The investment decision under uncertainty by H. M. WELLS, Pr. Eng., M.Se. (Fellow) The future outcome of a proposed investment is uncertain at the time the decision must be made to accept it or reject it. This uncertainty can be expressed in the form of a probability distribution. An attempt is made to rationalize the investment decision under these circumstances, especially when the range of possible outcomes extends into both the acceptable and unacceptable domains. A rigorous definition of risk is proposed, and a criterion of risk aversion is developed that forms the boundary between acceptable risk and unacceptable risk (called the loss limitation line). It is shown that this decision criterion can also serve as a quantitative yardstick in the evaluation of various possibilities for 'tailoring' the proposal to mlke it more compatible with the particular financial circumstances of the company concerned.

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

At the Hansa Mine in Dortmund, Germany, coarse run-of-mine coal, up to 60 mm in particle size, has been brought to the surface hydraulically from a depth of 850 m since November 1977. Hoisting is done by a three-chamber pipefeeder, by means of which up to 400 t/h can be lifted. The pipefeeder operates without problems, and has so far shown itself to be efficient and reliable. Vertical hoisting can be carried out by water supplied from the surface, from underground, or from a surface water supply in combination with minewater from underground. Water that flows into the mine, which would in any event have to be pumped to the surface, can be utilized for hoisting operations. The energy costs per ton of coal for a lifting height of 850 m vary between 41 and 62 South African cents, and therefore lie within the range of costs that apply to conventional hoisting.

"As geological and mining conditions become more complex, and as overall mining economics become more marginal, short- and long-range decision-making regarding multiple-seam surface mining becomes more difficult. The decision-making problem involves a study of economics, cut-off grades and ratios, equipment capabilities, sequencing and selective mining practices.This paper is concerned primarily with multiple-seam mining of bituminous coal. The research has led to the development of an economic decision-making model for use as a day-to-day tool to aid mine operators and pit geologists to decide what and how to mine.The model is designed as an aid for feasibility decision-making in multiple-scam situations and for situations where selective mining is needed or desired. In effect, a simulation of the feasibility and preliminary mine planning phases has been developed. The model is divided into four separate segments: decision-making, simulated mining, cost calculations and the determination of the discounted cash flow return on investment."

Photometric sorting of ore on a South African gold mine by N. J. KEYS. B.E. Met. (Queensland) (Visitor). R. J. GORDON. (Visitor). And N. F. PEVERETT. B.Sc. (Eng.) (Wits) (Fellow) This paper concerns the development and application of a high-throughput, multi-stream photometric sorting machine developed for the South African gold mines. It is now believed that this sorter and its progeny may be found suitable for a large proportion of all possible sorting applications. A laser-light source and sensitive photomultiplier are employed in a scanning system to detect light reflected from the surfaces of rocks passing through the sorting zone. Electronic circuitry then analyses the photomultiplier signal, which represents the varying intensity of the reflected light, and produces control signals to actuate the appropriate valves of an array of air-blast rejection devices to remove from the feed certain particles selected by the analysing process. Typical throughput per machine ranges from 50 t/h for a minus 60mm plus 30mm feed to 200 t/h for minus 150mm plus 70mm material.

JoughinMr Turgay Gurun, in presenting his paper, indicated that this simulator was no purely theoretical exercise, but that the model had been used in the design of crushing plants of capacities ranging from 3 000 tons per day to 66 000 tons per day, and that recently the design of a plant of capacity of 99 000 tons per day had been studied.The crushing plant simulator was an independent portion of a much more comprehensive simulator for the design of a. complete recovery plant. It would be possible to use each section of this simulator on its own, and simulators would be designed to cover flotation concentrates, cash flow analyses of the entire project, and so on.Each simulator would be backed by a comprehensive data bank. For example, the crushing plant simulator was backed by such a data bank which included the performance and cost data from five manufacturers for an average of 30 items of process and materials handling equipment each. This meant that data preparation involved generally less work than would be required for a manual calculation. On average, data preparation for one run took 30 minutes and three minutes of computer time on an IBM 360/40 completed the run. The model could be valuable as a design tool in that it allowed the designers an opportunity to make a thorough examination of many alternative designs. It was also of value to plant operators as it could be used to predict the consequences of operating decisions.This paper generated much interest and there were numerous questions and contributions, so many, in fact, that the discussion had to be cut short.It was pointed out by Mr K. F. Lane that crushing plants represented a very large capital investment. A plant designed for 40 000 tons per day at 98 per cent efficiency might well in practice be run at 50 000 tons per day at, say, 83 per cent efficiency. He asked how, therefore, their design could be investigated without building economic criteria into the model? The author conceded that this was a tender point. He would have liked to have given facilities for more variability of the metallurgical information. He pointed out, however, that while there was no overdesign for conservatism built into his system, some overdesign was inevitable as the performance characteristics given by the manufacturers were generally conservative. Also, in his system, if lower recovery was allowed for, the system would nut through more tonnage."

Sampling in a continuous flotation plant is always a challenge as these plants are meant for production and not research work. The continuous flotation operation used in this work produced three sets of data: the first was based on overall plant performance, done by sampling the feed, concentrate, and tails; the second was based on the roughers row cell-by-cell; the third set of results came from the cleaners/recleaners row cell-by-cell. The highest recovery results in all sets of data obtained lie in the particle size ranges of 40 μm and 100 μm, which is in agreement with results by other researchers in the same field. King’s theoretical (model) recovery proved to be able to fit the experimental data but there is still room for improvement as the sum of squared error ranged between 400– 1200. Data obtained in continuous flotation operation could be used with batch flotation test-work to characterize scale-up of flotation cells.

Dr E. C. Hanekom (Visitor): Two years ago we used the bubble pick-up technique as developed at Anglo American Corporation for screening candidate flotation agents prepared in our laboratories. It was obviously necessary to know to what extent the technique gave reproducible results and a statistical evaluation of the test method was made using a mineral sample provided by Anglo American Corporation. A bubble of 2.0 mm diameter was used and the measuring graticule was divided into squares (units) with sides of 5.0 mm at 25 X magnification. The mineral granules had diameters from 53 to 74 mm. The bubble was loaded by depressing it against a layer of mineral grains to give an arbitrary but constant compression of 0.4-0.5 mm. It was rolled five times through 2 mm horizontal displacement. The bubble was then lifted, its load compacted by gently stirring and the projected area measured in squares (units) on the grid. Each substance was tested at 5 ppm concentration in distilled water at five points in the pH range 3-6. With these standardized conditions of operation the reproducibility of the test was studied. Four materials were tested and at each pH value the procedure of forming a bubble, picking up granules and counting the units was repeated ten times. From these results the standard deviation for a single count at any pH value was calculated for each material (Table 1. The coefficient of variation of approximately 3 per cent was relatively low and it was decided that further refinements in the counting procedure would be of doubtful benefit with the present apparatus. Similar experiments were carried out with 12 sample materials. In this case the bubble formation and pick-up were repeated four times at each pH value, the mean value was calculated for each set of four observations and final pick-up values for the materials were obtained by selecting the highest mean count. Each test was completely repeated a number of times as indicated in Table 2 and the standard deviation calculated. The results allowed the selection of the more promising materials and the rejection of poor performers at the 95 per cent confidence level. All tests were carried out by one operator. Some evidence was obtained that the method is sensitive to operator bias. In conclusion it can be said that from all the results analyzed it would appear that once operation conditions are fixed (viz operator, pH control) the precision of the method is adequate. The Decar Nickel District is a greenfield discovery by FPX Nickel Corp., of nickel mineralisation located in central British Columbia (BC), Canada. The Baptiste deposit is part of the Decar Nickel District and is a unique deposit containing a nickel-iron alloy mineral called awaruite, with over 2-billion tonnes of inferred resource grading 0.12% Davis Tube Recoverable (DTR) nickel. This deposit represents a significant nickel resource. Awaruite is a high density and ferromagnetic mineral, which could be recovered, along with magnetite that is also present in the samples, using magnetic separation. However, there is still a lack of understanding of the properties of the awaruite and its metallurgical response. This information is imperative for the set-up of the variables involved in its concentration. The aim of this paper is to show and discuss the effect of magnetic field strength for the recovery of nickel from Baptiste deposit samples. Magnetic separation at bench and pilot scale with different magnetic field strengths is evaluated as a concentration method for awaruite. Mineralogical information is provided to support the results and also to briefly assess the variability of DTR nickel within the deposit. The Baptiste deposit is unique and will benefit from a sound scientific understanding of the process solution as well as other ongoing work. If successful, the outcome will lead to the development of a mine. With greater than 2-billion tonnes of inferred resource, the mine would represent a significant new source of nickel globally. A study was made of the performance of a rod mil operating without liter bars and with different arrangements of liter bars in the lining. . The results show that striking improvements in performance, increased throughput, and reduced consumption of liner metal and electrical energy can be obtained by a change in the geometry of the liter-bar arrangements within a mil. Rod mils of equal size fitted with the same arrangement of liter bars but operating at different speeds presented apparent anomalies in the relative consumption efficiency of electrical energy for the production of material smaller than 75 µ m. Marked savings in the consumption of liner metal were achieved by the use of an arrangement of alternating lines of higher and lower liter bars. A study of the relative performances of two large tube mils showed that the use of liter bars in one of the mils resulted in a marked reduction in the consumption of liner metal and electrical energy per ton of material smaller than 75 µ m in the product.

A mining complex is an engineering system where raw materials are extracted from several mines, processed, transported, and sold to the market. The uncertainty and local variability of material grades and their locations within the related mineral deposits are critical for determining the optimal life-of-mine extraction sequence, destination policy, operating modes, and capital investment decisions, which define the production schedule of a mining complex. Infill drilling is used to further characterise a mineral deposit and reveals information that changes the representation of the resource model and potentially the resulting optimal long-term production schedule. A self-learning reinforcement learning approach is proposed to determine the optimal drilling locations that maximise the net-present value of the long-term production schedule and the associated financial forecasts by adapting the schedule to additional information. A case study at a copper mining complex demonstrates a $70 M increase in project value by collecting drilling information with a $1 M budget.

The comments by Mr Chaston were constructive and much appreciated. Considering firstly the recovery of cassiterite from fine deslimed material. A size distribution analysis shows that 58 per cent of cassiterite in Union Tin flotation concentrate reports in the minus 15 micron (quartz) size range. This is achieved at a recovery of 67 per cent and concentrate grade of 42,6 per cent. It is of interest to note that at Altenberg in East Germany 85 per cent of the tin in deslimed minus 43 micron material is recovered into a 14 to 16 per cent Sn concentrate using para-tolyl arsonic acid as collector. Reconcentration of this material is then carried out using two shaking table stages which recover 53 per cent of the tin in a 50 per cent Sn concentrate. Flotation was resorted to after recovery rates of 35 per cent and concentrate grade of 30 per cent had been achieved in a 275 ton per day plant comprising 130 tables. Tests on tabling of deslimed minus 43 micron material have not been carried out at Union Tin. The cost of equipment actually associated with cassiterite flotation amounts to about R60 000. The

During the past ten years there has been an upsurge of interest in the development of selective ion exchange resins and solvents, and of ion-exchange and solvent extraction equipment tailored to the special requirements of mineral-processing circuits. It is therefore not surprising that the recent Symposium on Ion Exchange and Solvent Extraction in Mineral Processing, held at the National Institute for Metallurgy (NIM) on 7th and 8th February, 1980, was a resounding success. This Symposium, organized jointly by NIM. INTRODUCTION The Miller chlorination process has assumed a preeminent position in the refining of gold bullion, a position it has maintained for over half a century. In the early sixties considerable interest was aroused by the idea of producing a consistently high grade bullion at the mine smelthouses themselves. However, as the use of chlorine in industrial plants is associated with considerable hazards, oxygen was considered a natural alternative, apart from bing less expensive than chlorine. Partial refining at the mine smelthouses would considerably decrease the requirements made on Rand Refinery Limited as well as indicating the possibility of reducing final refining costs. An added factor would be the purer silver chloride obtainable, after prior removal of the base metals by oxygen injection, which would facilitate the production of high-purity silver. The free energies of formation of the oxides of the metals;- silver, copper, lead, zinc, iron and bismuth indicate that, with the exception of silver, these metals should be capable of removal as oxides by oxygen injection. Rose1 had shown that during injection of gold bullion, considerable loss of silver to the boraxsilver slag occurred and, furthermore, that copper removal was not efficient and oxide attack on the refractories was severe. Plant test work2 had confirmed the difficulty of copper removal, but had shown that zinc and lead were almost completely removed. The difficulty of copper removal by oxygen injection warranted further investigation. Also, the high decomposition pressure of silver oxide suggested that by suitable control of the slag composition it might be possible to reduce to very small proportions the silver carried into the slag as oxide. The oxidation of copper by oxygen injection and subsequent dissolution of the oxide in a slag may occur according to the following reactions; Reactions 4 and 5 were considered because of the relatively high solubility of oxygen in molten silver and silver alloys. Thermodynamic data indicate that there is little possibility of any reaction involving the formation of CuO occurring at temperatures above 1 000 °C. To ensure that the operative reactions 1 and 4 take place to the maximum extent, the following factors He significant. (a) an increase in the activity of the copper in the bullion, (b) an increase in the partial pressure of oxygen in the system, (c) an increase in the activity of the oxygen in solution in the metal, (d) a decrease in the activity of cuprous oxide in the slag. From practical considerations, the operative variable most easily susceptible to control is the composition of the slag. SOLUBILITY OF COPPER OXIDES IN BOROSILICATE SLAGS Very scanty information exists on systems containing copper oxides but the indications are that slags containing considerable amounts of boric oxide would possibly prove to be the best solvents for cuprous and cupric oxides. This is attributed to the fact that the activities of copper oxides are much lower in boric oxide slags than in slags in which silica is the main network former. The number of possible slags containing boric oxide was limited by consideration of liquidus temperature, viscosity, corrosive action on refractories, volatilization, and ultimately cost (for industrial application). Slags in the systems soda-boric oxide-silica and lime-boric oxide-silica were selected paying due attention to the above limitations. Additions of 5, 10 and 15 per cent cupric oxide were made to the finely ground, premelted slags. These mixtures were then reground and 2g quantities held in re crystallized alumina crucibles at temperatures of 1150°C and 1 250°C respectively for 30 minutes. The crucibles were removed from the furnace, rapidly cooled, cut in half longitudinally, and a thin section taken from one half was subjected to microscopic examination.

"The quantification of mineral resources and evaluation of process performance in mining operations at Gole Gohar iron ore deposit requires a precise model of the spatial variability of three variables (Fe, P, and S) which must be determined. According to statistical analysis there are complex multivariate relationships between these variables such as stoichiometric constraints, nonlinearity, and heteroskedasticity. Due to the impact of these complexities in decision-making, they should be reproduced in geostatistical models. First of all, in order to maintain the compositional and stoichiometric constraints, additive log-ratio (alr) transformation has been applied. In the next step cosimulation, using stepwise conditional transformation (SCT) and sequential Gaussian simulation (SGS) has been used to simulate multivariate data. Through statistical and geostatistical validations it is shown that the algorithms were able to reproduce complex relationships between variables, both locally and globally. IntroductionThe key steps in mining projects are the quantification of mineral resources, definition of mining reserves, and production scheduling. They rely on the construction of a block model that is used to represent basically the spatial distribution of ore grades (Montoya et al., 2012). The determination of grades and tonnages affects risk assessment and economic evaluation of mining projects. Evaluation of process performance in mining operations requires geostatistical modelling of many related variables (Barnett and Deutsch, 2012). Iron ore quality is characterized by multiple variables: not only the iron grade but also the contaminants that interfere in the subsequent steel manufacturing processes. Consequently, the spatial variability of multiple variables must be determined. Key variables are frequently correlated, and such correlations must be honoured during estimation and simulation. Data from iron ore deposits constitutes compositional data; furthermore, relationships the between assay data are often heteroskedastic."

Paper written on project work carried out in partial fulfilment of Laboratory-scale testwork was undertaken to recover oxidic copper-cobalt minerals by froth flotation, which requires maintaining a certain sulphide level in the pulp. To improve control of the sulphide concentration, an electronic closed-loop system was designed that responds to the potential output of an ion-selective electrode. The PID control was improved by adding a pre-emptive control and a self-calibration feature; a data logging facility is also included. An inexpensive valve design was incorporated using locally available parts. The operating results of this control design are presented.

In a first for the diamond industry, Koffiefontein Mine in the Free State, South Africa, opted for the front cave mining method to extract a 90 metre high block of kimberlite ore. Block caving, because of its high initial capital requirements, resulting in a negative internal rate of return (IRR),was ruled out as a feasible mining method for Koffiefontein Mine. Front caving is essentially a combination of the traditional block cave and sub-level cave mining methods, but uses two or more levels of retreating drawpoints. Two extraction levels, in the case of Koffiefontein Mine, are spaced 12 m apart vertically, with the upper 478 m level (48Level) acting as the undercut/extraction level, and the lower 490 m level (49 Level) as the extraction level. Caving is achieved by undercutting a small column of ore, which is then drawn, on both the 48 and 49 Levels, until the planned extraction percentage is achieved. The next column of ore is then mined by advancing the undercut (48 Level), and the process is repeated until the entire ore block is depleted to the contact. Caving-by-gravity techniques of mining rely on closely controlled draw of the caved ore to ensure proper caving action and to minimize the dilution of ore with waste material from the open pit. This paper discusses the need for, and implementation of, a draw control system at Koffiefontein Mine — a computerized production management system, and a draw control system based on linear programming, to allow control over the draw rate and mining sequence — a major factor in all production planning to optimize production efficiency, ore recovery and cave management.
