Testing methods are described to help in decisions of selecting the most viable comminution circuits. The authors present a comparison evaluation based on numerous studies to help make initial choices for feasibility evaluations. An update summary of completed Bond grindability and Abrasion Index testwork at Allis-Chalmers Process Research Test Center for all materials is included. "What is the best circuit to comminute primary crusher product to make beneficiation feed?" This frequently asked question has the implication that there is one circuit which is universally the right circuit. The answer has been sought ever since it has been necessary to break rock to liberate entrapped mineral values. With every new contribution to the art and the science of comminution, the scope of the discussions broaden. It is not even possible to define what the abstract term best means.

INTRODUCTION Much of present fracture toughness testing con¬cerns chevron notched specimens (Newman Jr., 1984) since these, in principle, require neither fatigue precracking nor more registration than failure load to determine fracture toughness. Two such specimens which can be made from diamond drilled rock cores with minimal machining are the Short Rod (Barker, 1977) and the Chevron Edge Notch Round Bar in Bend¬ing or CENRBB Specimen (Ouchterlony, 1980). Even if the precracking property is especially valuable for a material like rock, practice has made the relative advantages of these chevron notched specimens much less apparent (Ouchterlony, 1982; Ouchterlony and Sun, 1983). Enough remains, however, to have the Commission on Testing Methods of the International Society for Rock Mechanics (ISRM) focus on them as standard configurations in a "Suggested Method for Determining Fracture Tough¬ness of Rock Material", which is in preparation. This paper presents material which supports the ISRM effort: 1. An experimental compliance calibration of the Chevron Bend (CENRBB or CB for short) and re¬sulting formulas. 2. Specimen tolerances, evaluation formulas, and loading rate requirements relating to both Short Rod and Chevron Bend Specimens of suggest¬ed standard proportions. 3. Some fracture toughness values obtained with the Chevron Bend Specimen. This material is mainly based on two reports (Ouchterlony, 1984 and 1985). A near-surface body of readily available Na-montmorillonite is located about 24 km (15 miles) southeast of Fallon, NV. The clay, which forms an irregular deposit about 4.8 km (3 miles) long, lies in altered rhyolite within a fault zone. The clay is similar to Wyoming bentonite but is less uniform in composition and contains less MgO and more Fe2O3 in its crystal structure. The clay interlayer cation population can be estimated by using a modified DTA procedure. With selective mining, the industrial properties of the Nevada clay are adequate for use as drilling mud, in foundry applications and as a sealant for hazardous wastes and canals.

The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice (USPAP) and the Australian VALMIN Code to a complex mineral property appraisal assignment and previously to some modest assignments. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others and information and statements required from the client under the VALMIN Code. The exercises highlighted many positive features of both sets of standards. However, the author concluded that, without modification, VALMIN is incompatible with USPAP and the US regulatory environ¬ment. The author found that VALMIN violates US legal decisions regarding real property appraisal due to its requirement to include many items of business value. The US Securities and Exchange Commission's prohibition on reporting quantitative resource estimates proved to be a severe problem under VALMIN. Some VALMIN requirements could not be met due to the extent and quality of documents specified. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed. Management considerations for complex mineral-property appraisal assignments are also presented.

The copper market has become highly competitive around the world; therefore, operations efficiency is a must for copper producers. AMAX Coal Company's Belle Ayr coal dryer is the first industry attempt to commercialize sub-bituminous coal drying which has been the subject of laboratory and pilot plant tests for almost two decades. This paper presents the historical background, construction, start-up and operation of this adaption of fluidized bed coal drying technology to Powder River Basin coal. The flowsheet and operational problems encountered during plant start-up are discussed together with general material balance and product quality.

"A gold bearing pyrite concentrate was treated at the demonstration scale (15 t/d) for the extraction of gold using a cyanide-free process. The pyrite was depressed in the flotation circuit in order to promote the flotation of copper and to achieve a sufficient copper grade to meet the copper smelter criteria. However, the recoveries of copper were 80% and only about 50% for the gold was found in the copper concentrate. The balance of the gold (50%) and copper (20%) contained in the pyrite concentrate as a reject from an overall flotation circuit. The gold grade in the pyrite concentrate is 5.40 g Au/t and copper about 0.77%. About 170 tons of pyrite concentrate were processed in the DST demonstration plant. The concentrate was first oxidized using a fluid bed to produce a calcine. Copper was then extracted as copper sulphate using diluted sulphuric acid. The residual solid was submitted to the DST chlorination process for gold extraction. Thereafter, the gold was recovered from the pregnant brine by precipitation over silica using DST proprietary process. The maximum gold recovery by chlorination was 90%. The average gold recovery by cyanidation of these calcines was 71%. INTRODUCTION Dundee Sustainable Technologies (“DST”) has developed a chlorination process as an alternative to the conventional cyanidation process for the extraction of precious metals from ores or concentrates. The technology offers viable and efficient gold recoveries and the ability to handle refractory ores and contaminated material (As, Hg, etc..). The process was successfully demonstrated on hundreds of samples provided by various mines, exploration and development projects and has evolved from laboratory experiment to demonstration at an industrial scale. DST’s chlorination process operates in a closed loop circuit, which implies that no liquid effluents are generated. The chemistry and process design allows precious metal deposits containing base metals to be treated viably. The tailings from the process are inert and non-toxic, sulphide depleted and thus non-acid generating. The efficiency of the process has demonstrated excellent gold recoveries within a fraction of the time needed for cyanidation to obtain similar results. The company completed in 2015 the construction of the first industrial demonstration plant operating with the DST technology. The plant has a capacity of 15 tons per day of mineral concentrate, and the ability to extract gold and silver utilizing DST chlorination technology. DST has tested its chlorination technology at demonstration scale on the refractory pyrite concentrate containing 5.40 g Au/t and 0.8 %copper. This auriferous pyrite concentrate, was by-product of copper concentrate respecting the copper smelter norms, is produced in a country where cyanide is prohibited and refractory to cyanidation. The pyrite concentrate was initially processed successfully (gold recoveries: > 90%) by the DST technology at laboratory (2011: 20 kg) and pilot (2014: 5 tons) scales to extract gold. About 170 tons of this pyrite concentrate were processed in the DST demonstration plant located in Thetford Mines."

This paper describes the practical aspects of handling cyanide leach tailings. Alternative systems for cyanide destruction are briefly discussed. The provision of adequate retention time to allow natural degradation of cyanide during summer months is the most economical method of cyanide destruction. Cyanide in ground- water can frequently be both persistent and mobile, so that tailings basins should be designed to limit seepage. Common methods for limiting seepage are presented. Other aspects addressed are water balance, winter operation and abandonment of cyanide tailings systems. A case example of the Cheni Gold Mines Lawyers Creek Project tailings handling system is presented.

Aside from a lower cost than for other treatment agents, limestone has the advantages of easy storage and effectiveness even when impure and in slack sizes. Limestone incorporated into waste piles in layers or as riprap can inhibit acid formation; limestone rubble packed in a mine entry offers promise in formation of a low-cost autogenous resilient seal.

My subject Is Industrial Relations. Thus, I may appear as an intruder at this annual meeting of the Society of Mining Engineers. But I am no more an intruder here than is Industrial Relations in the day-to-day functioning of an engineer either in a staff or a line job. Engineers deal with people, as well as with blueprints, organizational charts, production data, etc. Where you have people, you have emotions, gripes, wants - real or imagined. Or you may just need some people or, at the other end of the pole, you may want to free yourself of people. But whether it is the wants or the needs, the pleasant or the unpleasant aspects of dealing with people, an Industrial Relations Department within an organization is there to help with these human relationships. This is the point for a definition of terns. Reference has just been made to "dealing with people? and to "human relations." This is, precisely the area in which Industrial Relations operates in the western Mining Divisions of Kennecott. In other organizations, what we refer to as Industrial Relations, may be called personnel relations, personnel administration, employee relations, or labor management relations. In our opinion the term Industrial Relations is best descriptive of the activity because it embraces the broad field of human behavior, reactions and satisfactions growing out of an individual?s entire employment relationship including his hiring, his lifetime on the job, and his termination. This is an individual?s industrial life. However, despite the use of the word "industrial", we are ever conscious that Industrial Relations is limited to human relations. Operational activities and decisions relating to the mining, milling, smelting and refining processes are for the line organization. The Industrial Relations interest in these line organizations activities and decisions relates only to the impact they nay have on employees - on people generally within the organization.

One of the fundamental precepts of experimentation is the isolation of a single variable to quantify its individual effect. Unfortunately, the variability of natural rock joints has frustrated such isolation. This variability and the high cost of securing a large member of natural joints has lead to increasing experimental dependence on stage shearing, artificial tension fractures and/or model materials. The new apparatus described herein allows for the first time replication of real joints with field scale asperities. It employs a diamond band-saw blade with computer controlled feed table to cut joints with high precision. The feed system is capable of placement to tolerances similar to those of a high quality computer plotter. The accompanying software allows the table to cut any desired joint shape (repeating or non-repeating) within certain, over-all size limitations. Resulting joint surface dimensions and roughness as well as shear resistance indicates that the joint surfaces are reproduced with a precision similar to that possible for the control of other experimental variables such as normal and shear forces.

This paper provides a summary of the studies performed over a period of more than fifteen years by the Italian National Research Council's Mineral Processing Institute in Rome to develop applications for the use of chelating reagents in the flotation of metallic minerals. A description is given of the various phases through which the studied progressed, starting with the combined use of commercial chelating reagents and a neutral oil and then moving on to the synthesis of new long-chain chelate collectors for the flotation of sulphide and oxidized Pb, Zn and Cu minerals. After a series of preliminary tests which confirmed the possibility of floating various metallic minerals with commercial reagents containing chelating groups exerting specific action on given cations, the studies were addressed to the development of a theoretical method of choosing chelating groups that exert selective action on one metallic mineral rather than others. The theoretical approach was based on thermodynamic data concerning the chemical equilibria in solution. The validity of the method has been proved in numerous cases by flotation tests on pure minerals. Subsequently the research was directed towards the design and synthesis of reagents with a mixed aliphatic-aromatic structure containing chelating groups for Pb and Zn and an alcoxyl chain of various length, position and configuration. The flotation results obtained on oxidized and mixed Zn-Pb ores provided interesting pointers for designing the nonpolar portion. The structural criteria identified via these studies were interpreted on the basis of chemical and steric considerations. A description is given of a new synthetic chelate collector which is effective in the selective flotation of Cu minerals from complex sulphides. The fact that this reagents is more selective than xanthate is demonstrated by comparative flotation tests on actual ores.

With the signing of the North American Free Trade Agreement (NAFTA), Canada, the United States and Mexico entered into an international experiment in economics amid a cloud of controversy that still lingers. Central to the controversy are the disparities in wages that exist among workers in the signing countries. Wage surveys completed by Western Mine Engineering show the degree of disparity that exists among the mining industries of those three countries. Labor costs constitute 30% to 50% of operating costs. So these wage differences are a matter of interest to the mining industry. It is unclear how much of a factor they are in determining where companies search for and develop new mines. That depends on where minable deposits are expected to be found. However, a deposit that may not be minable in the United States or Canada may be minable in Mexico because of lower labor costs. Some adjustments are anticipated for the Mexican mining industry if and when its wages begin to approach comparability with US and Canadian wages. Table 1 combines the results of four recent surveys. It lists benchmark wages for mining job titles common to all the countries. About 220 mines are covered by the combined surveys. Canadian miners' wages, converted to US dollars, are typically 75% to 95% of US wages, while Mexican miners' wages are less than 10% of those in the United States. Table 1 also shows that wage disparities are not confined to international borders. In fact, the difference in average wages between the US coal industry and the US metal and industrial mineral industries is greater than between the Canadian and the US mining industries overall. Table 2 shows that managerial, technical and administrative salaries show similar, but less pronounced differences among the three countries. Salaried personnel at Canadian mines earn 80% to 90% as much as their US counterparts, while those in Mexico earn 20% to 30% as much. Here again, average US coal salaries exceed average salaries for the US metal and industrial mineral industries.

In 1961 Lerchs and Grossman presented a method, based on graph theory, to determine the optimum ultimate pit limits for an open-cast mine. At the same time they demonstrated a dynamic programming algorithm for the optimum pit limits for a two-dimensional open-cast mine. Since then many methods for determining optimum limits for three-dimensional mines have been programed, and even more have been reported in the literature. The methods include computer "simulation" of the manual methods used by engineers, the development of sets of conic sections and fitting to exclude overlap, integer linear programming (and its equivalent network flow model), and dynamic programming. Many of the methods do not guarantee optimal solutions but seem to satisfy the user. Other reported methods have never been applied, partly because they did not yield optimal solutions. We have developed a three-dimensional dynamic programming algorithm which requires a single pass through the data. Large problems can be solved on a small computer because only a small part of the data is required at any time. In this paper we will review the state of the art and to demonstrate the connection between linear programming (and network flow) models and the dynamic programming method.

In an effort to improve flotation efficiency of the domestic minerals industry, the US Bureau of Mines conducted research to measure the improvement provided by fine bubbles on the flotation of fine-sized particles (minus 20- µm, minus 625 mesh). The turbulent velocity distributions of the fluid within the flotation cell were measured as a function of time and position and used to increase the precision of a fine-particle, turbulent-flotation model. For the mineral system tested, improved flotation response was obtained in the laboratory testing with small bubbles and intense agitation. These results matched the model's predicted response.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. The philosophy, strategy and techniques of successful marketing of talc, differ sharply from those applied to most other mined products. Unlike non-ferrous metals, there are no commodity exchanges to facilitate the transfer of goods. Unlike iron ore and some non-metallics, assured markets by means of long term contracts are practically non-existent. Talc must be sold and sold and sold again. The normal channels of talc distribution are almost identical to those used, by the chemical industry. These consist of a blend of producer marketing staff, field technical service, and sales force; and independent chemical wholesalers. Like the term "chemicals", there is tremendous product diversity contained in the rather loose expression "commercial talc". Certain kinds of talc, processed in conventional ways, are regarded as commodities by the consumer. That is, that material from one source or supplier is considered to be effectively interchangeable with those available from a number of other areas and producers. Under such conditions, lowest delivered price, quickest delivery, and best, customer service, are the key factors in a successful sales effort.
