Diagnostic testing and plant auditing are essential useful tools to improve performance and reduce operating costs. Case studies are discussed to illustrate benefits of these techniques to improve plant efficiency.

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. It offers a detailed one-of-a-kind solution to a unique problem for shallow urban underground tunnels in a seismic zone, using state-of-the-art materials, technology, and equipment. Is the laboratory sized coal specimen much stronger than underground coal pillars? The answer to this question has a profound implication to many coal operators. It will decide how much of the coal reserve can be recovered. Or, in many cases, it will determine whether it can be mined economically. Recent trends in several eastern states to establish regulations regarding coal pillar design to prevent surface subsidence long after mining heighten the debates. And, in some cases, these trends highlight the existing practices that seriously question the conventional wisdom. Currently, nearly all researchers and practitioners agree that as the size of rock specimens increases, its strength decreases. This concept has been universally adopted as the basic principle for coal pillar design in the United States. Several formulas have been derived to account for this effect. The reduction factor for underground coal pillars ranges from one-half to one-sixth of the strength obtained in the laboratory, depending on the formula selected. Recent case studies indicate that the reduction factor is not justifiable, at east in some cases. The use of a reduction factor is based on the assumption hat smaller rock specimens as tested in he laboratory contain none or fewer fractures or planes of weakness than larger specimens or underground coal pillars. In other words, the larger the rock materials, the more fractures it contains and subsequently weaker in strength. Do all underground coal pillars have more fractures than laboratory sized coal specimens? Not necessarily. All coal contains cleats. Some are con¬spicuous but others are not. In terms of cleat density (number of cleats per unit area), there is no difference between an underground coal pillar and a laboratory sized specimen, provided the specimen size is larger than the cleat spacing, which is mostly 25 to 75 mm (1 to 3 in.).

Project engineering and development is a process of optimisation of capital, operating and financial costs, and extraction rates in the light of current and forecast economic conditions for the sale of the product. The aim of the process is to maximize financial returns to the sponsors (project owners) within many often conflicting constraints. Thus, the sponsor's engineering and financial staff have a common goal, with performance measured in financial terms. Consequently, each group must be aware of, and responsive to, the constraints imposed upon the other. For financial staff, the increasing size and complexity, and escalating capital costs of new ventures have required them to seek finance in larger amounts, and by non-traditional methods. In addition, senior management are requiring indications of the availability of finance as a pre-requisite to a decision to commence project development activities.

This paper summarizes the geomechanics programs conducted in two hard rock underground mining operations in the Western United States, between 1966 and 1981. The two projects were directed towards understanding the behavior of the rock masses, at the scale of the caverns. To this end, the emphasis was put on large scale field measurements, complemented by limited laboratory testing. The results of these observations were used to build realistic finite element models of the underground chambers. In the marble mine, at Crestmore, California, the models were applied to the structural optimization of the room-and-pillar pattern. In the granite mining, at Climax, Nevada Test Site, the models explained some unusual stress changes observed during excavation. Based on the large number of geomechanical techniques employed, specific conclusions and recommendations are offered regarding the quality, applicability, and usefulness of the various methods. The two case histories clearly indicate chat numerical models are extremely useful for a detailed understanding of the structural behavior of mine openings. To be realistic, these models must be based first and foremost on large scale field observations. The lessons Learned on these two projects also are directly applicable to the design and analysis of nuclear waste repositories in hard rocks such as basalt, granite, and welded tuff.

The MineSight Schedule Optimizer (MSSO) is a new production scheduling tool developed by Mintec, Inc. using mixed integer linear programming (MILP) techniques. This tool was developed to solve the short- and medium-term schedule problems for surface and underground mining operations that involve multiple mining areas, multiple processes, multiple destinations and blending requirements. MSSO finds the optimum schedule in each period that achieves the objective while satisfying comprehensive product quality and quantity requirements as well as physical and technical constraints. Using the MineSight Planning Database (MSPD) as a central data hub, MSSO seamlessly works with MineSight 3-D (MS3D) block models and third-party data, MineSight Interactive Planner (MSIP), MineSight Haulage (MSHaulage) and MineSight Activity Planner (MSAP) to prepare data, formulate MILP models, calculate, report, fine-tune, save and visualize schedules. This paper presents the features and capabilities of MSSO. A case study is also given to demonstrate the applications of this new tool.

INTRODUCTION Measurement of certain data associated with nuclear testing necessitates the reception of waves at the instrument location which are unaffected by reflection off internal structures or tunnel surfaces. Therefore, in order to provide necessary facilities for the fielding of experiments in support of the underground nuclear testing program, the Defense Nuclear Agency (DNA) commissioned a cost and feasibility evaluation pertaining to the design and construction of large underground cavities in Rainier Mesa. The effort included research into past experience pertaining to the excavation and support of large underground caverns, assessment of the geological conditions which exist in Rainier Mesa, preliminary design of the chambers and their rock support systems based upon the geological setting, development of mining plans for the excavation of the caverns, and estimation of the cost and manpower schedule to complete construction. This paper summarizes the results of the feasibility evaluation. The investigation was limited to modified hemispherical configurations ranging in size from 24.4 to 91.4 m (80 to 300 ft) in diameter. Two cavity support systems were considered. The first employs internally installed rockbolts as the means of primary rock support while the second involves the use of annular tendon galleries located above the chambers from which primary support members are introduced prior to general excavation. The internal support configuration was considered for cavities with spans of 24.4, 36.6, 48.8, and 54.9 m (80, 120, 160, and 180 ft) while the external support configuration was considered for cavities with spans of 54.9, 73.2, and 91.4 m (180, 240 and 300 ft).

The respect of EPB reference pressure during TBM advance and hyperbaric activities, the complete and effective filling of the annular gap between tunnel lining extrados and the excavation section and a well organized monitoring system, to control surface settlements and ground distortion, are items of utmost importance in EPB tunnelling process. The paper describes how these concepts have been applied while excavating in the difficult underground conditions found at Sao Paulo (Brazil) during the execution of the Sao Paulo Metro Line 4-Lot 1. In this project, the annular gap has been filled by two components type, cement grouting. The back feed of the extensive monitoring campaign carried out to check the surface settlements during the excavation and hyperbaric maintenance operations will also be described in the paper.

The Environmental Protection Agency (EPA) is beginning to provide compliance assistance visits to various industries, including mining, for Emergency Planning and Community Right-to-Know Act (EPCRA) compliance. The EPA inspectors may consist of a multi-media team deployed to review systems and procedures for EPCRA Sections 302, 304, 311, and 312. The Team’s focus may include emergency response plans, training programs, qualifications of personnel, and release notification protocols. This presentation takes a look at the EPCRA compliance challenges faced by Arizona copper mining and processing facilities.

For every blast pattern, zones of unique material types need to be classified before mining. Most material types can be summarized into different kinds of ore and waste. Blocks generated from blasthole assays are too small to be selectively mined so areas with a single material classification meeting the mine’s selective mining unit must be defined. Current industry standard practices are to manually draw ore/waste dig limits but this process is subjective and results in quantities of dilution and ore loss which can be improved upon to enhance the profitability of mining operations. Two weeks production data from a homogeneous Cu porphyry and heterogeneous Manto-type Cu deposit are used to assess the variability in the hand-drawn dig limits for 20 geologists, mining engineers, or ore control specialists and are compared with the optimal ore/waste delineation. The profit for 20 distinct hand-drawn dig limits for the homogeneous mine ranged by 3.7% from $10.5 million to $10.9 million averaging at $10.8 million. The percent range nearly doubled for the more heterogeneous mine at 5.9% from $17.9 million to $19.0 million averaging at $18.6 million. Using the optimal ore waste delineation, the profit increased to $11.0 million (1.9% increase) and $19.3 million (7.0% increase) for the homogeneous and heterogeneous deposits respectively. The natural variability, diggability requirement, and selectivity are identified as the main drivers of ore loss and dilution. Recommendations are provided for reducing the subjectivity in manual hand-drawn dig limits by integrating dig limit optimization algorithms as a tool to assist practitioners.

"INTRODUCTION The construction of the BAB 44 motorway between Kassel and Herleshausen (both Germany) is an important part of the trans-European road network. After its completion, the A 44 will permit an efficient connection of the Benelux States in the West and Poland in the East. In the section between Eschenstruth and Hessisch Lichtenau the Hirschhagen Tunnel is constructed with a length of 4.1km. Most sections of the tunnel are situated in weak ground conditions. Hence a combination of face bolts with spiles (short forepoling) or pipe umbrellas (long forepoling) additionally support the tunnel heading on a regular basis This article will focus on the application of a newly developed method to connect the pipe umbrella support, which is mostly installed by conventional drilling machines nowadays. The installation method limits the outer diameter to a maximum of 168mm and a pipe wall thickness of 12.5mm because workers must be able to handle pipes and its drill steel. Typically these pipes are connected with threads that create a weak link in the support system so during the last decade alternative connection systems were developed to overcome this disadvantage. One of these alternative coupling systems is the so called Squeezed Connection, which will be explained in this article followed by a discussion of its advantages and disadvantages regarding technical specifications, construction time, and safety issues. THE HIRSCHHAGEN HIGHWAY TUNNEL The German highway A 44 directs from Aachen through the Ruhrgebiet to Kassel (all Germany) and it is extended to Herleshausen (Germany). The new section connects the A 7 to the A 4 after completion. This upgrades the east-west highway connection starting at the Benelux Union and heading to Poland so it is an important part of the trans-European road network. The newly constructed section has a total length of approximately 63 km and comprises 13 tunnels. All tunnels are constructed as double tube tunnels with 2 lanes and emergency sidewalks on both sides and 14 emergency cross passages. The Tunnel Hirschhagen starts in the north of Eschenstruth and ends near Hessisch Lichtenau (Figure 1). The length of the northern tube is 4,147 m and that one of the southern tube is 4,204 m. So it is the longest tunnel of the A 44 and the second longest highway tunnel in Germany when it is put into operation. On its alignment it crosses underground the Losse valley with the state road 7, the streetcar Kassel-Hessisch Lichtenau and the Losse stream. The cover above crown varies from 10 m to 95m and it is the lowest when crossing the Losse stream."

Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 ~ 25 m) clean coal slurry produced by the `Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 165o cake formation angle, provided a filter cake with 23.6percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of `orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

The Conveyor Equipment Manufacturers Association (CEMA) specification B105.1 “Welded Steel Conveyor Pulleys” adequately defines standard pulleys for most aggregate material handling applications. However, many aggregate applications demand pulleys of higher capacity and reliability than that offered by CEMA pulleys. This paper examines the CEMA Pulley Standard and pulley specifications for aggregate applications requiring greater capacity and reliability than the CEMA Pulley Standard. Higher reliability increases the uptime and has a lower total cost of ownership.

Feeders are used to provide a means of control for the withdrawal of bulk materials from storage units, such as bins, bunkers, silos and hoppers. This control function can only be performed properly as long as the bulk materials flow by gravity to the feeder in a uniform and uninterrupted fashion. A feeder can do many things, but it should never be considered a suction pump: During the past few years various papers have been written and presented on feeders and their application. 1,2,3,4,5,6,7,8,9)* It is not the intent of this paper to cover the same ground, and the readers are therefore ad¬vised to consult the referenced publications for supplementary information. This paper will be confined to some specific design criteria of bin feeders, such as feeder load and power requirements. Special attention is given to the basic design criteria of vibratory feeders.

NIOSH and the Illinois Clean Coal Institute are funding studies on characterization of coal and quartz dust in Interior Basin mines since 2009. Coal dust characteristics vary significantly and, are vital for the development of the engineering controls. This paper presents wettability characteristics of coal dust with respect to its chemical and physical properties, since wettability is considered to be a primary dust control technique. Particle size distribution, inter-particle interactions during wetting and quartz associations with organic and inorganic matter in coal seams is critical for understanding wetting phenomena. Silica content in the un-wetted fractions was found to be very high during wetting tests. Wetting of quartz may be limited by its association to hydrophobic materials as well as buoyancy forces resulting from particle size characteristics and particle-particle interaction in the wetting agent. Temperature of the wetting solution and effective contact time between dust particles and water droplets are found to be two important variables affecting the wettability. The characterization data obtained from this study can be utilized to develop engineering controls.

INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). Tables showing world trade in metallic mineral raw materials during the years 1953 through 1957 have been prepared for the following twenty-one commodities: alumina, aluminum, bauxite, chromite, copper concentrates, partly refined and fully refined copper metal, iron ore, pig iron, iron and steel (simple shapes), lead concentrates, lead metal, manganese ore, mercury metal, nickel ore, concentrates, and matte, nickel metal, raw pyrites, sintered pyrites, tin concentrates, tin metal, zinc concentrates, and zinc metal. In each instance, the amounts given by the importing country were used except when statistics from the importing nation were lacking, incomplete, or misleading. To show the considerable divergence between importing and exporting country totals for the same years, the complete mercury table is given and, in parallel columns, shows the comparable tonnages of importers and exporters. Tables for the other twenty commodities are presented in summary form. The data of the concentrate tables are used with those of the corresponding metals as a basis for a discussion of trade in concentrates versus trade in metals. The data of all twenty-one tables provide the basis for testing the thirteen rules governing international trade in metal raw materials which I first published in Mining Engineering for July 1955. Because the 1953 through 1957 data are far more complete and considerably more extensive than those on which the 1955 rules were based, it was found possible to deduce five additional rules and to modify three of the original thirteen appreciably.
