The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. Humphreys Engineering Co. has been associated with mining and milling since the turn of the century, but its greatest contribution to the industry was development of the Humphreys spiral concentrator in 1943. Few devices in the history of mineral beneficiation have been so uncomplicated. The spiral concentrator has no moving parts and requires no power except that needed to deliver slurry to the feed box, a requirement common to all concentrating devices. Although Humphreys Engineering Co. produces several models of spiral concentrators, the one -commonly used for coal cleaning is Model 24C-6 which has a flatter pitch than most other models. The spiral concentrator consists of a spiral conduit with a modified semicircular cross section. A slurry containing 20-35% solids by weight is fed to the feed box at the top of the spiral and flows downward. The heavier refuse particles concentrate along the inner side of the slurry stream and the lighter coal moves to the outside. The coal spiral has six complete turns-each turn consists of three 120°-sections and each section has a refuse port at the lowest point of the channel. The Humphreys spiral concentrator separates minerals in accordance with their physical properties (primarily specific gravity and particle shape). Aside from pumping slurry to the distributor, no energy is required to produce clean coal since the separating action is controlled by gravity. As slurry flows down the spiral channel, each particle is subjected to a centrifugal force, tangential to the channel. This force piles slurry on the outer rim of the spiral until the flowing stream reaches an equilibrium between outward centrifugal force and downward gravitational force. Once established, the stream position is relatively constant. In any flowing stream, differential velocities are present within that stream (the slowest fluid levels nearest the channel surface and the fastest layers at the center). As the channel curves, the lower slurry levels, retarded by friction, have much less centrifugal force and tend to move sideways toward the inner radius of the channel. As the bottom layers move inward along the bottom of the channel, the upper layers must move outward to maintain equilibrium. This cross sectional rotation separates the minerals and moves those of highest specific gravity toward the inner radius where they drop through refuse ports (see figure on following page). The simplicity of the spiral concentrator is apparent in operation. After tonnage, slurry volume, and percent solids of the feed have been determined-generally with laboratory testing-the operator's main concern is simple adjustment of the splitters located in the refuse ports. These splitters control the amount of refuse collected and, generally, once properly set they need little attention unless grade conditions drastically change or trash builds up and hinders laminar flow. Spiral concentrators are not overly sensitive to changes in pulp densities, variances in grade, or parti¬cle size and shapes. All these conditions may fluctuate over fairly wide ranges without adversely affecting recovery and product grade. In certain applications, desliming may improve recovery.

In Canada, most of the rock being broken in underground metal mines is being done by using traditional drilling and blasting methods. Despite advances being made in hardrock boring and other, more exotic techniques, Dynatec believes that the traditional methods will prevail for many years. It is also believed that modest research efforts expended on the traditional methods will result in substantial financial benefits to the mining and rock tunneling businesses. Dynatec has pursued productivity improvements through the use of long rounds in shaft sinking and lateral development. The concept of longer rounds was developed by Dynatec on the Craig Shaft Sinking Project (RETC, 1991). This technology was subsequently used to sink the two shafts at Aur Resources with great success. The development of a Long Round Jumbo for tunneling is a natural progression of the long round technology developed for the Craig Shaft. The Dynatec Long Round System has been patented in the United States and South Africa, with additional patent applications pending in Canada and Australia.

Facing an orchestrated assault from the anti-mining lobby and its congressional allies, the Mining Law of 1872 may soon be either dramatically changed or even repealed. In 1989, Sen. Dale Bumpers (D-AK) introduced Senate Bill 1126 entitled the "Mining Law of 1989." It has been through several hearings and is still in the Senate Committee on Energy and Natural Resources, where Sen. Bumpers is the number two ranking Democrat. In the House, Rep. Nick J. Rahall (D-WV) introduced the "Mineral Development and Exploration Act of 1990," HR 3866. This bill is in the House Committee on Interior and Insu¬lar Affairs. (The numbers on these bills, and perhaps some of their language, will be changed when they are reintroduced in early 1991. However, their substance is expected to remain substantially unchanged. Bill numbers here refer to legislation as it was numbered in the 1990 Congress.) In the eyes of its supporters, Bumpers' S 1126 appears to be more complete and has the inside track over the Rahall bill. Bumpers' bill includes provisions for royalties, bonding and reclamation. The Rahall bill is criticized by opponents of the Mining Law for its failure to include a royalty provision and for not having specific bonding and reclamation provisions.

The solution mining review did not arrive in time for publication in the May issue. The term solution mining is commonly used to refer to heap leaching, dump leaching, in situ mining and bore hole slurry mining technologies. The US Bureau of Mines is continuing with research in these areas. Commercial application of these technologies is progressing. There is an ongoing cooperative research project between the Bureau of Mines and the Santa Cruz Joint Venture to evaluate in situ copper mining at a field site near Casa Grande, AZ. The project is currently in the environmental permitting stage. The Bureau is preparing an environmental assessment for the project as part of the National Environmental Policy Act. The role of ZnS04 in activation of sphalerite (ZnS) and deactivation of lead-activated sphalerite has been investigated. Adsorption of metallic ions at the solid-solution interface, electro kinetic results for sphalerite under different chemical conditions, and thermodynamic calculations were used to elucidate the mechanisms involved. It is shown that flotation response of sphalerite in absence of activators is rather weak and that adsorption of ethyl xanthate on the mineral mainly electrostatic in nature. Zinc sulfate is found to activate the mineral but only in a narrow acidic pH range. This is attributed to the increase of zeta potential as well as the possible increase in amount of negatively charged bulk precipitated zinc xanthate. Lead ions activate sphalerite in a wide pH range and the lead activated mineral assumes a flotation behavior similar to that of galena (PbS). However, addition of ZnS04 depresses the lead-activated sphalerite by replacing lead ions at the mineral/solution interface.

There is assembled here this morning in Chicago the heartland of America, what is undoubtedly the greatest concentration of Technical, Scientific and "CAN DO" knowledge ever assembled in America. The participation in this Conference by the representatives of so many nations is particularly impressive and is a further indication of the importance of the subject matter of this conference which you will be discussing in much detail during the next few days. Another impressive feature of this Conference is the participation of a large segment of the construction industry in whose hands fall the job of building what others design. Also strongly represented is the manufacturing industry whose capability is well known throughout the world. They have the resources to design, develop and manufacture the machines and specialized equipment needed to do any job which the world requires. You should not expect to gain any knowledge from my few remarks this morning as I am undoubtedly the least qualified individual in this room on the highly technical and scientific subjects you will be discussing during these next few days. However, I shall offer a few broad suggestions on subject matter which I trust may generate serious thought during your discussions.

The application of automation and robotic technologies to coal mining equipment at the face offers improvements in worker safety and efficiency. The evolutionary introduction of autonomous, intelligent machines to perform the most hazardous tasks in underground coal mines may become a reality within the next 10 to 15 years. The US Bureau of Mines Advanced Mining Systems research program is developing the technology necessary to achieve this goal. This program consists of both core and applications re¬search that focus on the fundamental issues of sensor-based, computer-assisted, machine control technology. In the near term, the research is directed specifically to the computer-assisted control of present-day underground equipment. The immediate effect will be relocating equipment operators to a nearby area of safety. It is being performed in a manner that can make incremental improvements in safety and efficiency. The research is being performed closely with private, government and academic researchers in the miring, space, armed forces and factory automation and robotics research areas. It is a mixture of basic research, applied research and the application and adaptation of existing technologies from a multitude of sources.

In addressing the challenge of sustainable development, the North American mining industry finds itself operating in two culturally distinct frameworks. Companies are based in the developed world where a profoundly environmental ethic prevails with an emphasis on inter-generational equity – preserve now for the future. Increasingly, their operations are in the developing world where the emphasis is on intra-generational equity, and the distribution of wealth – providing opportunity for improvement today. The paper discusses the further implications of these realities and the factors facilitating or hindering the ability of mining companies to meet social expectation in these two distinct global cultures.

It has been observed in some mineral processing plants that grinding circuit efficiency varies seasonally, such as in some plants which are located in the northern U. S. and Canada and undergo large seasonal temperature changes, with the grinding circuit efficiency different between summer and winter. This indicates that the temperature of grinding circuit slurry has a noticeable effect on grinding performance. The effect has rarely been studied. To this end, an investigation to examine the effects of changing temperature on efficiency and determination of the mechanism responsible has been carried out. Plant investigations and laboratory experiments have been conducted in order to study hydrocyclones. It was demonstrated that under otherwise constant operating conditions, the d50(c), size decreased linearly with increasing temperature, while the shape of the reduced efficiency curve remained constant. This effect was determined to be due to changes in slurry viscosity with temperature.

"Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

Improved environmental performance comprises one of the key objectives of the sustainable development in the mining industry. Within this framework, a research project was undertaken by TVX Hellas, a mixed sulphides producer in northern Greece, in order to develop and evaluate anaerobic wetlands as an alternative method for the treatment of acidic waters originating from old mine areas. The anaerobic treatment using organic substrates, aimed to neutralize the acidity of the mine drainage and remove the dissolved metals, such as Fe, Zn, Mn etc., in the form of insoluble compounds retained within the substrate. The effectiveness of this treatment method, as compared with the conventional neutralization techniques with alkaline additives, extensively used in the mining industry, was assessed based on environmental and economic indicators. The indicators applied included contaminant removal, land take per unit of contaminant removed, effluents quality, remediation of past environmental damage, energy and reagents consumption, capital and operating cost. Based on the above, the applicability of anaerobic wetlands for the treatment of acidic streams originating from old mined areas was concluded.

Efficient filtration of fine kaolin particles plays a crucial role in the processing of raw kaolin to a marketable product. Filtration can often be the rate-controlling step of the whole process. Consequently, plant production depends on the rates being achieved in filtration. To alleviate the bottleneck in production, Nalco Chemical Co. initiated a reagent development program to chemically enhance the performance of the filtration units. Filter aids of different classes were assembled and evaluated in bench simulations. These included reagents whose primary mode of functionality were coagulation, flocculation, thickening and combinations of each. This article discusses the development and application of a new reagent that improves the filter production rate with minimal impact on filter cake percent solids. Plant data indicate that this reagent can increase production rates by as much as 35% on clays of varying particle size, as well as clays that are calcined. The reagent's impact on solids content, re-slurrying characteristics, Brookfield and Hercules viscosity and drying is within the standards set by plants that evaluated and now use this product.

I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

Introduction I will address two important alternative energy resources, solar and geothermal, with emphasis on their potential application in electric power generation. As a result of this presentation, I hope to leave you with a realistic view of the principal technology options that are being developed or that are available. Solar Types of Collection In terrestrial solar applications, the biggest challenge is to find ways of collecting the sun’s relatively low intensity energy so it can be converted economically to useful thermal or electric energy. Fig. 1 shows that there are both natural and technological ways of collecting solar energy. In nature we find that solar energy aids in the production of biological growth, rainfall, and wind, all of which can, in one form or another, be put to use in the production of heat or electric power. The sun’s rays also are collected and stored naturally in the form of heat in the upper layers of the ocean which can be put to use in the production of electric energy by means of ocean thermal energy conversion (OTEC) approaches. On the technological side, the sun’s rays can be intercepted by materials that directly absorb and convert its energy to low-grade heat, or by mirrors or lenses that focus the rays onto a material to produce high-temperature heat. The higher temperature systems can be used to drive efficient heat engines in the production of electricityy. The sun’s rays also can be collected on photosensitive materials, in either a direct or concentrated form to generate DC electricity directly. The 150 MWe circulating fluidized bed (CFB) power plant described in this paper is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The inherent ability of CFB boilers to burn low grade fuels makes it possible to also burn low ranking coals or coal wastes, including anthracite culm, coal mine rejects, and coal wash plant waste slurry. The impact of fuel characteristics on plant design is addressed. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements.

Since the promulgation of the Mine Safety and Heath Administration?s (MSHA?s) Final Rule on mine seals (30 CFR § 75.335(b)), which became effective on October 20, 2008, many seal designs have been approved by MSHA and constructed by the mining industry. Since the effective date of the Final Rule, several issues on the design, construction, and/or inspection of seals have been brought to the attention of MSHA. Several such issues discussed in this paper include; the directional, design-load criteria required by MSHA for 50-psi seals, 120-psi seals, and greater-than-120-psi seals; the presence of fireclay in the surrounding strata where a mine seal is to be built; the measurement of convergence of the mine opening in which a seal has been constructed; where gob-isolation seals can be used; and the importance of periodic inspection of seals.

Aquifer. A formation, group of formations, or part of a formation that contains sufficient satu rated permeable material to yield significant quan tities of water to wells and springs. Artesian. Synonymous with confined; see ground water, confined. Capillary fringe. The zone immediately above the water table in which all or some of the interstices are filled with water that is under less than atmospheric pressure and that is continuous with the water below the water table. Conceptual model. A conceptualization of a field hydrogeologic framework that facilitates the development of analytical field testing procedures. The results of the test(s) may force changes in the initial conceptual model. Conductivity, hydraulic. Replaces the term "field coefficient of permeability." The volume of water at the existing kinematic viscosity that will move in unit time under a unit hydraulic gradient through a unit area measured at right angles to the direction of flow, if the porous medium is isotropic and the fluid homogeneous. Confining bed. A body of "impermeable" material stratigraphically adjacent to one or more aquifers; its hydraulic conductivity may range from nearly zero to some value distinctly lower than that of the aquifer. Flow, steady. Any point where the magnitude and direction of the specific discharge are constant in time. Flow, uniform. At every point the specific discharge has the same magnitude and direction. Flow, unsteady. At any point the magnitude or direction of the specific discharge changes with time. Fluid potential. The mechanical energy per unit mass of a fluid at any given point in space and time with respect to an arbitrary state and datum; the fluid potential is proportional to the head. Ground water, confined. Ground water under pressure significantly greater than atmospheric; its upper limit is the bottom of a bed of distinctly lower hydraulic conductivity than that of the material in which the confined water occurs. Ground water, perched. Unconfined ground water separated from an underlying body of ground water by an unsaturated zone. Ground water, unconfined. Water in an aquifer that has a water table. Head, static. Height above a standard datum of the surface of a column of water (or other liquid) that can be supported by the static pressure at a given point. Homogeneity. Hydrogeologic properties are identical everywhere. Hydraulic gradient. Change in static head per unit of distance in a given direction. Hydrostratigraphic unit. A body of material having considerable lateral extent and comprising a geologic framework for a reasonably distinct hydrogeologic system. Isotropy. Condition in which all significant properties are independent of direction. Porosity. Property of containing interstices or voids; may be expressed quantitatively as the ratio of the volume of its interstices to its total volume. Porosity, effective. Interconnected pore space available for fluid transmission; expressed as a percentage of the total volume occupied by the interconnecting interstices. Potentiometric surface. A surface that represents the static head along a particular specified surface or stratum. Specific retention. Ratio of the volume of water that the rock or soil, after being saturated, will retain against the pull of gravity to the volume of the rock or soil. Specific yield. Ratio of the volume of water that the rock or soil, after being saturated, will yield by gravity to the volume of the rock or soil. Storage, specific. The volume of water released from or taken into storage per unit volume of the porous medium per unit change in head.

This fall, the Society for Mining, Metallurgy & Exploration (SME) will begin a new chapter by welcoming its new executive director and chief executive officer (CEO). Melissa Russell, a successful nonprofit executive with more than 30 years of experience in global association management, officially stepped into the role on Sept. 29, 2025. Most recently, she served as executive director of the Institute of Electrical and Electronics Engineers (IEEE) Computer Society, the largest of the IEEE’s 39 societies, with more than 50,000 members across 150 countries.
