ACTIRED is a new process for gold and silver elution from activated carbon based on the addition of hydrazine, needing no extra investment and which generates a systematic increase in elutions kinetics. This process either operates at a lower temperature and maximizes financial gain or reduces elution time or operates at a compromise between these two options taking into account the needs of each plant. Modeling uranium mine radiation control methods and natural environmental radon variations is an extremely complex endeavor. A number of authors have examined particular facets of the problem and have proposed models for their area of interest. Bureau of Mines personnel brought together many of these individual studies, and from them have attempted to develop a coordinated plan for modeling radon daughter concentrations in the uranium mine environment. British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

The world has seen unprecedented economic changes in recent years, starting with the stock market collapse of 2008 and the great recession that followed. With these changes, the mining industry, like others, has been forced to find ways to adapt to the shifting and sometimes volatile conditions. It has been a bumpy ride that has not been easy. Prices for most commodities have been in a decline in the past several quarters ? albeit still well above the average prices of 10 years ago ? as the costs of production have been on a steady incline for the past 10 years. Adding to the concern was the report in April that China, which had grown at an average pace of 10 percent/year, for the past decade, slowed to less than 8 percent gross domestic product (GDP) growth this year, catching many off guard. Even gold, once the safe haven for investors during rocky times, stumbled in April of this year, losing 7 percent of its value in two days. So what?s an investor to do ? and how can companies still attract financing? For the first time in 10 years, SME, in conjunction with the New York Local Section of SME, attempted to clear the waters of the mining finance sector with a conference focused on ?Current Trends in Mining Finance.? Held at City University of New York, Graduate Center, April 29-30, the two-day conference attracted 148 attendees and was intended for senior executives and mining industry specialists, covering a range of important topics and trends through 17 panels with about 50 speakers. The presentations came from representatives from some of the most influential companies in the mining and financial sectors, including Citi, Nomura, Societe Generale, Caterpillar, Newmont Mining Corp., Ernst & Young, Export Development Canada (EDC), KPMG, HSBC, Tocqueville Asset Management, BNP Paribas, Revett Minerals, Royal Gold, Environ and ERM.

Extensive exploration has resulted in delineation of a massive sulfide district on the north flank of the east-central Alaska range. The district covers approximately 400 mi2 and contains numerous stratiform, transposed and some replacement type sulfide deposits ranging in size from less than 1 million st to 20 million st. Five types of ores were sampled for the study. Mineralogical analysis revealed that the minerals are too fine grained for conventional grinding and beneficiation. Hydrometallurgical studies were conducted using ferric chloride as a lixiviant. Ore microscopic studies as well as electron microprobe analyses of minerals in the raw samples and leach residues explained the low recoveries for certain elements as well as sources of impurities that need to be eliminated from the process streams.

The basic principal in the ISL process involves the recovery of metal values by moving fluids through rock instead of moving rock. The process combines surface and sub-surface operations, with the economic performance controlled by four major factors; rates of fluid injection and production from wells; the rate of mineral solubilization; the volume of rock swept by the fluid; and the volume of solution processed through the system. This paper discusses various technical and economic parameters affecting these four factors and how they impact project costs.

This paper describes a study of the influence of non-normal loading on the indentation behaviour of single bit-teeth. Indentation experiments have been performed on a soft, isotropic limestone using both sharp and blunt 60 degree wedge-shaped indentors constrained to penetrate the rock at 0, 15, and 30 degrees to the rock surface normal. For both sharp and blunt indentors, the normal force required to produce a given normal penetration decreased as the offset of the penetration direction from the rock surface normal increased. The crater volume produced by a given normal penetration with the sharp indentor was largely independent of the penetration direction. In contrast, the crater volume produced by the blunt indentor was increased markedly by non-normal penetration at small penetration depths, because the threshold penetration for chip formation decreased with non-normal loading. The crater volume produced by a given normal force was significantly increased by non-normal penetration, and this increase was particularly pronounced with the blunt indentor. The energy required to form unit crater volume was correspondingly reduced by non-normal indentor penetration. A simple method for predicting the reduction in the rock's resistance to chip formation is outlined, which is supported by the experimental data. The implications of these findings for rotary drilling are considered.

The dilemma of a numerical analyst not only concerns the problem of modelling the non-linear behaviour of intact rock, but also the non- linearity contributed by structural discontinuities. In this light, it is the intention of this paper to examine some aspects of the non-homogenity and structural discontinuities of rock and incorporate this behaviour into boundary element numerical solution. Non-homogeneous material is considered piecewise, thus homogeneous and is modelled by using sub-regions. The Mohr- Coulomb failure criterion is employed to model the non-linear behaviour of the major discontinuities. A computer program is developed based on the procedure for combining the direct boundary element method and the displacement discontinuity method. A linear element type is employed in the formulation of numerical solution. The computer program is used to study the stress distribution in a gold mine.

Many investigators conducted surface force measurements between hydrophobic surfaces in water, and observed attractive force that was substantially stronger than the van der Waals attractive force. The excess force was appropriately referred to as “hydrophobic force”, for which many different theories have been put forth by numerous investigators. In an earlier publication (Yoon and Ravishankar, 1996), it was suggested that the hydrophobic force maybe due to the interaction between the large dipoles created by the surfactants adsorbing on solid surfaces in patches (or domains). In the present work, a mathematical model has been developed to further elaborate the theory.

"Slope performance monitoring, dependable operational practices and ongoing collection of geologic data in openpit slopes all provide valuable information for quantifying potential steepening of subsequent slopes. Mining at the Goldstrike openpit has been ongoing since the early 1980s, having its share of slope instabilities. In areas where slopes have remained stable, consideration has been made for potential slope steepening of final walls.While technology can be efficient, interesting for collecting needed data, slope design fundamentals based on that data can be applied to create much added value.With the proper available equipment, steepening of bench face angles via presplit blasting is not an uncommon method for steepening of interramp slope angles. As an alternative at Goldstrike, the commonly used Modified Ritchie Criteria for empirical catch bench width has been adjusted, resulting in quantified, rock-specific formulas for bench width and rock fall berm placement. The result is an inter-ramp slope angle increase of 2° on a 305- m (1,000-ft) high slope, without the necessary purchases and procedural changes that would be required for presplit drilling and blasting. The result has shown significant net benefits through reduction in mined waste tons and an increase in gold reserves.LocationThe Goldstrike openpit is located in the Great Basin, on the northern end of the Carlin Trend gold belt in northeastern Nevada (Fig. 1). The mine has produced more than 1.2 kt (43 million oz) of gold during the past 30 years."

Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

The electrochemistry of sphalerite and chalcopyrite was investigated under both open-circuit and applied potential conditions. Emphasis was placed on the selective dissolution of sphalerite from a mixture of sphalerite-chalcopyrite flotation concentrates as a function of applied potential, acid concentration, pulp density, and time. Morphological studies using a scanning electron microscope (SEM) were also carried out with chemically leached, galvanically leached, and unleached surfaces of sphalerite and chalcopyrite. Selective dissoulution of sphalerite could be achieved if the mixed chalcopyrite-sphalerite concentrate slurry was maintained at a negative applied potential of -0.4V (SCE). Probable mechanisms involved in the selective dissolution of zinc are disscussed.

The mining method at the Cannon Mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill prior to pillar removal. The dimensions of the pillars, 24 feet wide by G5 to 95 feet high, re-quire careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good-neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, minimize well damage, and minimize ground vibration.

Platinum group metals (PGM) are often found in close association with arsenide and sulfarsenide minerals in copper-nickel bearing gabbroic rocks. Major losses of platinum in flotation have been attributed to the susceptibilities of the arsenic minerals to oxidation and subsequent losses of their recoveries in cleaner flotation stages. The use of a nitrogen atmosphere in grinding and in flotation, the effectiveness of activation for improving their floatabilities, and the role that electrochemical interactions play not only between grinding media and minerals, but also among different minerals, are discussed.

Research and experience have demonstrated that the operating conditions of the flotation process are reflected in the froth?s appearance. Despite recent advances in image analysis and several algorithms developed for froth flotation, there still is not a comprehensive algorithm to accurately determine bubble features from actual froth images. Being able to accurately and automatically measure bubble size distribution is an important requirement for optimization and control of the flotation process. Segmentation is one of the most effective approaches for accurately determining the bubble size distribution. In the present study, a new bubble segmentation algorithm, which utilizes an adaptive marker-based watershed transform, is proposed to measure the bubble size distribution from froth images. The developed algorithm is validated using some industrial scale froth images from flotation cells at different duties.

INTRODUCTION Denmark is a small country with a population of about 5.5 million in the north of Europe. A substantial part of Denmark consists of islands, and the Danes have been familiar with ferry links between their islands for ages. However, their wish for fixed links has resulted in the con¬struction of bridges between most of Denmark's islands in this century. (Fig. 1) A fixed link across the Store Belt or Great Belt, Denmark's most important waterway bet¬ween the island of Fyn and main island of Sjaelland, on which the capital of Copenhagen is situated, has remained to be constructed hitherto. In 1987, the Danish government decided that the Great Belt should be crossed by a fixed link, incorporating a two-track railway line and four-lane motorway. The Storebaelt Forbindelsen AS, a joint stock company in the sole ownership of the Dan¬ish state, has been established for the purpose of planning, constructing and operating the Great Belt Link. The company will refinance the construction project by charging toll to the motorway users and fees to the state railway. Here it should be mentioned that Denmark and Sweden are about to jointly realize the fixed rail and road link across the Øresund or The Sound between Denmark and Sweden on the basis of the realization model of the Great Belt link. At present, the project is at the com¬petitive tendering or contract awarding stage. In the near future, also the third fixed link of comparable extent, that is the crossing of the Fehmarn Belt between Denmark and Germany, will go into the decisive projecting stage prob¬ably in conformity with the aforementioned pattern. Going back to the Great Belt, it should be noted that this fixed link involves three exten¬sive sections and has been under construction since December 1988.
