During the last few years, the minerals industry has been confronted by increasingly stringent environmental regulations that are significantly altering the economics of the industry. Heightened media attention, threats of litigation and decreasing support by the general public have exacerbated the industry's difficulties. Regardless of their merit, environmental issues present a serious threat to the continued viability of mining companies. Firms have reacted to these regulations by escalating their environmental activities to meet the new requirements. They have simultaneously adjusted their corporate schedules to reflect the substantially longer time periods required to obtain construction and operating permits and ensure compliance with legal requirements before mine abandonment. Companies have also been forced to adapt to a considerably greater amount of uncertainty and expense associated with the development of mineral projects. This has resulted in a significant erosion of the profitability of some mining companies. Most of the changes in corporate environmental activities have been reactive. Pending regulations present formidable but uncertain technical requirements for compliance, and future regulatory developments are difficult to predict. This problem is aggravated by depressed market prices for many mineral commodities. Past expansions of environmental standards have led to the closure of mines and processing facilities due to economic hardship, as occurred in the smelting segment of the US copper industry in the 1980s (Cro¬zier, 1992).

Chino Mines Company has investigated effects from historical mining to sediment along Hanover and Whitewater Creeks. Concentrations of metals were statistically stratified for risk assessment. Stratification by size was more prevalent than by depth, with concentrations higher in the fines. Concentrations with depth were mixed, but overbanks showed more stratification with higher concentrations in the surface. Members of a geomorphic feature type generally were not stratified. However, geomorphic features were stratified by type, with the active channel and bars being the most alike and the overbanks being the most different. Only a few metals showed decreasing concentrations with distance downstream.

"The evolutional process is always about solving existent problems in order to provide further achievements. But the more something evolves, the more challenges it faces towards greater evolution. Industrial automation systems in Mining have also evolved a lot in the past decades, but they now face new challenges about integration: how to integrate different locations and systems, in a way to reduce costs and increase overall mine efficiency and safety for the operation. This paper compares conventional mining process automation architectures vs. a state-of-the-art, completely integrated system using Electrical Integration based on IEC 61850 standard for Substation Automation Systems. Emphasis is placed on the benefits to manage the entire mining plant as a whole, not only looking at the production rates, but also at the energy consumption for each part of process. In addition, it is discussed how an integrated system approach unlocks safety and productivity gains such as overall process optimizations, improved operator effectiveness, increased plant availability, and reduced maintenance costs. INTRODUCTION The world is constantly changing, and evolution is a natural part of mankind history. The role of evolutional process is to solve existent problems, but usually these solutions create new issues that need to be addressed. This scenario is also applicable to the industrial environment, in which the demand for higher profitability and efficiency on their processes requires solutions with more productivity using less resource. This is not different when it comes to energy consumption: how to optimize production rates and reduce energy costs at the same time? Regarding automation systems, the trend for the industries is to focus on four main challenges: how to provide safety for personnel; how to reduce initial investment for new plants; how to connect remote and in harsh locations; and above all how to deal with the lack of integration between several systems."

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

Mine fires, explosions, spontaneous heating and inundations are among the leading causes of catastrophes (unplanned, temporary sealing and recovery of major mines). Many reports are available that detail company efforts to re-establish mining operations and agency efforts to regulate away the causes, but the associated costs are rarely included. The increasing scale of coal operations concentrates earning potential and the financial risk of business interruption in fewer locations. Underground coal mine catastrophes are low probability, high loss events that happen nearly every year. This paper will present an evaluation of coal mine catastrophes from case studies.

Risks in underground construction are often viewed as technical in nature; "running ground, " "squeezing ground" and "chimneys" are terms that appear in construction managers' nightmares, and occasionally in their underground projects. Financial consequences of these and other project risks are reviewed. Special attention is paid to sources of cost overruns. From this study a structure evolves for setting priorities for risk management actions; these actions can also be tested for impact and potential effectiveness. Finally, case study reviews of six underground projects indicate the "state of the practice" for financial risk management.

Microsilica or silica fume is a waste material generated from silicon or silicon-containing alloys producing electric furnaces. One of its usage is as an additive in the concrete production. This investigation describes a process to use microsilica as a feed material to produce fine silicon carbide. A thermal plasma reactor is used to convert this waste material into a value added ceramic. Details of the theoretical considerations, experimental work, and characterization are presented in this work

Iron ore pellets made from concentrates produced from low grade iron ores are the primary iron bearing feedstock for iron making in North American blast furnaces. Steelmakers are demanding increasingly higher quality to provide for improved blast furnace productivity, efficiency, product quality and environmental compliance. Unfortunately, this higher quality iron ore product must be produced from the vast deposits of low grade iron ores that are becoming increasingly poorer in quality with regard to mineral liberation and ease of concentration. Since some of these low grade iron ores require grinding to as fine as 90% -500 mesh (25 microns) for liberation and since more of the silicious gangue and other minor undesirable constituents must be removed to provide the higher quality, we have come to depend on flotation to do the added work. Flotation technology and other preflotation unit operations must improve to meet these increasing demands. In many cases, flotation equipment, reagents and circuit operating performance have improved little during the last two to three decades. Mechanical flotation cells have grown from 14 cubic meters (500 cubic feet) to over 84 cubic meters (3000 cubic feet) to help reduce capital and operating costs; however, flotation metallurgical performance has not improved, Column flotation has only recently shown promise in improving metallurgical performance for iron ore rougher flotation. Previous column flotation success was mainly in scavenger and cleaner flotation steps for treating minerals other than iron ore. Although some new flotation chemicals have been developed for removal of silica and other minor constituents under widely varying mineralogical scenarios, recovery of iron mineral has not improved. The operation and control of flotation circuits have become more challenging because of the increasing workload on flotation. Better sensing, process control and operation of flotation circuits are essential as we go forward. Iron ore upgrading by flotation can be classified into either anionic or cationic methods. Anionic flotation of either iron oxide or silicious gangue is accomplished by collector type, pH control and selective chemical activation . Similarly, cationic flotation of silica or iron oxides is accomplished by collector type, activation and/or pH control. Removal of other minor constituents is achieved by using specialty chemicals under controlled conditions for preflotation, co-flotation or post flotation steps. Generally, anionic flotation is used for floating cleanly liberating crystalline oxidized iron ores such as hematite, specularite and martite. Earthy and hydrated oxides such as hematite and geothite can be upgraded with either anionic or cationic collectors after controlled dispersion of slimes or prior removal of slimes. Anionic flotation of silicious waste can be achieved by calcium activation of silica. For magnetic iron ores small amounts of locked silica particles (middlings) can be removed by cationic silica flotation, which is the only method in commercial use in North America today. Historically the efficiency of these iron ore flotation processes has been restricted by the loss of fine iron particles (minus 500 mesh) to the tailings product. New technology is required to overcome this loss and improve overall flotation performance. Development of technology for more selective separation of silica and other minor undesirable constituents from iron ore will provide both quality and cost benefits to the iron and steel producers. Development of future iron ore production in North America will face stiffer technical challenges. These new and undeveloped iron ore deposits are largely oxidized (non-magnetic) and by nature contain more slimes and other undesirable constituents. Unless other new technology evolves, flotation will be the major treatment process required to upgrade these difficult low grade iron ores.

Carboniferous mining basins are today a non-negligible source of energy. So important in fact that returns now justify high investments and costs even for those deposits that were un-economical in the past. Nowadays, if properly explored and exploited, basins previously considered non-minable due to complex structural and stratigraphical situations may be economically interesting. It is while studying a faulted basin with such features that the Authors developed the described computer-aided methodology capable of constructing a model of the physical structure of coal deposits on the basis of stratigraphical data from drillings. The aim of the procedure is to define coal reserves, the exploitation of a deposit being conditioned by the possibility of identifying zones that are technically minable. This objective is pursued by making as detailed a reconstruction as possible of the geometrical, stratigraphical and tectonic features of the coal-bearing seams of a deposit.

At long last, mining is on the rebound in Minnesota?s Iron Range and the excitement is starting to show. The SME Minnesota Section?s annual meeting was once again held in the heart of Iron Range country, at the Duluth Entertainment and Conference Center on the Duluth waterfront. The conference boasted a record attendance of 475 people and its largest-ever trade show. Appearances by Governor Mark Dayton?s new Iron Range Resources & Rehabilitation Board (IRRRB) appointee, Tony Sertich, as well as a local Fox news crew (see clip on SME website [link: http://fox21online.com/news/duluth-mining-conference-breeds-optimism-tech-innovation]) made clear that a lot of eyes [ ] are on the industry as it dusts itself off from the 2008-2009 recession. While the early years of the 21st century were very good to the Iron Range, the global drop in commodities prices and production left many companies reeling and brought back bad memories of the collapse of the industry in the 1980s. However, two years of solid growth and a rebound to above pre-2008 production levels have let the Minnesota mining industry to relax a little and talk seriously about long-term growth and stability.

INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. Pneumatic, triboelectrostatic processing of physical mixtures containing fine (-200 mesh) particulate may have significant application potential in the mining and energy industries. Such dry processing methods, especially for finely comminuted materials, have not been examined in as much detail as wet processing methods nor have been part of the training or education of mining and process engineers. We have examined fundamental and applied physical and engineering factors controlling triboelectrostatic beneficiation of fine-sized physical mixtures, one of which - combustion fly ash - has size, heterogeneity and mineral concentrations typical of those expected in mined minerals. The applicability of dry processing, however, cannot be readily evaluated because of the unavailability of standard procedures for process assessment.

The World Commission on Economic Development WCED has defined sustainable development as the concept that "meets the needs of the present without compromising the ability of the future generations to meet their own needs". The concept requires the integration of economic, environmental and social considerations into all decision making, fostering intra-generational equity through the alleviation of poverty by concentrating the benefits of development in lesser developed areas; and considering the needs of future generations to ensure that inter-generation equity exists. Sophisticated models have progressively been developed to address the challenges related to long-term, openpit mine planning under conditions of geological uncertainty. Prior research has acknowledged that strategies for mine planning and the design of mineral concentrators are interdependent; thus, it is highly desirable to optimize them together. However, achieving detailed holistic optimization of the mineral value chain remains unresolved because of the inherent limitations associated with mathematical formulations and computational processing capacity. This paper details a method that contributes to bridging these limitations by employing a novel parallelized variable neighborhood descent approach combined with an embedded mass–balance component using linear programming techniques refined through Dantzig– Wolfe decomposition. This approach is exemplified through a case study of a gold deposit, which illustrates the enhanced performance capabilities of the new algorithm. The findings demonstrate significant improvements in the optimization process for mine planning, providing a stronger link between the mine’s output and processing plant’s capabilities.

Barneys Canyon Mine is a 1.8 million t.p.y. gold heap leach operation near Salt Lake City, Utah. The gold recovery plant has been operating since September of 1989. Carbon elution is done at atmospheric pressure with a high temperature caustic solution. No cyanide is used in the process. Operating experience is discussed.

NICOR Mineral Ventures, Inc. retained Neyer, Tiseo and Hindo, Ltd. to evaluate the potential effects of a planned dewatering operation at NICOR's proposed, 258-acre silica sand mining facility near South Rockwood, Michigan. The ?orebody? is a horizontally extensive, friable, quartz sandstone from the Sylvania Formation which also serves as an aquifer for some of the rural, residential development near the site. We conducted an aquifer test on the site which identified the important aquifer properties. Using these data and an analytical model, we determined that the radius of influence would be expected to range up to 6000 feet from the quarry during its final development stage. An inventory of water supply wells revealed that most wells had sufficient available drawdown and would not be adversely affected. A long-term groundwater monitoring program was recommended to monitor the possible effects at some of the closest wells.

Sand is one of the most common materials on the earth’s surface. It is a naturally occurring material resulting from the physical and chemical breakdown of rocks. The definition of sand varies, as do the number of products made from the material. Sand is generally classified by grain size, however the measurement or scales differ depending on the context in which it is being used. Geologist define sand as particles of rock between .05 and 2 millimeters in diameter. The variability of the mineral composition generally dictates which sand can be used for different industrial purposes. For example, sand used for Portland cement concrete and asphaltic concrete mixtures can be very different in physical and chemical composition than sand used in the making of fiberglass. In this paper, construction uses of silica sand, which consists almost entirely of the mineral quartz (SiO2), will be discussed and analyzed.

The conveyor housing's corroded, exposed metal- deck was cleaned and cocooned to prevent renewed corrosion, at less than the cost of replacing the structure. And the process did not require operations to shut down. That was the result for Akzo Salt at its mine under Lake Erie's Whiskey Island, just off Cleveland, OH'S north coast. The exposed metal deck was on the underside of a covered, outdoor conveyor used to load mined road salt into boats.
