In the neutral leaching process of zinc hydrometallurgy, the pH value directly affects the leaching rate of zinc calcine. However, due to the complex mechanism of the leaching process and frequent fluctuation of working conditions, it is difficult to control the pH value by manual control. Therefore, this study proposes a fuzzy control method based on rule extraction under multiple working conditions, and analyzes the pH control performance. Firstly, the different operating states are classified according to process mechanisms and the Pearson method. Secondly, under the framework of the active learning algorithm, the approximate linear dependence (ALD) method is introduced to iteratively select samples with rule information in the original sample set for manual annotation. Then, the support vector machine (SVM) method is used to extract fuzzy control rules in different working conditions. Finally, a fuzzy rule set is established according to the samples mapped by the support vector. The simulation results based on industrial data show that the proposed method has better control performance than conventional fuzzy control and proportional–integral–derivative (PID) control.

INTRODUCTION In the region of Zurich several of the Swiss Interstate Highways meet and have to be linked to form a continuous network. The subalpine glacial topography with hills, ridges and lakes requires the construction of many tunnels (Figure 1). The Milchbuck Tunnel forms part of the inner arterial highway system of the city of Zurich. It passes underneath the ridge separating the Limmat and Glatt valleys. In its final configuration the tunnel will consist of two parallel three-lane tunnels (Figure 2). For the time being only one tunnel is constructed. This tunnel will be operated with two outbound (climbing) lanes and a single inbound (descending) lane (Figure 3). The owner, the Canton of Zurich, awarded the contract for the construction to a joint venture with the following three contractors: Locher & Cie AG (leader), Prader AG, A. Brunner's Erben, all located in Zurich. The actual freezing was performed by subcontractor Philipp Holzmann AG, Mannheim, West Germany. Electrowatt Engineering Services Ltd, Zurich, was design engineer and performed the construction supervision.

The design process must anticipate all construction and operational conditions and make an allowance for all eventualities. Prevention of failure during operational life, and in some cases post abandonment, requires that a risk assessment is undertaken during the design stage which defines not only the factors of safety to be used but the criteria for the structure during its operating life. These operating criteria should clearly identify the at-risk structures and the inspection and monitoring routines required to ensure compliance with the design objectives. On a mine site, it is the role of mine management to ensure that the operating rules be applied throughout the mine life and that a system of inspection and monitoring procedures be instigated. Where the risks are significant, high-level auditing by an independent engineer will also be required. Within the inspection and auditing framework, the designer needs to incorporate instrumentation to enable the operators and management to confirm that the facility meets the requirements of safety, stability and environmental compliance whilst continuing to meet its operational function. This paper reviews the use of inspection and monitoring to prevent failure and provides, in summary, examples of where monitoring has been undertaken and prevented failure. A tabulated review of legislation, regulations and technical guidance generated as a result of previous failures or untoward events is provided.

The Bowie chabazite deposit has yielded the most mined tonnage of any natural zeolite deposit in the United States. Since 1962 the deposit has yielded about 12,000 tons of crude chabazite, with an estimated market value of S30 million when sold as an activated molecular -sieve product. Between 1,000 and 1,500 tons of high-purity crude lump chabazite is now produced annually by stripping and selectively mining the lower, massive, half-foot-thick, "high-grade" bed. All of the chabazite is still shipped out of State for grinding prior to extrusion and activation. Zeolite minerals were discovered at the Bowie deposit in 1875, when Oscar Lowe identified a hydrous silicate related to chabazite or stilbite from a tuff bed that cropped out in the San Simon Valley. It was not until 1959, however, that chabzite, erionite, and clinoptilolite were positively identified as the principal constituents of an altered vitric-tuff horizon that crops out in the area originally described by Lowe. Shortly after the rediscovery of zeolite minerals in the San Simon Valley, several of the major producers of synthetic zeolites acquired land positions covering the outcrops, including projected extensions, and began exploration drilling. By 1980 all of the known chabazite reserves had been acquired by five companies and two individuals. The more than 3,000 holes drilled to explore the deposit and the excellent exposures provided by the strip-mined areas indicate that the chabazite-bearing horizon (known as the marker tuff) is confined to a flat-lying lacustrine section known to the operators as the Green Lake Beds. The deposition of the parent airborne vitric ash and subsequent zeolitic alteration was controlled by many factors, including the lake-bottom topography, depth and cation content of the saline-alkaline lake water, and proximity to post-depositional erosion surfaces. Zeolitic alteration was complete when an extensive system of younger paleochannels deeply eroded the Green Lake Beds. This left only a few erosional remnants of the marker tuff and the lower "high-grade-bed" that constitute the present deposit. Both the channel gravels and the Green Lake Beds are overlain by a section of halite-bearing brown mud-stones, known as the Brown Lake Beds. The bowie chabazite deposit can be used as a model to guide the exploration and development of other zeolite deposits that formed in saline-alkaline lacustrine environments.

Water ice pillars far underground mine roof support can be frozen and/or maintained and/or melted on demand. The system to do this consists of a refrigeration brine chiller, brine circulation system and disposable plastic containers. Fusion expansion, resilience to dynamic loads, plastic deformation under stress, and non-contamination of coal or ore are unique properties of ice. Lower labor and material costs are economic advantages of ice far mine structural support. Ice brattices can become ice pillars on retreat. For safety, ice pillars can be placed (by remote control, if necessary) in hazardous sites without human entry.

Introduction Gravity concentration may be defined as that process where particles of mixed sizes, shapes, and specific gravities are separated from each other by the force of gravity or by centrifugal force. The nature of the process is such that size and shape classification are an inherent part of the process in addition to separation on the basis of specific gravity from whence the process got its name. Mother nature has long practiced this form of mineral concentration by concentrating such heavy and relatively indestructible minerals as gold, platinum, cassiterite, ilmenite, zircon, and diamonds in placer or beach sand deposits. Once freed of their host granitic or other rock through natural weathering processes, these minerals are then subjected to stream or wave action producing a natural classification and concentration of the heavy minerals. Gravity concentration dates back to antiquity and was certainly the first ore concentration process used when selective mining and hand sorting would no longer suffice to produce the quality of concentrate desired. Forerunners of the present day sluice box and panning techniques were undoubtedly used by the ancient Egyptians on the upper Nile to separate gold from stream gravel. By the second century BC the extraction of gold from veins in quartz was well detailed by Agatharchides, but there is evidence that gold was brought into Egypt from the south as early as the XI1 Dynasty (~1900 BC).1 Most assuredly gravity concentration devices were used during the later Bronze Age to separate the heavier tin and copper minerals from their lighter gangue minerals. The Athenians used an elementary form of Rowing film concentration at their lead-silver mines at Laurium,2 and elementary jigging using wicker baskets was also probably developed at this time. Agricola's famous treatise De Re Metallica3 demonstrates that by the 16th century gravity concentration technology was well advanced and a large number of devices had been developed. Chinese

This paper describes the development of a methodology for making these evaluations. In order to obtain an accurate assessment of Improvements In a short time, statistical methods can be employed. Mineral processing plant, are subjected to many types of both random and deterministic disturbances of various duration. The statistical method, available for process control at analysis are designed to counter the obscuring effects that random disturbances have on such as evaluation. The basis for evaluation and comparison is some freely chosen measures of process performance termed the performance index or objective function. The experimental data used to calculate the performance index should, if possible, be collected by alternately running a circuit Or plant with the two or more type, or control being tested ("serial testing”) or more preferably, by running two circuits with the two type, of control side by side ("parallel testing") . The performance index is a random variable so that when comparing two types of control, statistical hypothesis testing must be used. By testing s hypothesis statistically one accept, or reject, a (null) hypothesis [ ] concerning the mean or variance of one or more performance indices. For example, a hypothesis Ho might be that the mean of a performance index with stabilizing control is larger than with manual control. Defining a Performance Index The performance index, denoted by [ ] , is a measure by which alternative strategies or situations my be cam peered on either s technical or an economic basis (see Table 1). Technical measures are concerned with the effects of control on process variables or outputs or on the deviations of controlled variable, from their setpoints. For commotion circuit, important technical measures of performance are throughput, product fineness and the consumption of liners, media and electrical energy. For flotation circuits important technical .satires are recovery, grade and reagent consumption. Economic measure such a, cost and profit n usually determined from a combination of technical measures and are usually the final factor upon which a decision may be made, although a control system my achieve higher values of technical measure , the control effort expended my be of such magnitude that the economic measures, such as cost, are poor. Running Comparisons Comparison, between automatic and manual control are normally done with data obtained before and after control system Installation, unless ore characteristics remain the same during the period of data collection the results will be biased. By running the test circuit with the control system alternately turned on and curled off until all possible ore type, have been run through the circuit, unbiased result, can be obtained. This mode of testing is termed “serial testing.” An alternative and potentially more powerful and quicker made of testing is "parallel testing" in which two circuits, one with the type of control being tested and one without, arm run aide by side. In this type of testing both circuits process the same ore so that valid results occur sooner than with aerial testing. The data may be averaged before testing or the differences in the performance indices may first be calculated before averaging. However, the two circuits must be nearly identical in their mechanical characteristics otherwise differences other than the degree of control will bias the results. It mechanical differences exist than it my be necessary to adjust one or the circuits prior to testing. Sometimes it is possible to correct far mechanical differences based on Inherent efficiency calculations made with a model. Two types of failure have to be considered in designing large openings: (a) Structurally controlled failure caused by discontinuity intersections, (b) Stress induced instability which occurs when induced stresses exceed the rock mass strength. Structurally controlled failures, which occur in hard jointed rock masses at relatively shallow depth, are briefly reviewed. This paper is primarily concerned with stress induced instability at greater depths and with the problem of estimating the strength of a rock mass surrounding an underground opening. Some of the practical aspects of support design for large openings are discussed.

The increasing social interest for the environmental issues, forces the authorities to enact more rigorous regulations. The mining industry is one of the sectors that concentrate vigorous remonstrance. It is an absolutely justified reaction, as a result of the numerous contaminated and polluted sites that have been inherited by previous operations and they remain unremedied. The lack of a consolidated global legislation, transfers the burden of decisions to the national level. This paper consists of two parts. At the first part, it discusses the critical role of the state to form an effective environmental policy, feasible for the context of the national economy. Afterwards it analyses two of the main points, which must be considered by the regulator for the excavation activity, the abandoned sites and the duration of the mining investment. The aims are to defuse, in the short-term, the public pressure, protecting the economic growth and, at the same time, to form a basic structure for the development of the corporate social responsibility. The second part presents an alternative financial instrument for the Greek regulatory framework, conformed to the characteristics of the Greek Economy, and analyses the expected benefits both for the business and the social welfare.

As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature's version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

A new technology for recovery of metals from spent catalysts containing aluminum, cobalt, molybdenum, nickel and vanadium was developed. The catalysts are decomposed in two consecutive pressure leaching steps. Sodium aluminate-sodium hydroxide systems are lixiviants in both leaching steps. Selective extraction of molybdenum and vanadium is achieved in the first leaching step. The leach liquor is processed for separation and recovery of these two metals. The residue from the first leaching step is further processed in a second leaching step where alumina is solubilized. The residue from this operation is a nickel-cobalt concentrate. Alumina is separated from the second stage leach liquor by precipitation; the depleted liquor, a sodium aluminate solution, is recycled to the first and second leaching step. This technology has advantages over other approaches for the recovery of metals from spent catalysts because no solid waste is generated.

A hybrid boundary element-finite element model was formulated to model roof bolt reinforcement of the roof strata with bedding planes. This model was used to analyze the stress distribution around a rectangular opening with variables such as opening width-height ratio, number of bolts installed, number/location of bedding planes, in-situ stresses, etc. The most critical areas are identified and the number and length of roof bolt required are then determined. Two case examples are illustrated.

The art of rock mechanics has been applied in various forms since early man first used caves for housing and fashioned rocks into weapons, tools, and utensils. The development of the science of rock mechanics has occurred in a slow but steady fashion due to the complexity of the materials, geometries, and loading conditions involved. It encompasses a great diversity of topics ranging from techniques for rock destruction to those required for rock strengthening or support, and as such enters daily into the life of the mining engineer. Although today rock mechanics can be confidently used in competent geologic structures, the degree of confidence diminishes as the structures become more complex and the number of geologic defects become more numerous. Even so, the principles still give a better estimate of the structural behavior of underground openings than ever before, and the persons responsible for design and control draw freely and often on the subject. BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

Acid mine drainage (AMD) is a serious environmental problem in mining activities. Prediction is the first step for evaluate the potential of acid generation and there are some possible methods to estimate it. They are described as static tests, which examine the balance between acid producing and acid consuming materials, and kinetic tests, which attempt to predict drainage quality overtime. Static methods are very simple and give a qualitative classification of the ores based on their potential to generate acid drainage. The characterization of ores to determine their acid producing potential is vital for the prevention of long term environmental liabilities. Laboratory tests were conducted under different methodologies to predict the acid producing potential of sulphide overburden, ore materials and tailings from a deposit of copper ore.

The evolution of sustainable development in mining is recognized as a key contributor to sustainable development (SD), which is defined as the ability of current generations to meet their needs without compromising the ability of future generations to meet their own needs (Brundtland, 1987). This includes, in equal parts, social, economic and environmental impacts ? triple bottom line (Munashinge and Shearer, 1995). Alternately, sustainability has been defined in relation to social, natural, human, physical and financial capital. Our way of life relies significantly on the materials provided by mining, while mining activity affects the triple bottom-line or the five capitals. The mining community and its professionals have come to realize the importance of engaging all stakeholders in the discussion on sustainability. SME, as the leading professional mining organization, has been involved in these discussions. The society has various initiatives in sustainable development for members and stakeholders. The objective of this article is to: provide historical context for current trends in mining and SD and share SME sustainability initiatives ? their goals and rationales ? with the broader mining community. This article is timely because the past year saw two landmark forums on sustainable development: Rio+20 ? the 20th meeting of the United Nations Conference on Sustainable Development, and MMSD +10, the Mining, Minerals and Sustainable Development project 10 years on. Furthermore, this year marks the 10th anniversary of the Milos Declaration on the minerals professional?s responsibilities in achieving sustainable development, forums in which SME was involved.

In subterranean mining operations, access to communication networks deep underground is critical for transporting data, voice and video, and other supporting applications that are essential for efficient and safe operations. Whether accessing sophisticated ERP or maintenance management systems, engaging in fleet management, video surveillance, or access control, or protecting miners with wireless locator systems, these networks serve as a literal lifeline between workers deep within mines and surface operations. For this, mining networks require more than permanently installed network cabling, it also requires unique deployable systems designed for quick installation, extension and even relocation as the active mine site area moves, or equipment is moved in and out.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.
