications established by the Pennsylvania Sanitary Water Board and containing excess alkalinity. Their final pH levels are usually less than seven, a condition which avoids consumption of excess neutralization reagents, but which occurs with lime-based processes and results from unwanted side reactions. Operating experience has been cited by Calhoun (4) using ferric waters while others (5), (6), (7), (8), (11), have reported on related research efforts. Despite the advantages including ?the relative simplicity, and minimal costs of the process, there have been very limited industrial applications of mine drainage neutralization with limestone. Although any treatment of these waters may be considered as a temporary control measure (9), the lack of feasible, immediate alternatives, the extensive magnitude. of the waters and the high cost of treatment requires that optimum processes should be utilized and that operating experience in their use be developed as is feasible. This paper will review treatment experience with a ferrous water of moderate pollution loading .

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

For the past six years, the author has made it a priority to attend the Prospectors and Developers Association of Canada’s (PDAC) annual conference. This most recent meeting took place March 10-13, 2002in Toronto, Ontario. In the three years since the author’s last PDAC report, the mining industry has undergone a severe trough. Some the industry’s woes included deeply discounted commodity prices, rampant layoffs, mergers, and overall avoidance by the investment community. However, at each of the PDAC conferences, the author has felt a heightened sense of excitement about the mining industry, more so than at other similar gatherings.

The Bond grindability testing procedure has been standardized to measure the same grindability values, i.e. Bond work index (BWi), for the same ore when tests are performed in different laboratories or by different operators. This is accomplished by the standardization of mill dimensions, tumbling speed, grinding ball charge weight and distribution, sample ore charge weight in the mill and operating practice. The results of this investigation reveal that the Bond work index grindability values may differ substantially with different standard Bond ball mills. This paper will review the results.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because it can result in failures of ground that lead to both injuries and death. Spokane Research Laboratory personnel investigated electromagnetic (EM) emissions in a deep under-ground mine in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results suggest that (1) there is no increase in the number of EM emissions prior to recorded seismic activity, (2) some EM signals are generated during blasting, (3) interference from mine electrical sources mask seismic-generated EM signals, (4) EM emissions do not give enough warning (compared to seismic monitoring) to permit miners to leave a stope, (5) the distance an EM signal can travel in the rock is between 17.7 and 39.6 m (58 and 130 ft), and (6) current data acquisition systems do not differentiate between EM signals generated from seismic activity and random mine electrical noise. These results preclude monitoring EM emissions as precursors of impending catastrophic ground failure.

MINExpo INTERNATIONL 2000 was a good place for companies to introduce new products, technologies and services to the mining industry. Caterpillar took that a step further. The company hosted a one-day preview of its mining products at its Tinaja Hills Training and Demonstration Center near Tucson, AZ. About 30 members of the trade press spent the day at Tinaja Hills before heading on to Las Vegas for MINExpo INTERNATIONAL 2000. Dozens of Caterpillar professionals provided the editors with a first-hand look at Caterpillar’s mining trucks, loaders, excavators, road graders, water trucks and engines. In addition, these Cat experts explained the intricacies of each piece of equipment, the latest technology that led their improvement and their value to the company’s mining customers.

"The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

On Nov. 4, 1981 A/S Sydvaranger's 1-kt/h (1,100-stph) wet-process, iron ore ball mill completed its first four months of uninterrupted, full-load operation in Kirkenes, Norway. This 6.5-m-diam (21-ft-diam) mill is driven by a gearless ring or wraparound 8.1-MW (10,860-hp) motor at 13.1 rpm-a first of a kind in this segment of industry. This article examines reasons for selecting this type of drive over more conventional schemes, lists specific advantages of such large mills, and describes the installation in Norway. History For almost a decade, good operating experiences have been gained with 28 gearless ring motor drives in the cement industry, driving 2.5 to 4-m-diam (8.2 to 13-ft-diam) tube mills with drive powers ranging from about 3-4 MW (4,000 - 8,000 hp). Why then did the mineral ore processing industry hesitate until 1980 to adopt this successful concept for similar applications on ball, semiautogenous, and autogenous mills? There are a number of good reasons in the eyes of conservative mill builders and operators, the most commonly cited ones are: • No operating experience in this segment of specialized industry. • More severe environmental conditions in the wet ore grinding process. • An indifferent attitude of mill builders and electric motor manufacturers towards new drive technologies. • Limited confidence in solid-state power supply systems, such as frequency converters of the required size. There have been and still are numerous problems associated with low-speed geared mill drives of any kind, especially with individual motor/gear sizes approaching or exceeding about 4 MW (5,360 hp). Every mill builder knows about them, but operators learn to accept them as inevitable. The Decision to Change Three things combined to break this technological stalemate: the courage and progressive spirit of one major iron ore processor in Scandinavia, the cooperation of three experienced manufacturers, and an unusual application problem that could not be solved by any conventional approach. The last factor was surely the decisive one, but the first one does not come as a surprise either. The Swedes near Kiruna and the Norwegians around Kirkenes are experienced ore miners and processors, and much credit goes to them for technological breakthroughs in the industry. At A/S Sydvaranger in Kirkenes, above the Polar circle at about the latitude of Alaska's northern tip, the existing grinding facilities, with a total of 14 100 to 240-t/h (110 to 264-stph) ball mills, can not be expanded. Nevertheless, to increase mill throughput, only installing a larger mill in place of an existing smaller one was a practical alternative. For this replacement, the owners set requirements that seemed impossible to meet: • The old 100-t/h (110-stph) ball mill should be replaced with a new ball mill with 10 times the rated throughput, without significantly impairing the operation of the remaining mills, and without significantly changing the mill building. • The new mill should have a variable-speed drive to ultimately optimize the grinding process by means of a closed-loop process¬computer-controlled grinding cycle, and to minimize the specific energy consumption. • Availability, efficiency, and life expectancy of all new components must be higher than those being replaced. • Inrush-current and harmonic loads on the rather weak electric supply line must be minimized to ensure safe plant operation. All old ball mills at A/S Sydvaranger are the geared type, using single synchronous and wound-rotor, slow-speed motors with ring-and-pinion gears. Operators are familiar with the limitations and problems associated with such drives, and they are aware that the following items become major concerns when drive powers are drastically increased: • Gears are subject to wear and tear, require frequent maintenance, and eventual replacement of major parts. • Gears are sensitive to misalignment, overload, and thermal distortion, limiting their useful life. • On dual or quadruple drives, load-sharing and torque oscillations between motors can be a major reason for concern. • At these speeds, ring-and-pinion gears reach their torque transmission capabilities altogether at around 4 MW (5,360 hp) per motor/pinion. To obtain the desired variable-speed performance of the new drive, the only practical and economical conventional solution would have been a frequency-controlled, low- or medium-speed dual motor drive with about 8 MW (10,720 hp) of power. This, however, was not feasible because of limited floor space. Therefore, bids were solicited for the alternative drive method, the gearless ring motor. General Considerations Why are such large mills considered? After all, one could avoid all the problems by simply staying with smaller mill unit sizes. Under competitive pressures of free markets, however, grinding efficiencies and specific energy consumption become key factors in selecting new equipment. Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. This results in significant deterioration in the ability to maintain a "smart" operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. This paper describes the use of Internet technologies with plant data. Examples are drawn from existing industrial sites. Users must project where this technology will lead - standing still is the most dangerous philosophy and the only one guaranteed to be obsolete. These examples show the way to leverage existing workers with information technology.

Two-phase (water and air) flow in a self-aspirated WEMCO flotation machine has been investigated using computational fluid dynamics (CFD). The geometric model is a replica of a 300 m3 cell. A 72-degree sector containing two blades of the ten-blade rotor has been modeled and periodic boundary conditions are applied in the circumferential direction. Simulation of a sector of the machine allows acceptable resolution of the mean flow field using 4x106 grid points. The flow is modeled by Euler-Euler approach, and transport equations are solved using a commercial software ANSYS-CFX5 [1]. Unsteady simulations have been performed. In a self-aspirated machine, airflow rate is not known a prior; it is an output from the CFD simulation. Uniform mean bubble diameter of 0.7 mm has been specified as an input for the simulation. Air flow rate and power consumption have been monitored with time, and results indicate a stable operation. Air volume fraction contours and velocity field in different regions of the machine are presented and discussed.

The U.S. Bureau of Mines is researching the application of solvent extraction technology to highly acidic (pH < 1) copper leach liquors. As increasingly complex copper ores are mined for leaching, use of highly acidic leach solutions maybe necessary to effectively recover the contained metal values. A mixture of two commercially available extractants, based on aldoximes and substituted 8-hydroxyquinoline, which has a high transfer efficiency has been identified. A synthetic leach liquor, containing 5 g/L Cu at pH 0.9 was processed utilizing the mixed extractant and a laboratory SX circuit. The loaded organic was stripped with a synthetic barren electrolyte compatible with electrowinning technology.

Today, with the growth of the team concept in industry, a mutual-caring (interdependent) approach to workplace safety is gaining wide acceptance. This presentation compares characteristics and results of the three progressive levels of safety responsibility and explains how to develop a successful interdependent program. The presentation will also detail the common principals that are necessary for safety excellence under any of the management styles.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

Innovations in communications and real-time information systems are providing industry opportunities to improve profitability. Real-time operating data is collected from equipment across a site or even several sites into a central server for secure PC and PDA-based Internet access. This paper includes discussion of how operating staff can use wireless devices to see equipment and processing data from anywhere throughout the mines and concentrators, and how management can view results from multiple mines, all in real time. Additional opportunities enabled through the remote access by equipment vendors or mining consultants is also presented, as well as an overview of typical benefits and current installations.

In oil sands mining, tailings are voluminous unwanted by-products generated from extracting the desired mineral from the mined ore. Dyke construction and backfilling activities require well-managed techniques to facilitate progressive reclamation at the earliest opportunity. This directly affects the sustainability and profitability of the mining operation. This research introduces a goal programming framework that simultaneously optimizes the (1) production schedule with limited duration stockpiling and directional mining; (2) dyke construction schedule; (3) size, shape, and location of tailings-cells; and (4) mining and processing production targets. The results show that in creating in-pit tailings-cells designs, decreasing the mining-cells volume and increasing the number of mining-cells improve the net present value of the operation due to increased operational flexibility. The model generated a uniform schedule for ore and practical tailings-cells designs for backfilling activities. Integrating tailingscells optimization into oil sands mine planning and waste management ensures the efficient use of in-pit mined-out areas required for sustainable operations.

During the SME Board of Directors’ midyear meeting in Monterey, CA Aug. 25, I discussed trends in the construction aggregates industry. Many construction-material suppliers may not have yet fully internalized the changes that are taking place. But the changes are significant. And they have shifted the focus in the aggregates industry from “assets” to “people and innovation.” Construction-material suppliers serve many customers. A typical quarrying operation at Graniterock would have more than 1,000 customers, mostly civil engineering contractors. Along with the push toward people and innovation, there is increased emphasis on vertical integration from aggregates to ready-mix concrete and hot mix asphalt, to final construction. If a company is not vertically integrated, it will at least have strong partnerships with other firms, to deliver a high-quality finished project on time.
