Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

A reliable and stable ventilation system is essential to the safe operation of underground mines. The stability of a mine ventilation system becomes extremely critical when responding to a fire incident, as an unstable ventilation system will pose a risk of airflow reversal. The reversed airflow could bring fire contaminants, such as toxic gases and smoke, unexpectedly to working areas. In the past few years, there has been a growing interest in the study of ventilation network stability using the concept of resistance sensitivity, which is described as an indicator of how the airflow in an airway is reacting to a resistance change of other airways. Several methods of calculating the resistance sensitivity in a mine ventilation network have been developed by researchers and scholars around the world. However, those proposed methods rely heavily on a vast number of mine ventilation simulations, which is time-consuming and computer-resource intensive, especially for a large-scale mine ventilation network. In this study, a derivative method calculating the resistance sensitivities with a single mine ventilation simulation is developed and implemented into the MFIRE mine fire simulation software. The results from the derivative method were verified against the results from a traditional method. The derivative method is proved to be reliable and accurate.

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. The federal standard for limiting exposures to miners from radon daughters was reduced from 12 working level months (WLM) per year to 4 WLM per year in 1971. However, even at that time some researchers were concerned that the new limit would eventually be shown to result in an excess risk for lung cancer mortality in miners. The National Institute for Occupational Safety and Health (NIOSH) is now engaged in a comprehensive review of this topic. As the lead agency in this project, NIOSH has developed a work plan and established a work group to implement this plan. The procedure and specific considerations are outlined in the work plan for developing a comprehensive ionizing radiation standard recommendation for all miners, underground and surface. Such a recommendation will not only include estimates of health risks at various levels of exposure, but also appropriate recommendations for medical monitoring, sampling and analytical methods, sampling strategies, posting, engineering controls, personal protective equipment and recordkeeping. The work group has twenty-four members. Eleven members are NIOSH personnel representing six divisions of the Institute. The remaining thirteen members represent other federal agencies, specifically the Bureau of Mines of the Department of the Interior, the Mine Safety and Health Administration and the Occupational Safety and Health Administration of the Department of Labor, the Office of Radiation Protection of the Environmental Protection Agency, and the Bureau of Radiological Health of the Food and Drug Administration, Department of Health and Human Services. Several factors contributed to the decision to initiate this project. First, the efficacy of the current standard was considered. An initial study group was formed in the spring of 1980 by NIOSH to identify and evaluate articles that contained information on lung cancer mortality risks at and below the present permissible exposure limit. The conclusion drawn from their evaluation was that a two-fold excess risk of lung cancer mortality at and below 120 cumulative working level months (CWLM) of exposure to radon daughters is evident. This composite indication from selected studies was of sufficient magnitude to justify further evaluation. The study group, however, recognized that other studies and information must also be considered in a quantitative risk assessment which would form the basis for recommending an acceptable and feasible permissible exposure limit. A second factor in the decision to pursue further evaluation was the gaps in the current standard that had previously been identified by the Mine Safety and Health Administration (MSHA). These included lack of medical monitoring of underground miners and absence of regulations for surface miners. The seriousness of the health hazard relative to other hazards in mining was also considered. Along with exposures to silica and asbestos fibers, radiation was judged to be one of the major health hazards in mining, These combined factors constituted the justification to develop criteria and recommendations for improved mandatory health standards. The development process begins with a survey and review of the available world-wide information on the topic, including data and information developed by NIOSH. The end product of this review is to be a document that will contain an evaluation of the collected information and support for any recommendations that are made. To develop this document, the present work group has been divided into five task groups with the following emphases: Health Effects, Medical Aspects, Monitoring, Environmental Exposures, and Engineering Controls and Work Practices. The Health Effects task group is to evaluate the evidence from epidemiologic and animal studies of adverse health effects associated with all forms of ionizing radiation encountered in mining and milling operations. The "weight-of-evidence" of the results of all relevant and useful studies will be summarized, with the reasons for emphasizing the cited studies. The critical cells or tissues and the factors that should be considered in estimating the dose to these areas from various types of radiation will be identified. An evaluation will be made of the possible impacts of smoking and exposure to diesel exhaust on the determination of health effects related to radiation. The implications of biologically redundant dose in terms of the time between tumor initiation and death will also be analyzed. The Medical Aspects task group is to review the generally-accepted and the state-of-the-art medical technology for the detection of adverse health effects from ionizing radiation exposure. An evaluation will be made of the accuracy of urine and fecal analysis, wholebody counting, chromosome analysis and nose blows, as well as their usefulness for early detection of adverse health effects. Early detection is of little utility to the affected individual unless subsequent medical care can improve the prognosis. Recommendations for screening tests will be made after carefully considering the accuracy of the diagnostic procedures and the usefulness of early detection. Required recordkeeping and transfer rights will also be addressed. The Monitoring task group is to consider the state-of-the-art technology for the monitoring of occupational radiation exposures. Instrumentation, sampling strategies and analytical procedures will be reviewed for both personal and area sampling. The implications of the associated levels of confidence for non-compliance decisions will be evaluated. The discussion will also include an evaluation of the feasibility of replacing present monitoring systems with recent technology and the impact that a possible lower permissible exposure limit would have on monitoring requirements. The Environmental Exposure task group is to investigate the field procedures and mathematical methodologies which have been used to quantitate exposure levels to the various kinds of ionizing radiation. The magnitude and direction of the possible biases in past exposure assessments will be estimated. Specific attention will be given to the controversies concerning the quantification of the biological dose equivalent and the feasibility of recommending standards for mixed radiation exposures which use "rem" as the unit of measurement. The North Temple Tunnel pedestrian underpass in Salt Lake City, UT was built using a pipe canopy method that met significant challenges in potentially running ground conditions. Kilduff Underground Engineering (KUE) was the designer for the 20-foot-diameter SEM tunnel, Design-Build contract. Geotechnical data indicated ground conditions consisted of loose silty gravel for the majority of the face overlying soft to medium stiff clays in the tunnel invert. KUE designed a pipe canopy as pre-support to stabilize cohesionless gravels in the crown, a shotcrete initial liner with lattice girders to minimize disturbance of the finer-grained materials in the invert and a final liner with waterproofing system. The rate of adsorption of gold cyanide on activated charcoal was examined as a function of charcoal concentration and size, temperature, initial gold concentration, pH, and initial concentration of gold on the charcoal. The large open pit areas of surface mining as well as the huge quantities of residues generated during the digestion of bauxite with sodium hydroxide solution to produce alumina are considered as the most important environmental problems associated with the exploitation of bauxites. Aluminum of Greece, which is the only aluminum refinery in the country, located in Agios Nicolaos, Paralia Distomou, Viotia, produces almost 680.000 tones of bauxite residue annually which is pumped through pipes from the refinery to the sea bed of Antikira gulf. In order to avoid any kind of environmental problems related to this disposal method and to reduce the total volume of bauxite residue disposed of in the environment, Aluminium of Greece investigates several alternatives for bauxite residue utilization. In this framework, it also examines the potential use of bauxite residues as a filler in abandoned mining open pits. Bauxite residues are mainly composed of fine particles of silica, aluminum, iron, calcium and titanium oxides and hydroxides. Furthermore, the material presents low hydraulic conductivity, slightly higher than the limit posed for low permeability layers by the EC landfill directive. Based on these properties the dry disposal method was selected for disposing bauxite residues in mining open pits since it has many advantages such as reduced overall disposal cost, effective use of land and minimum environmental impacts. The results obtained for this method, which is investigated at demonstration scale, are presented in this paper.

Measurable physical characteristics of placer deposits include geological, geomorphological, sedimentological and mineralogical features which produce the complimentary ingredients with which one can formulate an economic evaluation of these complicated deposits within the confines of a well established geological model. Heavy mineral suite composition and character will change downstream from the provenance area and will compliment the related depositional environment. Careful attention to gold particle characterization during the exploration phase can indicate new source additions, enhance deposit evaluation methods and greatly assist in maximizing metallurgical efficiencies. Failure to recognize and measure these important features very frequently leads to frustrated and unrewarding placer evaluation goals. Increased general acceptance of sedimentology in the gological appraisal of ore bodies has progressed into the science of clastic sedimentalogy using measurable parameters to evaluate minable units. This branch of geology has developed as a tool in locating, defining, and mining alluvial concentrations of valuable heavy minerals. The repeatedly successful application of this valuable tool in conjunction with other classical geological methods can be directly related to the development of a geological model which formulates the distribution of detrital gold. This use of multiple geological techniques permits the transfer of routinely derived data to management. Standardized nomenclature permits the transmission of uniform information thereby promoting credible property evaluation. This approach enables organizations to critically assess large numbers of potential mining targets for definitive feasibility studies. Sedimentology must play an integral role in the evaluation of any alluvial deposit. This paper presents an approach for developing a Sustainable Development Indicators (SDIs) framework tailored to the Greek Industrial Minerals sector, due to its importance for the national economy. To achieve this goal, an overview of the Greek mining and minerals, and especially the Industrial Minerals sector, from a technological and a financial perspective, is presented. In addition, a brief description of the global initiatives to this direction is given. The proposed indicators are based on those presented in 2006 by the Greek Mining Enterprises Association (GMEA) adjusted for the sector of industrial minerals by taking into account economic, environmental and social issues, known as the Triple Bottom Line (TBL) approach.

The National Mining Hall of Fame and Museum (NMHFM) in Leadville, CO will induct the class of 2011 on Sept. 10, 2011. Representing the coal, metallurgical/processing, research and development, marble and lead industries, this year?s inductees cover a diverse crosssection of the mining industry. William Francis Diamond, Wayne Hazen, Redfield Proctor and Jeffrey Zelms will join 210 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 24th Annual Induction Banquet and Ceremony. The members of this year?s class were selected for being visionaries, leaders and ambassadors both within their own sectors and across the industry at large. Diamond had an illustrious engineering and managerial career that spanned four decades with Island Creek Coal Co. During that time, he was responsible for the engineering and construction of the deepest coal mines producing in North America at the time.

Since mechanically suitable grinding mills were available in 1908, mill operators have been searching for the best material and design with which to line the mills. These liner systems had to fulfill several criteria. First and foremost they had to last long enough in an operating mill to protect the mill structure from the abrasive wear of the ore and the grinding media. In addition they had to be able to efficiently transfer the energy from the mill to the mill charge in order to facilitate the grinding process. The liners also had to be easily attached to the mill when new and removed from the mill when worn out. The first liners used were generally made of cast white iron, Hadfield manganese, unalloyed high carbon steel and composites of steel and concrete or cemented in flint blocks or natural stone. 1

Production techniques of these minerals are part and parcel of the training that mining engineering educators must, and do, impart to their students. This paper deals with the basic mining engineering program required by all accredited engineering schools and the specific way the Pennsylvania Scare University presents and builds upon them. The manner in which these concepts provide the student with the necessary tools to function as a mining engineer in me realm of industrial minerals extraction is discussed.

The key motivation of this study is to evaluate the potential of well-known hazardous gases—carbon dioxide (CO2), hydrogen (H2) and oxygen (O2)—as grinding aids for mineral liberation in ball milling. The results show that exposure of chromite ore particles to CO2 flow will promote chromite liberation at breakage and, therefore, using CO2 as a grinding aid may partially reduce the carbon footprint of the mining industry. For that purpose, the use of two-phase (gas–solid) or three-phase (gas–solid–water) moving-bed mixers are recommended for the pretreatment of mill feed before ball milling.

In view of the increasing use of heap leach operations in the mining industry and the critically important performance of the leach pad liner in both the economic and environmental aspects of the design, it has become essential that the designer fully understand the factors affecting the performance of the liner. Minimizing the loss of pregnant solution through the leach pad liner is obviously of paramount importance to the economic efficiency and environmental compliance of the heap leach operation. Losses through the liner are a function of the hydraulic conductivity of the liner material and the hydraulic gradient across the liner. This applies to both natural and synthetic materials. The hydraulic gradient across the liner is a function of the build-up of solution above the liner, which in turn is determined by the permeability of the heap material, the slope of the liner, the drainage path length and the leachate infiltration rate. A relationship incorporating each of these parameters and their effect on the hydraulic head acting on the liner has been developed in terms of the Dupuit criterion, assuming one- dimensional flow with vertical accretion.

Background Results of the above study in the August 1991 issue of Mining Engineering offer valuable lessons in the solution of cutter-roof problems. The original study plan was initiated by the discussion authors to solve the problems using the "stress control method" of mining (Serata 1976,1982; Serata, Carr and Martin, 1984; Serata and Gardner, 1986; Serata, Gardner and Preston, 1986; Serata, Gardner and Shrinivasan,1986; Serata and Kikuchi, 1986; Serata, Preston and Galagoda, 1987) However, the plan and the planner were changed to the arrangement reported in the paper. The change was considered reasonable at the time due to the mine engineers' uncertainties about the stress control method. Consequently, the basic principle of the study was shifted from the original stress control method to the method described in the paper, which will be called the "yield pillar method" for the purposes of this discussion. The paper convinces the reader that the yield pillar method fails to solve the cutter-roof problems. This doesn't mean that the stress control method also fails. Actually the contrary is true, as discussed below. Limitation of the yield pillar method The paper illustrates clearly how poorly the yield pillar method performs in solving the problem. The reason for this failure is the lack of the protective stress envelope needed to stabilize the cutter roof. Unfortunately, the protective envelope cannot be formed properly without utilizing the stress control method of mining. Changing the pillar size does not make much difference in the roof stability.

During the refining of primary magnesium metal: a spent flux (sludge) is produced which is considered a dangerous waste by the Washington State Department of Ecology. Four years of research, testing and marketing has identified two beneficial markets for the spent flux: 1) as a fertilizer and soil admendment as a result of the material's high potash and nitrogen content and its high lime equivalence and 2), as a roadway deicing agent to clear roads of ice and snow as a result of both the salt content and the flux containing chemical compounds which exothermically react with water.

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately twenty miles northwest of Kingman, Arizona. The concentrating facility has been regarded, with the expansion in 2011, as a plant capable of treating fifty thousand short tons of feed per day for the mixture of supergene and hypogene ores available. The grinding circuit consists of two 32? x 14? SAG mills and four 20? x 28? ball mills. As ores became harder with greater depth in the adjacent pit areas, however, the SAG mills became severely throughput limited. The traditional treatment for similar properties is the installation of a recycle pebble crushing circuit. Because the cost of such an installation is quite elevated, and preliminary testing and research was inconclusive regarding the predicted throughput increases, management and technical personnel set out to find another solution to the problem. The result entailed a redesign of SAG lifters/liners and a nearly unique circuit change which was, at best, a difficult step that defied current grinding logic. This paper describes these changes, events leading up to them, and the results.

The current mine closure process is faced? with the formidable challenge of controlling environmental and legal liabilities that are associated with mine closure. The current level of environmental statutes and regulations, and the legal/liability considerations, has evolved through regulatory enactment of mine reclamation laws and other existing environmental laws, such as the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Management tools and techniques to limit risk exposure and financial losses should be employed as an active measure throughout the mine life, including closure and post-closure.
