An asbestos substitute is any material that replaces asbestos in a commercial product. There are many asbestos substitutes, each with its own unique physical and chemical properties. Substitutes can be inorganic or organic, fibrous or nonfibrous, and natural or synthetic. They also can be used as a direct substitute for asbestos or as a replacement product. Probably in no other field is the diversity of substitute materials so great. The concept of asbestos substitutes is not new. The first major effort to develop asbestos substitutes was undertaken by the federal government. The United States has always been dependent on foreign sources for strategic-grade asbestos, and during World War II, the government was concerned that these supplies would be cut off. Strategic-grade asbestos was critical in many electrical and thermal insulation applications (electrical insulation, battery plate separators, flame-proof boards, insulation for rocket components, etc.). A reliable supply of nonstrategic-grade asbestos also was required for general civilian and military applications, such as in brakes, clutches, and construction materials. The government not only initiated a major search for deposits containing strategic-grade asbestos, it also funded research on synthesizing asbestos in the laboratory and developing products that did not contain strategic- grade asbestos. These efforts, as well as those conducted by the private sector, generally were unsuccessful. In the late 1960s and early 1970s, a second major effort to develop asbestos substitutes began because the general public was concerned about the health threat posed by the release of asbestos fibers during the manufacture, use, repair, and disposal of asbestos-containing products. Strict regulations covering the mining and manufacturing sector already had been enacted because of the issue of occupational exposure. The issue then became environmental exposures. Environmental regulations were enacted, and through time they became more strict. The combination of increasingly strict environmental regulation, maturing of some asbestos markets, and liability issues prompted many manufacturers to discontinue asbestos product lines or search for asbestos substitutes. As a result, asbestos usage dramatically declined from the 1970s to the present (Table 1).

This article presents results from a comparative case study focusing on newspaper coverage of mineral exploration and mining in three European countries representing different geological and socioeconomic contexts. The results show that regional newspapers in Finland, Germany and Spain report about mining issues relatively intensively even in the absence of major accidents or other media events causing peaks of attention. The tone of the articles is generally neutral to positive toward mining activities. Common themes include mining revival, mining events and social interaction, history of mining, and damages related to mining. Past, present and future employment opportunities related directly or indirectly to the mining sector are key storylines. Contrary to some expectations, the regional-level debate was not dominated by a long-lasting confrontation between the mining industry and its adversaries spearheaded by environmental nongovernmental organizations.

The modern coal mining industry is subject to a vast array of regulations affecting virtually all aspects of its operations. Probably the most significant over-sight role involves the Office of Surface Mining Reclamation and Enforcement (OSH) established by the Surface Mining Control and Reclamation Act, or SHCRA.1 Although complying and coping with SHCRA can be difficult for coal operators, this complex regulatory process has helped insulate the industry from ongoing efforts to extend regulation under the Resource Conservation and Recovery Act, or RCRA, 2 to aspects of the mining industry in general. The Environ-mental Protection Agency (EPA) has struggled with regulation of mining wastes under RCRA since the mid-1970's, but RCRA itself places most coal mining wastes firmly under the control of OSH and SHCRA. Despite the general exemption from RCRA regulation for waste materials that result from extraction and processing of coal itself, there may be circumstances under which coal mining operators could find themselves subject to regulation under RCRA or a number of other statutes administered by EPA. This paper will review briefly the history of mine waste regulation under RCRA, as well as touch on the policy decisions that led to the exemptions from RCRA regulation. The paper will summarize coal waste requirements under SHCRA, and also will review what operations at coal mines need to be controlled, in order to avoid potential liability under RCRA. In addition, it will mention requirements under other federal laws, including CERCLA, or the "Superfund" law,3 and describe how they may impose restrictions or liability on coal operations for waste or other materials commonly found at surface and underground coal mines.

The successful demonstration of a precast segmented concrete liner in the Lexington Market Section of the Baltimore Regional Rapid Transit System (BRRTS) is an important step forward in our continuing efforts to control tunneling costs in the USA. In addition to its contribution to specific savings in future tunnels, this demonstration project has taught other lessons about the U.S. tunneling industry and about the process of "mainlining" new and improved technology into that industry. This paper will present an overview of the Lexington Market Demonstration Project from its beginnings to the present time. In addition, it will discuss other implications which have an important bearing on the extent to which tunnels will be used in future transportation systems in the USA. THE HISTORY Precast segmented concrete tunnel liners are not new. An unbolted version was reportedly used in New York City in the 1930's. The modern bolted configuration has been in use in foreign countries for more than 15 years. Indeed, consideration of the use of precast bolted segments below the water table in the USA dates back to the BART system in San Francisco in the 1960's. At that time, they were evaluated and it was concluded that the state of the art would not allow segments to be precast to the required tolerances. The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer's function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

It is a recognized fact that a good maintenance program is a pre-requisite for minimum delay costs and maximum availability of equipment. To develop such a program and to make it effective, one must establish detailed instructions pertaining to inspections, lubrication, servicing, and/or replacing of various parts. A schedule must also be established for these maintenance checks, whether they be weekly, monthly, or whatever period is essential for the equipment. The number of tasks to be performed becomes monumental, and the administration is beyond error-free human capacity. It is for this reason that the computer must be an essential element in any efficient and economical preventive maintenance program. The evolution of a computerized maintenance program began some 18 years ago in the Mining Division of USSteel. It started with a manual system of preparing cards containing preventive maintenance instructions that had to be performed on some regular basis. We were very quickly overtaken by the massive task of administration and distribution of instruction cards to the users. The task became insurmountable as more mines were added to the system, mines that were spread over a large geographic area. It also became evident that the ability to make changes in equipment assignments and in the "what to do" instructions would require more time than had been anticipated.

In the Basin and Range Province of Nevada, geophysics is used to assist exploration for bulk minable gold deposits, particularly over pediments. It is employed for mapping thickness of alluvium and Tertiary valley fill, for mapping covered structures, and for identifying alteration zones. In addition to potential field and seismic methods, three different electrical and electromagnetic methods are frequently used, resistivity-induced polarization, controlled source audiomagnetotellurics, and time domain EM. A review and comparison of the principles of these methods, illustrated by case histories, is the topic of this paper.

For large mining sites in the west, the traditional method for performing an ecological risk assessment (ERA) provides little useful information for risk managers faced with selecting and designing sound remedial options. Current U.S. Environmental Protection Agency (EPA) risk assessment guidance largely supports quantitative risk characterization of individual species as surrogates for population and ecosystem-level effects. Developing a work plan for investigating and remediating ecosystem-level changes potentially caused by large-scale historic mining/smelting contaminant release requires a decision process that incorporates a more holistic ecosystem management approach. Some of the most wasteful efforts associated with mine site ecological risk assessments arise when the risk analysis and data collection programs are not specifically linked up-front to the risk manager's decision needs. The following paper discusses the importance of employing a decision-based, ecosystem management framework when conducting ecological risk assessments at large mining sites. A case study of an ecological risk assessment currently being performed at a large New Mexico copper mine site is presented.

Six minerals and one ore, namely, barite, dolomite, galena, limestone, quartz, quartzite and taconite, were ground in single-particle comminution mode in a rigidly mounted roll mill with different levels of energy input. Grindabilities were determined from the median size of the self-preserving product size distributions, which was taken as a measure of the fineness of the ground material in an empirical energy-reduction ratio relationship. These values reflect the inherent resistance of the solids to mechanical size reduction that are least distorted by particle-particle interference effects, grinding characteristics, energy efficiency of the milling system employed and the extent of the fineness specified.

This article describes a procedure for calculating the recoverable reserves of stratified orebodies characterised by a thin and irregular layers. An application on the phosphate deposits in the N'Zeto region of the Popular Republic of Angola is also described. The procedure consists in building a block model of the deposit through the conditioned multivarial geostatistical simulation of small areal units. The recoverable reserves are then calculated and defined by applying to the model a selection processes based on measured geological/economic parameters taken from the drillholes: thickness of overburden and mineralised layers, economic grain-size fraction, grade. The procedure also takes account both of the geometrical constraints of the mining method and dilution. For reasons of confidentiality, a multiplier has been applied to the values adopted for the sampling data.

Underclays are associated with coals found in eastern Oklahoma. These coals are of bituminous rank and are in beds of Middle and Late Pennsylvanian age. They occur in an area of about 8,000 mi2, within the southern part of the Western Interior Coal Region. The rocks of the area consist of a thick series of sandstones, shales, underclays, coals, and limestones. There are more than 40 beds of bituminous coal in the state, but only 12 of these have been mined over large areas. The 12 are, from oldest to youngest: the lower Hartshorne, upper Hartshorne, McAlester (Stigler), upper McAlester, Cavanal, Rowe, Secor, Weir-Pittsburg, Mineral, Croweburg, Iron Post, and Dawson coals. None of the underclay associated with these coal beds is known to have been exploited commercially. Nine samples of underclay from beneath the Croweburg coal were collected over a wide area in the eastern Oklahoma coal field for evaluation. The underclays are usually shades of gray with brown or orange iron-oxide staining. Although soft and plastic in some places, they are generally hard and slickensided, and contain abundant carbonized plant fragments. Bulk chemical analyses, clay mineral identification, and ceramic tests were performed on each underclay sample. The dominant clay minerals are illite and kaolinite with some mixed-layer clays. Silica (Si02) ranges from 45.96% to 59.03% and alumina (Al2O3) varies from 14.98% to 23.60%. The U.S. Bureau of Mines Tuscaloosa Re- search Center conducted the ceramic evaluations. Samples were slow fired from 1,000°C to 1,250°C in 50°C intervals. Bulk density, color, percent linear shrinkage, and percent absorption were determined for each slow fire test. All Croweburg underclay samples are best suited for building brick.

Recent investigations conducted by Federal, State, and industry organizations suggest that significant coalbed gas resources may exist in the Cretaceous and Paleocene-Eocene coal beds of the Gulf of Mexico Coastal Plain. Exploration efforts have focused on three areas which are in south Texas, north-central Louisiana, and south-central Mississippi (Figure 1). Coal-bed gas production is currently underway in south Texas and in north-central Louisiana. In Mississippi, several test wells have been drilled but no data are available on their production potential.

Valdez Creek Mining Co. properties consist of multiple intersecting paleo-placer channels containing appreciable quantities of coarse gold. Reverse circulation drilling, combined with geophysics, is used for both exploration and development reserve determination. Classical drill-blast-load-haul open pit mining techniques used for the 22,000 cubic yard per day production schedule required modification to compensate for arctic winter operating conditions. High wall stability problems within the glacial sediment overburden necessitated developing multiple dewatering methods and variable pit slope designs to eliminate unstable pit wall conditions. Processing mine run fluvial gravels utilized a classical winter protected screening plant-sluice box recovery system enjoying high metallurgical recoveries and zero discharge tailings disposal.

This paper describes a process which finds the maximum worth of a mineral deposit. The procedure requires two phases. The first uses a microcomputer evaluation model to find the optimum design input, with minimum attention giving to actual mining constraints that might exist. The second phase runs the first-phase design parameters through a direct simulation model on a mainframe computer. In phase one, financial, economic, and geotechnical data are entered; and an idealized list of design parameters is output. The list includes optimum values for cutoff grade, mine life, mine size, paytons, paygrade, and payvalue. In addition, the model generates pro forma operating and cash flow statements and it indicates the maximum net present value (NPV) possible for the deposit along with the probability of that oc¬curring. The initial results imply perfect mining conditions. In phase two, when actual mining selectivity, sequence, and other practical design considerations are related in a direct simulation model to the optimum criteria found above, the maximum NPV invariably decreases. However, if it is still satisfactory (NPV greater than or equal to zero) then the maximum worth/ optimum design have probably been found in the first iteration. If, on the other hand, NPV is now unsatisfactory, then design compromises must be made and simulated, and the results rerun through the evaluation model. If several iterations fail to yield a positive NPV then the deposit is most likely unfeasible t for the forecast economic conditions used in phase one.

Introduction 1300 BC, Egypt. Pharaoh, the god-king, owned all things. He was the only mine operator. As the provider of all things, Pharaoh had great expectations of his officials who gathered the wealth. Pharaoh's official, the mine foreman, was at a gold mine site to see that royal expectations were met. For the official, it could mean a promotion to the good life here and to the godly life hereafter. When he checked the haul for sufficient progress, a lot was at stake. The miner wore a loincloth, perhaps a headband and, if he was a prisoner, ankle manacles. Only an oil lamp helped illuminate the hot, dusty blackness. A fire at the base of the quartz ore face competed for scarce air. The ore so heated crumbled at the prompting of copper wedges. Confined to a crouch, the miner tossed chunks of ore onto a rope-mesh which, when loaded, was drawn up and lugged out. On the surface, the gold was ground to dust. Then it was transported by donkey caravan to the royal depot. There it was weighed, recorded, and distributed to workshops. Many minerals mined Egypt had gold mines to the south in Nubia and to the east in the desert and Sinai. Indeed, gold underwrote Egypt's prosperity. With a constant gold supply, fewer hungry hands robbed burial crypts and tombs. Gold was sacred, "the flesh of the gods." The shiny metal financed the army that policed the desert mining routes and guarded the gold caravans from Bedouin marauders. Gold theft was an offense to the gods. Anyone caught with gold `in his lunchpail,' so to speak, could say goodbye to life, both in this world and the next. In addition to gold, Egypt possessed other mined riches that allowed the Egyptian civilization to flourish. From Sinai and Nubia came copper. So abundant was the red metal that it enabled Egypt to become the supreme power, before the advent of iron. Also mined were amethyst, turquoise, feldspar, jasper, carnelian, and garnet. These were used for the rich inlay work that distinguished Egyptian jewelry and cloisonne. But Egypt's most endurable and awesome material was its stonework - for statues and obelisks and in temples, tombs, and pyramids. Stone quarrying was a vast enterprise. One expedition boasted nearly 10,000 men. These included 5000 laborer soldiers, 130 skilled quarrymen and stonecutters, and - egads! - even 20 scribes. In addition, there were thousands of officials, priests, and officers grooms. There were even fishermen, to provide the multitudes with the catch of the day. Mining methods detailed In 1300 BC, quarrying techniques had changed little since the age of the pyramids some 1300 years before. At that time, in 2600 BC, limestone was locally quarried and fashioned into the blocks of the pyramids. A basic limestone mining method was tunnel quarrying. A ramp was built up to the face of a cliff. A monkey stage was then erected on a ramp. While standing on the stage, quarrymen carved out a rectangular niche in the cliff. The niche was large enough for a quarryman to crawl into. With a wooden mallet, he hammered long copper chisels along the edges of the niche floor to free up the back and sides of the block. The quarryman climbed out of the niche and removed the stage. He then carved out a series of holes in the cliff face for what would be the bottom of the block. The quarryman pounded wooden wedges into the holes. He watered the wedges until they were soaked. The water-logged wedges expanded, splitting the stone along the line of holes. The freed-up block was then levered down from the cliff. On the ground, the blocks were placed on sledges. Men pulled these to nearby water transport. Without block and tackle pulleys, paved roads, and wheels, this was no mean feat. Each block weighed an average of 2.3 t (2.5 st). Whenever possible, the quarrying was done directly from the surface. Although the evaluation of autoclave oxidation for Getchell ore was begun nearly 40 years ago, its ultimate implementation in 1989 represents the first substantial improvement in the economics of processing this refractory ore. Sulfide ores at Getchell were previously roasted prior to leaching (in the 30's and 60's), resulting in somewhat lower recoveries than are currently realized by autoclave oxidation. Recoveries on the order of 90% are expected from the high-arsenic sulfide ore over the expected 10-year mine life.

Haul trucks have the potential to generate large amounts of respirable dust. This respirable dust has been shown to be a health hazard to personnel, especially if it contains a high silica content. Lack of dust sampling data from haul trucks prompted the completion of a study to quantify respirable dust concentrations. These field studies were conducted measuring instantaneous respirable dust at stationary locations from passing haul trucks at a stone quarry and a coal mine site. Fugitive dust levels from haul trucks were analyzed to characterize dust dispersion. This analysis will indicate safe following distances for haul trucks and other heavy equipment to avoid over-exposure of respirable dust from the lead haul truck.

Testwork was conducted on loaded carbon samples from a small gold mine in South Africa. It was shown that a 75% saving in reagent consumption in the Zadra elution circuit could be achieved by adopting a cyanide-free elution approach, i.e. by cutting back the NaCN level from 1 % to nil, and the NaOH level from 3% to 1 %. This process change was also shown to result in a 20% improvement in the elution kinetics. Furthermore, it was also shown that a 50% enhancement in elution rate over the current situation could be achieved by use of an eluant containing 0.5% NaOH and 0.15% NaCN, corresponding to an 84% saving in reagent consumption. A further improvement in elution kinetics was found to occur by increasing the NaCN level to 3%, but this would lead to a concomitant increase in reagent consumption, due to the decomposition of cyanide at high temperatures. The presence of base metals loaded onto the carbon was also found to have a significant effect on the elution. Copper tends to adsorb as Cu(CN)2- during the adsorption stage, and acid washing converts this species to CuCN. Copper in this form is not eluted during cyanide-free elution, whereas it is eluted during a conventional cyanide elution, consuming the initial cyanide in the process. The elution data was analysed and the fit to a simple model was verified.

Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill-and-blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at 345 kt/a (380,000 stpy) generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This article presents how data were collected and design standards reviewed, and the opportunities that were found to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71 percent on the mine’s highwalls.

Many Third World African countries are well-endowed with minerals - especially gold and diamonds - while only a few have important base metal deposits. For decades since colonial rule, political and economic conditions discouraged interest by Western capital. Influence from Soviet Bloc countries, however, has declined with the move toward multi-party rule. And the left wing orientation, once widely favored by Third World African countries, has almost disappeared. With International Monetary Fund (IMF) encouragement, these Third World African countries now encourage representational government and solicit western finance to expand their industries. Mining is especially encouraged. The North American mining industry is following the same trail as other capital intensive industries and looking abroad for opportunities. The Prospectors and Developers Association of Canada released figures that show exploration expenditures in that country were halved between 1987 and 1990. Figures for the United States are not so easily found but every indication points to a downward trend. While total annual expenditures on US exploration by corporations as a group are either declining or remaining constant, expenditures away from North America is increasing. Gold exploration expenditures in 1991 by the major companies tracked by Minerals Economics Group were less in the United States than for Latin America and the Southwest Pacific combined. The same study showed as much was spent in the Republic of South Africa and "Other" areas combined as in the United States. Expenditures by major corporations in these "Other" areas amount to only 5.2% of their total budget. Third World Africa is a major component of these "Other" areas.
