The next ten to fifteen years will be exciting ones for the construction industry because three city agencies alone have started or will start, on tremendous expansion programs, the cost of which will exceed a total of four billion dollars. The major portion of this work will be done by the use of tunnelling methods. *Tunnelling is construction by any method of a covered cavity of predesigned geometry whose final location and use under the surface, whose cross-sectional area is greater than two sq. meters. The New York City Transit Authority's expansion program will provide for approximately 52 miles of new subways. The Board of Water Supply has already started on City Tunnel No. 3 which, when completed will provide the City with enough water until the year 2000, and the Board of Water Resources has embarked on a tremendous program to clean up the surrounding waters. Yes, these will be exciting years, particularly when one reads about the new novel exotic methods of rock breaking and disintegration, coupled with the new methods of soft ground tunnelling.

INTRODUCTION The U. S. Department of Transportation has underway an important new program which will have a major impact on rapid excavation technology. The Transportation Tunneling Program, as it is called, is a coordinated, multi-modal research and development effort. Its goals, if realized, will significantly improve our ability to build the underground structures needed for transportation. This, in turn, will improve transport efficiency, environmental impact, and the energy consumption associated with the movement of people and goods. Tunneling technology research and development had its beginning at the Department of Transportation in the Office of High Speed Ground Transportation (OHSGT). The OHSGT developed and implemented a program in 1965 to provide the technology for underground construction needed to support future high speed ground transportation. In 1967, when the OHSGT was transferred from the Department of Commerce to the Federal Railroad Administration (FRA), the program accompanied that office. The thrust of the FRA program has been cost reduction through the development of new materials, innovative designs, and better construction methods. Approximately 6 years ago, Newmont Mining Corporation (Newmont) initiated reclamation/closure at its’ Hollister operation in Nevada. Reclamation/closure challenges existed at three primary areas within the operation. One the open pits had a small, low pH lake. The primary waste rock dump had a collection system for seepage of low pH solution. The heap leach had a typical inventory of process solution. In each of these three areas water quality and water quantity challenges existed. Reclamation/closure techniques were employed that utilized run-on controls, re-sloping, capping/topsoil placement, pit backfilling and vegetation for water quantity control. Water quality controls included installation of passive, anaerobic systems. These mechanisms have effectively limited water volumes that require treatment and effectively treated the water to meet standards.

The continuously increasing rate of the non-renewable raw material consumption together with the production of immense volumes of solid wastes and effluents is one of the main characteristics of our modern society. This leads to an unconditional necessity to reduce the raw material and energy consumption and to recycle the used materials and products. Life Cycle Analysis (LCA) constitutes a promising tool in this direction. LCA is a methodology, whose main purpose is the objective calculation and analysis of the environmental burdens of products, processes and activities as well as the estimation of the possibilities to perform environmental improvements in combination with the rational use of raw materials and energy. The purpose of this paper is to present the life cycle of marble and granite from the quarrying to the processing stage, including the transportation between the quarry and the processing plant, by quantifying the environmental impacts that derive from each stage and the evaluation of their potential effects to the environment and to human health.

A copper heap leach model, employing leading edge computational fluid dynamics (CFD) technology, is applied to the Zaldivar heap leach operation in Chile in order to explore and analyze the possible impact of operational changes. The effect of changes to the heap operation on copper recovery has been previously investigated and reported by the Zaldivar operation. This paper examines the extent to which a comprehensive heap leach model supports the analysis and conclusions of the published work. The heap is a complex multi-phase process, consisting of a solid static porous media with complex fluid flow, gas and liquid phases, competing solid-liquid reactions, dissolution of minerals and transport through the heap. The model accounts for the physical and chemical features of the heap, including transport and reactions kinetics for the important copper and iron sulfide minerals, ferrous oxidation, bacterial effects, thermal energy, acid and sulfate balances. The model was calibrated to published data on the ore body and employed to analyze the impact of a number of operational changes, including solution flow rate, acidity, lift height, crush size and head grade.

I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

The dimensions and shape of both airborne and bulk amphibole-asbestos fibers are different from those of cleavage fragments of the amphiboles. These differences are related to the mineralogical properties unique to the habit of asbestos. These properties include the fibrillar structure, small fibrill widths and distinctive crystallographic faces of fibrills. Criteria for distinguishing amphibole cleavage fragments from amphibole-asbestos include mineralogical proper-ties observable in bulk samples and the dimensions of particles collected on air filters.

Drift excavation by boom-type roadheaders in the San Manuel and Kalamazoo sulfide copper ore bodies has been successfully demonstrated. Geomechanical rock classification in conjunction with detailed geologic mapping has been necessary to assess roadheader performance, and to predict advance rates in the varied rock classes in the San Manuel block caving mine. Rapid excavation and less fractured ground are obvious advantages of roadheader drift excavation over conventional drill and blast techniques. The geomechanical system of Engineers International (1984) can be an effective roadheader performance and ground support tool.

One of the first activities after returning to the Moon will be finding sources of water and materials for the construction of human settlements and other infrastructure. There is evidence of the existence of deposits in the bottom of craters at the South Polar region and in flat areas around. Based on geological data from the Moon, a block model representing a deposit or icy regolith has been defined in the vicinities of Shackleton Crater, with unique characteristics of shape, thickness, and water contents. A mine plan utilizing surface mine modeling software for ore extraction from an open pit- type of excavation to a delivery point near a water processing facility is proposed, with monthly, quarterly, and yearly schedules. Production results, dashboard charts and progress of the topographic changes are also presented.

"History - How did you get into mining and involved with SME?Unlike many past presidents, I do not come from a mining lineage. I liked math in high school and believed I wanted to be an engineer. I told my math teacher that, and he laughed in my face. I believe that humiliation is what carried me through engineering school. At the time my ability to go to college relied on how inexpensive I could make it. My brother told me that there were a lot of scholarships in mining engineering, and I should apply to mining schools. As usual, he was right and I was off to the University of Idaho to study. My first summer break I got a job with Hecla at a mine in Arizona. I was a laborer on a shotcrete crew. I knew after the first summer that I loved underground mining, and I never considered changing disciplines. Looking back, I was working in miserable conditions (hot, humid), on a miserable job (shotcrete), where I got injured, and two summer student roommates died in a car accident on the commute home after work. I had every reason to hate the industry, as I had seen virtually everything bad about what we do. But I didn’t, I loved it. I said I was good at math, I never said I was smart.I joined SME in college because I was told to by the head of the mining school, Dr. Jack Hoskins. You did what Jack told you to do. I got involved because I went to an annual meeting and the papers in the underground sessions were terrible. I refer to bad papers as the “Tensile strength on cable bolts in sub-arctic regions on Tuesday” papers. Real snoring fodder. I don’t remember who I was complaining to, but they told me to quit my grumbling and fix it. So I chaired a session, and tried to get only good quality papers, something that has been my mantra for years with the Mining & Exploration Division. I also volunteered to help the local sections too. Then one day I woke up as president.What is your opinion of the health of the mining industry?The mining industry is in bad shape. Coal is under attack and will likely never recover to its former greatness. Our President has banned new coal leases, and the state of California is forcing people it does business with to divest their interests in coal companies. And that all happened in just in a few short weeks this January. Usually in America you get a trial before you are given a death sentence, but not with coal."

Test work and plant operation confirmed that semiautogenous (SAG) milling is a viable option for Inco's milling rationalization project at Sudbury only if pebble crushing is included. Throughput increases more than 50% with pebble crushing incorporated into the comminution process. The finer product of high-speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems. Inco Ltd.'s Sudbury operations are located in northeastern Ontario, Canada, about 400 km (250 miles) north of Toronto. Inco has 11 operating mines around the rim of the Sudbury basin. The mines currently produce about 11 Mt/a (12 million stpy) of ore. This ore contains pentlandite, pyrrhotite and chalcopyrite in mafic host rocks. The milling facilities are designed to produce 108.8 kt/a (240 million lbs/ year) of nickel as concentrate. This concentrate is further processed through Inco's smelting and refining facilities to produce nickel, copper and several other metals. Before 1991, -200 mm (-8 in.) ore was shipped to two primary mills. The Clarabelle mill had a design capacity of 29 kt/d (32,000 stpd). Frood-Stobie had a capacity of 16.3 kt/d (18,000 stpd). The flowsheets of these mills were similar. Two stages of open-circuit crushing were followed by rod milling and closed-circuit ball milling. The product from the comminution circuit, at 12% +250 mm (+65 mesh), was first passed through magnetic separators to recover magnetic pyrrhotite. It was then sent through a four-stage flotation process. The first two stages produced a high-grade copper-nickel concentrate. The final two scavenger stages produced a low-grade copper-nickel concentrate containing nonmagnetic pyrrhotite.

This section on case histories of discoveries of volcanic-associated and volcanogenic massive sulfide deposits is divided into a preliminary discussion of models and then into three parts: Kuroko- type, Anyox-type, and shale-hosted. The separation is made to accommodate the use of exploration models, and these may not coincide with genetic models discussed in the literature. The exploration models grew as knowledge was gained concerning ore guides and ore controls in the volcanic-related deposits. The evolution of the genesis of massive sulfide deposits in volcanic terranes from a replacement to a syngenetic hypothesis in the 1950s and 1960s necessitated changes in exploration approaches in ore search. The acceptance of a syngenetic origin for conformable or concordant sulfide masses led to more widespread adoption of stratigraphic ore guides. 'The occurrence of epigenetic stringer ore with and stratigraphically below many conformable massive sulfide deposits did not diminish the importance of stratigraphic ore controls. Proximal conformable sulfide masses were formed near their seafloor hot spring source and normally are underlain by epigenetic sulfides: whereas. distal conformable sulfide masses were deposited away from the hot spring and may have no associated feede; zone. Industry groups that early recognized the syngenetic nature of volcanogenic massive sulfides were responsible for discovery of some of the large and economically significant deposits. Ultimately, the rest of the geological profession accepted the leadership of the early iconoclasts.

"Health and Safety problems can make a mineral deposit or a portion of one, an operating plant, or finished product unprofitable or worthless. Therefore they need to be reviewed when reserves are established and yearly thereafter until the deposit is closed down. Health and Safety regulations serve as a guide, but I have always done more frequent checks, when adding new products with different specifications or during times of bad weather and crisis. Water quality and quantity are always in question. Health and Safety are quality of life issues which are at or near the top of priorities for communities, companies, employees, and government bodies. Georgia dropped from one to three in U. S. for business development due to “Quality of Life” issues. Remember crystalline silica is present in nearly all sedimentary and acidic rocks and basic igneous rocks are the perceived home of asbestos. These health issues, any other safety and health issues or perceived issues need to be resolved initially and any time they come up during life of deposit. When handled properly good safety and health programs add to the profitability of a deposit, not to the costs. Daily safety checks in operating plants and mines, and visual check of all drilling core with an eye for changes are a key to successful programs. Both plants I turned around had terrible safety records, too much airborne dust, and maintenance problems resulting in low productivity. In almost every case cost reduction was tied to eliminating maintenance and spillage problems which caused health problems and increased possibility of accidents. Implementation of these safety and health programs around 1970 starting prior to government programs, working with new MSA/MSHA regulations, working to improve the regulations as a president of a state mining organization, and maintain profits was a challenge, but very rewarding. Reducing time to make repairs and work simplification gleaned from observations and employee recommendations learned from making multiple daily inspections resulted in years without lost time accidents at two plants, reduced maintenance and 33-75 % improvement in cost per ton at A. P. Green Refractories Co. Eufaula Calcining Plant 1972-77 and Oil-Dri Ochlocknee plant and mine 1979-82. The Ochlocknee mine worked 1981-2007 without a LTA. The author participated in 16 acquisitions and new plant design projects. All of above reduced costs allowed mining deposits with higher overburden to be used and considered. Thereby increasing reserves considered in all operations."

Roadheader machines have a specific place in modern tunnelling, not simply as a compromise between drill and blast techniques and full face machines, but as an economic and versatile form of mechanised tunnelling where the method of excavation is easily integrated with tunnelling operations. In the past, roadheaders have been subjected to misuses by engineers who failed to realise that, as in all mechanised tunnelling, a planned and systematic approach is essential if the full potential of these machines is to be gained. An increasing awareness of this, together with the introduction of the more powerful roadheader carrying their cutting potential into the hard range of rock is changing this situation and now makes the prospect of using roadheaders particularly attractive (1). The advantages gained by employing these machines can be considerable and Table 1 lists some of them. This table illustrates that from both cost, and installation points of view, the roadheader has considerable benefits over the full face machine. However, the principal advantage gained is in broken ground where heavy supports can be installed immediately at the tunnel face. In addition, access for planned maintenance and repairs to most working parts of the machine is at a premium and average machine utilisations of 40 - 60% can be expected. In comparison to drill and blast methods, up to 40% better progress can be regularly achieved, and the subsequent savings in overbreak costs alone would more than pay for the cost of a roadheader used to drive a 3km long tunnel. INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. This article examines health and safety trends during the past 10 years at Appalachian surface and underground bituminous coal mines. Data for Appalachia include Pennsylvania, West Virginia, Virginia and eastern Kentucky. These states account for more than 90% of the coal production in the Appalachian region. (Production, accidents and fatalities in Ohio, Maryland, Tennessee and Alabama are not included in computing Appalachian trends.) Trends for Appalachian underground mines are differentiated by size and mining method into three categories: - Small mines with fewer than 50 employees. - Large nonlongwall mines with 50 or more employees. - Longwall mines (mines with at least one longwall production face).

On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.

After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.
