We will introduce the Small Business Liability Relief and Brownfields Revitalization Act, which is an amendment to CERCLA and the types of sites it includes and excludes, especially as related to mine-scarred land. We will also describe the types of available funds, whether they are competitive or not, what entities are eligible to receive them, and how to access them. We will introduce the legislation’s liability provisions; for example, the recently issued interim guidance clarifying some of the conditions that contiguous property owners, bona fide prospective purchasers, or innocent landowners must meet to qualify for the liability limitations provided in the Brownfields Law.

Sulphate Reducing Bacteria (SRB) are hetero-trophic anaerobic micro-organisms that can be used to remove sulphates and heavy metals from Acid Mine Drainage (AMD), heavy metal-bearing streams with high iron and sulphate contents and low pH, generated by sulphur bio-oxidation in abandoned mine districts. After the preliminary chemical precipitation of iron with carbonate stones (I step, chemical precipitation) SRB can be used to reduce sulphates to sulphurs then favouring heavy metal removal as sulphur precipitates (II step, biologically mediated precipitation). In this work the experimental results of heavy metal and sulphate removal from column tests were reported. Sulphate and heavy metal abatement in fixed bed column was performed using chemically pre-treated samples of synthetic AMD. Attenuation of toxic effects of treated samples was also ascertained by toxicological tests of germination and radical growth with Lepidium sativum.

Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing. From a regulatory perspective, it is no longer necessarily less burdensome to operate in Mexico. Principal laws and regulations Mexico has two principal environmental regulatory systems. The first consists of the laws and regulations governing domestic activities. The second consists of the treaties, agreements and understandings between the United States and Mexico dealing with transboundary pollution and maquiladoras (see Maquiladora Decree, next column). The following are the principal major laws and regulations governing environmental protection in Mexico: General Law: The General Law on Ecological Balance and Protection of the Environment, effective March 1, 1988. The aim of this paper was to study sludge dewatering. The sludge which was examined in laboratory scale was produced by neutralization of a mixture of metallurgical wastewaters. Experiments were carried out using synthetic wastewaters with chemical composition similar to that of metallurgical wastewaters, resulting from electrolyte regeneration, copper refining and precious metals recovery. During investigations gravitational and vacuum techniques were examined. Parameters such as water volume, height of sludge and time of dewatering were monitored. In this paper the results obtained are presented and discussed. The application of vacuum filtration enables better dewatering and compaction of sludge.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

It is used in fluxes, glass making, mineral fillers, environmental applications such as flue gas desulphurization and water treatment, soil conditioners, animal feeds, and as a construction aggregate. This presentation provides an overview of limestone distribution in the United States, it’s production, the variety of products produced, and a brief review of the primary uses for limestone.

Keeping an eye on the future while honoring the past, Frank McAllister, chief executive officer of Stillwater Mining Co., and life member of the National Mining Hall of Fame and Museum, gave the keynote address to a packed house during the 23rd National Mining Hall of Fame and Museum Banquet in Leadville, CO on Sept. 11. McAllister?s company made news just days before the induction ceremony, when it was announced that Stillwater Mining would acquire Marathon PGM Corp. for $118 million (ME, Oct. page 14).

Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. Appalachian coalfields have been the predominant source of quality coals since the inception of commercial mining in the United States. In a broad sense, Appalachian coalfields can be considered those east of the Mississippi River, representing about 55% of total US coal production. In this special feature on Appalachia in MINING ENGINEERING, emphasis is given to the four coal-producing states of Pennsylvania, West Virginia, Virginia and (eastern) Kentucky. These four states produce more than 90% of the coal from the total Appalachian region, or about 40% of the total US coal production. Historically, Appalachia has been the principal source of coal for domestic industries and for export. There have been numerous fluctuations in the Appalachian coal industry during the past 20 years. Appalachia was affected by cyclical and structural changes in various industries, particularly the US steel industry, and changing world coal markets. It was also the region of more mine worker labor stoppages than other parts of the country. In general, the factors that affected Appalachian coal production over time are identical to those that determined changes in coal production nationally.

The ventilation network problem, having both fixed and nonfixed operating points as control devices, is examined in this paper. Emphasizing the concept of solving a system of n equations in n unknowns, this paper presents the generalized problem formulation, some conditions under which the problem does not have a unique solution, and a solution procedure based on the Newton (or Newton-Raphson) method. Although lateritic deposits have long been a principal source of bauxite and are becoming an increasingly important source of nickel, the problems in the evaluation of such deposits are not generally understood. In the evaluation of lateritic bauxite and nickel deposits, there are many similarities, but there also. are significant differences. It has long been recognized that laterites with commercial concentrations of trivalent metals represent the ultimate in the intense leaching of tropical soils. Any factors which effect-the rate of soil leaching will effect the form of local lateritic concentrations. Although the most intense leaching generally occurs on somewhat elevated areas of gentle relief where there is a free downward flow of rain water, the- effect of local rock structures in effecting varia¬tions in soil metal concentrations has-not been well understood - primarily because the laterite forms a masking blanket over the rocks from which the laterites were derived. All of the-factors which facilitate downward movement of water may effect greater surficial concentrations of trivalent metals. Such features as zones of fracturing, zones of greater rock permeability, and areas of karst topography may, therefore, be responsible for greater leaching. The variations in rock structures and the vagaries of ground water flow pat¬terns impart, to the laterites, rapid lateral and vertical variations in thickness and metal concentrations. The boron review did not arrive in time for publication in the June issue. The United States was the world's largest producer and consumer of boron compounds during 1992. The US Bureau of Mines estimated that boron mineral concentrate and chemical production in the United States totaled 1Mt (1.1 million st) in 1992, yielding 521 kt (574,000 st) of B203 for a total estimated value of $333 million. That was about 20% less than 1991 revised production figures, and less in value by $107 million. The United States continues to provide essentially all of its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid to foreign markets. Domestic employment in the mining and beneficiation of boron products in 1992 was about 900 people, the same as in 1991. In 1988, 1250 people worked in the boron industry. The Bureau estimated that total world production of boron in 1992 was about 3 Mt (3.3 million st), or about 1.2 Mt (1.3 million st)of B2O3. World production in 1992 was about equal to revised 1991 levels. The Mine Safety and Health Administration (MSHA) academy in Beckley, WV, received enquiries from various segments of the mining industry concerning alcohol and substance abuse in the mining industry. The MSHA Director formed a committee, the Mining Industry Committee on Substance Abuse (MICSA), to deal with these enquiries. The committee met in April 1985 at the mining academy in Beckley. The MICSA committee expanded its membership to represent labor, management, and government agencies affiliated with the mining industry as well as government agencies dealing with alcohol and drug abuse. This expanded 18-member committee met for the first time in July 1985. At that time, two cochairmen were elected, one from labor and one from management. MICSA has spent time on education by sharing information on the issues and by calling in outside experts for advice and consultation. The committee also initiated several projects. These include a resource manual on substance abuse and employee assistance programs. Mine operators and labor unions can use these programs as guides. MICSA is also assembling statistics on substance abuse, particularly as applied to mining. And the committee commissioned an Education film, Substance Abuse, Is It Our Problem? (The results of a survey on drug use, given in Table 1, suggest that substance abuse may indeed be a problem.) The educational film, produced by MSHA, is an introduction to the problem of substance abuse in the mining environment. The film encourages mine operators, labor unions, and miners to analyze their individual circumstances to determine whether a problem exists. The film also offers ways to deal with the problem. And the film invites the mining industry to request additional information from MICSA. There is no single approach to substance abuse that will fit the need of every mining operation. As with any health, safety, or production problem, remedies must be site specific. MICSA's aim is to channel ideas to those who seek to help employees in a mining environment who seek to rid themselves of alcohol and substance abuse. As stated more formally: The Mining Industry Committee on Substance Abuse represents the efforts of labor, management, and government. The mission of the committee is to make the mining industry aware of the problems resulting from alcohol and other drug abuse and to recommend possible methods to remedy the problem. The function of the committee is to assist the industry in developing programs and resources to recognize and provide help for troubled employees, and thus reduce the risk of accidents, while lower absenteeism and increasing productivity.

Despite what may be overwhelming evidence that natural degradation of cyanide and cyanide attenuation in hydrogeochemical processes are capable of reducing or eliminating potential water quality problems associated with heap leach facilities, the recent sharp increase in the price of gold and wide interest in the cyanidation process has focused all regulatory eyes on cyanide leaching. Regulations continue to increase, design criteria are more strict, and detoxification requirements approach or exceed the level of detectability. Current governmental regulation of mining and milling operations using cyanide varies considerably from state to state. The lack of regulatory consistency at this level is largely attributable to the current Bevill Amendment exclusion of mine wastes as potentially hazardous wastes, the undefined status of the Environmental Protection Agency's ongoing mine wast study effort, and the mining industry's reluctance to develop a consistent policy regarding state versus federal mine waste regulation.

Thirty years ago, the U.S. gold mining industry was hanging on by its fingernails. Save for one great mine, the Homestake, most production was coming from copper smelters such as Kennecott and Magma. Even Homestake itself was under great pressure from rising costs and a fixed price for gold. The outlook was dim, to say the least. Today, as it has for most of the past decade, the American gold mining industry stands among the world leaders in production, and in the development of mining and mineral processing technology. What caused this dramatic change? Obviously, the freeing of the gold price was a major factor, as was the decline in South African production, but these events alone could not have created the U.S. strength we see today. It was technology, investment, and the determination of miners to build an entirely new industry that were the indispensable ingredients. The U.S. Bureau of Mines, with great foresight, had begun the research that led to heap leaching before the gold price began to rise, and Newmont had committed to build a small mill at Carlin, a move then considered quite risky. From that point, the U.S. gold mining industry was placed on lower-grade ores then being found in Nevada and elsewhere, but it was soon apparent that we would have to develop new technologies to deal with more refractory ores, carbonaceous as well as sulfide-bearing. This is now being done with considerable success. Despite its success, or perhaps because of it, the gold mining industry has come under pressure from various groups who characterize their activities as motivated by "public interest." The public interest they refer to properly include the health and safety workers and impacted communities, as well as protection of the environment, and with these concerns we miners have relatively little argument. In fact, we consider health, safety and the environment among our highest priorities, and not just because regulations may require us to do so. The argument, however, is not about the regulation of a viable mining industry, it is about a well-organized movement to attack and condemn mining in the media and to misrepresent its importance to the Nation and its willingness to accept responsible regulation. Once largely local or regional, the interest groups to which I refer are now quite large, national in scope, and even becoming international. This trend, taken together with finances raised from their dues and contributions, would make the interest groups formidable adversaries for mining, but their grip on the media enormously magnifies their influence. Unfortunately, it also makes possible the wide dissemination of incomplete, incorrect or slanted information. I am not here to "bash" the interest groups. On the whole, I believe that many of them have made positive contributions to society. As conservationists, however, I question their authority to make, or foster, decisions about which American industries and communities live and which die. To illustrate, I would like to present for your consideration the problem of cyanide, one of the issues over which the gold mining industry is most threatened. CYANIDE-POISON OR MIRACLE SOLVENT? Let me get this out of the way right up front: cyanide in most of its chemical forms is toxic. In some forms it is also listed as a carcinogen. These are adverse characteristics cyanide shares with a considerable number of industrial chemicals, including some that are widely used without the stringent regulations already in place for the mining uses of cyanide. In these uses, by the way, the risk to humans comes from direct ingestion of cyanide or cyanide-bearing solutions, or from the accidental acidification of solutions leading to release of hydrocyanic acid gas. That these risks are under control in mining can be seen from the fact that, in modern U.S. practice, there has never been a documented fatality attributed to cyanide! Because of its toxicity, cyanide cannot enter and be accumulated in the food chain. It can, however, be a threat to birds and animals that ingest cyanide-bearing solutions. Protection against this is, quite properly, a responsibility of individual mining operations, and considerable sums are spent each year to prevent or reduce bird and animal exposures. It should be evident, though, that many human activities, including highway traffic, windmills, use of pesticides and the like, result in bird and animal losses. Mining's use of cyanide, and the measures taken to protect birds and animals, should be considered in context. Cyanide must be kept out of surface streams and groundwater, and existing regulations mandate this. Any cyanide residues left in leach heaps, waste dumps and disused facilities must be eliminated, and we have proven technologies to do this now, just as we have means to detoxify tailings prior to disposal. The gold mining industry decries those rare instances when irresponsible operators fail to deal with contamination, and agrees that they should be held responsible. We do not agree, however, that the great majority of responsible companies should be punished, in advance, for accidents that have never happened. So much for the poison, what about the "miracle solvent?" Is that an overstatement? Well, consider the fact that gold has been called "noble" from earliest times, because it does not oxidize under atmospheric exposure, and that it appeared to the ancients to be utterly insoluble. Later generations of scientists did discover that it could be dissolved, but only by a combination of acids so potent that it became known as aqua Regia. Later still, it was found that chlorine would also dissolve gold, and attempts were made to base commercial processes on this, without a great deal of success. It remained

During construction of the Washington Metropolitan Area Transit System, the hand-mining of a mixed-face condition was anticipated on a portion of tunnel located in the downtown area of Washington, D.C. The Section, consisting of two circular tubes, extends from Station 12+80, heading in a westerly direction, traverses along a curve under Lafayette Square, and ends in a northwesterly direction at Station 37+62 (see Fig. 1a). It was near the northernmost portion of the section that the mixed-face condition was encountered. Decomposed rock was first encountered in the invert at Station 31+00. From this point the rock gradually increased in height until it intersected the springline at Station 37+62, the project limit. Summarized within this paper are measurements of the soil load on a horseshoe-shaped portion of tunnel located in the mixed face condition. These measured loads are compared to the soil load on tunnels as determined by current design methods. The paper also discusses rib and surface movements associated with the post loading process. Comments will be made on how the presence of a mixed face condition might help or hender the tunnel design and construction procedures.

The plate-glass windows in the bus were cracked and mud-coated. Nevertheless, they afforded an excellent view of the many head-on collisions we narrowly avoided along the route from the Magadan airport to town. Apparently the driver thought the left side of the road was smoother than the right side, for he drove in the wrong lane at all possible times, even in the face of oncoming traffic. As far as we could tell, neither side of the road was any better than the other. Either way, we had to hang on just to stay in our seats. We careened past trucks and pedestrians, nearly always in the face of impending disaster. When the bus finally pulled into the parking lot of the Okean Hotel in Magadan, we had to thank the driver, not only for safely delivering his passengers, but also for the lasting first impression he gave us of the Russian Far East.

There are many risks associated with the storage of nuclear or other toxic wastes. One of the major risks is the escape of material from the repository. No matter how well a storage facility is engineered, the potential escape of dangerous material must be studied. This kind of study will include some estimation of the "travel path" of the particles. The travel path of a radio-nuclide particle will depend on the geological and hydrological parameters of the surrounding rocks. These parameters must be estimated from a limited number of samples available within the study area. Any estimation will -of necessity -contain a certain amount of uncertainty or "estimation error". This uncertainty will be carried through to the analysis of potential movement of particles, so that the estimated travel path itself will be subject to some error. This paper discusses an approach which may lead to a quantification of the uncertainty on the predicted travel path.
