The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

In recent years the requirements for a barrier system between the waste body of tailings storage facilities (TSFs) and the natural ground (NG) has necessitated the use of HDPE-lined TSFs in South Africa and other countries. The addition of an HDPE liner creates an interface between, inter alia, the tailings and surrounding soils on the footprint of the TSF. It is known that low-strength materials beneath slopes can cause slope instability. One method which can theoretically mitigate this instability of a lined TSF is the addition of stability bunds along the footprint of the TSF. Altering the profile of the footprint to include slope changes which oppose the direction of the failure creates passive slices in a limit equilibrium analysis. The passive slices actively oppose the movement of active slices, resisting the mobilization of tailings, thus greater active slice forces are required to develop a failure surface running along the liner interface. Two scenarios are presented and compared. The first scenario retains the ground profile unaltered and the second scenario includes stability bunds along the ground profile. An in-depth assessment is made of the interslice forces and the interface shear stresses for each scenario. The theoretical background is discussed in greater detail to determine the mechanisms of reinforcement provided by the bunds.

Energy & Densification Systems (EDS) has developed patented new technology crushing/milling equipment. The EDS Multishaft Mill is a compact vertical mill – utilising high-speed impacts to break down particles with large reduction ratios, low energy consumption and improved liberation. The milling action combines several processes to provide a multitude of output products to satisfy various specifications. Comminution often accounts for more than 60% of the total power consumption on a mine. Two of the key problems to be solved in comminution is to bring down the specific energy required to reduce particle sizes; and to improve liberation or improve the efficiency of the beneficiation and recovery of the required elements. The EDS Mill has shown extensive improvements in both these areas with energy efficiencies up to 75% better than conventional milling equipment and improving liberation beyond the standard beneficiation processes. Conventional comminution equipment requires massive, heavy parts to be moved or rotated, consuming a lot of energy in doing so and not inputting that energy into the breakage of particles. In the EDS Mill, ramping up the relatively small shafts to speed is all that is required. Once at speed, the momentum, together with the minimal amount of constant drive required, means that the energy can be transmitted directly and efficiently into breaking down the particles. The high-speed impacts allow for a shattering effect of the particles and this quickly generates a high ratio of fines. Furthermore, the single impact force breaks particles in a very different manner to conventional compressive force breakage. With compressive force breakage, the particle breaks from point to point. With high-speed impact force breakage, the force tends to migrate through the weakest areas of the particle, which tend to be the mineral boundaries. This, therefore, means that when the particles break, the various minerals are exposed and hence liberated. Keywords: Comminution, high-speed impact, liberation, energy efficiency, novel comminution

A mechanistic description of axial segregation in rotating drum flows remains an open question. Consequently, optimal mixing of grinding balls and rocks for efficient breakage, maximum production of fines, and slurry transport is seldom achieved. Experimental and numerical studies of granular mixtures in rotating drums identify alternating axial bands that eventually coarsen in the long-term limit. Most models of axial segregation are limited to binary mixtures and cannot always predict the logarithmic coarsening effects observed experimentally. A key missing factor is a robust description of the axial free surface profile that is valid across a wide range of flow regimes. We present a practical model of the axial free surface profile by linking it to readily-derived geometric features of the cross-sectional S-shaped free surface profile. A parametric study shows good agreement with experimental measurements reported in the literature and heuristically valid trends.

The cycloned gravitated tailings backfill system, also referred to as a soft or low density fill, has been implemented at Vaal Reefs. Inhibiting the success of the system was the problem of shrinkage after placement. The problem was overcome by a pressure fill technique which eliminated settlement, contained costs and allowed remote placement. The technique involves the preinstallation of disposable pipes which are filled cyclically until a residual pressure of 0,5 bar of active support is generated in the filled paddock.

The beneficiation equipment under the control of plant metallurgists exploits the differences in the physical properties between valuable and waste mineral components. In many cases, laboratory results are too late for process control and can only serve the purpose of "post" reports, the calculation of a mass balance and the issue of a quality certificate. As a result, experienced operators regularly adjust separation equipment based on the colour and texture of the various product streams in the beneficiation plant. Metallurgists quickly learn to recognise the different minerals in their ore body. The stereo microscope has been a valuable tool used by operators to quantify known mineral species. For many years it was the only practical method available for the purpose of process control and even for quality contro1. The modem spectroscope is far superior to the human eye and can rapidly detect a change in mineral composition. New generation optical scanners and digital signal processors can provide useful signals, related to mineral composition that can readily be applied for the purpose of process control. Successful case studies, covering dry in-line and slurry applications as well as in-plant fast spot analysers are presented.

This paper presents the results of a project for developing a methodology for empirically determining some of the mechanical properties of the rock mass at the Äspö Hard Rock Laboratory, Southern Sweden. Using the equations available in the literature, the deformation modulus, friction angle, cohesion and unconfined compressive strength of the rock mass were estimated. A comparison of the results using different classification methods (Q, RMR, GSI, RMi, Ramamurthy’s) was made to estimate the range of variations in the mechanical properties with the considerations of: i) the quality/quantity of the geological data; ii) the technique for partitioning of the rock mass into homogeneous domains; iii) the sensitivity and subjectivity of the empirical methods; and iv) the need for validating the empirical methods against a test case. Cet article présente les résultats d’un projet visant à établir une méthodologie, pour déterminer, de façon empirique, les propriétés mécaniques de la masse rocheuse. En utilisant les corrélations disponibles dans la littérature, quelques-unes des propriétés de la masse rocheuse ont pu être déterminées (module de déformation, angle de friction, cohésion, force de compression illimitée). Une comparaison des résultats obtenus par différentes méthodes (Q, RMR, GSI, RMi, de Ramamurthy) a permis d’établir une échelle de variations des propriétés mécaniques et de formuler une série de recommandations concernant : i) la qualité/quantité des données géologiques ; ii) la technique de partition de la masse rocheuse dans des domaines homogènes ; iii) la sensibilité et la subjectivité des méthodes empiriques ; iv) la nécessité de valider les méthodes empiriques à l’aide de nouvelles études de cas. Dieses Paper präsentiert die Ergebnisse eines Projekts mit dem Ziel, eine Methodik für die empirische Festhellung von mechanischen Eigenschaften im Gesteinmassiv zu etablieren. Durch Verwendung der in der Literatur zugänglichen Korrelationen, wurden einige Eigenschaften des Gesteinmassivs festgestellt (Entstellungsmodul, Reibungswinkel, Kohäsion, unbeschränkte Kompressionsstärke). Ein Vergleich der Ergebnisse unterschiedlicher Methoden (Q, RMR, GSI, RMi, Ramamurthy’s) wurde durchgeführt und dies erlaubte die Feststellung der Variationsskala von den mechanischen Eigenschaften, sowie eine Reihe Empfehlungen für: i) Qualität/Quantität der geologischen Dateien; ii) die Technik für Teilung des Gesteinmassivs in homogene Domäne; iii)die Empfindlichkeit und Subjektivität der empirischen Methoden; iv) das Bedarf die empirische Methoden gegen neue Fallgeschichten zu validieren.

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

A method, based on the macroscopic population balance equation allowing the dynamic simulation of a multistage adsorption plant given an arbitrary rate expression, is described. The partial differential equations resulting from this method are simplified using the method of characteristics. The simplified equations can then be solved using standard ODE integration techniques. The procedure is illustrated by means of data typical of a CIP application. Requirements for data structures which allow the incorporation of the carbon-in-pulp (CIP) model (and other unit models) into a general metallurgical simulator are described. Based on these considerations, it is concluded that more generality in the description of distributed quantities such as loading and particle size is provided by the use of mass density at fixed class boundaries, rather than discrete masses within fixed classes as has hitherto been used by ore-dressing simulators.

The theory of geostatistics covers a branch of .applied statistics aimed at a mathematical description and analysis of geological observations. Geostatistics can be used in pure geology (for example, for the analysis of trace elements in a metamorphic rock), in mineral exploration (for example, for the analysis of geochemical exploration data), as well as in mine valuation. This book is intended to provide a practical introduction to the theory of geostatistical methods of mineral evaluation. Over the years, various mathematical models have been developed to represent the distribution of values in mineral deposits. The simpler models are based on the assumption that the values are randomly distributed. Classical statistical methods, based on this assumption of the random distribution of values, are used to analyse mineral deposits to which these models apply or are assumed to apply. In all mineral deposits, however, one recognizes the presence of areas where the values are higher or lower than elsewhere. Also, the values of two samples in a mineral deposit are more likely to be similar if the samples are taken close together than if they are taken far apart. This indicates that there exists a degree of correlation between sample values, and that this correlation is a function of the distance between the samples. Models have been developed which take this correlation into consideration, with the degree of correlation between sample values being usually measured by the semivariogram function. In these models the fact that two samples taken next to each other will most probably not have the same value, must also be considered; even for very short distances the correlations are usually not perfect and a purely random component is present in the value distribution. The mathematical models will therefore assume the presence of two sources of variability in the values: a correlated component and a random component. Finally, one must consider the particular and very common case of mineral deposits in which the values present a systematic variation in space. This variation is usually referred to as a drift, or a trend. For example, the grade of an ore body may increase with depth of the ore, or it may decrease when one moves away from a central volcanic pipe. The earlier models did not give a satisfactory representation of drifts, and more complex models have been developed, in which three sources of variation are represented. These models are made up of: a deterministic component, a correlated component, and a random component. The deterministic component is used as a model of the drift. The correlated component explains regular changes in values which are not represented by the drift. The random component represents variations which cannot be explained by any of the above factors. The simpler models, based on the assumption of a single random component, will be described first (Chapter 2). The models based on the hypothesis of the superimposition of a correlated component on a random component, will then be analysed in detail. These models are most commonly used in the analysis of mineral deposits (Chapters 3-1 I). Finally, how to deal with the presence of a drift will be briefly described (Chapter 12). This book has been written essentially for students in mining engineering and for mining engineers who are interested in the background to the theory of geostatistics as well as its practical applications. The assumption is made that the reader has an elementary knowledge of statistics. Some knowledge of linear algebra is useful in part of Chapter 9, and is necessary to read Chapter 12. A proof is given of all the equations related to geostatistics, and which are not usually found in elementary textbooks on statistics. Understanding of these proofs is not necessary for practical application of the theory, and the reader may wish to skip them on a first reading, concentrating attention on the numerous simple practical examples given. Although the theoretical geostatistician will not find much new material in this publication, it is anticipated that he will develop some interest in the practical approach chosen to prove the various geostatistical equations. Many people and institutions contributed to the preparation and completion of this work. I am much indebted to Dr D. G. Krige and the Anglo Transvaal Consolidated In- vestment Company Limited, who gave me the opportunity to spend a considerable amount of time working on geostatistical problems, both theoretical and practical, during the time that I was in their employment. Tailings management aims to dispose of tailings at the minimum cost consistent with meeting or exceeding imposed standards, including legislative obligations. This simple business objective requires managing the tailings storage facility (TSF) risks associated with surface water, groundwater, dust, sustainable closure, and potential catastrophic failure. The individual nature of every orebody and specific site topography ensures that no one size fits all. It has been suggested that paste and thickened tailings (P&TT) provides the ability to tailor the production and transportation of tailings to suit the deposition site, rather than the traditional approach of accepting that the deposition site has to accommodate tailings of high variability. While the traditional approach can be made to work, it is directly linked to the catastrophic failures of tailings impoundments, where large volumes of decant water have triggered failures due to overtopping, piping or slope instability, or saturated tailings have simply liquefied. P&TT offers an ability to mitigate these risks, and when implemented into new projects with variable tailings streams there are significant benefits to be realized. This paper identifies the interdependencies between the various tailings disposal processes, such as thickening, pumping, and deposition. It demonstrates that there are benefits in taking a more integrated approach to the design and operation of tailings disposal facilities. A collaborative industry project to tackle this challenge is described.

Mineral Resources estimation plays a crucial role in the profitability of the future of mining operations. The conventional geostatistical methods used for grade estimation require expertise, understanding and knowledge of the spatial statistics, resource modelling, geology, mining engineering as well as clean validated data to build accurate block models. However, the geostatistical models are sensitive to changes in data and would have to be rebuilt on newly acquired data with different characteristics, which has proved to be a time-consuming process. Machine learning methods have in recent years been proposed as an alternative to the geostatistical methods to alleviate the problems these might suffer from in Mineral Resource estimation. In this paper, a systematic literature review of machine learning methods used in Mineral Resource estimation is presented. This has been conducted on such studies published during the period 1990 to 2019. The types, performances, and capabilities, of several machine learning methods have been evaluated and compared against each other, and against the conventional geostatistical methods. The results, based on 31 research studies, show that the machine learningbased methods have outperformed the conventional grade estimation modelling methods. The review also shows there is active research on applying machine learning to grade estimation from exploration through to exploitation. Further improvements can be expected if advanced machine learning techniques are to be used.

Long blast hole drilling has been successfully implemented since the 1950s in caving operations, steeply dipping wide reefs and boxhole/raise developments worldwide. However, when applying long hole drilling to narrow tabular reefs, the challenges of achieving high economic drilling rates, combined with acceptable accuracy and appropriate powder factors have yet to be overcome. The focus in this paper is the selection, application and optimization of long hole drilling equipment at mining operations shallower than 2 000 meters. The drilling, blasting and cleaning operations have to be optimized as a process if maximum production at minimum per unit cost is to be achieved. For this to be possible, it is essential that the mine design and layout match the mining process being implemented. The critical parameters affecting the sustainable implementation of long hole drilling in stoping applications for platinum mines are improved safety and higher production rates compared to conventional methods. In terms of drilling, both top hammer and down-the hole hammer configurations have been considered. For economic drilling, the benefits of monitoring and optimizing performance (i.e. drill bit rotation, thrust, and percussive power) for specific rock types are discussed. While the drive is for longer, more accurate, smaller diameter holes to reduce drilling costs, the design of appropriate blast hole patterns and the corresponding charging and initiation systems is crucial for success. The effect of hole diameter and pattern on the powder factor, when comparing small diameter, shorter holes versus large diameter, longer holes, is a major factor in achieving good blasting results. Once appropriate drilling and blasting have been implemented, the cleaning process becomes a potentially critical operation to ensure the production, cost and safety goals are met. Hence, the blast hole pattern and charge have to be integrated for optimal fragmentation to suit the cleaning cycle for maximum production output. Providing that long blast hole drilling is applied as a process in a planned, committed and well-managed manner, the benefits in safety, production and cost over conventional methods should be achievable. However, if the implementation process is not planned and supported by all parties concerned, it will not be possible to succeed in the new operation. Hence, an implementation or roll-out plan of new technology is crucial for success.

The geological conditions in the Vierfontein area ~re such that conventional pillar extraction ~stooping) cannot be practised safely or efficiently. Both the open-end lift and the pocket-and-fender methods of pillar extraction have been tried with little success because of problems with roof control and ground stability. The main reasons for the difficulties are the coarse-grained sandstone roof, local weaknesses in the coal seam, and the rate at which the pillars were extracted. The mine has practised bord-and-pillar mining since it started production in 1952, and considerable reserves of coal are contained in the pillars. As an alternative to total pillar extraction, in which hand-loading methods were practised, a system of partial pillar extraction using mechanized-mining methods ~11"modified goaf-line support has been evolved. These remnant coal pillars (snooks) remaining after partial extraction ofthe pillar, together with the installation of 1,2 m" matpacks and a double line of fullcolumn resin roofbolts, ensure control of the edge of the area that has been mined out (goaf). Where roof conditions preclude the use of conventional pillar-extraction methods, this method holds promise as a safe and efficient alternative for the recovery of coal from pillars and for an increase in the volumetric extraction of the reserves within a mining panel.

Portable X-ray fluorescence (pXRF) analysis has been widely adopted in the geochemical and environmental field as a cost-saving alternative to standard analyses. This paper outlines the efficacy of a method for indirectly quantifying organic copper content in solvent extraction circuits via stripping of the chelated metal with concentrated sulfuric acid in a single contact and subsequent pXRF aqueous analysis. pXRF analysis is common within the mining industry but presents unique challenges with liquid analysis, the most prevalent of which are briefly discussed. This method was developed specifically for mining operations with regional constraints and limited resources. Providing an in-field alternative to flame atomic absorption spectrophotometry and inductively coupled plasma optical emission spectroscopy, this entirely mobile XRF analysis method produces consistent and accurate results within minutes and at a fraction of the cost.

This paper deals with the sampling and mass measurement for ore delivered from a shaft to a processing plant and the contribution of the data from these measurements to the metal balances from shaft deliveries to final metal production. Accurate measurement of the grade and tonnage of run-of-mine ore is important for four main reasons; ? It enables the measurement of the production from different profit centres to within statistically determined confidence limits for daily, monthly, or annual averages. The profit centres could be individual shafts within a mining complex or ore treated on a toll basis ? The monthly production at shaft head is compared to the grades and tonnage determined from underground sampling and mass measurement in terms of a shaft call factor ? The sum of the production from the shafts is the input to concentrators. This input is a major part of the total input into a complex with concentrators, smelters, and refineries. In terms of the Codes of Practice for Metal Accounting the inputs are compared to outputs and inventory changes to assess the efficiencies and unaccounted losses or gains at the various stages in the flow of metal from source to market ? On a daily or daily moving average basis, the grades and tons from shafts are monitored and compared against these quantities from underground measurements. This acts as a control on off-reef mining, dilution, and other factors underground. Accurate measurement of grade of ore at the shaft head has been a challenge because of the large particle size. The conventional wisdom has been that ore can be sampled accurately only after it has been milled to give a slurry that is sampled as feed to a flotation process. However, when the ore fed to a flotation plant comes from multiple sources each source has to be sampled separately. So, relying on the grades determined using the sampling of concentrator input with cross-stream slurry samplers is not an option for determining the grade from an individual shaft. Impala has developed a system for sampling and weighing run-of-mine ore from multiple shafts. The system involves sampling the inputs to the plants using cross-belt (hammer) samplers and weighing the deliveries using in-motion railway weighing systems. Many samples are taken. Individually they have a high variance but, as a consequence of the averaging effect of large numbers and as shown by statistical analysis, the mean results are fit for the purposes of daily grade control for shafts and for monthly accounting of production from individual shafts. In the metal accounting systems at Impala, the measurement of input, including ore and toll-treated material is compared to the output in the form of final metal and tailings losses, as well as any inventory change that takes place, in order to determine a final metal balance from mill feed to product. The calculated inventory is compared to that measured, and the difference, or unaccounted- for metal, is then reported as a percentage of input. The balances obtained over several years yields balances for platinum that are below 1% imbalanced. ABSTRACT: Short-term strength, damage and healing boundaries for rock salt are experimentally determined and integrated into the Hou/Lux-MDS damage-healing model. This model can be used to describe the mechanical behaviour of rock salt during a damaging process (under high stress to strength ratios) as well as during a healing process (under very low stress to strength ratios with high confining pressure). The development of the damage and the stress to strength ratio in the excavation damaged zone (EDZ) of a storage cavern under a minimum internal pressure as well as the development of the healing of damage and the stress to strength ratio under a subsequent maximum internal pressure are investigated project-related. The results of the investigation make it possible to shift the permissible minimum pressure boundary down, allowing the optimisation of decisive economic characteristics of storage caverns. RÉSUMÉ: Le comportement court terme, l’endommagement et les conditions de colmatage pour le sel gemme ont été étudiés expérimentalement et intégrés dans le model endommagement-colmatage Hou/Lux-MDS. Ce modèle permet de décrire le comportement mécanique de sel gemme pendant le processus d’endommagement (sous fort rapport contrainte-résistance) et le comportement du processus de colmatage sous très faible rapport contrainte-résistance avec forte pression de confinement. Le développement d’endommagement et le rapport de contrainte-résistance dans une zone d’endommagée (EDZ) d’une cavité de stockage avec un maximum de pression de soutènement ont été étudiés. Les résultats de cette étude permettent de conclure qu’il est possible de baisser la pression de soutènement, et par conséquent d’optimiser les caractéristiques économiques décisives des cavité de stockage. ZUSAMENFASSUNG: Für Steinsalz werden Festigkeits-, Schädigungs- und Verheilungsgrenze experimentell ermittelt und in das Schädigungs-Verheilungs-Modell Hou/Lux-MDS integriert. Damit kann das mechanische Verhalten von Steinsalz sowohl bei einem Schädigungsprozess (mit hohen Ausnutzungsgraden) wie auch bei einem Verheilungsprozess (mit niedrigen Ausnutzungsgraden) beschrieben werden. Projektbezogen werden die Schädigungs- und Ausnutzungsgradentwicklung in der Auflockerungszone einer Speicherkaverne unter einem minimalen Innendruck sowie die Verheilungs- und Ausnutzungsgradentwicklung unter einem anschließenden maximalen Innendruck untersucht. Die Untersuchungsergebnisse erlauben, die zulässige Minimaldruckgrenze nach unten zu verschieben, so dass entscheidende wirtschaftliche Kenngrößen von Speicherkavernen optimiert werden können.

Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

"The aim of this paper is to enhance the understanding of the nature of mining input technologies in the South African mining industry. In the context of this research, mining inputs refer to input technology into the activities in mining engineering fields, which include mining-related production activities, rock engineering, mine ventilation, and mine transportation (handling of personnel, material, broken rock, and pumping). Input technologies in supporting fields such as geology, other engineering disciplines, human resource, procurement, finance, as well as downstream fields that include metallurgy, and marketing of minerals, were disregarded.The mining input technologies were divided into 12 nodes, and data from a sample of 150 first-tier mining suppliers was analysed. It was found that, in general, there is a high local content in mining input technologies, particularly as regards technical support services, artefacts, and machine technologies. This points to the presence of mining-induced backward linkages in the South African mining industry. The majority (83%) of companies that provide input technologies into mining are located in Gauteng Province, and relatively few are found in provinces where mining is concentrated such as North-West, Limpopo, Mpumalanga, and Free State. IntroductionSouth Africa is well endowed with minerals, with more than fifty different minerals being mined throughout the country. For this and other reasons, mining is one of the crucial pillars in the South African economy and its importance is well documented (Robinson and von Below, 1990; Creamer, 2010; Department of Mineral Resources, 2015). In 2013, South Africa was the largest global producer of chromium, ferrochrome, platinum group metals (PGMs), and vermiculite and the second largest global producer of antimony, manganese, titanium, and vanadium (Chamber of Mines of South Africa, 2014). In 2013, the mining industry contributed 6.7% to South Africa’s GDP and was the fifth largest sector in the economy, as shown in Figure 1."
