INTRODUCTION Stillwater Tunnel construction is scheduled to start in the spring of 1973. The tunnel will be the site of an extensive program in rapid excavation research. This paper presents a progress report regarding our plans and relates the tentative decisions which have been made on how to carry out the research effort. The details are subject to revision as more input is obtained from other Government agencies interested in tunnel construction and from experts in industry and educational institutions. The objective of the research program is to bring about faster, less costly tunnel construction. This objective will be pursued through the development, improvement, and evaluation of various construction systems and investigative techniques. The need for this kind of program was recognized by the National Research Council, in its authoritative report "Rapid Excavation - Significance, Needs, Opportunities." (1) The Council advocated a federally funded $200 million, 10-year program to help meet the $69 billion market it expects in underground excavation between 1970 and 1990. The significance of tunnel construction to Reclamation is made clear by statistics of its tunneling experience and outlook. Reclamation has constructed 174 water conveyance tunnels totaling over 190 miles, Six tunnels are presently under construction which have a combined length of about 27 miles. There are on the books nine authorized, but unfunded tunnel projects totaling another 70 miles in length. Many more miles of tunnels are included in programs in various stages of investigation.

The US Department of Energy (DOE) is supporting the engineering development of three advanced physical coal cleaning technologies: selective agglomeration, advanced flotation and advanced cycloning. Each is capable of significantly reducing the pyritic-sulfur content of US coals. The objective is to provide the coal and electric-utility industries with a cost-effective option for addressing the SO, emission reductions required by the 1990 Clean Air Act Amendments (CAA). A secondary objective is to evaluate the potential of advanced coal cleaning for removing trace elements that are precursors to the formation of hazardous air pollutants (HAS). The proposed National Energy Strategy (NEE) and the 1990 CAA lay a foundation for a more efficient and environmentally sustainable energy future (1991). The need to use energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SOS and HAY emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur and HAY precursor removal.

Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. Through the early 1980's, surveying at Bingham Canyon required a great deal of repetitive and manual work. The advent of total station surveying equipment provided an opportunity to improve the speed and accuracy of surveying work while reducing manpower needs. An evaluation of total station systems and their ability to meet the surveying requirements of Bingham Canyon culminated in the purchase of a total station system as the mine re-opened in 1986. This paper presents the procedure for evaluating, implementing and using the total station survey system at Bingham Canyon.

Continuing its objective of sharing new ideas, methods, theory, and engineering developments, more than 550 members of the underground fraternity gathered in New York City for the 1985 Rapid Excavation and Tunneling Conference (RETC). Since the first meeting in 1972, RETC’S aim has been to lay a foundation of tunneling experience on which the industry could expand and develop over the years. The RETC is jointly sponsored by the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the American Society of Civil Engineers, in cooperation with the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada. The 17 sessions included 72 papers that explored up-to-date practices in the mining and civil engineering fields. Session topics ranged from geotechnical and seismic design, through design, construction, and support of underground openings, to ground water control in shafts and mine openings. Case histories of tunnel boring machines and large diameter tunnel and underground openings were also reviewed. All the papers presented at the three-day conference are valuable additions to improving the state of rapid excavation. A few sessions, however, are particularly noteworthy as they are geared to the mining industry. The two volume proceedings of the entire conference are available from SME. (See ad on page 1003).

It doesn't take any special acumen to note that US engineering and construction firms are busier than ever with mining projects in this mineral conscious world. This special issue of Mining Engineering takes a look at E&C companies-their expanding role, their special capabilities, and their challenges and problems. ME sent a questionnaire to a representative sample of E&C firms. Information was sought about officers, ownership, and amount of business. ME also asked about types of projects and commodities dealt in as well as market distribution and forms of payment. The accomnanying charts show how the 17 responding E&C firms answered these and other questions. Other ME survey questions, and a review of company literature, yielded information about financing techniques and special challenges for E&C firms. Insights were gained concerning government impacts, customer-generated problems, and promising areas for development-including synfuels-in the minerals industry. These areas are discussed later in this article. Accompanying articles in the special issue discuss the E&C company's role in mining projects, research and development in E&C firms, one approach to contract work used by an E&C firm, and an E&C project case study.

The origin of the titanium pigment and metal? industries began with the discovery of the element titanium in 1791 by an Anglican clergyman named William Gregor. The titanium was discovered in magnetic black sands found in the beaches near Cornwall. England. The name titanium was established by the German chemist who discovered the mineral rutile in Hungary. Rutile is the oxide of the element titanium, which he called titan alluding to the mythological titans, giants of ancient Greece. The commercialization of titanium minerals began probably in 1916 with the production of titanium tetrachloride which was to be used in tracer bullets, flares and smoke screens during World War 1. In the 1920's composite pigments based on TiO2 barium sulfate and calcium sulfate were produced, followed by the introduction of the sulfate process anatase TiO2 crystal in the 1930s. The U.S. Bureau of Mines in 1938 began investigating titanium metal technology and promoted the development of the Kroll process. which is the magnesium metal reduction of titanium tetrachloride to produce titanium metal sponge.

The present study refers to passive systems for the treatment of acidic liquid effluents emanating from mixed-sulphide mines by means of an-aerobic compost wetlands. An effort was made for the thermodynamic study of the chemical systems that are involved in the reactions during the simulation of this specific system using laboratory columns and a pilot scale application. The substrate used was a mixture of cow manure, a high alkalinity organic substrate and chestnut woodchips, while the synthetic solutions prepared for the laboratory experiments contained the three basic metal contaminants i.e. Fe, Zn and Mn. The precipitation mechanism of the contained metals and the form in which these are precipitated was therefore investigated by constructing the equilibrium phase diagrams (Eh-pH diagrams) of the Me-S-C-H2O systems. Based on the experimental results from laboratory and pilot scale tests the stability conditions of the chemical species taking part in the aqueous solutions were also determined and verified with the thermodynamic data available. The thermodynamic analysis of the system was performed for ambient temperature, which is the prevailing temperature on field constructed compost wetlands. Results were further validated with the results obtained by the application of a five step sequential extraction procedure in the remaining substrate in order to determine the form in which the metals were precipitated.

The first, published in June, outlined some site criteria that influence tailings disposal and some of the design options available to meet these criteria. The following article explores in more detail important design criteria for tailings dams and provides several case study illustrations.

Motivated by recent EU legislation already entered into force or in preparation, this article aims at offering glimpses of the future landscape in the area of subsurface protection against contamination from point sources. Towards this end, it discusses the most salient parts of legislation for the protection of water resources. It then presents results from the wide consultation rounds organized by the European Commission in order to both receive input and help make all opinions heard on the issue of soil protection. Finally, it introduces key provisions of the recent legislation on environmental liability. From the above pieces of legislation, this paper highlights the elements that concern specifically the protection of the subsurface against spills of hazardous wastes from point sources and the requirements for subsurface restoration.

The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

Many solids processes that look feasible on paper or even in pilot studies become disasters in full scale. Changes in solids flow characteristics from pilot scale to full scale because of larger so lids contact pressures, thermal shocks or unforeseen temperature excursions often cause full scale solids flow problems not encountered in the laboratory or pilot studies. Fortunately, proper applications of solids flow principals and solids flow property measurement at full scale conditions can anticipate the problems and thus provide an accurate basis for full scale design or existing plant modifications.

Fly ash samples were collected from two large lignite-fired power plants of Ptolemais region, northern Greece. Environmental Scanning Electron Microscopy (ESEM) was applied for the characterisation of the samples. ESEM coupled with Energy Dispersive System (EDS) provided fast and accurate results on the morphology, mineralogy and chemical composition of the fly ash particles. Fly ash consists mainly of aluminosilicate glass, silicates, oxides-hydroxides, sulphates, carbonates and char. Various types of chars, spheres (e.g. ferrospheres, cenosphers, plerospheres etc.), spheroids, agglomerates and mineral crystalls were observed. The size distribution of the fly ash particles was correlated with their mineralogical and chemical composition. Possible environmental impacts and potential utilization is also discussed in this study.

Henderson Mine’s primary production transitioned from the main portion of the 7700 level to the 7210 main panel in 2005. On the 7700 level, the southwest (SW) panel was brought into production in 2014 and produced through 2020. A-Panel was brought online in 2019 and took over primary production in 2020. The 7210 north panel is under development with production expected to commence in 2025. The 7700 northwest panel is expected to be the mine’s last production panel.

That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. Matheron coined the term "kriging" in recognition of Krige's pioneering work on the geostatistical evaluation of mineral deposits. As soon as this theoretical framework was developed, it was possible to bring geostatistics to the academic world. The "Centre de Geostatistiques" was founded in Fontainebleau. Numerous students were trained there, disciples eager not only to improve the theory and develop more sophisticated mathematical tools, but also to spread the new faith throughout the world. A common casualty of modern openpit mine optimization is the assurance that the resulting design is actually achievable. Optimized mine plans that consider value and a bare minimum of precedence constraints do not, in general, translate into practical, operational mine designs that can be used in the field. Ultimate pits may come to a sharp point at the bottom. Schedules may require taking small parcels of material from many disparate areas of the pit in a single period, and grade control polygons may be ragged, narrow and not minable with realistic equipment. In this paper, these three fundamental openpit mine optimization problems are addressed by encoding them as maximum satisfiability problems. Maximum satisfiability provides a useful framework for problems that are nonlinear and may guarantee the optimality that metaheuristics cannot.

PENNSYLVANIA 16803 To the Editor: With respect to the Fenvessy and Schwab article, I offer the following: As thorough as the study may be, it still has a glaring weakness. The presumption of constant supply in face of falling demand - their "low growth" case - is just wrong. It does not allow for the rapid migration, by transfer and change of major, from former high-demand programs, such as mining, to programs that have more recently obtained the cachet of job security. The figures that are shown for rapid growth in mining engineering enrollments in the period 1970-1981 are, no doubt, correct and reflect a rapid inmigration of students into mining. A similar out-migration, which began in 1982, from mining to other engineering and science disciplines is not factored into their study. Given 1983-84 enrollments, which can already be documented, it is clear that the low-growth case will, by 1985, be 50% or less of 1981. I wish students would pick their majors on the basis of their own individual abilities and interests rather than rushing lemming-like to programs that are reputed to have jobs. In the end, students will have better jobs and careers if their college majors match their talents and we, in the academic side of things, will have a livelier and more dedicated student. Lee W. The article is, unfortunately, inaccurate because of the erroneous assumptions it makes in its basic premises. To cite but two of these, class sizes will not continue at their current level, but will, in fact, alter dramatically as a function of the perceived immediate job market rather than the future trend, so that enrollments are already below those predicted. Secondly, it is patently wrong to assume that everyone who gets a degree in the mining field will continue until retirement to work in that field. People who do not have a job in the industry will get work elsewhere and often do not come back. Others will later move to different areas. My major argument, however, deals with the underlying assumptions and methodology of the survey itself, with the concomitant challenge to the subsequent conclusions. It is no great secret that the technological world is undergoing a dramatic revolution. Computer use is rapidly spreading to the point where the microcomputer will be an integral part of every mine engineer's desk. Such a tool, which for optimal benefit must be operated by knowledgeable mining engineers, will make mining much more of a science than the current level. In this paper, a semi-qualitative methodology is presented and then applied to an aluminium extrusion industrial facility in order to perform an initial environmental assessment. The results of the assessment enable an improved understanding of the environmental performance of the facility and more importantly identify the areas of significant environmental concern. Following, the application of case-specific sustainability indicators related with the areas of significant environmental concern, leads to a more comprehensive sustainability assessment. The applied two-step approach offers a quick and reliable environmental assessment and help focusing on the most environmentally problematic areas. Moreover, the follow-up of the specific indicators seems to be appropriate for the improvement of the environmental performance of the examined industrial facility.
