Introduction The Vernal Phosphate Operation is located in northeastern Utah, about 18 km (11 miles) north of Vernal, about 280 km (175 miles) east of Salt Lake City, UT. The plant began initial operations in 1961 under the name of the San Francisco Chemical Co. In 1981, Chevron purchased the operation from Stauffer Chemical Co. In 1982, plant capacity was doubled to about 72.6 kt/a (800,000 stpy) of phosphate concentrate. From 1984 to May 1986, another expansion increased the capacity to 1.2 Mt/a (1.3 million stpy) of concentrate. It also incorporated a number of equipment and process changes designed to increase the overall plant phosphate recovery. A 150-km (94-mile) slurry pipeline, the world's longest phosphate pipeline, was also constructed from the Vernal plant to a new Chevron Chemical and Fertilizer plant near Rock Springs, WY. Over the past five years, plant expansions and the pipeline construction have been accomplished without missing a single concentrate shipment.

There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. In early 1988, Chino Mines Co. began using a system of economic splits for all materials encountered in mining. All mined material is evaluated as mill ore, solvent extraction electrowinning plant feed, and non-ore material, to determine its disposition. Results thus far indicate a significant increase in financial returns on material mined compared with the copper cutoff grade previously in use. Chino Mines is a partnership between Phelps Dodge Corp. (two-thirds ownership) and Mitsubishi Corp. (one-third ownership). The company produces copper and byproduct metals from the historic Santa Rita del Cobre mining district in southwestern New Mexico. The history of copper production in the district began with the use of surface native copper by native Americans before 1800. Spanish soldiers from Mexico later became aware of this district and mining began in 1801. The district was worked intermittently until 1909 when the Chino Copper Co. was formed, with Daniel C. Jackling as vice president and managing director. Concentrator operations were started in 1911. Kennecott purchased the company in 1933 and built a smelter in 1939. Chino Mines Co. was formed in 1980 when Mitsubishi purchased one-third of Kennecott's holding at the property.

Introduction Mine operators are interested in energy conversation in two ways. With our finite sources of energy, we are concerned for future generations. In addition, as mine operators, we want to minimize energy costs. Moving material represents a substantial amount of the energy used in mining operations. Wheeled vehicles are used extensively to move materials. And they derive all their energy from fuel. Energy is also required to overcome the vehicle's inertia, and internal and external frictional forces. Included in the vehicle's frictional forces is its suspension. Tires are an important part of this suspension. What influence do tires have on the overall fuel consumption of the vehicle? Does tire construction affect this influence? As far back as 1896, it was apparent that tires were a factor in fuel consumption. A test was devised in France using a coal-fueled steam-driven auto. The test measured whether there was any fuel savings with the new pneumatic tires rather than of the then commonly used solid tires. The result was a 28% savings in water and a 29% savings in coal on pneumatic tires. Today, the pneumatic tire is accepted, but there are differences in present constructions. Tire Construction: Bias vs Radial There are basically two types of tire construction, bias and radial. Bias tires have been around for about 60 years. Radial tires are more recent. They were developed to improve a tire's ability to withstand higher speeds and loads, as well as to improve tire life and vehicle handling. Another advantage of the radial tire is its lower rolling resistance. This characteristic results in lower fuel use by a vehicle. This has been demonstrated with passenger cars and over-the-road trucks. It is now being demonstrated with earthmoving equipment. A basic description of both types of tire construction should now be reviewed: The casing of a bias-ply tire is made up of crisscrossed textile plies or layers. The cords of these plies run on a bias, from bead to bead. The cords of each ply run on an angle relative to the cords of the adjacent plies. As the tire rolls and deflects, the angle between the cords changes, like the blades on scissors (Fig. 1). The cords of one ply pull one way, and the adjacent ply pulls another, straining each other. The vermiculite review arrived too late for the June issue. In 1992, production of commercial vermiculite in the United States increased 1 % to 170 kt (187,000 st), according to the US Bureau of Mines. The estimated value of vermiculite concentrate was $13.6 million, yielding an average value of $80/t ($72.50/st). Vermiculite is used in several physical forms. Use of the thermally exfoliated product include light weight aggregates, horticultural growth media, thermal insulation applications and absorbents for spill control and liquid waste containment. The untreated commercial concentrates are used as intumescent fillers in plaster board, gaskets and paints. Several chemically modified vermiculite products include clay-sized dispersions and granules for treating flue gas. South Africa was the only major foreign source of vermiculite used in the United States. It exported about 40 kt (44,000 st) to the United States last year. In 1992, Palabora Mining Co. began processing vermiculite in a new beneficiation mill at Phalabowra. It produced about 164 kt (181,000 st). Minor sources of foreign vermiculite concentrates consumed in the United States included about 140 kt (154,000 st) from China. Brazil also exports some concentrate to the United States.

Squeezing ground conditions in hard-rock tunneling are associated with fault zones containing brecciated rock and gouge. Gouge is a stiff clay-like soil that exhibits a propensity to creep. The ground loads applied to tunnel supports in squeezing ground are known to be significantly time dependent. Accordingly, an experimental and analytical study is presented that deals with soil creep and its application to the prediction of tunnel support requirements in squeezing ground conditions. Relatively undisturbed samples of fault gouge obtained from Straight Creek tunnel in Colorado and Pacheco tunnel in California are classified as very stiff to hard clays of low plasticity. Constant-load undrained triaxial compression tests are performed on these materials. A simple, three-parameter creep equation is developed that adequately describes the observed deformation of fault gouge with respect to applied stress and time. The equation is shown to fit existing creep data of various soil types. The creep equation is used to modify an existing continuum-mechanics solution to the time-dependent behavior of unlined and lined cylindrical openings in a creepsensitive medium under a hydrostatic state of stress. Assuming properties for the medium that are representative of the fault gouge materials tested, parameter studies are performed for unsupported and supported tunnels in squeezing ground. The analyses permit estimates to be made of the steel set supports required for tunnels at different depths in various squeezing ground conditions.

There is a credible, cogent, and responsible argument that mining can be part of a sustainable future in countries with freely elected governments, transparent and enforceable laws, a closure plan with an adequate bond, and a small handful of other measures. This perspective, built largely upon the understanding of mining as a temporary use of the land, is coupled with a growing understanding of economic diversification as a tool to level out the ‘bust’ side of the boom and bust cycle. There are verifiable signs of progress that the sector has, at least in some venues, begun to embrace this view of ‘sustainability’ both in philosophy and practice. While laudable, there remains a conundrum not yet fully explored. It is conceivable that companies can fulfill all legal requirements, practice corporate responsibility in its broadest and most liberal interpretation, and yet leave behind, after the gates are closed and the lights turned off, a situation which is not only unsustainable, but far worse off than before mining started. Having observed this outcome, repeatedly, some critics have concluded that all mining should be stopped. Others recommend that it be vastly curtailed until regulatory regimes are re-vamped, communities fully empowered, and companies brought to heel. Yet others, including many within the industry, are looking to hold back this dark prospect with peer pressure, branding and competition for good will. In this paper, I propose to focus on this discontinuity, that gap wherein the chain of logic breaks and reasonable policies, reason-able choices, reasonable actions, may fail to deliver expected results. I suggest that any meaningful definition of post-closure sustainability must include the concept of human welfare, and increasingly, human security, over and above meeting the requirements of law, beyond retaining shareholder value and reputation, beyond discussions of subsequent land use and diversified employment. I suggest that self-determination, that ability of a people to hold for themselves the vision of their own future, and to have a sense of their power to implement it, may be both the most difficult and the single most important determinant of long-term sustainability in a community. The particulars will vary; a Canadian junior or an Australian multinational, a highly regulated state in the American west or a ‘failing state’ in Africa’s west, gold or sand and gravel. But the recommendation is the same: this must be a collective endeavor, a shared responsibility involving some combination of government, companies, communities, local and international NGOs (non-governmental organizations), each contributing in the ways most able.

Any geostatistical study involves (implicit) hypotheses about 1. The distribution function 2. The drift of the data 3. The (underlying) variogram Once these are known, most other results follow from geostatistical theory. However, to date, there have been few theoretical studies on testing these implicit hypotheses. Most of the published studies in this area have dealt with the fluctuation of the variogram or the sampling distribution of the variogram (Journel and Huijbregts, 1978; Davis and Borgman, 1979). Questions regarding these hypotheses regarding a given deposit arise often. Coal geologists often infer channels and washouts on the basis of thicknesses data. Zoning is recognized in a variety of metal deposits. A test as to whether these inferences are valid on just chance occurrences would have widespread application. .It is standard geostatistical practice to "eyeball" fit variograms. In the early exploration phase when just a few pairs are available, the variogram often displays wide fluctuations and there may be considerable doubt about which variogram model to use.

Shortly after Asarco Inc. purchased the Ray Mines Division from Kennecott in 1986, the company began an expansion program to increase copper production. The Bechtel Corp. oversaw engineering procurement and construction management for a new in-pit crusher, overland conveyor system and concentrator facility. Construction started in May 1990 on these facets of the expansion project. The concentrator was commissioned in February 1992. The Ray concentrator uses a single-line, semiautogenous grinding circuit (SAG) with a design through¬put of 27 kt/d (30,000 stpd). In the early 1960s, Kennecott conducted pilot plant grind tests of Ray mine ores to determine their amenability to SAG and autogenous grinding methods. Those tests, though, were not followed up. During 1973 and 1982, Kennecott conducted additional pilot testing on some of the softer ore types. In 1989, Asarco ran a final series of SAG pilot grinding tests at Lakefield Research, which became the basis of the new Ray concentrator grinding circuit. Even though pilot test work demonstrated that some of the Ray ores gave satisfactory results during the autogenous grinding tests, the SAG option was selected for the primary comminution device. Due to the wide range of mineralogies encountered in the Ray ore body, selective mining and blending of these ores would be required to achieve the necessary production efficiencies and throughput rates using an autogenous grinding circuit.

Stability of an underground opening can be defined in several ways. To geologists and engineers that are used to working in geological environments where the major parts of the works after careful scaling can be left unsupported during the construction period as well as during operation, any rock mass behavior that requires reinforcement, support or lining may be regarded as a stability problem. To colleagues excavating underground openings in geological environments that require continuous use of reinforcement or support and lining "stability problems" are often associated only with those parts of the work where "standard" construction procedure and method of reinforcement or support and lining is inadequate, and special measures therefore needed. In either case, a major objective is to assess the stability problems correctly -as far as possible at the planning stage -- and choose methods for excavation and reinforcement or support that will bring the opening safely and as economical as possible through the problem areas. INTRODUCTION It is not uncommon that stability problems associated with faults or seams have been described as "unexpected." This term has unfortunately been used to indicate that no one knew that the fault or seam existed prior to excavation. A careful review of documented cases where serious stability problems have occurred revealed that the existence of these zones most often was known, but that their behavior was incorrectly assessed prior to or during construction. Miscalculations have been made in terms of the type and magnitude of loads that developed, and in particular in terms of the time-dependant behavior.

The hydrometallurgical fundamentals review did not arrive in time for publication in the May issue. Papers presented at the SME Annual Meeting, in Phoenix, AZ were available as preprints. The EPD Congress 1992 from The Metallurgical Society had several papers related to hydrometallurgy. Minerals Engineering 1992 was published in Minerals Engineering and contains several papers related to hydrometallurgy. In addition, a conference was held to honor Ernie Peters. The proceedings contains a large number of hydrometallurgy papers. Precious metals Gold extraction in the potassium cyanide-primene JMT sulfate-Xylene system was studied by Caravaca and Alguacil (Hydrometallurgy). Adams, Friedl and Wagner presented results on the mechanism of gold cyanide adsorption onto activated carbon (Hydrometallurgy). Adams also studied the adsorption of silver cyanide and used an IR method to evaluate adsorbed aurocyanide species on activated carbon (Hydrometallurgy).

European industrial policy seeks to provide the right framework conditions to allow companies to develop and innovate and to make the EU an attractive place for job creation. This includes providing the basis for a competitive manufacturing industry which provides around 20% of EU economic output and employment for about 34 million people. The EU non-energy extractive industry with an annual turnover of around ?40 billion and a direct workforce of about 270,000 people is considerably smaller, but it plays a vital role in providing much of the manufacturing sector with raw materials. It also supplies very large quantities of minerals such as aggregates and natural stone to the construction industry, facilitating the development of modern infrastructure such as roads, railways, houses, schools and hospitals. However, despite an active extractive industry, Europe is increasingly dependent on imports of raw materials and particularly metallic ores and concentrates. In 2005, the trade deficit for minerals was in excess of ?11 billion, of which ?10 billion related to metallic minerals. Such import dependency is not a new phenomenon, but the rapid industrialisation of developing countries such as China and India has significantly increased global demand, resulting in large price increases for downstream industries and at times, bottlenecks in supply. The impact of this and other competitive pressures on some sectors of the European manufacturing industry, including the possibility of them being lost to lower cost countries outside Europe, has moved the issue of industrial policy and access to raw materials up the political agenda. A number of measures have already been announced by the European Commission to address these issues including: - The analysis of the competitiveness of individual industrial sectors, in order to understand their specific needs and take account of the particular opportunities and challenges they face.

The Research and development review arrived too late to appear in the May issue. The competitiveness of the US mining industry in a world market depends on many factors. The introduction of new and innovative methods, though, can have a significant, long-term impact. As industry cuts back its own long- term research and development efforts, the federal government continues to provide the major support for mining and minerals research. The US Bureau of Mines works with the mining industry and the academic community to develop innovative concepts for the mining and processing of non-fuel minerals. The Bureau’s research focuses on exploration and mining technology, minerals and materials science, processing technology, health and safety and environmental technology. Mine design A conical caving system, being designed by the Bureau, would allow the development of low-grade ore bodies, early startup at lower initial capital costs and increased safety and versatility in development and production. This method is a form of mass caving that allows the ore to be drawn from a central loading point at the bottom of the cone- shaped caving zone (Fig. 1). A simulation laboratory model and computer analysis show initial promise for predicted performance. For tabular, flat-lying ore deposits, the Bureau is investigating a version of the Finnish slot-and-fill system. For this total extraction method, a pattern of rectangular panels is laid out. One panel is extracted in a series of parallel slots and is replaced by alternating-row pillars of backfill. After one panel is mined, equipment and operations are transferred to another panel. By transforming this rectangular layout to a curvilinear geometry, one continuous spiral can be mined without re positioning equipment. Instead of parallel slots and pillars aligned in a rectangle, the slots and pillars are arranged in a spiral.

INTRODUCTION Soft ground tunnels may be above the ground water table or they may be subaqueous. The ground may be clays, silts, sands, gravels, glacial deposits, boulder tills, and any of these in any combination. Because of the relatively low strength and deformability of soils, difficulties often arise in soft ground tunnelling. These soil characteristics and resultant tunnelling difficulties, have had a direct influence on the development of "Lovat" Tunnel Boring Machines. We have been required to recognize and adapt to unusual ground conditions and to follow through with design, fabrication, and field maintenance to ensure dependable, trouble-free operation. The basic "Lovat" machine is a fully shielded, wheel-type with the cuttinghead driven by a monorace type bearing with gear drive incorporated in the bearing. Mechanical innovations have been added to the basic machine which complement the resources of manpower, equipment, and materials available to the contractor for a specific operation. FULL FACE SUPPORT The installation of hydraulically operated closure doors or flood control doors, at the cuttinghead, is one of the early "Lovat" technical innovations. INTRODUCTION We will discuss here only the subway construction phase; that is, two to five years at a given location--not the long-term analysis. We also will compare some tunnel construction methods used for BART and in Los Angeles. Typically, urban planners and engineers try to balance a new mass transit system to include tunneled subways, cut-and-cover construction in city streets, and elevated guideways. Their decisions are based on many factors, most of which can be quantified. But there are some socio-economic-environmental factors which are almost intangible, or nonquantifiable, and these are rarely included in the final report for a rapid transit system. There are two reasons for this: First, it is difficult to evaluate disruptions and psychological inconveniences to individuals and to the community during the construction period, and even more difficult to assign costs because the valuations are always subjective. Second, the rapid transit project capital costs are given in the final report and the public knows them; but the intangible social costs are borne by the affected neighborhood community, not the entire city, and as such they are "hidden costs," which in fact may add as much as 25 percent to the total system cost.

INTRODUCTION Tunnel boring machines in non-abrasive competent rock with little or no water have set new performance standards in the driving of tunnels. However, when the machines have hit blocky or running ground, they have encountered difficulties. The success of a tunnelling machine is usually due to a thorough geological investigation which accurately describes the rock conditions, a well designed tunnel support system, and a tunnel boring machine designed to cope with these conditions. In some cases machines have had to be modified in the tunnel after the machine had commenced boring, because geological conditions were not correctly anticipated before tunnelling began. The features described herein are not a panacea for all conditons, and some of them, like an auxiliary thrust system that thrusts off a precast invert segment requires pre-planning of work on the part of the contractor. CUTTERHEAD DESIGN Figure 1 shows typical cutterheads of ten to fifteen years ago. Note the large buckets and large openings between the buckets. These large openings were considered necessary to gain easier access through the cutterhead for cutter changes. The standard cutter in those days was an 11 inch or 12 inch cutter with small bearings, and was generally a delicate tool for the duty it was to perform. Welcome to Chicago and to the first North American Rapid Excavation and Tunneling Conference. It is a great privilege for me to serve as the Chairman of the Executive Committee of such a Conference. We are here because of the rapidly mounting interest of technicians the world over in turning the potential use of underground space into sensible and economical benefits to people. This Conference certainly provides a major forum of international importance and scope for the exchange and dissemination of up-to-date knowledge on the technology of underground excavation and tunneling. The discussions will also surely delineate the immediate and longterm challenges we must approach in multidisciplinary force. We must exercise leadership in the problems we are trying to solve. Your program shows the breadth of the technical discussions which are going to be underway here during the three days of this Conference. I am not going into technical aspects or detailed discussions of the many uses to which underground space may be devoted. I also will leave to the technical meetings the outline of the state of the art. But I do want to tell you of the progress being made in channeling the expertise of many of the world's foremost authorities on rapid excavation and tunneling to consider the problems, laying the ground work for needed research, and provide the leadership in converting unused subsurface potentials to improve the quality of life. Economic open-pit and surface mining often call for ever increasing volumes of lower grade materials. So it is important, often critical, to develop precise expense and production estimates for the large electric mining shovels now in use. An electric shovel's basic application is to "shovel up" material, starting at ground level with the dipper moving up into a working face or bank. It's impractical to dig below ground level with a shovel, except briefly or in unusual circumstances. The shovel working face is "the bank," whether the material is dug from natural bed or blasted. The shovel's digging attachment, the boom and dipper handle, is built in standard and long range configurations. A standard digging attachment is normally used for loading into haulage equipment. The long range attachment is normally used for side or hack casting to a spoil pile. It is also used fir loading into haulage equipment placed above shovel ground level, as in some coal loading applications. Shovel clipper size and hauler capacity should he matched so that a hauler can he loaded in three to four shovel work cycles. Five cycles is usually the limit of good practice. If fewer than three cycles are required, the hauler is too small. More than five cycles indicates possible excess harder waiting time for loading, or shovel waiting time for too few haulers. Full dipper loads, including the last dipper or ''pass, " are essential for economical shovel and hauler match. Consistent need for a final partly full dipper to fill the hauler shows an improper match between the two.

Surface subsidence events induced by underground longwall coal-mining operations can cause various disturbances to surface structures, ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of travelers, and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (such as decks, beams and abutments) are presented. A number of mitigation measures to protect bridge structures are recommended, along with an actual application case.

There has been an increasing trend in recent months by regulatory agencies to require that estimates be made of the hydraulic head acting, under operational conditions, on the surface of primary leach pad liners. This move towards inferred performance standards, rather than specifying a prescriptive standard for all sites regardless of economics, is to be generally welcomed. The theory of flow on a sloped beach pad, which was developed by East et al, 1987 (Reference 1 and 3) has been refined and extended. Unitized curves have been developed by graphically displaying the seepage losses and resulting dissolved gold lost as seepage through the primary liner as an aid to pad liner selection and design. Very little information is available of actual hydraulic head profiles acting on the liners beneath heap leached ores. Attempts have been made to measure these by drilling from the top of the heap and installing piezometers at the base. With this procedure it is difficult to obtain accurate data due to the fact that the drilling operation itself creates a highly permeable vertical flow path which may not exist to the same degree elsewhere in the heap. The best time to install hydraulic head monitoring devices on the pad liner is during construction and when piezometers can be carefully placed directly above the liner and suitably protected hydraulic lines laid to ensure full hydrostatic head measurement with simple manometer devices.
