This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

Processing of copper-cobalt orebodies in Africa?s Copper Belt has received much recent attention with various flowsheet options being developed specifically for the refining of cobalt. The upfront leach and copper refining routes are well understood whereas the refining of cobalt is more complex, requiring numerous impurity removal steps to produce high purity metal. This paper describes an investigation into one of the possible processing steps in the refining of cobalt, namely, cobalt solvent extraction. The paper emphasizes the importance of upstream impurity removal to achieve the required cobalt solvent extraction feed composition. 18% (v/v) Cyanex 272 in an aliphatic diluents is used as the organic phase. The pH profiles in the various stages are evaluated in order to obtain a raffinate containing <10mg/l cobalt and with a low magnesium content reporting to the stripping section. The pH profile is also used to minimize the impurity deportment to the cobalt electrolyte. The effect of adding a pre-neutralization stage before feeding the organic phase to the extraction circuit is investigated. Zinc build-up in the stripping stages is also looked at. It is recommended for the purpose of this study that four extraction stages at an O:A ratio of 1 with a pH profile from 4.9 to 5.7 be employed. The pH is controlled with 40g/l NaOH. A pre-neutralization stage is required, where the organic phase is contacted with 10 M NaOH. Two scrubbing stages are recommended at an O:A ratio of 40, using the cobalt electrowinning advance electrolyte as the scrub liquor. Three strip stages are to be employed at an O:A ratio of 0.67.

Rock engineering is concerned with the design of rock structures generated by mining activities. Therefore, rock engineering designs have major implications for the safe recovery of mineral deposits and operating costs. The paper deals with a few challenges facing rock mechanics engineers operating in the hard rock underground mining environment in South Africa. Finally, examples are included, which may assist rock mechanics engineers in providing better designs, which could ultimately lead to further improvement in safety and lower operating costs.

Smelting or converting of sulphide concentrates and mattes in a batch operation presents a challenge when directing the off- gas to a conventional acid plant. The Hindustan Zinc Ltd. (a division of the Vedanta Group of companies) Chanderia Lead Zinc smelter was presented with such a challenge that was met with the adoption of the Cansolv® SO2 Scrubbing System. The Ausmelt top submerged lance technology used at Hindustan Zinc generates a furnace gas stream that containsbetween 0.1 vol% and 12 vol% SO2 during the three stages of batch smelting. Cansolv® SO2 Scrubbing Technology captures the SO2 to ensure that treated flue gas exits the facility at a concentration below 100 ppmv SO2 and it releases SO2 in a controlled fashion, to more closely match the needs of the existing acid plant. The application of a regenerable scrubbing system to capture SO2 from a batch-operated furnace and convert it to acid in a conventional acid plant was a first of its kind in the world. This paper provides an update on the design and operation of the Hindustan Zinc SO2 recovery system and suggests two improvements to the basic flow sheet that optimize the cost of SO2 scrubbing further.

Dr H. J. R. Way: In his reply to my queries Mr Bath still adheres to his statement that it may be possible to replace the estimated R200 million reduction in gold revenue in 1980 by exports of ferro-chromium, and apparently based his conclusion on a growth rate in demand for corrosion resistant steels of 10 per cent per annum in the next few years. As I pointed out at the previous discussion at Middelburg this would entail a production of about one million tons of ferro-chromium in 1980. Exact statistics of South African ferro-chromium production are not available, a fact which is very much to be regretted. But statistics of exports of ferro-chromium are available from "Foreign Trade Statistics" of the Customs and Excise. These show that South Africa exported 99,580 short tons in 1967. The quantity of ferro-chromium consumed in South Africa in 1967 was fairly small and we can therefore assume that the production was 99,580 tons. For this amount to grow to 1,000,000 tons in 1980 would require a growth rate of 19.4 per cent per annum. At 10 per cent this would grow to 344,000 tons and at 7 per cent 240,000 tons. The following growth rates in the form of average trends are pertinent: STEEL - Per annum World steel ingot production - 1957-67 – 6.8 per cent Free-world ingot production - 1957-67 – 6.0 per cent Consumptions of crude steel by four major Free-world Consumers - 1957-67 - 5.6 per cent CHROMITE World production - 1952-67 - 2.5 per cent South African total sales - 1948-67 – 5.4 per cent South African exports - 1948-67 – 3.9 per cent United States consumption, very irregular, but - 1962-67 – 6.5 per cent FERRO-CHROMIUM - Per annum United States consumption - 1952-67 - 6.5 per cent South African exports - 1957-62 - 25.2 per cent South African exports - 1962-66 - 41.9 per cent South African exports - 1966-68 - 21.2 per cent These figures show that exports of ferro-chromium have been growing at a very high rate varying from 21.2 per cent to 41.9 per cent since 1957, but in view of the market situation it seems somewhat doubtful if that high rate can be maintained up to 1980. Of our 1966 exports U.S.A. took 63 per cent which was 53 per cent of their total imports. Their average consumption is trending at a growth rate of 6.5 per cent per annum from 1952-67, but the growth from 1964-66 was 5- 2 per cent and 1966-67, -12 per cent!

The runout of dry blocky rock avalanches produced by planar rockslides affecting a limestone formation with clayey interbeds is analysed by means of distinct element modelling. Numerical analyses are validated by means of the back analysis of a historical rockslide occurred in the investigated area and physical aspects of the phenomenon evidenced by modelling are discussed. In diesem Beitrag wird die Reichweite von Steinlawinen besthend aus trockenem blockhaftem Fels mittels der Distinct Element Methode untersucht. Die Steinlawinen werden erzeugt von Rutschungen in einer Kalkstein-Formation mit tonhaltige Schichten betreffen. Die numerischen Berechnungen wurden anhand einer Simulation einer historischen Bergsturzen verifiziert, der sich auf den untersuchten Gebiet ereignete. Auf der Basis der erhaltenen Ergebnisse wurden die physikalischen Aspekte der untersuchten Steinlawinen analysiert.

In rock cutting mechanics, the effects of the rock and coal brittleness on the efficiency of cutting bits are examined by many researchers. There is no universally accepted brittleness concept as a measure of cutting efficiency. The effect of the brittleness on rock cutting has not been completely explained. The aim of this study is to correlate the relationships between Specific Energy (SE) and brittleness concepts. The applicability of various brittleness measurement methods for rock cutting efficiency has been investigated. In this study, the raw data derived from previous experimental studies were used, and the relationships between SE and brittleness concepts were investigated. The two previously used brittleness concepts, which are named as B1 (the ratio of compressive strength to tensile strength) and B2 (the ratio of compressive strength minus tensile strength to compressive strength plus tensile strength), and a new introduced brittleness concept named B3 (the area under line in relation to compressive strength and tensile strength) were evaluated in this study. The relations among these brittleness concepts for rock cutting efficiency were established using regression analysis. There is no correlation found between the SE values and the brittleness of B1and B2values. But, the SE is strongly correlated with the brittleness of B3. It was seen that the suggested brittleness of B3concept could be used as an indicator in rock cutting efficiency analysis.

"Conzal Mine was not meeting production targets in 2013, and it was established that this was caused by the inability of the load haul dump machines (LHDs) to tram the required tonnages. An investigation of the LHD productivity was therefore conducted to identify the inhibiting factors. This was accomplished by carrying out a literature review on LHD operations to gain in-depth knowledge and conducting observations in the working environment. The relevant information and data on the LHD type used at Conzal was also acquired.The major inhibitor was found to be excessively long tramming distances in all the sections of the mine. The one-way tramming distances were all significantly greater than the 90 m set in the mine’s code of practice (COP), with the Main Shafts section having the longest average one-way tramming distance of 260 m. The other inhibitor was LHD utilization, which in 2013 was only 47% against a target of 70%. Simulation of the LHD operation, taking these two factors into account, showed that production could be increased by more than 100%. As a result, it was recommended that conveyor belts should be extended regularly in order to keep tramming distances within the recommended one-way distance of 90 m. In addition, utilization can be improved by minimizing employee absenteeism as well as by modifying the travelling routes such that LHDs do not encounter unnecessary delays.Paper written on project work carried out in partial fulfilment of BSc. The modulus of elasticity of rock material (Ei) is an important rock property that is used as an input parameter in the design stage of engineering projects such as dam and tunnel constructions, mining excavations, and so forth. However, determination of the modulus of elasticity is sometimes difficult to obtain by laboratory tests because high-quality cores are required. For this reason, empirical methods for predicting the modulus of elasticity of rock material have been popular research topics in recently published literature. In this study, the relationships between the uniaxial compressive strength (UCS), unit weight (?) and modulus of elasticity for different types of rocks were analysed by using 177 data obtained from laboratory tests carried out on cores obtained from drill holes within the area of the Kadiköy-Kartal Metro line (Istanbul, Turkey). "Quantitative information about the quality of metal balance results is often overlooked when making important plant production planning decisions. Not only is this common omission made in a context where many measurements taken in and around mineral processing plants carry significant errors, but it also conflicts with the AMIRA P754 Code of Practice for Metal Accounting. The fact that metal balances are typically published without any indication of data quality may give the wrong impression that the measurements are unquestionably accurate. While it is true that statistical data reconciliation can improve the confidence intervals of redundant variables, there is no data processing technique that brings them down to zero at a finite cost. In this paper, we review the entire data flow, starting from field instruments to metal accounting-based decision-making to show how measurement errors are transmuted into business risks associated with production planning. Necessary conditions for first exposing then quantifying such business risks are stated. Pitfalls to be avoided are also discussed. Finally, a simplified risk assessment and management procedure which considers the quality of metal balance results are applied to a polymetallic mineral processing plant. INTRODUCTION Each and every mineral processing plant has production reporting obligations. In this paper, we are concerned with metal accounting reports (Morrison, 2008) where saleable metal flows and inventories are estimated and published. These metal accounting reports are delivered to a variety of stakeholders who use them for internal management purposes (day-to-day plant production planning, plant operation optimisation, capital spending, etc.) as well as for external management (royalty settlements, tolling agreements, etc.). Hence, there should be no doubt that spotless metal accounting is instrumental to high-quality corporate governance (Gaylard et al., 2014) of mining and metallurgical companies. To this extent, one would have expected industry-endorsed standards to have emerged a long time ago. However, the lack of an accepted set of standard procedures for metallurgical accounting was explicitly recognized as an industry-wide problem only in August 2001 during an SAIMM workshop held in Cape Town, South Africa. Discussions that followed this workshop led to the initiation of the AMIRA Project P754, “Metal Accounting and Reconciliation”, in 2003."

Two of the most important issues mines have to deal with are tracking the ore mined from pit to plant and to test the efficiency of beneficiation equipment. Kumba Resources and Saco Systems are working together at moment to develop a RFID tracer system to help address these issues. This paper will focus on the tracking of ore from pit to plant. The main advantages for ore tracking is to ensure plant feed blending and dilution according to plan. The RFID tracer system works on the basis of a tracer that physically simulates the ore properties and radio frequency technology that facilitates communication with the tracer and allowing information to be stored on the tracer. This paper tends to indicate the progress on the application of RFID tracer technology in the minerals processing environment as tested at Kumba Resources so far. The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk.

Gravity-driven rock falls account for a large proportion of all fatalities and injuries in underground mines. Potentially unstable blocks of rock are found in the hanging wall of excavations, which may be delineated by natural joints or stress fractures. These blocks, referred to as keyblocks, will fail if their weight exceeds the support capacity or if they are located between support units. This paper describes a computer program which simulates blocks in the hanging wall of an excavation based on measured properties of fractures and joints. Keyblocks are identified and placed at random locations in a predefined excavation. The keyblocks are tested against the support to determine whether they fail the support, drop out between the support or are stable. By repeating the procedure several thousand times, statistics of the probability of failure of the keyblocks are obtained. This approach allows the relative hazard associated with different types of support or excavation orientations to be obtained. It is concluded that a probabilistic approach is suitable for the evaluation of supports effectiveness in situations where large numbers of discontinuities or stress fractures are exposed in excavations.

Shear-flow coupling tests are conducted using an original apparatus, and a shear-flow coupling model using Geographic Information System (GIS) is developed in order to evaluate shear-flow coupling properties of a rock joint. Shear-flow coupling tests indicate that the hydraulic conductivity of joint once decreases, and then rapidly increases at the shear displacement near the peak shear stress. The proposed model simulates the test results relatively well. However it indicates that it is difficult to apply the local ‘cubic law’ model in the initial shear stage, in which the change of selective flow path is remarkable. Scher-Fliess-Kopplungsversuche werden mit einem neuartigen Versuchsgerät durchgeführt und mithilfe von Geo-Informationssystemen (GIS) gedeutet, um so ein Modell für die Scher-Fliess-Kopplung in Gebirgstrennflächen zu entwickeln. Die Versuche zeigen, dass die hydraulische Leitfähigkeit zuerst abnimmt, dann aber schnell wieder zunimmt sobald die maximale Scherfestigkeit erreicht ist. Das vorgestellte Modell bildet die Testergebnisse relativ gut nach. Es zeigt auch, dass es schwierig ist, das lokale Cubic Law im Initialstadium der Scherbeanspruchung anzuwenden, in dem die Variationen selektiver Fliesswege gross ist. Les essaies hydro-mécaniques couplés en cisaillement sont réalisés grâce à un appareil éxperimental prototype et un modèle de couplage hydro-mécanique utilisant le S.I.G (systeme d&apos;information géographique) développé dans le but d&apos;évaluer les propriétés hydro-mécaniques des joint rocheux. Les résultats indiquent que la conductivité hydraulique des joints décroit puis augmente rapidement en se rapprochant du pic de cisaillement. Le modèle proposé simule relativement bien les résultats expérimentaux ; mais indique également qu’il est difficile d’appliquer localement la loi cubique au début du cisaillement où, les changements d’orientation dans le réseau d&apos;écoulement sont considerables.

"The robust nature of alumina refractory materials presents opportunities for their in-process reclaiming and re-use in non-critical applications. Virgin refractories can be substituted with different quantities of reclaimed materials without compromising the quality of the refractory products. In this study, the effect of reclaimed bauxite on andalusite-containing refractory castables for tundish applications was investigated. The recycled bauxite was formulated in different proportions to replace virgin andalusite in the castables. Standard tests were conducted to evaluate the physical, physicochemical, and thermochemical properties of the formulated products. Static corrosion tests were conducted using tundish slag in order to simulate the actual operating conditions. The results show that the standard flow behaviour, open porosity, and bulk density of samples containing up to 22 mass% reclaimed bauxite were comparable to those of the reference castable. However, high-temperature properties such as static corrosion at 1400°C and hot modulus of rupture at 1500°C indicated that there is an upper constraint to the amount of substitution. The study demonstrated direct potential savings of up to 10% when the reclaimed alumina replacement ratio was increased to 22 mass%. IntroductionAlumina-based refractories can be classified into low-alumina, containing less than 50% Al2O3, and high-alumina or bauxite, containing between 50 and 90% Al2O3. High-alumina refractories have widespread applications in high-temperature metal extraction processes due to their outstanding thermochemical and thermomechanical properties and stability (Rebouillat and Rigaud, 2002; Frulli, 2016). The typical chemical composition of refractory-grade bauxite consists of 85–90 wt.% Al2O3, 5–10 wt.% SiO2, 1–2wt.% Fe2O3, 3–4 wt.% TiO2, 0.4–0.8 wt.% CaO + MgO, and 0.20–0.8 wt.% K2O + Na2O (Nyoka et al., 2013). The thermochemical and thermomechanical properties of bauxite-based refractories rely principally on the conversion of the contained silica and alumina to the highly stable corundum (?-Al2O3) and mullite (3Al2O3· 2SiO2) phases (Rebouillat and Rigaud, 2002; Hill and Sehnke, 2006; Garbers-Craig, 2008; Frulli, 2016)."

The data base of failed coal pillars in South Africa was analysed with regard to the time of failure in an effort to develop a method to predict how long after their formation coal pillars will fail. It was found that meaningful results could only be obtained by splitting the data base up into groups that displayed similar behaviour. It was postulated, based on observation and experience, that coal pillars fail by a process of progressive weakening progressing into the pillar from the edges. Minimum pillar dimensions to ensure failure were calculated?these were the dimensions that corresponded to a minimum ?real? factor of safety. From the scaling distance required to reach the minimum safety factor, rates of scaling for the failed pillars were calculated based on the observed real lives of the pillars. It was found that the rates of scaling were unique for different mining areas and that they correlated directly with mining height and inversely with time. Using the derived scaling rates, the predicted pillar lives were back calculated for the pillars in the data base of failed pillars. In two of the three groups, the predicted lives correlated well with the observed lives on a one-to-one comparison. In all cases, the predicted lives were in the same time range as the observed lives. Overall, the frequency of predicted lives closely replicated the observed frequency of observed lives of the pillars in the data base of failed pillars. The method was successful in distinguishing between the data base of failed and a representative sample of intact pillars. While the predictions matched the observed lives of failed pillars, the predictions of expected lives for intact (hitherto unfailed) pillars were orders of magnitude greater. It is now possible to estimate the frequencies of future pillar failures for the purposes of mine closure and undermining of surface structures within broad bands.

Horizontal rotating mills are being used all over the world associated with different mineral and power generation industries. David Brown South Africa, with over 140 years of experience in gear manufacture and design, has been supplying these industries with innovative designs at exceptional quality. The gearing systems associated with these industries are challenged daily with operating conditions with are not always fully understood. Failures are therefore experienced, over time in the industry, which can therefore not always be fully explained. David Brown South Africa has developed a gear monitoring system, the Intelligent Gearing System, in association with Transmission Dynamics (UK), in order to monitor and analyze these operating conditions in real time. The system has been designed on the principles of Six Sigma, incorporating Design for Six Sigma. The purpose with this system design is to monitor the operating conditions on the pinion, record the information and analyze the data in relation to the rate of fatigue damage to the girth gear and pinion. This is done in real time and unattended. The output from the Intelligent Gearing System can be fed back into the operating system of the mill user, in order to display an alarm for operating conditions exceeding the design criteria as well as information on the rate of fatigue damage due to these operating conditions. When the mill operating conditions are better understood, and the effect on the fatigue life of the mill gearing components, mill users can forecast critical spare holding levels with an increased accuracy. The Intelligent Gearing System also allows early actions to remove reasons for system overloads.
