Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

This laboratory work presents a study of the effect of ultrafine grinding on the gold recovery of a highly refractory gold concentrate. The particle size of the concentrate was P80 = 46 µm and the main species present were quartz (28.58%), dolomite (25.63%), pyrite (20.93%), arsenopyrite (15.39%) and 112 g/t gold. After optimizing hydrated lime and lead nitrate additions, standard cyanidation with 1% NaCN, pH = 12.3, 25% S/L permits to recover only 9.4% of the gold. Different particle sizes were submitted to cyanidation. When the concentrate was ground to ultrafine sizes (P80= 4.6 µm), the gold recovery for the same cyanidation conditions increased to 67%, with cyanide consumption of 66.7 kg NaCN/t. Additional tests were performed in order to reduce the cyanide consumption. The reduction of the cyanide concentration in the leaching solution from 1 to 0.5% and the addition of 100 g Pb(NO3)2/t allowed the reduction of the cyanide consumption to 27.6 kg NaCN/t (58% reduction), while maintaining the same gold recovery of 67%. The remaining gold could be present as very fine inclusions or in solid solution in the matrix.

The Forestry Reclamation Approach (FRA) specifies that the upper 1.22 m of material on the reclaimed surface should be left as uncompacted as possible to facilitate tree root growth. One of the main concerns about applying the FRA to steep slopes is that the upper 1.22 m of material could cause the reclaimed slopes to be unstable. Successful application of FRA on flat and rolling surfaces precipitated this investigation. Details of a field investigation conducted at a steep-slope mine are available in an earlier publication (Kumar and Sweigard, 2011). A total of 70 survey monuments were driven into the slope in a regular pattern to monitor slope movement. Quarterly surveys of the monuments were done to quantify any type of mass movement either horizontally or vertically. The methodology proposed for slope movement was verified using numerical models. Analytical models based on limit equilibrium technique and numerical models based on the finite element method were developed for slope stability analysis. The limit equilibrium analysis was done using Geo-Slope software following the Simplified Bishop Method. The finite element (FEM) numerical model was developed using the Plaxis computer program following the strength reduction technique. Two kinds of slope stability analysis were performed: first with the top 1.22 m of loose material and second without top loose material. Finally, the field investigation results were compared with stability analysis results. Both of these approaches showed that application of the FRA on steep slopes is not causing any significant instability problems that would not exist otherwise for overly steepened slopes. The upgrading project for two hydropower plants in Slovenia, Europe, requires two new pressure tunnels: Plave II (5.9 km Flysch) and Doblar II (3.6 km Limestone). It is the worldwide largest application of the Double-Shield TBM technology combined with an extremely thin-walled monoshell honeycomb lining system. The first drive has been completed by end of June 2000 achieving best performances of 50m/d and almost 1,100m/mth. In September 2000 the TBM started the second tunnel without any required adjustments due to geological or other reasons. Another 52m/d have been bored already within one production day of two 8 h shifts achieving a maximum penetration rate of more than 6m/h. The completion of the Doblar drive can be expected by February 2001.

Everybody has an opinion what the quality of a grinding mill head casting should be, yet extremely few take the time, or get the opportunity, to compare their opinions against fitness-for-purpose data. The real question is not how flawless the casting should/could be, but rather how long will ?this? casting survive in operation. To validate an opinion on this topic one needs either extensive historical data, or comprehensive experimental data, or preferably, a combination of both. The same data can also be used to establish the conservativeness, or lack thereof, of analytical prediction methods.

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. More than 70 km of main line and service tunnels have been excavated to date for crossing the Apennines between Bologna and Florence. A new design and construction approach, known as Analysis of the Controlled Deformation in Rock and Soils, (ADECO-RS), was adopted to tackle the extreme heterogeneity of the ground and the particular stress-strain conditions. The goal of this system is to obtain constant and predictable full section advance rates, even in very poor geology, with the highest possible level of safety and reliability. The execution of this gigantic project required the mobilization of 21 job-sites, with the concurrent operation of 30 excavation headings. The global production rates confirm the high quality of the design and the high level of industrialization reached during the construction stage, levels not previously obtained in similar conditions, using other approaches such as NATM.

Imaging is a fundamental requirement when characterizing minerals, ores and related products. Images are used for presentation, texture analysis, characterization, image analysis, identification, etc. The image mode that is utilized is dependent upon the application, mineral properties and available instruments. Different instruments produce images that display different features; in order of increasing complexity they are: hand specimens, a non-polarizing microscope, polarizing optical microscope, scanning electron microscope (SEM), low vacuum SEM, microprobe, secondary ion mass spectrometer, staining, cathodoluminescence, tomography and others. Image analysis uses images produced with either an optical microscope or a SEM, but the SEM images are superior in this application.

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

The Päijänne Tunnel is being constructed to conduct raw water from Lake Päijänne to the Helsinki Metropolitan Area. The length of the tunnel will be 120 km and the cross-sectional area is 15.5 sq m. Excavation started in 1973 and will be completed in 1982. 94 km of the tunnel have been constructed from Lake Päijänne towards Helsinki. The construction has advanced according to plan, and due to Finland's hard bedrock there have not been any great surprises. When completed, the tunnel will meet the water requirements of the Helsinki Metropolitan Area for a long time in the future because, with a free fall of 36 m, 9.6 cu m/s of water can be conducted through the tunnel from Lake Päijänne to the Helsinki Area. With pumping it will be possible to obtain a flow of 15 cu m/s, although at first the discharge will only be 5 cu m/s. The tunnel was partly taken into service as early as March 1979 when it was possible to conduct water to the municipalities north of the Helsinki Area. It is already possible now to conduct water to Helsinki, too, but from the Korpimäki pumping station onwards it must be done through the River Vantaa, which is polluted. When the tunnel is completed in 1982, good quality water can be conducted from Lake Päijänne to the Helsinki Metropolitan Area through a continuous rock tunnel. The cost estimate in 1973 was $ 88 million while it is now $ 90 million notwithstanding high inflation. AREAS NEEDED FOR CONSTRUCTION The areas needed for construction were bought through voluntary deals. Areas of 4 - 5 hectares were bought along the tunnel line at about 5 km intervals. The excavation of access tunnels was started from these places, and the crushed rock from the main tunnel was also transported there. However, it was not necessary to buy the area

A glance at the accompanying table reveals that for the first time in many years the industrial minerals field did not post significant gains in production. Gypsum, cement, sand and gravel, and crushed stone production-which are very sensitive to construction industry performance-barely managed to stay even, or in fact, declined slightly. Even barite production, in spite of increased oil and gas drilling, was off 5% in 1979 from 1978. Domestic fluorspar production continued to decline while imports, primarily from Mexico, South Africa, and Spain, rose 11%. Worldwide production of iodine (which is used primarily as a catalyst, animal feed additive, and in ink and colorants, stabilizers, pharmaceuticals, photographic film, and disinfectants) grew about 9% on a worldwide basis-from 10.75 Tg to 11.16 Tg. This does not include US production. The two US producers increased demand as apparent domestic production increased about 5%. Increasing energy costs and the transportation situation have had a prohibitive effect on the industrial minerals field. The critical shortage of railroad cars, according to consultant Neil Johnson, is due to several factors: • High capital investment rind interest rates needed to build new equipment, • Accidents, obsolescence, and failure to repair equipment reduced car availability, •Reduction in some train schedules due to fuel economy, and •Increased turnaround time as a result of new safety regulations. Railroad rates have increased an average of 7% per year for the past 10 years. Last year's increases were about 11.1% due to fuel costs and surcharges. Truck shipments have increased their penetration in certain areas of the southeast because of the shortage of box cars and the producers' demand for quick shipment. Some producers report a 15-20% increase in truck use. In the feldspar-mica area, which formerly made most shipments by rail, trucks are now used for about half the shipments. Marketing prices, as expected, increased due to higher costs for energy, power, labor, and supplies used in production. Estimated average price increases were about 10% which, in many cases, did not cover increased production costs. These factors-rising energy costs and the critical transportation situation-resulted in an unsatisfactory year for industrial minerals. Stanley J. Lefond Cnntrihuting Editor

Several candidate sites have been proposed for the Deep Underground Science and Engineering Laboratory (DUSEL), a facility that would provide over 2000 meters of overburden to screen out cosmic rays that would otherwise interfere with experiments. Types of anticipated experiments include: detection of dark matter and stellar neutrinos, and evaluation of deep microbial life forms. Engineering experiments might include more refined scanning devices to “see” rock defects ahead of tunneling, improved predictive models for groundwater inflows and tunnel support requirements, and improved instrumentation for monitoring in-situ stresses, rock deformations, and pore water pressures. Spin-offs from this research might include more sensitive security detectors for scrutinizing shipping containers, new drugs based on new microbes, and improved sensor systems for tunneling. A site near Leavenworth, WA, was assessed and shown to have numerous topographic and geotechnical advantages. Rock cover is on the order of 2250 meters. The granitic bedrock is suitable for tunneling a variety of large underground openings.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

Tunnel Boring Machines (TBM) have gained worldwide acceptance in the construction field and are being employed in ever increasing numbers to drive underground transit lines, drainage systems, etc. However, TBM utilization in the mining industry, and more specifically coal mining, has been very limited. This paper reviews past and present applications of TBMs to coal mining and examines the needs of the industry in an attempt to offer some insight as to what a TBM system must provide if the excavation potential demonstrated in civil works projects is to be realized in coal operations. EUROPEAN EXPERIENCE Germany The Germans recognized long ago the potential of mechanized drivage for coal mine entry development. Early in the 1960's experimental runs were made with a full-face Wohlmyer roadheader at the Westerholt Mine and trials were conducted on a roller bit armed full-face Bade roadheader. But because of problems with penetrating the various carboniferous strata occurring in changing sequence and hardness, these first attempts were soon terminated. After viewing later successes in the construction industry with improved TBMs, new attempts were initiated by the German mining industry in 1971 to mechanize drivage of their development entries. Four TBMs of two different types were placed in operation.

The hydrochemical method, which is based on the separation of aluminium oxide and silicon oxide by the hydrothermal decomposition of aluminosilicates by alkaline solutions in the presence of calcium oxide, can be effectively used for the complex processing of high-silicon aluminium ores. In this case, the silica is bound to a slightly soluble compound: Na20.2Ca0.2Si02•H20 (under the conditions: [&k]= 9, CaO/SiO2 = 1.05, alkali concentration in the solution: over 300 g/l Na20, T = 240...300 °C). If alkaline solutions of 100...150 g/l Na20 concentration are used, Ca0•SiO2•H20 or 2Ca0•Si02.0.5H20 compounds, depending on calcium oxide dosage, are formed at 280...320 °C. New methods for the crystallization of Na20.Al203.2.5H2O from concentrated alkaline solutions rand low-concentration solutions are proposed to isolate aluminium from solutions. The hydrochemical method, which involves no sintering process allows one to decrease the expenditure of heat by a factor of two, to reduce the investment and to exclude the pollution of the ambient air by dust-laden gases. The “China & East Asia Mineral and Energy Re-sources Symposium — CEAR 2000” was held Jan. 23-26, 2000 in Denver, CO. Conference sponsors included Resources and Technology Symposia of Colorado and the Asian Journal of Mining. The meeting was attended by representatives from China, Japan, Mongolia, Korea, eastern Russia (Siberia) and the United States. The US attendees consisted of interested parties from mining and energy companies, financial institutions, consultants and government agencies. In his opening statements, L. Maness, Jr., president of Resources and Technology Symposia of Colorado, said that the “goal of the conference was to make jobs and friendships and to introduce people to each other.” The conference provided an opportunity for Western mining interests, including mining companies and investors, to meet with government agencies from both sides of the Pacific.

In China, the total reserves of vanadium, reported as V2O5, in stone coal is 118 Mt (130 million st). Recovering vanadium from such a large resource is very important to China?s vanadium industry. The technology now being used to recover vanadium from stone coal has the following two problems in the leaching process: a low recovery of vanadium and high acid consumption. To resolve these problems, a new leaching technology is proposed. The effects of factors such as H2SO4 concentration, liquid-solid ratio, temperature and time, and the types and additions of additives were studied. By adding 1.5% (by weight) CaF2 and leaching the roasted residue of stone coal with 5.4% (by weight) sulfuric acid at 90°C for 12 hours at a liquid-solid ratio of 2 mL/g, the leaching degree of vanadium reached 83.10%. This proposed leaching technology gives a feasible alternative for the processing of roasting residue of stone coal and can be applied in the comprehensive utilization of stone coal ores in China.

The U.S. Bureau of Mines investigated rapid froth flotation through more efficient bubble-particle collisions that improved the overall flotation kinetics. An in-line static mixer efficiently mixed the bubbles, water, and ore, selectively attaching these bubbles to the hydrophobic mineral's surface. As the mixture entered the flotation chamber, the hydrophobic mineral was already attached to the bubbles and was quickly floated away from the remaining ore pulp. The rapid flotation system was evaluated for beneficiation with a western porphyry copper ore containing 0.67 pct copper, and a phosphate-bearing amine flotation tailings sample containing 9.5 pct P2O5 in a quartz matrix. Over 88 pct of the copper was recovered from the ore in a rougher concentrate containing 5.9 pct copper at a rate 7 times faster than conventional flotation. Sixty percent of the quartz in the phosphate-bearing sample was floated at a rate 4 times faster than conventional flotation. The unfloated product retained 80 pct of the phosphate in a l6.9-pct P2O5 concentrate.
