The New Austrian Tunneling Method was, as is well known, developed from conventional rock tunnelling. In Germany about 10 years ago the NATM began to be applied to partially stable soils by incorporated excavation and support methods to allow its use with these soils. The advantages of this tunnelling technique - adaptability, ecomomy, and quality have resulted in its widespread usage. Today, about 85 % of all mined tunnels in Germany are produced with this technology. This rapid development has resulted in about 40 companies operating within a geographical area about the same size as the state of Illinois that are capable of utilizing the NATM. In most cases German contract/award procedures allow the contractor to develop alternate design and plans. As a result of this flexibility and intense competition, safety factors have been gradually reduced to the lower limit of what could be regarded as demonstrably safe, and the utilization of the NATM has expanded to include higher risk conditions, namely * excavating larger cross sections. * working with less overburden. * work undertaken under less stable soil conditions.

INTRODUCTION The Laurens Street section of the Northwest Line of the Baltimore Region Rapid Transit System, located along Pennsylvania Avenue between Pitcher Street and North Avenue is situated in material which cannot be definitely categorized as soil or rock. However, in the area of residual soils in which these tunnels were constructed, considerable attention was required to determine the character of the ground so that the designers and the constructors could properly evaluate the behavior of the ground and plan their respective efforts accordingly. The Laurens Street sections structures consist of twin rock tunnels, station structure, traction power substation, vent shafts at both ends of the station, the midline vent shaft, and the twin mixed-face tunnels. This paper concentrates on the mixed-face tunnels which extend from Station 99+67.03 (O.B.) to Station 102+49.00 (O.B.) at the southern end of the section. Since the completion of the design of this project, the Laurens Street section has been renamed the Upton Station. (See Figures 1 and 2). SUBSURFACE INVESTIGATIONS At early stages, three preliminary studies were performed by the General Soils Consultant (Ref. 1, 2, & 3). The purpose of the first study was to ascertain the generalized geological and subsurface conditions which might be encountered in the region. No borings were performed for this study. LiDAR technology has made it possible to map large areas of underground mines accurately and rapidly in three dimensions. MSHA Technical Support began implementing LiDAR technology in conjunction with the Agency’s Pillar Collapse Initiative, using scans to determine width-to-height ratios (w/h) of pillars adjacent to mass collapse areas and to conduct risk assessments for global pillar stability in U.S. stone mines. This work quickly expanded to include change detection, such as measuring many pillars to show which are deteriorating over time. Change detection has also been used in ground falls and squeeze areas to see if they have continued to propagate. LiDAR technology supports accurate data acquisition of unstable mining conditions from safe distances. For example, once the LiDAR scan has been processed, it can measure roof fall cavity heights and volumes with the user at a stable ground location. Some LiDAR scanners can collect geologic data, such as joint orientations.

It is generally accepted by British mining engineers that coal will continue to be worked by the. advancing or retreating longwall system for the foreseeable future. At the coal face, the emphasis will be on better machine utilization; increased equipment reliability; modular design and more standardization; remote control and monitoring; and a continuing drive to increase productivity and safety. Improvements at the face can be sustained only if there are corresponding improvements in efficiency elsewhere in the mine. Coal handling systems, for example, must be able to accept increased tonnages without creating bottlenecks. As workings move further from the shafts, the time taken to transport men and materials must be kept within reasonable limits. Development drivages must he on schedule to be ready for the planned opening of new faces, and face ends must keep up with faster moving faces.

Surface subsidence has been recognized as an inevitable consequence of underground coal mining for several centuries. The damage resulting from this phenomenon has been witnessed in rural as well as in urban areas and ranges from simple land settlement to severe structural damage to buildings. Subsidence prevention is not feasible, at least under the existing technological and economic constraints of underground coal mining. Using a rational method of subsidence prediction, it has been demonstrated in many coalfields that subsidence control can be successfully practiced in order to reduce and accommodate subsidence within environmentally acceptable levels. This paper presents the development and testing of a subsidence model, based on the zone area method. This technique is a refined development of the influence functions and it is capable of investigating a mining plan of any shape, thus facilitating both longwall and room-and-pillar mining systems. More specifically, this study can be divided into two major efforts: (a) The development of the zone area model. This formulation was designed to accommodate the analysis of an optimum number of zones, over the area of interest, both accurately and efficiently. (b) The testing of the computer techniques with appropriate field measurements. In order to accomplish this, published as well as unpublished information was collected and analyzed according to a regionalized scheme. This procedure minimized differences in subsidence characteristics between the various coalfields and allowed a regional validation of the predictive capabilities of the model.

The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.

INTRODUCTION For many years, in Europe and in North America, pre-formed metallic and concrete segmental linings in tunnels have been used extensively as temporary and permanent ground support systems. In the United Kingdom the use of cast iron as a means of ground support in mining shafts dates from the first decade of the 19th century. Although at that time wood tubbing was extensively employed, cast iron was used in shafts at Wallsend and Percy Main collieries in the North East of England. The original form of cast iron tubbing consisted of cylinders which were lowered bodily into the pit and were built from the bottom up, but subsequently they were subdivided into segments which involved the making of vertical as well as horizontal joints. Principally, the practice of providing immediate pre-formed support developed because of the incompetent state of the surrounding ground and, although this still remains the over-riding consideration nowadays, several other factors are examined before finally deciding what type of lining to use. Other branches of sub-terranean technology such as tunnel thrusting or immersed tubes (both of which involve pre-formed linings) can provide alternative solutions to problems hitherto thought better solved by bored tunnelling methods. However, this paper will confine itself to those linings developed for the more traditional tunnelling methods. Usually the shape of segmentally lined tunnels is circular because this profile is the most suitable for bad ground and many tunnelling machines. Namibia is known as water stressed country with a limited amount of fresh water. Therefore, the use of water is an important topic in the country’s development agenda. Water is a shared and finite resource, with high social, cultural, environmental and economic value. However, freshwater resources are under pressure from ore processing, industrialization, urbanization and the demands of a growing population. In Namibia, ore processing, coupled with the anticipated increase in water demand for human consumption and other uses, has created significant stress on the limited water resources of the country. This is critical in the mining industry as water remains typically the prime environmental medium (besides air) that is affected by mining activities. This study sought to investigate the strides made in water management in mining, especially in environmentally sensitive areas of Namibia. Most mining companies operate next or alongside farms, national parks and fishing areas. The overall objective of this research was to highlight the current practices in Namibia’s mineral industry operating in environmentally sensitive areas especially in areas where uranium is being mined and processed. The methodology consisted of comprehensive literature review, field visits to the case study areas, and comparative studies with best practices. This study shows that over a ten-year period, freshwater consumption was reduced by over 55% per tonne of milled ore in uranium mines, resulting in substantive financial savings as well as the delay in water augmentation through desalination. The strategies employed by the Namibian companies involve inclusive stakeholders’ engagement, recycling and reuse, and the minimization of water losses. The realization that the water challenge cannot be solved by any one party acting alone has been fundamental in ensuring environmental compliance within the mining industry in Namibia. Namibia’s industrial leaders have increasingly recognized that reducing the water footprint of mining activities must be one of the key performance indicators for management. The major finding of this study was that Namibia with its unique ecosystems, mineral reserves, and emerging industries can harness a wide range of resources both to improve the welfare of its citizens and to protect the integrity of its environment.

Modified after procedures for assessing acid-generating potential of coal spoils, most acid-base-accounting (ABA) analyses inadequately characterize highly varied metal deposits. Although mineralogy critically controls acid generation and metal leaching, acquisition of appropriate data and their interpretation are poorly developed. Metal loading rates are commonly determined by kinetic testing, which rarely duplicate actual field samples and conditions. Accurate predictions and reduced assessment costs can conceivably be achieved by (i) use of geochemical analyses to define surrogate indicators; (ii) intelligent acquisition and use of mineralogical data; and, (iii) compilation of geo-environmental ore-deposit models to validate inference based on detailed geology.

Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

This paper presents a stabilizing controller for flotation plants which uses a quasi-multivariable technique. The controller monitors all the levels in the plant, and by anticipating interactions between various parts of the plant, is able to stabilize the plant far more successfully than the normal plant control. Once stabilizing control has been achieved, optimization of the process becomes easier and more sustainable. An estimate of the improvement in metallurgical performance is made and a singular value analysis was conducted to verify that the multivariable algorithm will theoretically control better than a collection of individual PID loops. Metallurgical results are presented to show that the improvements are attainable in practice. Control by the Mintek algorithm was alternated with normal plant control, to show that the improvements are statistically significant.

INTRODUCTION The topic of the paper is to discuss the use of micro computers in the construction industry. I will first discuss the present situation of the PCs in our industry followed by a discussion how Guy. F. Atkinson has integrated the PCs into it's organization. I will close with some general comments that any organization should review in order to enhance the use of their PCs both at the job sites and home office locations. PRESENT SITUATION OF THE PCs IN OUR INDUSTRY Today, the possible number of combinations that can be obtained when bringing together the available models of PCs, with their peripherals and software, is astronomical. With this array of equipment that can be bought, plus the new and possibly better equipment that is being put on the market almost daily, it is indeed a very difficult task for an organization to know how to invest its money in computer equipment. At the job sites, the work is fast paced with little time available to fully learn what the PCs can do to help with the required paperwork. I am still waiting for the day when someone has to tell the superintendent at the job site that he cannot start pouring concrete or shoot the next round because no one can get the computer to work.

Despite the controversies that have surrounded asbestos over the past 20 to 30 years, no knowledgeable authority has doubted the usefulness of this material. Were it not for the health risks associated with the manufacture and use of asbestos products, its physical and chemical characteristics would continue to be hailed as an undeniable boon to mankind. However, it has become clear over the past 30 years that like other major contributors to our modern industrialized society, asbestos must be handled responsibly and with the full understanding that lack of care can lead to injury, suffering and death. In this sense, asbestos shares characteristics with nuclear power, pesticides and even motor vehicle usage. It is unlikely that modern society would be willing to walk away from the benefits bestowed by any of these valuable resources. Rather, the appropriate response to the identification of danger is to define the type of risk, quantify its incidence, search for methods of decreasing the risk and implement programs to achieve the goal of minimization of risk. We should recognize at the outset that the risk cannot be diminished to zero without elimination of the material entirely from our midst. The concept of acceptable risk is a complex issue involving medical, legal, financial, moral and even psychological factors that defy precise quantification. In essence, the major danger produced by exposure to asbestos is its potential effects on the respiratory system. Despite the fact that asbestos workers have constant skin contact with the material and porbably swallow it in the course of their activities, inhalation of the fibers is recognized as the major health risk associated with its use. Aerosols of asbestos are inhaled not only by miners, millers and fabricators but also by urban dwellers who have no direct occupational contact with the material. This occurs because asbestos has been applied to our buildings and has been used in a wide variety of products that touch our daily lives. While it is estimated that three to four million people in the United States have been occupationally exposed to asbestos, the number who have been non-occupationally exposed is many times that number.

Equipment which will reliably produce high velocity water jets for use in rock excavation is now available. This report reviews some cases where water jets were used in excavating low to medium strength sandstone in Colorado and Utah. The primary discussion is of water jet assisted rotary drilling for blast and bolt holes in tunnels, shafts, and chambers. The subjects include drilling performance, effects on work environment, safety, and controlled blasting results. Information is also presented concerning trench excavation utilizing water jets.

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

Coal-cleaning operations commonly produce a fine-waste stream containing a considerable amount of coal. The recovery of this coal is normally not economical because the coal is mixed with large amounts of difficult-to remove clay slimes and is often heavily oxidized or contaminated. Conventional froth-flotation machines cannot, in a single flotation stage, produce an acceptable product from such material, and even flotation columns often have difficulty cleaning this type of feed. A new type of flotation column was designed specifically to deal with these problems, and a column of this design was installed and tested in a coal-cleaning plant in Ohio. The feed coal tested was the plant&apos;s tailings-thickener product. The coal was 80% -176 µm and had a heating value of 8401 Btu/ lb. The coal contained 39.8% ash, as fine clay, and 2.83% total sulfur. Because previous attempts at conventional flotation of this type of material had been abandoned, plant personnel believed that the coal was too heavily oxidized and contaminated for flotation to be effective. However, by using the new column it was possible to recover up to 85% of the calorific value in a product containing < 11 % ash, and it was possible to recover 60% of the calorific value in a product containing <8% ash. In addition, the bulk of the pyritic sulfur was also rejected from the coat.

Introduction One important class of manganiferrous ores is manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the western United States. Silver is often associated with manganese oxides, which in some ore deposits are dispersed through calcite, causing the black color of the host rock, known as black calcite. Black calcites can occur in carbonate rocks (0.3 to 50 kg Ag/t) and in volcanic rocks (less than 30 g Ag/t). Silver mineralization associated with manganese oxides and black calcites can occur in veins (Hewett, 1968) or as disseminations (Graybeal, 1981). In the US, silver-bearing manganese veins are located in a broad arc that extends from southern Colorado to southwest New Mexico, southern Arizona, and southeast Califor¬nia (Hewett, 1964). Areas of disseminated silver-manganese mineralization include the Creede and Silver Cliff districts of Colorado and the Tombstone and Hardshell districts of Arizona (Graybeal, 1981). These deposits are also characterized by significant amounts of silver halides - cerargyrite (AgCl), bromargyrite (AgBr), and iodargyrite (AgI). Black calcites are also common in these deposits. Oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. In the past when these ores could not be smelted, they were treated generally by cyanidation at very low efficiency. The US Bureau of Mines (USBM) studied the problem of treating silver-manganese ores in the early 1920s (Clevenger and Caron, 1925). It was found that the refractory silver in the original ore was insoluble in all the common solvents for metallic silver and its salts. The conclusion was that to obtain the highest recovery of silver, all the manganese had to be dissolved or the higher oxides of manganese reduced to manganous oxide. More recent results from treating refractory silver¬manganese ores were given by USBM (Scheiner et al., 1973). The silver ores from Candeleria District, NV, and Round Mountain District, CO, were investigated. Electrooxidation experiments recovered only 34% silver with minor amounts of manganese dissolved. Sulfurous acid pretreatment followed by cyanidation revealed that silver extracted was proportional to the amount of SO2 used. A similar approach, using sulfurous acid pretreatment followed by cyanidation, was also proposed by Rhoades et al. (1984). Hazen Research Inc. performed extensive testing on silver and manganese dissolutions from Ag-Mn ores obtained from the Candeleria and Round Mountain ore deposits. The methods examined were direct cyanidation, pretreatment with sulfurous acid followed by cyanidation, malonitrile leach, and leaching with ammonium hydroxide-sodium thiosulfate under slight oxygen pressure. The results were not satisfactory. The importance of the vast reserves of Ag-Mn ores and the lack of an efficient method to recover these metals warranted a search for new technologies. One novel method for extraction of these metals is treatment of Ag-Mn ores with acidified thiourea solutions. Preliminary results of the leaching of silver and manganese from Ag-Mn ores were very encouraging (Pesic, 1984a) ; thus, it was decided to examine the new lixiviant in more detail. Experimental Ore from the Round Mountain District was studied. It was crushed, ground, and dry sieved into monosized fractions in the range of 16 to +400 mesh. The ore composition was about 90 g Ag/t and 3% Mn, depending slightly on size. The leaching experiments were performed in apparatus described elsewhere (Pesic, 1982 and 1984b). All experiments were performed at constant temperature conditions. The leaching residues were analyzed for silver and manganese. Investments in new technology are often intended to improve the production or cost performance of existing operations. The economics used to justify these projects can be flawed, however, if they do not adequately consider the potential benefits of the alterative: the fully optimized use of the facility&apos;s present equipment and personnel. While new technology can be effective, dramatic improvements in production performance can also be achieved through the rigorous application of standard industrial engineering and operations management practices. An intermediate approach may also be effective: many basic improvements In the mine or plant necessary to support new technology will be equally effective when implemented for the facility&apos;s present operators. Firms who optimize their present operations are able to save the capital and avoid the risk associated with new technology. These firms will also be able to capitalize more quickly on new technology when it is implemented.

In this article we present Sustainable Value, a valuation methodology to assess sustainable value creation of companies. Sustainable Development posits that decisions must not only take into account economic capital but also natural and social capital. Sustainable Value, the methodology presented in this paper, borrows the idea from financial economics that the return on capital has to cover the cost of the capital. Capital costs are determined as opportunity costs, i.e. the forgone return that would have been created by an alternative investment. By expanding the well established logic of the valuation of economic capital in financial markets to also cover natural and social capital we provide a methodology that allows an assessment of the most efficient allocation of economic, natural, and social capital for sustainable value creation in companies. We demonstrate the practicability of the methodology by the valuation of the sustainability performance of British Petroleum (BP).

One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A. A relatively large sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B. When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves. C. Values are usually erratically distributed within the gravel mass. Therefore, some placers with a more uniform value distribution may be adequately assessed with a minimum number of samples whereas a deposit with a highly erratic distribution of values may not be adequately sampled regardless of how many samples are taken.
