The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Swakopmund is an ideal conference venue for local and international mining and metallurgical professionals to be exposed to the latest advances in exploration, resource evaluation, projects and technological advances in Southern Africa?s base metal industry. The safe and optimal installation of roof support remains one of the biggest challenges in underground mining today. Traditional hand-held, roofbolt installation in conventional mining has been replaced, in a lot of mining operations, by mechanized equipment. This was a first step to moving the operators out of the unsafe working environment and a start on the trend toward a changed support regime in mechanized mining. However, the challenge of handling of the drill steel itself, as well as inserting resin cartridges and bolts, remains a major hazard and the cause of many lost-time injuries. The paper describes and discusses developments in this area, of mechanized bolting and on-board automation, presenting solutions to known problems, achievements to date, and future developments. The solutions presented will identify with addressing customer needs while touching on possibilities for further technology changes, keeping focus on the safety aspect for operators and the need to bring the operators even further away from the unsafe working environment. The-state-of-the-art technology in mechanized bolting equipment is presented and a brief outlook on the past, current, and future developments is given.

The process flows of the three flotation circuits at the concentrator of the Black Mountain Mineral Development Company (Pty) Ltd are described. Because of the complexity of the circuits and the associated reagent regime, the plant is equipped with a comprehensive range of control equipment. The different process-control strategies are discussed, and the modifications that have been necessary to the stabilizing control loops in the copper, lead, and zinc flotation circuits are shown in detail. It is concluded that the control strategies have continued to bring about benefits and improvements to the process.

Coalbrook Collieries has produced approximately 2 million tons of coal by retreat longwalling since April 1976. Strata control. support. stone intrusions. coal conveyance, and the inflow of goaf and water between the face supports have been the major operational problems experienced to date. The progressive percentage availability of the total system (moves between panels excluded) for the first three panels mined was 40 per cent. Satisfactory solutions have been evolved for these problems. and the availability in the present panel (fourth panel) has increased to approximately 60 per cent. It is envisaged that longwalling will become the most economical method of ensuring optimum heat values, greater recovery. and reduced geographic expansion. as well as safer roof conditions. at Coal brook.

This paper describes a numerical procedure for the computation of the displacements and stresses induced by the mining of a tabular ore deposit in faulted ground. The numerical procedure is based on the displacement discontinuity method, which can be regarded as an application of Salamon's 'face element principle' to cases in which the reef plane is faulted into several sections, or even folded in an arbitrary way. An element of a fault is modelled in the same manner as an element of the reef, except that a fault element is allowed to undergo permanent inelastic deformation (i.e., slip) if the stresses transmitted through the fault-filling material satisfy a Mohr-Coulomb yield condition. An iterative technique for the incorporation of a Mohr-Coulomb yield condition in the general displacement discontinuity method is explained. This technique is illustrated by means of a simple example involving the mining of a flat-lying reef intersected by a fault. The displacements and stresses at selected locations along the fault are examined as the reef is mined, element by element. A consideration of the energy changes reveals that the occurrence of slip along a fault leads to a sudden increase in the energy release rate due to mining as the excavation intersects the fault. The energy release rate then falls off abruptly to a value less than that which would occur in the absence of any slip, and gradually builds up to re-establish the conditions that would exist in unfaulted ground.

An overview is given of the present state of traditional and new steelmaking equipment and techniques, and one of the direct steelmaking methods that are currently being developed is described. In steelmaking processes, coal is used to supplement the energy input and to reduce iron oxides in the slag. Foamy slag practice is discussed, and the most widely used types of ladle recarburizers, their properties, and manufacture are described. It is concluded that the use of carbon sources, mainly for supplementing energy and as reductants, will increase in the future, but that demands on the purity of the materials will probably become more stringent. If hydrogen were manufactured at a competitive cost, it could become an alternative fuel and reductant in the field of iron and steelmaking.

Testing of detonators* The Chief Mining Engineer has asked the South African Bureau of Standards to monitor locally manufactured, as well as imported, detonators. This could ensure greater safety in fiery mines.

Introduction The introduction of teleremote systems to underground mining can provide a significant improvement in the performance of a mine when compared with conventional mining techniques. This paper presents the concepts of teleremote mining in a case study showing how the systems work and the competitive advantage autonomation of mining techniques will provide for underground metal mining operations into the future. This paper is divided into two sections: the Mining Automation Program and What is next? On January 1st 1996 Inco Limited, Tamrock Oy, DYNO Explosives Group and CANMET formed a consortium for the development of teleremote mining equipment called the ‘Mining Automation Program’ or MAP. This program included a five-year research and development agreement that combines the talents of the above organizations to create mining equipment and systems for autonomating mining. The projects are based on the communication system currently sold and marketed by Automated Mining Systems Limited. The main components of the program investigated the development of a positioning and navigation module, autonomated systems using teleremote techniques for development and stoping, and software systems to support the use of this equipment. The program included the establishment of a test mine, at Inco’s 175 Orebody near Copper Cliff North Mine. This facility was unique allowing collaboration of companies and research organizations inthe design and testing of techniques and equipment used to apply autonomation to mining. Since the inception of the project other research alliances have been added to enhance the program. These include the application of ground support (Meyco/ Master Builders), muck pile recognition, the broadening of telecommunications links (PRECARN Associates Inc.-MALTA project) and the collection and processing of drilling core through the automated diamond drilling project (J.K.S. Boyles). MAP began as an idea a number of years ago with the fundamental question ‘Can an ore-body be profitably mined through autonomation?’ The concept was to design mining equipment and systems that would allow the teleremote operation of a mine. Automation was only one componentof this much larger teleremote mining issue. To start with, it was essential to prove or disprove the feasibility of this concept. The fundamental requirements are: • Telecommunications • Positioning • Navigation • Equipment • Software • Electronics • Mining Engineering • Organization. Each of these had to be considered. Technically, the feasibility of the project hinged on the successful development of a high capacity communication network, an accurate underground positioning system, a navigation system and finally the electronics and software that could integrate these. Mining equipment that could perform all the mining functions was the next requirement, along with explosive supplies that could be delivered to the holes teleremotely. Whatever the systems developed, they must be able to work in both bulk and selective mining situations and in varying conditions within a mine. Finally, the organizational issues of a change from our current method of operation to teleremote mining had to be understood. After five years of research and development the answer to the question ‘Can an orebody be profitably mined using autonomation techniques?’ is YES! There are still hurdles to overcome, however, the basic premise has been proven. The development and production of underground tunnels and stopes has been done. There have been interesting outcomes in terms of reduced effort to accomplish mining and the total time to mine. Definitions •Automationis the process by which a machine or system is run continuously including the ability for the system to self-correct. •Autonomationis the same as automation except that the process does not self-correct. •Teleremote operation is the operation of mining equipment over a network from any location out of line-of-sight of the machine. •Equipment Automationis the addition of technology to a machine that allows for unmanned operation of a machine and thus enhances the productivity of the operator. For example, a guidance system that allows a load-haul-dump to drive by itself, thus freeing the operator for other tasks. •Teleremote mining describes a mine process that combines the use of teleremote operation (potentially with some automation), positioning and process engineering, monitoring and control. •Tamrock DataSoloTMis a computerized drilling rig as shown in Figure 1. •Tamrock DataMini™ is a computerized development drill rig used for drifting and construction tunneling as shown in Figure 2.•Tamrock Toro 450™ is a LHD (Figure 3).

A computer-based, real-time mine management system has been installed in a number of underground operations. The system’s innovative software application is coupled with wireless data acquisition and database management to provide complete mine monitoring and control execution in closed-loop control fashion. The system is well suited to automatically assign equipment, acquire status, and reassign resources based on status; and to automate information handling. The system has provided mines with improved utilization of the equipment fleet and mining crews, and reduced workplace cycle time. This paper describes the deployment of systems at a number of underground mining operations and discusses future development of the system. Some basic considerations in the application of geostatistics to the valuation of ore in South African gold mines by D. G. KRIGE, Pr. Eng., D.Se. (Eng.) Rand (Fellow) There is much room for improvement in the statistical procedures that have been used by gold mines over the past decade in the valuation of their ore reserves. Improvement depends on the establishment of the extent to which the patterns of frequency distributions and the directional variograms for the gold values vary from area to area within each section of a mine. The application of the lognormal distribution and of the De Wijsian variogram model for routine ore-reserve valuations requires detailed study before some of the reservations still held by mathematical statisticians can be met. This paper provides some preliminary evidence of the extent to which these models can be used with confidence, as well as suggesting how they can be applied to their full potential.

(Pta) (Visitor) The finds relating to the metal-working of Iron Age Bantu tribes are reviewed, the following metals or alloys being considered: gold, tin, copper, bronze, brass, and iron. Most is known about copper- and iron-working, but even this is very little, and no one has successfully been able to demonstrate how iron was smelted in the primitive furnaces that have been found.

The use of a dense hangingwal-support configuration extending right up to the face would enable greater levels of safety and productivity to be achieved in stopes, and becomes a practical proposition if water jets are used for stope cleaning. Such an arrangement opens the way for extending the use of water hydraulic power to the whole stoping operation. This, in turn, can provide further productivity benefits and significant savings in working costs. With al the necessary equipment being available, such a system could be introduced immediately, although the designs of props and rockdrills are not yet ideal.

Prehistoric metal-working in South West Africa by B. H. SANDELOWSKY*, Ph.D. (Visitor) This paper describes a three-hundred year old metal-working site at Rehoboth, and makes a plea for information on such sites elsewhere in South West Africa so that they can be investigated. The technique of ore smelting that was used at Rehoboth appears to be different from that practised elsewhere by Bantu peoples before the modern era.

This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

This paper reports on a test that was conducted underground in a mine for two years on the following: pipes coated with paint, fusion-bonded powder, metal, or impregnated tape; and aluminium, stainless-steel, 3CR12, and plastic pipes. It was found that the degree of corrosivity and mechanical damage increases substantially from the shaft of a mine towards the stope. Thus, the range of coatings that can be used successfully is fairly large in the shaft and haulageways, but corrosion-resistant materials, especially corrosion-resistant steels, need to be used close to the stope. A study of the relative costs involved showed the costs of pipes of low-carbon steel and unplasticized polyvinyl chloride to be lowest, and those of epoxy-coated steel pipes to be highest.

In February 1996 the OECD's Environment Policy Committee will commemorate its 25th anniversary with a fifth meeting at Ministerial level. Environment ministers will be taking stock of the progress made by OECD countries in protecting and managing the environment in that quarter-century, and sharing views on likely challenges and co-operative responses. Ministers can point to many important accomplishments. Scientific understanding and technological tools for establishing and monitoring risks to human health and the environment have improved dramatically since the early 1970s. All OECD countries now have in place comprehensive environmental legislation, supported by specialized institutions for policy design, implementation and enforcement. The results of these efforts are increasingly evident in the form of cleaner air and water, and improved protection of natural areas, notwithstanding the many complex problems that remain.

Design of industrial slurry pipelines is usually performed by applying semi-empirical procedures, requiring a significant experimental study for each project. The mechanisms of suspension flow are not yet completely understood and existing predictive models cover only some aspects of uniform or closely graded particle slurry flows. This paper presents a computational technique for prediction of the velocity and concentration profile in slurry pipelines based on computational fluid dynamics. This model gives numerical solutions for the concentration and velocity distributions in the pipeline cross-section. The model prediction and experimental concentration and velocity profiles were found to be in good agreement. Keywords: pressure drop; concentration profile; particle diffusivity; slurry flow.

The Stilfontein and Buffelsfontein Gold Mines, near Klerksdorp in the Transvaal, had accumulated a large amount of uranium-containing residue and, when the price of uranium rose in the 1970s, consideration was given to the possible recovery of this uranium. Preliminary tests showed that concentration of the uranium prior to leaching would not be economic. However, the pyrite in the residue could be concentrated by flotation, and the flotation concentrate could be roasted to pro¬vide both enough acid for leaching the uranium and a calcine from which the gold could be recovered. The feasibility study showed that a uranium operation of 270 kt per month would be most economically attrac¬tive, and a plant of that size was accordingly designed and built. In the first six years of its existence, the plant treated over 20 Mt of residue and produced about 3,5 kt of uranium oxide. During that time, the plant was con¬tinually being improved to make it more reliable and cost-efficient. This paper analyses the operation of the plant during its first six years from the viewpoints of its mechanical, process, and economic performance. The criteria on which the selection of the process was based are reviewed and compared with the actual performance of the plant, emphasis being placed on the leaching, solid-liquid separation, recovery, and purification stages.
