Given the recent focus on powered haulage incidents within the U.S. mining sector, an appraisal of collision avoidance/warning systems (CXSs) through the lens of the research literature is timely. This paper aims to evaluate the maturity of CXS technology through the application of a technology readiness assessment (TRA) to research literature identified by systematic search methods. Results indicate that much of the evidence for CXS performance is at lower levels of maturity: that is, components and prototypes tested in a laboratory and in relevant environments. Less evidence exists for CXS performance at higher levels of maturity — that is, systems evaluated within operational environments — despite the existence of commercial products in the marketplace. This lack of evidence at higher maturity levels within the scientific literature highlights the need for more peer-reviewed research to evaluate CXS technologies. Additionally, results of the review reveal that most of the literature relevant to CXS technologies is focused on vehicle-to-vehicle interactions, which contrasts with haul truck fatal accident statistics that indicate most are due to vehicle-to-environment interactions, such as traveling through a berm. Lastly, the relatively small number and segmented nature of relevant studies suggest there is a need for more incremental research that would better facilitate the improvement of CXS technologies. This progression could be achieved through continued long-term interest and support for CXS technology research.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. Silica sand is one of the world's most plentiful resources and is a basic necessity in our way of life. The end uses of silica sand are an integral part of our homes, transportation, and places of work. The environmental legislation enacted in the early 1970's, coupled with the oil embargo and higher than normal inflation, have had a very real impact on the industry and its primary consumers, the foundries and glass producers. The present environmental laws directed at air and water pollution and the working environment can, in most cases, be met, but not without large capital expenditures for equipment. These expenditures must reduce the funds available for expansion and modernization of existing processes which are necessary if the costs to produce industrial sand are to remain at acceptable levels. The concern for the future is the enactment of more stringent laws, and the available technology and equipment to economically comply with them.

Precious gold and silver markets support substantial activity in the search for and development of improved and unconventional ore and tailing processing methods. The need for such methods 1s strengthened by consideration of increasingly low grade and refractory ores and old tailing reserves. As background for this review of new and unconventional precious metal processing, recent USBM data (1981) show annual world gold production of about 40.8 million troy ounces. In the U.S. about half the 2.8 million ounce consumption was used for jewelry and the arts, 39 percent for industry, and 8 percent for dental purposes. World silver production in 1981 was about 365 million ounces. Domestic usage the same year was about 117 million ounces. More than $ was used for photography and 30 percent for electrical and electronics. By process, about 1 percent of U.S. production of gold came from amalgamation, 66 percent from cyanidation, 31 percent from smelting ores and concentrates, and 2 percent from placers. As for silver, about 11 percent is from cyanidation and 89 percent from smelting ores and concentrates. Evidently the search for innovative and unconventional precious metal processes must include gravity concentration, froth flotation, hydrometallurgical, and electrometallurgical methods. Although smelting processes are equally important, they largely comprise nonferrous metal technology, and are not discussed here.

A significant portion of each mine is ventilated with the help of auxiliary fans delivering fresh air to the faces of its developing headings via flexible or rigid ducts. Quality and volumes of air delivered to the blind working faces are essential for creation of safe and acceptable conditions for employed crews. Well designed and properly maintained delivery systems are necessary in each mine. The Cape Breton Coal Research Laboratory, part of the Canada Centre for Mineral and Energy Technology located in Sydney, Nova Scotia, Canada, developed a tracer gas based technique which provides fast and accurate evaluation of any auxiliary ventilation system performance. In addition, important information about the system's behaviour is gathered which can be used for designing a similar system in comparable conditions.

All the more reason to hone technical skills, reconnect with old contacts and get one’s finger on the pulse of the industry.More than 400 did just that in the balmy sunshine and among the saguaro cactus of the Tucson venue of the SME Arizona Conference.Giving the keynote speech was Patrick Merrin, vice president at Hudbay Minerals (see box), while the luncheon speaker was University Distinguished Professor Mary Poulton, director of the Lowell Institute for Mineral Resources at The University of Arizona.“Attendance was great, especially given the copper price,” said Ta Li, vice president of business development at Tetra Tech and 2001 SME President. “The luncheon speaker was one of the better ones in recent years. Her talk contained a lot of fresh ideas, and practical versus theoretical concepts.”Talk about values, not economicsPraise was unanimous for Poulton, who gave a thought-provoking talk on “The New Face of Mining: The Culture Change for Compatible Mining.” Corporate social responsibility has been embraced by the metals mining industry, and it’s being done right, she said. “So why do we have more conflict? Why are there more protests? Why does permitting take longer and longer?” Poulton made a case for an approach based on compatible, rather than sustainable, mining to present a new face of mining that can be compatible with communities, cultures and the environment, and still be profitable. When the mining industry starts to talk about compatibility between what it is doing and what “me,” as the consumer, wants, what “we,” as citizens of a community, want, and what’s good for the “world,” we’re going to see the next culture change happen, she concluded."

The increased use of continuous miners to extract thicker coal seams has necessitated the use of enhanced ventilation systems in the headings. Due to the increased face size, more ventilation is required to effectively dilute the liberated methane down to acceptable levels. If more air is directed to the face an increase in the entrainment of dust creates an increased potential for workers to be exposed to dust. To enable the ventilation systems to reduce the methane levels and the levels of the airborne dust the ventilation systems in the heading have to be carefully designed. The matter is made more complicated through the use of other ventilation methods like jet fans, air-moving sprayfans on the continuous miners and high capacity scrubbers on the continuous miners. To enable the design of a balanced ventilation system in seam heights of over five metres requires methods that consider the system in a three- dimensional manner rather than in a two-dimensional fashion. Through the use of computational fluid dynamics (CFD) coupled with appropriate methods of taking underground face ventilation readings these problems can be solved in a cost effective way. Using computer modelling, ventilation methods can be designed and assessed instead of using costly underground trials to test the alternatives. Use of this system has led to a higher level of ventilation design as well as a more effective method to combat the health and safety hazards in coal mine headings.

Respirable coal mine dust (RCMD) is one of the biggest occupational health hazards for underground coal miners. Coal extraction is a main source of RCMD. To prevent challenges related to RCMD from developing, it is vitally important to limit airborne RCMD and stay within the regulatory limitations for mine operators. The flooded-bed dust scrubber (FBS), mounted on a continuous miner, is one of the most widely used dust mitigation technologies in room-and-pillar mining, but it is limited by technical challenges, the most notably being the potential to clog. In this study, the impact of mesh design and surface modification on system efficiency is examined using different vibrating, liquid-coated, stainlesssteel mesh panels in a laboratory-scale FBS.

Blasting in geothermally high temperature ground and/or extremely reactive ground is an increasing common challenge for surface and underground mines. Many current PETN based non-electric and electronic detonators have manufacturer published in-hole temperature limits ranging from 55°C to 65°C (131°F to 150°F). When confronting blasthole temperatures above the manufacturer published limits, operations may request site-specific guidance and qualification for use. The advised safe loading window for in-hole PETN based detonators is often too short to be practicable for production blasting. To overcome limitations of PETN based initiation systems, surface mines with high temperature ground and/or reactive ground are known to load blastholes with a qualified high temperature bulk emulsion that are top primed with a cartridge of temperature qualified detonator sensitive emulsion plus an RDX detonating cord downline. As there is no in-hole delay detonator in this system, blasthole timing is accomplished with surface delays. Although this system is safe, top priming and surface delaying does influence floor quality and top size fragmentation, and safe loading windows times reduce blast block size and increase blasting frequency. A mining company with a site characterized by geothermally high temperature ground plus highly reactive ground employed a blasting system like the one described above. The site desires to improve blasting performance by moving to an in-hole delay initiation system that can withstand the site ground conditions. At the request of the mining house, DynaEnergetics developed an electronic initiation system for application in geothermally high temperature ground and/or extremely reactive ground conditions. The DynaEnergetics IGNEO high temperature electronic initiation system is rated for in-hole use in ground up to 150°C (302°F) for 48 hours. The detonator consists of a high strength detonator with an HMX base charge and thermally resistant downline. To make up a primer, the detonator is inserted into a booster charge assembly that is fitted with a small HMX shape charge. This high energy primer is designed to be compatible and reliable for firing bulk emulsions, including those with high percentages of urea inhibition to combat reactive ground. Up to 1000 detonators may be programmed in 1 ms increments up to 1500 ms. The system is controlled by a digital firing panel that can be used with either a wired or wireless trigger. The system enables high temperature and/or reactive ground sites to utilize in-hole delay initiation and realize the associated performance benefits.

The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 illustrates the reserves of the deposit.

Existing process technologies for the production of soda ash from trona involves dissolution in hot brine, sedimentation and filtration for the removal of impurities, and subsequent crystallization for the recovery of soda ash. In this regard, mining and operating costs, particularly energy costs, are higher than desired. A preferred processing strategy might be to remove gangue mineral contaminants from the plant feed prior to dissolution in hot brine. Such a preprocessing strategy at ambient temperature and pressure has been limited by the lack of satisfactory process technology. Now based on recent results from laboratory research at the University of Utah it seems that the run-of-mine trona ore can be treated at ambient temperature and pressure using a special flotation procedure to separate the gangue minerals and make a trona concentrate with a purity of almost 99% trona at a recovery of more than 97%. The concept of such a new processing strategy is discussed with respect to current plant practice.

The Atlanta Plane Train project at Hartsfield-Jackson Atlanta International Airport employed the progressive design-build approach. This provided opportunities for collaboration between the design-builder, design engineer, and owner and the implementation of innovative design and construction approaches. The innovations have reduced risks, allowed for adjustments during design to accommodate new challenges, and provided open-book cost and schedule evaluations. The progressive design-build approach has also allowed for pricing of work to occur in phases—capturing the design/construction challenges as the project evolves and when they are more clearly defined. While this has allowed for pricing to be performed with better project understanding and therefore less contingency, the associated time frame for approvals has required careful consideration to avoid impacts to the schedule. This paper discusses the benefits and challenges of the progressive design-build approach.

The Bureau of Mines has developed two expert systems to give advice on coal mine dust control, one for continuous miner sections, and another for longwalls. Prototype versions have been evaluated by coal operators and MSHA. Both systems query the user as to the nature and extent of the dust control problem. Typical questions asked deal with matters such as cutting sequence, current dust standards and characteristics of current dust control techniques. Advice given by the system generally does not focus on a single issue, but may suggest a variety of approaches consistent with the ability of the operator to practically implement what is suggested. Both were written using expert system development software called Insight 2+. The advantages of Insight 2+ for the user are: low cost, IBM-PC compatibility, and the fact that little prior experience with computers is required. For the developer, Insight offers an easy to use production rule language and goal driven structure as well as a wide variety of capabilities.

A series of salicylaldoxime derivatives with alkyl group substitution in the main chain and the side chain were synthesized and evaluated for the flotation of malachite, cerussite and smithsonite. The effect of chain length and the position of the substituent group on the selectivity of separation amongst oxidized copper, lead and zinc minerals are discussed in this paper.

During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

Mechanization and automation of logistic equipment has become one of the main key factors in raising productivity and competitiveness especially for complex and larger mining or tunneling projects. The Lake Mead Intake Tunnel #3 shaft mucking installation is a good example to demonstrate the potential that is found in an overall optimized logistic. It starts with the planning and results in using customized installations which fulfill the specifically defined requirements for the project. Rowa developed a solution and supplied a shaft mucking system using a discontinuous double drum hoisting concept with shaft buckets, loading, and unloading devices. With this fully automated system a continuous muck flow of 437t/h can be achieved.

Sustainable development is becoming increasingly more important for the mining industry and therefore mining companies should be able to measure their progress towards sustainability. Greek Public Power Corporation (PPC) S.A. is a company which produces lignite in open cast mines in Western Macedonia and in Peloponnesos. The present paper uses operational data kindly offered by PPC S.A. to derive sustainability indicators by means of Data Envelopment Analysis for three large scale lignite open cast mines of PPC (i.e. Main Field, Kardia Field and South Field mines). It also examines three environmental parameters related to the contribution of these mines to sustainable development; namely, the annually produced volume of waste masses, the annually produced quantity of ash from the lignite combustion and the annual volume of pumped water. The calculated sustainability indicators were keeping constantly better during the last years of the different periods for each one of mines studied here, showing that the mines met their goals from both economic and environmental aspects during the last years of their operational periods studied. The contribution of open cast lignite mines studied here to sustainable development can be monitored by the derived indicators analyzing annual mine operational data. The derived indicators can serve as tools to detect where improvements can be made, though another potential use of these indicators can also be during the preparation of feasibility studies or environmental impact studies using necessary benchmarking data.

Handling of fine coal is an importance issue for coal as well as the utility industry. Reconstitution in form of pellet or briquet would be desirable if it could be done economically. This paper evaluates the effectiveness of three binders e.g., asphalt- emulsion, corn starch and Brewex, in forming pellets of ultra-fine clean coal. It was found that asphalt emulsion and corn starch were not effective binders for ultra-fine clean coal, however, Brewex provided excellent quality of pellets, which exceeded all the minimum quasi requirements of coal pellets. INTRODUCTION Advanced coal preparation techniques (physical or chemical) are designed to process ultra-fine (minus 200 mesh or 74 pm) coal. The average particle size of the clean coal product is about 25 pm. Currently available dewatering techniques are effective in providing a 25 to 30 percent moisture product of this size coal slurry (Parekh et al. 1989). Handling and utilization of this dewatered ultra-fine size coal is difficult. Reconstitution, which includes pelletization, briquetting, extrusion, etc., of the dewatered coal product provides an ideal answer to handling and transportation problems. However, reconstitution of fines in the coal industry has not been successful due to various reasons. The most important criterion for its unsuccessful application in the coal industry is the cost of the binder (Capes et al. 1965). Various methods of reconstitution, such as briquetting, disk pelletization, extrusion pelletization and roller and die-pelletization, have been tested for fine coal agglomeration (Conkle et al., 1991) (Richards, 1990). Conkle et al., (1992) have provided a detail analysis of each technique in terms of moisture and operating cost requirements. According to Conkle, briquetting requires a product containing very low moisture, whereas pelletization can be done with coal containing up to 30 percent moisture. Currently available dewatering technique provides about 25 percent moisture product, thus, pelletization appears to be an ideal route for reconstitution. In this paper, results are presented on the comparison of three different binders i.e., asphalt-emulsion, corn starch and Brewers condensed solids (BCS or Brewex), for fine coal pelletization.
