INTRODUCTION Anticipated increase of nuclear fuel production in the future coincides with growing concern about the occupational health risk of miners from inhaled radon decay products. As a consequence it has been suggested to even lower presently permitted exposure levels (NIOSH, 1980) and implement more stringent control on measurement programmes. Compliance with these regulations requires large investments in new or modified ventilation systems as well as in increased expenditure for staff and instrumentation for health physics operational monitoring. Since both costs are directly related to the overall ore production costs, this can have far reaching implications with regards to the economic feasibility of certain mining operations and consequently reduce estimates of low-cost minable ore reserves. In addition there is increasing evidence that the radon problem is not limited to the nuclear fuel cycle only, but can also represent a significant hazard to non-uranium miners. A key component in the cost-effective implementation of legislative control measures is the monitoring system employed. The choice of system is decisive for the total costs of installation and maintenance, manpower requirements and accuracy of nuclide determination. In the following operational specifications are defined for monitors in mining and milling environments. Different types of available instrumentation are discussed with regard to their suitability for practical radiation protection in underground mines, open cut mines and mills. ATMOSPHERIC CHARACTERISTICS Underground mines Radon in the air of underground mining operations is exhaled from surrounding rock surfaces, crushed material and, to a lesser extent, from water seepage. Whilst in uranium mines radon releasing ore bodies are generally localized in distinct areas, radon sources in non-uranium mines can be very dispersed throughout the system of mine tunnels. The ventilation scheme used influences the absolute atmospheric level of radon as well as the equilibrium conditions between radon and its decay products (factor F). In uranium mines mechanical forced-air ventilation is normally the only way to achieve and maintain legally required nuclide levels. This causes the F-factor to be rather low, e.g. in French CFA-mines F is of the order of 0.2 (Francois, Pradel, Zettwoog, 1975). At the same time the fraction of unattached radon decay products (fp) can increase due to the high air velocities employed. However, it is possible to find non-uranium mines with either natural draught ventilation only or assisted on demand by forced air ventilation during special operations or climatic conditions. Thereby the F-factor is more dependent on seasonal changes of temperature differences between outdoors and mine atmosphere and work routines. As a result F can cover a wide range from 0.02 to 0.95 (Steinhäusler, 1976). The use of filters or electro-precipitators in mine ventilation systems can modify the atmospheric characteristics twofold as it generally decreases the content of radon decay products, but at the same time increases the content of the unattached fraction fp . Average concentration levels of radon decay products are mostly lower in mechanically ventilated non-uranium mines than in equally ventilated uranium mines and are below 0.3 Working Level (UNSCEAR, 1977). However, some working places in non-uranium mines, specially with only natural draught ventilation can occassionally approach maximum permissible levels as defined for uranium mines (Strong, Laidlaw, O&apos;Riordan, 1975; Snihs, 1976; Sciocchetti, Scacco, Clemente, 1981). Open pit- and surface mines Radionuclide levels of radon decay products in the atmosphere of these mines are mostly too low to represent a significant inhalation hazard for miners, ranging typically from 0.03 to 0.1 Working Level (Steinhäusler, 1976). However, personnel using airpurifying respirators or working in cabins ventilated with filtered air can be exposed to a radon atmosphere with low value for the F-factor (F [<] 0.1) and high fp-value up to 80 % (Leach and Lokan, 1979). Mills Atmospheric radon concentration in crushing, grinding, drying and packing sections depends on the radium 226 content of the ore, ore storage methods and ventilation system employed. Providing adequate ventilation ([>] 2 air changes per hour) and control of dust production radon and its decay products represent only a minor problem (Saconney, 1979). "Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

Deep open-pit mines are becoming increasingly common in the highly mineralized arctic and sub-arctic regions. Air inversion is a frequent occurrence in these regions, and is exacerbated by complex geometry of the open pit and the surrounding natural topography of an open-pit mine. The resulting inversion cap is known to contribute to the degradation of air quality in the open pit, resulting in loss of production. This paper discusses the development and validation of a three-dimensional model that simulate the flow of air and the transport of gaseous contaminants in an arctic open-pit mine and the analyzes effect of the geometry of the mine and the slope angle of the pit on the contaminants profiles in the mine.

Longwall face-to-face equipment transfers or moves are the largest source of nonproductive time in a long wall-mining system. Detailed planning and resourceful thinking are paramount for economical, safe and timely longwall moves. New equipment and innovative techniques are frequently tested to reduce overall more time. Determining the cost-effectiveness of these ideas is difficult since the decision is influenced by many subjective factors. A project scheduling simulation model of the longwall move process was developed to analyze and assess the economic viability of innovative transfer methods and equipment. The model provides a project-duration frequency distribution and lists of critically indexed activities and paths. It compares the monetary savings from reduced transfer time and capital costs for several ideas.

Experiences gained using computers in the mining and geological environment have shown that it is quite rare for a system or the data it stores to be truly stand alone. Just as the mining enterprise aims to have a smooth integration of operations from exploration through mining and extraction to sales, so it should develop all its information systems within an overall framework or architecture which covers the applications and data as well as the computer hardware and communications. This paper discusses methods of achieving such an architecture, and describes some of the benefits it can have on the development and implementation of information systems. The key aspects are the identification of the business functions and the data that they use, and ensuring that the IS plan supports the overall objectives of the enterprise. Hardware and communications policies should be based on the plans for the applications and data, rather than the reverse.

In the fall of 1988 it became evident that the accuracy of sulfur forecasts for Monterey Coal&apos;s No.1 Mine needed to be improved. In addition, it became necessary to predict if any individual train shipments during a month would exceed a contract sulfur limit. The challenge was to develop a forecasting process that would take into account the variability of the coal in the ground as well as the difference between laboratory and preparation plant sulfur reduction efficiency, and the effects of mining coal with multiple units. This paper describes how geostatistics and simulation techniques were used to meet this challenge.

Since 1991, the Porgera Joint Venture has processed refractory sulphide flotation concentrate by pressure oxidation with subse­quent gold recovery from the washed residue, by a conventional leach/carbon-in-pulp (CIP) circuit. The capacity of the plant has been progressively increased in five stages of development. In December 1995, a third oxygen plant was commissioned, raising the total oxygen production to 750 t/d and thus allowing for an increase in the oxidation capacity of the four autoclaves. The daily sulphur oxidation rate in 1995 was 192 t/d with 99.5% oxidation, as compared to 293 t/d in 1996 with 99.0% oxidation. This paper details the performance of the pressure oxidation circuit through 1995 and 1996, and compares measured plant parameters with the original Sherritt (now Dynatec) process design criteria.

The application of cutoffs during and after pit optimization is examined for a lower-grade multimetallic copper deposit. Pit optimization requires calculation of the net revenue associated with each mining block. The calculation incorporates parameters such as metal prices, grades and expected recoveries, mining and processing costs, smelting and refining charges, and penalty element and royalty charges. Sensitivity analysis during pit optimization reveals which parameters have significant effects on the total contained resource tonnage and total contained nondiscounted revenue in the optimized pit. The cumulative effects of changing several of the more-significant parameters are investigated The application of a copper cutoff grade to a block inside the optimized pit could result in the less-than-optimal extraction of the resource. A block with a copper grade below the applied cutoff could be economic due to the presence of other metals. Conversely, a higher-copper-grade block may be subeconomic. Also discussed are the merits of applying a copper-grade cutoff, an "equivalent-grade" cutoff and a dollar-per-ton cutoff to blocks inside the optimum nit.

European coal mines are facing a very difficult situation. Despite a steadily increasing world energy consumption, the sales of European coal mines have been going down and production has to be adapted. The reason is the collapse of energy prices aided by the decreasing rate of U.S. $ to Deutschmark in the last few years. The problems are not due to the development of European mines themselves. Assured energy supplies are an important condition for the health of a nation&apos;s economy. Contribution of domestic energy production ensures some degree of independence from world market fluctuations as to supply volumes and price, and maintaining jobs and should be achieved within the framework of economic constellations. Governmental energy programs are planned towards meeting this end.

A comparison of analytical models used to describe deposition in the first generation of lung bifurcations is presented. In order to allow testing of the mathematical models, experimental data were obtained from radon daughter deposition in simplified lung bifurcations. The experimental data for particles deposited by diffusional mechanisms is best described by the assumption of a thin concentration boundary layer at the entrance of a right circular tube. Other more complex models do not accurately describe the deposition of submicron particles. The angle of bifurcation was found to have a minor effect on deposition.

Since plant start-up in January 1983, Golden Sunlight Mines Inc. has implemented several process changes and improvements. Among these are a pulp preaeration circuit and a sand tailing retreatment circuit. The preaeration circuit reduces reagent consumption during gold dissolution. The sand tailing retreatment circuit was added to recover and process separately pyrite concentrate to maintain acceptable overall gold recoveries with the more refractory sulfide ores. Research and plant operating data along with process and improvement descriptions are presented.

The success of most attempts to evaluate gold orebodies depends largely on the reliability and availability of representative sampling data and the accuracy of geological interpretation. An accurate prediction of the continuity of geology is paramount to a reliable prediction of gold reserves. Many of the problems encountered in gold mine evaluation and planning revolve around the difficulties in interpreting complex geology from sparse drilling data and the eagerness of mine financiers and promoters to start mining in order to derive an early cash flow. Following a program of sampling, geophysics, mapping and geological interpretation, a conceptual orebody model evolves in the minds of those working on the project. It is this model which is used typically in ore reserve computations and mine planning. Computer modelling techniques to represent and evaluate the conceptual model are now available. The main advantages of using computer modelling methods lie in being able to rapidly evaluate, modify and quantify the conceptual orebody model. Ore zones or domains can be recognised and defined both from geology and sampling results. Once these domains are defined as a series of boundaries, they may be modelled as two dimensional grid surfaces or as wire-framed three dimensional geometries, depending on the complexity of the orebody. It is the definition of these domains which provides the sound geological basis for reserves computation. To estimate reserves it is necessary to determine both volume of ore and grade of ore. A study was undertaken to investigate the liberation behavior of coal macerals through size reduction and density separation. It was seen that the liberation of coal macerals could be achieved by size reduction, allowing selective separation of coal organic components. However, the degree of liberation was dependent upon the comminution history. Even for the same fineness, the extent of liberation might not be the same depending on how the material was generated. The liberation of coal macerals was analyzed by examining the liberation index. It was seen that, although comminution produced fine particles enriched in inertinite (primarily fusinite and semifusinite), these particles were less liberated than coarser particles. However, the liberation of macerals increased when all the feed was ground to a finer size.

Computer processing and high resolution graphics display of geochemical data were used to quickly, accurately, and efficiently obtain impor¬tant decision-making information for tin (cassiterite) exploration, Seward Peninsula, Alaska (USA). Primary geochemical dispersion patterns were determined for tin-bearing intrusive granite phases of Late Cretaceous age with exploration bedrock lithogeochemistry at the Kougarok tin prospect. Expensive diamond drilling footage was required to reach exploration objectives. Recogni¬tion of element distribution and dispersion patterns was useful in subsurface interpretation and correla¬tion, and to aid location of other holes. Tin was its own best pathfinder. Arsenic, also a useful pathfinder element, forms a discrete halo peripheral to tin mineralization. The arsenic halo is expressed in hand specimens by asenopyrite and/or scorodite staining.

INTRODUCTION Certain activities, such as emergency work and rescue operations, often have to be undertaken in environments where heat loads often exceed limits prescribed for routine work. This is particularly relevant to the South African mining industry where heat stress-induced fatalities are not uncommon during rescue operations. In this regard an excessively hot environment is defined as one where either the dry-bulb temperature exceeds 37,0°C or the wet-bulb temperature exceeds 32,5"C, and it is therefore not surprising that heat stroke mortality escalates rapidly when these limits are exceeded. A review of both local and international standards indicated that the available information on safe exposure times under abnormal heat stress conditions is very limited. Where available, such standards are aimed at the general population, including both sexes, irrespective of age and also the least heat tolerant worker, and not at a medically-screened, all-male population free of grossly heat intolerant individuals, as is the case in the South African mining industry. It is suggested that available norms and limits are too conservative for local application and, therefore, unrealistic. In view of the definite need to protect workers when exposed to abnormally high environmental temperatures, the present study was undertaken to establish a scientifically derived data base. applicable to local conditions, to determine safe exposure times: Any exposure limit, especially in an emergency situation, should be easy to administer, valid and reliable. These aspects, there- fore, form an integral part of this paper. FORMULATION OF HEAT STRESS LIMITS The formulation of heat stress limits was based on the criterion that a heat exposed individual should experience a negligible risk of developing dangerously elevated body temperatures. In order to provide a database for risk assessment, certain physiological responses of heat tolerant men were determined at various combinations of thermal conditions and work rate in a climatic chamber. These physiological responses were analysed statistically in order to predict safe survival and tolerance times as a function of thermal conditions and work rate. EXPERIMENTAL DESIGN A total of 202 randomly selected, medically fit mine workers volunteered for the study on the basis of informed consent. These men were considered to be inherently heat tolerant in as far as they had successfully completed a heat tolerance test (Anon., 1991) or the standard climatic room acclimatisation procedure used on many South African gold mines (Anon., 1989). Competition in the gold mining industry throughout the world has become fierce in recent years. The challenge facing operations personnel is to produce more gold for less money. Likewise, the explorationist&apos;s charge is to find more gold in a more cost-efficient manner. That means using new technology to find new gold deposits and expand present ones. More accurate mapping instruments are available to geologists in the search for new deposits. Advanced geophysical and geochemical methods enable explo¬ration teams to review previously mined districts in their search for minable reserves. Four technical sessions on the geology, exploration, and development of gold deposits were part of the program at `world Gold &apos;89,&apos; a Gold Forum on Technology and Practices," held by SME and The Australasian Institute of Mining and Metallurgy in Reno, NV, Nov. 5-8, 1989.

A number of studies have attempted to correlate the semiconducting properties of mineral sulfides with their chemical reactivity. Frequently such studies are conducted on polished or abraded electrodes. Defects produced by abrasion may mask the influence of the semiconducting properties of electrodes, e.g., by pinning the Fermi level at the surface or by reducing the lifetimes of photogenerated charge carriers. It is shown that pyrite and galena electrodes have photocurrents that are extremely sensitive to abrasion of the electrodes. On freshly fractured galena surfaces, the space charge layer is readily polarized. Wet-abrasion is shown to produce a relatively thick ptype layer on galena electrodes and this p-type layer has a pronounced effect on the photoresponse. On freshly fractured pyrite surfaces, the Fermi level at the surface is pinned by a surface state. Wet-polishing reduces the magnitude of the photocurrent by over an order of magnitude.

The exploitation of mineral deposits for economical recovery of the contained minerals has many aspects differing from other industrial or manufacturing operations. However, generally accepted principles of good organization and management applicable to industrial plants are similarly effective for mineral processing plants. A more detailed coverage of organizational structures and management techniques than is possible in this section can be obtained from many good books devoted wholly to these subjects. A few of the more readily available examples are included in the general references at the beginning of this section. The field of mineral processing encompass a wide variety of minerals, processes, flowsheets, equipment, and end products. Mineral deposits, mines, and related beneficiation plants are found in all parts of the globe, often in remote locations with no nearby support for supplies and maintenance. Available labor is frequently unskilled, sometimes primitive, and often untrained without machine and hand tools or heavy equipment experience. Such situations call for well- planned and conducted training programs covering the full range of mining-type job skills. Climates can range from arctic to tropical and from arid to extremes of rain or snow, and the mine and plant sites can be almost anywhere. However, it is often possible and sometimes necessary for

There has been considerable growth in public enterprise institutions involved in mineral commodity markets. These institutions typically consist of trading organizations (STO1s), regulatory agencies, and mixed agencies. The particular character of these institutions varies according to whether they reside in developing countries, in Eastern Europe (COMECON Countries), in industrialized countries, or in the form of international agencies. The purpose of this paper is to explain recent attempts to assess the growth of public enterprises as well as their impacts on mineral markets and trade. Some earlier analyses of market impact made by the author have been up- dated for four major mineral markets: copper, tin, bauxite and iron ore. Conclusions are drawn regarding the dynamics of market structure changes and their impacts.

A method has been developed in the USSR for processing the low-grade high-silica raw material by sintering the aluminacontaining mixes, which is widely used both as a principal process and in combination with the Bayer process. The process parameters were obtained on the basis of a study of interaction and equilibrium states of the individual profiles of a multi-component system Na20-A1203-Fe203-CaO-Si02 at the sintering temperatures. The compositions and melting temperatures of eutectics of the individual profiles are given. It is shown that the most easily meltable mix is one having a red mud as the main component. The variations are given of the sinter physical characteristics and recovery of the useful components with the sintering temperature. Considerations are given on selection of a sinter leaching flowsheet and directions are shown for improving a series method of processing the low-grade raw material.
