The goal of the U.S. nuclear waste management program is to provide assurance that existing and future nuclear waste from military and civilian activities, including spent fuel from the once-through nuclear power cycle, can be isolated from the biosphere so as to pose no significant threat to public health and safety. The U.S. Department of Energy (DOE) is responsible for defining and implementing this national waste management effort. The Environ- mental Protection Agency (EPA) and the Nuclear Regulatory Commission (NRC) are responsible for providing a framework of criteria, standards, and regulations that will assure that the disposal methods developed by DOE are consistent with the achievement of the goal of safe, long-term waste isolation. Within DOE, the responsibility for implementation of the national waste management program rests with the Office of Nuclear Waste Management. The nuclear waste management effort involves three major activities: The Defense Waste Management Program, the Spent Fuel Storage Program and the Commercial Waste Management Program. The major programmatic effort in the Commercial Waste Management Program is the National Waste Terminal Storage (NWTS) Program.

I am deeply honored and grateful to receive the prestigious Gaudin Award. Frankly, I find myself amazed to be included in the company of those outstanding individuals who have previously received this recognition. I am humbly honored to receive this award from an industrial research group. Gaudin was an internationally respected leader of mineral processing. His research contributions widely covered the whole spectrum of mineral processing science and technology, including comminution, size distribution, electrostatics, magnetics, thickening and, especially, the development of flotation theory and application. In his later career, he increased his emphasis on hydrometallurgical technology. In fact, one of his most notable practical contributions was in the development of leaching and ion exchange purification of uranium from low-grade ores. Gaudin catalyzed the trend in mineral processing toward engineering science for a better understanding of process mechanisms and kinetics. He said that those working in academic fields should have an underlying responsibility to the industry they represent. This imposed on him the objective of seeking out research areas that had some relevance to industry's problems. He said, "research without an audience cannot survive." Gaudin performed a most vital service, both in the areas of research in which he was actively involved and through his less-direct influence on current research by his many former students and their students in turn. Interestingly, Gaudin's strength has influenced Newmont Mining Corp. His favorite student was Plato Malozemoff. He had a long and distinguished career with Newmont, beginning as staff engineer in 1945, serving as Newmont's president for more than 30 years and as chairman of the company for 20 years. Newmont's greatest growth occurred during his leadership. Another one of Gaudin's graduate students from Montana School of Mines, Oscar F. Tangel, joined Newmont in 1967. He was a vice president of research and development until 1986. In their efforts, Newmont built a research group, developing the technologies of exploration, geophysics and metallurgy. The Newmont technical facility is named in honor of Malozamoff as "a leader in the development and implementation of new technologies." The mining industry is facing very difficult times, especially in the metals industry. Most metal prices have declined and are still not stable. Most domestic mining companies have largely done away with in-house research and development. Many are reluctant to invest in technology development for which there is not an immediate need. The metal mining industries are focusing on reducing operating costs to survive. Newmont is in the same situation. I appreciate that Newmont's management believes in the importance of research and technology and the impact technology has on the company's value. At Newmont, technology development involves working in the area of applied research. The connections from academic fundamental research to applied research and finally to process development and implementation are very important to develop a new technology. Fundamental research is our foundation, our guidance, giving us direction, providing the principal and mechanism and understanding why it works. Understanding the why will lead to further innovative development. Applied research needs to find the approach to reality, how it works, how to make it better and how to commercialize it. Process development and implementation needs a strong leadership, requires long-term commitment, makes improvements in practical engineering and finally develops an economically favorable process. Implementation is the most important stage in making research a reality. Each stage needs to give feedback to the other stages. Problems need to be understood and solved. This paper reviews the historical literature and the author's experience with regard to the effect that the selection of grinding ball size or sizes has on ball mill grinding efficiency. The conclusions presented provide guidelines for single and multi-size charging prac- tices in commercial milling operations.

Cu isotope fractionation in low temperature aqueous environments has been well documented. Here we apply Cu isotopes to two distinct, yet related mining problems. First, an exploration geological application where we measured copper isotope fractionation in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in 4 porphyry copper deposits located in South western USA. Cu isotope patterns exist in the lateral and vertical distribution within the mines coupled with distinct relationships with Cu grade. Second, a hydrometallurgical application where we measured the leach fluids, feed and residues from a quick leach text of Cañariaco ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the power and ability of using the Cu isotope technique to understand low temperature aqueous processed involving copper.

"Prospecting and Exploration. Since the Lake Superior ores occur in pockets or distinct bodies and vary much as to character and location, the actual mining of the ores is preceded by much work of an exploratory character. This work includes prospecting and exploration.Prospecting is the term generally applied to the quest for surface indications of ore, or the conditions which would warrant the expectation of finding ore in the vicinity. It includes such 'operations as geological examination, dip needle work, shallow test-pitting, and trenching. The ore bodies of the Mesabi Range are non-magnetic, and dip needle prospecting is therefore valueless. On the Cuyuna range, however, magnetic attraction as evidenced by the dip needle has been extensively employed as a guide to the location of ore deposits; in other localities it has found limited application.Drill Exploration. After the presence of an ore deposit is known or suspected, resort is generally had to exploration by means of diamond or churn drills. On the old ranges geological conditions generally make this manner of ascertaining the exact limits of an ore deposit impracticable; so, if two or three adjacent drill holes develop considerable depths of ore, the sinking of a shaft for underground exploration, development and mining is generally considered warranted. On the Mesabi Range, however, the flat-lying and comparatively shallow characteristics of the ore formation warrant much more extensive drill explorations. On this range, then, an ore body 'is almost invariably followed· out with the drills, and its limits are determined to the point where the complete plan of development can be worked out in advance of actual mining operations"

Liberation size can be estimated using various techniques such as grain counting, frequency curves, X-ray intensity and the mesh of grind. The present investigation deals with the estimation of the liberation size of graphite flake contained in a schistose ore from Shivaganga, India. It was observed that the flakes are liberated at from 75 to 150µm. The rougher flotation concentrate obtained after grinding the run-of-mine ore for 5 min contained 54% fixed carbon. This represented the first stage of liberation. After regrinding to <90 µm in the presence of sodium silicate and guar gum, a cleaner concentrate containing 82% fixed carbon was obtained.

As more and more computer software is written for geological mapping applications, the users of the software are discovering the problems of transferring data between the programs, maintaining correct data and integrating maps produced last week with those produced today. One way to deal with these situations is by using a geographic information system (GIs). Last September the USGS and National Academy of Science held a 5-day GIs symposium on integrating technology and geoscience applications (USGS, 1988). It was followed in October by GEOTECH &apos;88 (Peters and Krajewski 1989) which had a session exclusively for GIs applications in the Geo-Sciences. Editorials in Geobyte (Leonard, 1986, 1988) suggested that geographic information systems will be the next major computer programs to be adopted by the mineral industries. As far- back is 1985, the Computer Oriented Geological Society (COGS) printed An Introduction to GIs in their newsletter (Katz, 1985). About 20 years ago, a revolutionary idea occurred in the world of business data processing. It was the idea that all related data be stored in a standard format, in a single place and that all related computer application programs would use the same data.

This paper describes six basic stages between perception and production for a new sand and gravel deposit. Sand and gravel, like many of our natural resources, is taken for granted. It is assumed by John Q. Public that because sand and gravel is ubiquitous that it is available whenever and wherever needed - so long as it does not have to be mined in his neighborhood. This idea illustrates one of the enigmas of the industry, the fact that sand and gravel is abundant; however, its availability is another matter. Another problem is that this resource falls in the category of high volume, low profit materials; therefore, transportation costs are critical. Transportation roughly doubles the cost of these materials. It is not difficult to find sand and gravel, at least in Michigan. The problem is to locate a new source close to a market, near an adequate transport route (usually a highway) and in an area which will allow mining.

Rheological models are widely accepted as a means of describing the mechanical behavior of geologic materials. It has been found, however, that rheological models developed for a specific stress level on the basis of linear visco-elasticity generally are not satisfactory at other stress levels. It has been suggested that the parameters of such models should be functions of stress level (Hardy, 1965; Kim, 1971). In this paper, continuous functions of stress have been utilized to obtain the required variation of Burgers model parameters with stress level. The model developed using these functions provides a constitutive relation which reflects the real time-dependent behavior of rock materials. The new model is capable of predicting the creep behavior over a wide range of stress levels and also predicts mechanical behavior under different loading condition (e.g. constant stress rate). It is also interesting to note that the mechanical behavior of individual elements in the model appear to reflect the different stages of brittle fracture in rocks (Bieniawski, 1967), namely; crack closure, elastic deformation, stable fracture propagation and unstable fracture propagation.

An investigation an4 analysis of slip/fall accidents specifically pertaining to underground coal mines was conducted. From a population of 751 accident reports, three major sources of injury which account for over 80% of the incidents have been identified. The specifics of this study are presented in this paper. Based on the results, several recommendations are made to reduce such accidents in underground mines. In addition, a brief discussion of the slip-hazard analysis laboratory at the University of Utah, which will be useful in future analyses of these accidents is presented. Work in this facility includes the simulation of certain mining activities in a controlled setting. Foot forces are measured and work methods subsequently developed to minimize the slip potential of these activities.

INTRODUCTION Contemporary underground transit systems often require cross sections which are not adaptable to shield tunnelling. Due to the frequently large dimensions of these cross sections, which are normally situated at shallow depths and in soft ground, full face advance is not feasible because of ground control and construction requirements. Ground deformation and face stability are controlled by "staged excavation", which consists of sequentially driving smaller, specially arranged, individual headings hence avoiding full-face excavation. Shotcrete is normally used for initial support and these tunnels are frequently described as applications of the New Austrian Tunnelling Method (NATM). Figure 1 illustrates the relative size of large cross section tunnels with respect to conventional shield tunnels. Within the scope of this paper, &apos;large&apos; cross sections are defined as those whose continuous (i.e., without intermediate pillar support) cross sectional excavated area exceeds 60m2. This definition includes most double track highway, railway and subway tunnels, subway stations and some single track railway tunnels. Excavation schemes which have been more frequently used for continuous cross sections (i.e., with no intermediate pillars) are presented in Figure 2. This classification is an extension of that presented previously by Eisenstein et al. (1986). The symbols used for classifying the excavation schemes are formed by the letter T (for "type"), followed by a number, which represents the number of excavation stages fully embraced by a shotcrete ring, termed "cells" by Lessmann (1986). The algorithm presented in this study determines the combination of fans that provide all working districts of a mine with predefined airflows at the minimum operating cost. It is based on an existing ventilation simulator, VNETPC, and a set of linear equations associating fan pressures and the added resistance of regulators. Two assumptions are undertaken: (1) fan locations are predetermined and (2) the number of working districts is equal to or greater than the number of fans. By means of this algorithm, the optimal solution to an n fan ventilation system may be found after n + 1 simulation runs.

A high-strength, industrial-grade membrane filter- cloth capable of high flow rates and sub-micrometric particle retention has been developed. A filtration system using this filter- combined with special filtration techniques and using tubular-filters makes possible the filtration of many difficult-to-jilter slurries. Small, discrete, slowly-settling particles are formed into filter cakes that when pulsed of the membrane filter cloth do not redisperse but settle rapidly to form a dense filter under- flow. A positive separation of solids from liquids is obtained.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the United States could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the United States, with Australia&apos;s internationally respected VALMIN Code providing the benchmark. In the United States, the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its 1981 rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The United States is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia&apos;s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the United States should work jointly on updating VALMIN for global use.

A lyometallurgical process for extracting copper from an ore containing chrysocolla by leaching it with a kerosene solution containing LM 63 in the presence of small amounts of aqueous ammonia is described. The experimental results indicate that 70 to 75 percent of the copper can be extracted from the ore using an ammonia content that is about one-fourth the stoichiomeaic quantity required to leach copper in an aqueous leaching system. The rate of copper extraction was found to be a function of particle size, ammonia concentration and temperature. The large quantity of physically adsorbed water together with ammonia in the pores of chrysocolla provides a mechanism for the transport of copper to the external surface of the particles where it is complexed by the LM molecules and transferred into the organic phase. When size reduction accompanies leaching, the extraction process was found to proceed when only "trace" quantities of ammonia are present in the system. The kinetics of the extraction process appear to be controlled by a mixed (reaction and diffusion) mechanism.

In April 1986, FMC- Paradise Peak Corporation began milling at the Paradise Peak Mine, which is located eight miles southeast of Gabbs, Nevada. The mill processes about 4DOO tons per day of ore through the mill and cyanide leaching circuit. Gold and silver are recovered via the Merrill-Crowe zinc precipitation process. Tailings are routed to a tailings pond located about one half mile southeast of the mill facility. The pond, lined with 60 mil MDPE, was 25 acres at the start of the cyanide detoxification, covers 90 acres and will ultimately cover 180 acres. Solution is reclaimed from the pond and circulated back to the mill.

The use of graphite in industrial applications is one of the oldest in the world. Yet, it is one of the fastest-changing technologies today. Graphite was first used centuries ago in developing writing instruments and as a raw material in crucibles used in melting metal. Today, graphite is used in some of our most demanding industries. These include aerospace, electronics and automotive applications. Graphite usage has historically been split between the natural and synthetic forms. Figure 1 shows the breakdown of natural graphites and synthetic graphites used. The usage of natural graphites and synthetic graphites is split fairly evenly, although the applications are quite different. Figure 2 shows the breakdown of applications using natural graphite. The largest application is the refractory industry. This includes refractory brick and plastics, crucibles, shrouds and other refractory parts. This main application uses roughly 50% of all natural graphite. The refractory industry is an important application for natural graphite. However, the refractory markets have been struggling for several years. As demonstrated in Fig. 3 (Semler, 1996), the production of refractories in tons per year has declined by more than 32% during the last 25 years. Refractory prices have actually risen on a dollar per ton basis during that same period as the product mix has shifted to the value-added side. Raw material and production cost increases, inflation and other related costs have kept profitability at low levels for the industry. Furnace linings that once lasted 1,000-2,000 heats now last 8,000-12,000 heats. This means that tonnage requirements have gone down and quality requirements have gone up for graphite suppliers. Therefore, new opportunities and applications must be developed if the graphite industry is to grow. Synthetics are the other major forms of graphite. There are two forms of synthetic material currently used. One is the traditional type. It is made from the turnings of graphite electrode production. The second was developed in the mid-1970s in response to a shortage of conventional synthetic graphite. This occurred by a breakthrough in thermal technology. This new technology purifies, desulfurizes and graphitizes petroleum coke on a continuous basis at temperatures of more than 2,500° C (4,532° F). This product is called desulfurized petroleum coke (Desulco). It now accounts for about half of the synthetic type material used in the United States. Figure 4 shows the breakdown in the use of synthetic types of material by application. The largest requirement is for use as a carbon addition in iron and steel. This is followed by alkaline batteries and friction materials. Current technological opportunities New opportunities for graphite products are now being developed. These new areas are made possible due to the advances in graphite thermal technology. The ability to purify and modify graphite and carbon products is the key to future growth in the graphite industry. New, higher-purity, more consistent graphite products are leading to enhanced performance in current applications. They are also opening the door to new applications.

Dangerously high stress areas can be controlled by proper mine planning and/or destressing. This paper reviews practical methods to detect and destress high-stress zones along coal faces. The US Bureau of Mines investigated stress-related burst problems and destressing efforts at a cooperating mine. Laboratory tests of the drilling yield method for high stress detection were conducted to determine the correlation between the volume of cuttings obtained and the magnitude of the applied stress. A three- dimemiom1 computer modeling program was used to evaluate the effectiveness of stress relief methods.

The 28th annual American Mining Hall of Fame Awards Banquet and fundraiser sponsored by the Mining Foundation of the Southwest will be held at the Marriott University Park Hotel, Tucson, AZ on Saturday, Dec. 4, 2010. The Mining Foundation of the Southwest is a nonprofit organization whose objectives are public education about the mineral industries, and recognition of outstanding accomplishments in and contributions to the fields of mineral and fuel resources. Funds are being raised to the support the foundation?s educational programs. Among these is the Educational Outreach Program operated jointly by the foundation and the Arizona Department of Mines and Mineral Resources.
