This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

The earliest authenticated scientific report of the occurrence of platinum in rocks from the Bushveld Complex appears to be by William Bettel on 10th November 1906. Thereafter, prospecting of the chromite-rich rocks for platinum proved frustrating. I suggest that the resurgence of interest shown by Dr Hans Merensky in 1924 resulted from his realization that newly-panned platinum had a different grain size from that in the chromite layers and indicated a different source rock, which he located and it became known as the Merensky Reef.

"Two shortened test procedures for estimating the Bond ball work index are compared for suitability of use on Zambian/DRC-type copper–cobalt ores. The first procedure is based on a batch milling test while the second procedure is based on a limited locked-cycle test. Both procedures were conducted using a standard Bond test mill. INTRODUCTION The Bond ball work index is widely used in the field of minerals processing as an indicator of ore grindability. The work index is determined by means of a locked-cycle test procedure that typically requires seven to eight cycles to stabilise at a re-circulating load of 250%. A typical test requires between three to four kilogram of ore sample and around eight hours of operator time. For geometallurgical test work applications, where a large number of variability samples are to be tested, it would be highly beneficial to use a test procedure that requires less sample mass and operator time. Certain test work laboratories, for example SGS and JK Tech, are already offering various types of shortened test procedures for estimating the Bond ball work index. This paper discusses a comparison of two shortened test procedures that were evaluated for suitability of use on Zambian/DRC-type copper–cobalt ores. EXPERIMENTAL Test Procedure 1 – Batch Milling The first test procedure is derived from a batch milling approach proposed by the University of Hacettepe (Aksani, 2000). Some modifications were, however, made to the data analysis method from that originally proposed. During this test procedure, a 700 mL volume of sample is milled in a standard Bond test mill for a pre-determined number of revolutions. The feed and product particle size distributions are measured for each test. These results are then used to back-calculate a cumulative breakage rate parameter (k) for each particle size, according to the following formula:"

Ferroalloy producers are large-scale users of electrical energy, which in many countries is in short supply and increasingly expensive. Preheating and/or pre-reduction using natural gas, recycled furnace gas or coal fines have lowered the specific use of electricity, but the high energy concentration necessary for most reduction processes can be achieved only by the use of high electric currents. Most countries have insufficient electricity to supply the demands of industry and the domestic consumer, particularly during certain periods of the day and certain times of the year. The generation and distribution of electricity is a large-scale expensive business, which is financed and managed directly or indirectly by government bodies in most countries. Both economic and political imperatives determine how much electrical energy is made available to whom and at what price. In South Africa demand is set to outstrip supply within the next few years, and the local supplier Eskom has moved from a traditional demand tariff pricing structure to a time-of-use tariff pricing so as to limit peak demand usage. This will mean a substantial increase in electricity cost to those users unable or unwilling to reduce consumption during peak periods. The optimal use of the available electrical energy depends both on the process, the furnace size, the configuration and infrastructure of each plant and its cost structure. As the cost and availability of electricity is set to change dynamically, the management of the situation becomes a real time control and optimisation problem. This paper discusses some the process and operational constraints associated with low- or no-load conditions and how to manage the situation. Electrode management will be one of the key issues.

The resistance of yielding rockbolts to multiple impact loads was tested by means of a drop hammer. The methodology was based on the ASTM D7401-08 standard as well as the requirements specified for rockbolts by Luossavaara-Kiirunavaara Aktiebolag (LKAB – a Swedish mining company) and the Safety In Mines Research Advisory Committee of South Africa (project number GAP 423). During the tests, the loading force and bolt elongation were measured with a sampling frequency of fs = 19.2 kHz. In order to analyse the phenomena involved, the tests were recorded using two independent high-speed video cameras (600 and 1000 frames per second) and one thermal camera (128 frames per second). The tests demonstrated that all the samples transferred double the gravitational potential energy of Ep = 50.85 kJ from the impact load of mass m = 2825 kg and impact velocity of v = 6.0 m/s without failure. Damage to the bolt-resin contact in the upper anchoring zone of the bolt in the steel tube occurred after subsequent impacts. As a result, the macro-deformed bolt exhibits additional yield, and its operation following the shearing of the resin bond is similar to that of a ‘cone bolt’. Only one test resulted in damage to the threaded bolt rod-nut coupling, during the fourth impact; however, no damage to the bolt-resin contact zone was observed.

Stainless steel must maintain a reasonable price against other competitive materials. Therefore, the ferrochrome price must be low enough and profitable for the producers of stainless steel. The investment and operational costs of ferrochrome production are greatly dependent on the availability of the process and the production rate. Thus the furnace size and production rate in submerged electric arc furnaces will be greatly increased in the near future. The ferrochrome production per furnace, e.g. at Outokumpu?s Tornio Works, increased from 30 000 t/a to 165 000 t/a in about 35 years. The same trend will continue globally but now much more quickly. The Outokumpu ferrochrome process at Tornio Works uses sintered chromite pellets and upgraded lumpy ore as a chromite source. Metallurgical coke is used as a reductant. Reliable smelting in a large furnace demands the correct charge composition and well-known characteristics of the charge components. The quality and electrical conductivity of cokes (normally used) has the most important role for the electrical conductivity of the smelting charge. The results of the measured electrical conductivity of different cokes and the smelting charge with many controlling factors are presented here. These measurements were performed over the years for our own purposes at the laboratory of Outokumpu Research Oy (ORC), in Pori, Finland.

Pyrite (FeS2), chalcopyrite (CuFeS2), sphalerite (ZnS) and galena (PbS) generate hydrogen peroxide (H2O2) when placed in water, with pyrite generating the most amount of H2O2. The order of these minerals for generating H2O2 in water is: pyrite > chalcopyrite > sphalerite > galena. In previous research, the methods of generation of H2O2 in the grinding mill were studied. In this study, data from experiments were included by using MODDE 9 software for six parameters composed of water, grinding media, particle size; adding collector to the grinding, and adding depressant and pH. Finally the optimal condition was achieved. According to the results, most of the recovery is related to the particle 75 μ size and when using processed water, adding 100% collector and without depressant and pH 10. The most recovery of lead in the case of the use of fresh water is in the case of 100% collector, without depressant, pH 10 and 150 μ particle size. Maximum recovery in fraction size 45 μ in the case of water process is 100% collector, without depressant and pH 10. The current state of the South African mining industry is briefly reviewed from the point of view of an engineer not schooled in the finer details of predictive economics. Based on the assumption that current world exploration targets are indicative of which commodities the world will want in the future, it is concluded that the South African mining industry will continue to be viable and growing well into the future. South Africa holds the minerals the world wants and needs, and as long as the world has people, the demand for those, including gold, will continue to grow. There still is a growing demand for vanity commodities' and even the demand for platinum as a jewellery material displays significant growth. Mine safety still needs to improve, but significant improvement has already been made although the industry is not always acknowledged for the effort in this field. The safety target set for 2013 is within reach but will require sustained effort. The physical mining conditions for the main revenue earners, coal, platinum, and gold, will change substantially in the near future. Research in mining has declined alarmingly and it is urgently necessary for that to be revitalized to generate the knowledge that will be required. In order to streamline the transfer of knowledge to the mining engineers of the future, research needs to be conducted with the full involvement of the universities. It will also be necessary for the universities to continually review curricula to incorporate the latest knowledge and to embark on a campaign of knowledge transfer to the older generation of mining engineers. The mining industry is well supported by the universities, who have done their duty with regard to societal transformation, and the universities are in turn supported by the industry through vehicles like the METE Industry is also strongly supported by a number of professional and vocational societies. The SAIMM will continue to play its vital role as the meeting point of the mining technical sciences, and will continue to disseminate knowledge via the journal, schools, and conferences. In the future, it will review its modus operandi to support the needs of growing membership in the remote branches. It will enter the research arena in an appropriate manner and give effect to the developing integration of mining and society. The most important threat to the future of the mining industry is the recurrent mention of nationalization. While interaction between the mining industry and political and economic development of South Africa has always been characteristic, the current debate is emotional more than rational, and engineers are not well equipped to participate. This matter needs to be finalized before it becomes a popular force that politicians cannot control.

Discus¬sion during this session was thus largely concerned, directly or indirectly, with communication between computing and mining personnel, and as such was relevant to the symposium as a whole.Mr A. Weiss set the tone of this discussion by referring to `user-orientated systems'. He congratulated Mr Burne in this regard, pointing out that his long-term production scheduling program, as a computer system, was similar in approach to the manual system it replaced, and was therefore easily understood by planning engineers. He asked whether the schedule engineer had his 'hands on' the system, to which Mr Burne replied that the engineer did in fact spend several days running alternative schemes through the computer. Mr Weiss commented on the advantage of having terminals on site for this sort of engineer-computer interaction. He also commented on the flexibility of Mr Burne's approach to scheduling and how preferable this was to a one-step optimization package. This was brought home by a question from Mr H. D. Small: Mr Burne's program sometimes found it necessary to temporarily halt an advancing face, and he asked whether the logic of the program could be altered to avoid this (e.g. by suitably slowing down the rate of face advance). Mr Burne replied that it was in fact easier for the planning engineer to sort this problem out manually. The way in which the computer results were presented made it particularly simple for the production engineer to see how to avoid or remedy a stopped face.On the technical side, both Mr Weiss and Mr H. M. Wells questioned Mr Burne on the handling of grade control by his program. From answers by Mr Burne and his colleague Mr K. H. Thomson it emerged that a spot-check on grade every now and then was all that was necessary at Mufulira, and that the idea of actual grade control was more a question of short-term than of long-term planning."

The rebound phenomenon, which occurs during rockfalls when a rock block impacts with a slope surface, is influenced by several parameters related not only to the slope material but also to the block and the kinematics. The paper presents a small-scale testing campaign undertaken at the LMR (EPFL) to better understand and quantify the bouncing of blocks on granular slopes. The influence of some factors related to the ground material, the block and the kinematics is examined. Bei Steinschlägen wird die Flugbahn eines stürzenden Felsbrockens maßgeblich durch den Abprall vom Hang bestimmt. Der Rückprall hängt von verschiedenen Parametern ab, wobei nicht nur das Hangmaterial sondern auch Blockeigenschaften und Kinematik eine große Rolle spielen. Zum besseren Verständnis dieses Phänomens und seiner Quantifizierung werden am LMR (EPFL) kleinmaßstäbliche Versuchskampagnen auf granulären Materialien durchgeführt. Der vorliegende Artikel stellt die Versuche vor und untersucht den Einfluss verschiedener Boden-, Block- und kinematischer Parameter. Le phénomène de rebond qui se présente lors de l’impact d’un bloc rocheux sur la surface d’un versant dépend non seulement des caractéristiques du terrain, mais aussi de facteurs relatifs au bloc et à la cinématique. L’article présente une campagne d’essais sur modèle réduit entreprise au LMR (EPFL) afin de mieux comprendre et quantifier l’impact de blocs sur des matériaux granulaires. ORMROD (Visitor) A correlation between the potential of a U02 electrode and the rate of recovery of uranium has been proved in laboratory and plant trials. When the recovery rates change because of variation in the concentrations of Fe(III), Fe(II), SO4 'and H+, a positive correlation is observed. However, an 2- increase in the concentration of phosphate in solution produces an increase in the U02 electrode potential but a decrease in the rate of leaching of U02. The correlation between the U02 electrode potential and the rate of leaching of U02 is then negative. It is concluded that, as a control device, the electrode cannot compete with the platinum electrode for use on certain plants. Nevertheless, the U02 electrode will act as a useful warning device if the total concentration of iron in solution decreases to below a level concomitant with the economic recovery of uranium. Furthermore, because of the positive correlation between the U02 electrode potential and the phosphte concentration, the electrode will also be of value in the detection of an increase in the phosphate level in solution. When it was incorporated in a suitable industrial probe, the electrode was found to be able to withstand the rigours of the leaching conditions in a large pilot-plant pachuca, and only failed after six weeks' operation.

"A renewed interest in nuclear power around the world in order to reduce greenhouse gas emissions is going to increase demand for uranium as fuel. This will result in more uranium being mined, which will in turn increase associated environmental pressures, such as fresh water use. A move to lower quality waters containing impurities such as chloride would help alleviate these pressures. In this work, we determined the uptake characteristics of weakly basic anion exchange resin Ps-EDA towards uranium from saline solutions in a dynamic flow column. Breakthrough curves were produced, with suppression of uptake being observed for chloride concentrations above 5 g L-1. Calculated resin saturation capacities at zero and 5 g L-1 chloride are comparable with literature values for strong-base anion exchange resins, and exceed those published for weak-base resins up to 20 g L-1 chloride. Data has been fitted to multiple breakthrough models, with the modified dose-response model most effectively predicting uranium recovery. The results show that the ethylenediamine functionality could be suitable for use in future uranium processing flow sheets where a high-saline lixiviant is used. IntroductionIon exchange (IX) is a key technology in the uranium mining industry and is well established for the extraction of uranium from both acidic and alkaline leach liquors (Edwards and Oliver, 2000). It was first employed in 1952 at the West Rand mine in South Africa (Ford, 1993; Taylor, 2016). H2SO4 and Na2CO3 are the most commonly employed lixiviants used to solubilize uranium in acidic and alkaline leach conditions respectively. The chemistry of these systems causes uranium to form anionic sulphate or carbonate complexes, which can be taken advantage of by anion exchange resins.Another major technology for the extraction and purification of uranium from leach liquors is solvent extraction (SX). This technique involves the extraction of uranium from the aqueous phase into an immiscible organic layer. Although this is a commonly used method, there are major drawbacks to it, including the use of large volumes of flammable solvents, solvent loss, phase disengagement, third phase formation, and the production of problematic degradation products (Veliscek-Carolan, 2016). These problems can be circumvented through the use of IX resins."

Keywords: Pyrometallurgy, slag, metal, entrained, granulation, ferromanganese Water granulation of certain slags with high metal entrainment has customarily not been practised, not only due to the belief that such processes are too dangerous and unproven in the pyrometallurgical industry, but also that it might not be economically viable or environmentally acceptable. General slag granulation, on the other hand, is extensively applied, although in some cases crudely, with disastrous effects, as a result of not recognising the high heat capacities prevalent in slags. Thus, purpose-designed granulation and solidification processes are discussed, taking into account specific applications and the individual signatures of alloys and slags, emphasising that no slag, matte, or alloy responds in similar fashion to a granulation practice. This paper addresses three issues, namely: ? Water-granulation of BOF steel slag, without processing it to render it environmentally safe, physically and chemically acceptable for use by the construction industry, and the process economical ? Processing air-cooled BOF steel slag to change its physical and chemical properties to be acceptable for various uses and extracting metallic and bound iron ? Processing air-cooled or molten manganese slag to lower its manganese content to a level that is acceptable from an environmental and health point of view, and extracting FeMn-alloy of acceptable composition. The latter process culminated in a patented process to extract FeMn from air-cooled and molten manganese slag, and, at the same time, produce a hydraulic (cementitious) slag, thus transforming a possible hazardous by-product into virtually 100% saleable products.

AK6 is a Cretaceous aged kimberlite located in the north-east of Botswana, close to Debswana's Drapa and Letlhakane Mines. It was discovered by Debswana in 1969, but was considered unattractive from an economic perspective. In 2003, Debot Prospecting Pty Ltd ('Debot') re-assessed the area and with the advent of new prospecting technology, particularly large diameter drilling ('LDD') and more detailed ground geophysical surveys found AK6 to be of interest. In 2005, the Boteti joint venture was formed between Debot and African Diamonds plc ('AFD'), which covered a number of Prospecting Licenses, including that which contained AK6.

"Mineral separation efficiency in flotation depends, to an extent, on the type of frother used. Huntsman develops and manufactures unique frothers which are suited for mineral processing applications. This paper discusses the Huntsman approach to understanding the industry’s flotation frother requirements to optimise frother selection and introduce the Huntsman’s POLYFROTH® frother range. Specific case studies where the frothers are used are discussed. INTRODUCTION Froth flotation is a process of using bubbles to separate minerals based on their relative affinity for water. Bubbles are induced in the slurry through aeration. Chemistry is used to aid the flotation process and chemical reagents are added to enhance the separation process. The flotation reagents include frothers, collectors, surface modifiers and pH regulators that control physical and chemical conditions of solid, air and liquid phases, respectively. As described by Harris (1976), the key effect is that of bubble size control by way of preservation of the generated bubble size, which is attributed to the coalescence inhibition by the presence of the frother on the bubble surface. Following this, the frother must stabilize the froth phase. Frothers are also added to create optimal conditions for bubble creation and stability by decreasing the surface tension of the water. Depressants may be added, depending on the ore treated, to assist the hydrophilic particles to stay in the water phase. Clay particles may need to be dispersed to prevent them from attaching to the bubbles. Hydrophobic particles attach to the bubbles and are carried to the surface of the slurry where froth is formed. It is important for these bubbles to have the mobility to carry the mineral to the launder where the concentrate is collected. Types of Frothers There are generally three main groups of frothers used in froth flotation. Alcohol Type These frothers have a molecular structure that usually includes 5 to 8 carbon atoms in a hydrocarbon chain and their solubility in water is limited. Methyl isobutyl carbinol (MIBC) belongs to this category and is widely used in the industry. The weaker alcohol-type frothers are more selective and typically suited to finer particles. There are three sub-categories under this group: aliphatic, cyclic and aromatic alcohols."

"SynopsisThe combustion and co-combustion behaviour of macadamia nut shell, high-ash coal, and anthracite, along with their blends was studied using thermogravimetry. The reactivities of all samples were analysed in air, oxygen, and CO2 atmospheres and at different heating rates from 10 to 40°C/min. Macadamia shell was found to have a lower ash content, 0.36%, than coal with 27.49% ash. The calorific values were similar, 19.64 MJ/kg and 19.44 MJ/kg respectively. The differential thermogravimetric results indicate that as the heating rates increase the ignition, peak, and burnout temperatures increase significantly, leading to high combustion rates. The interaction between the fuels was evaluated using the weighted average model, and the results indicated that there is more synergetic interaction between 20% macadamia plus 80% coal under oxygen than in air and CO2 atmospheres. The results of the investigation provide the combustion and co-combustion characteristics of various samples and their blends and indicate their combustion compatibilities. IntroductionThe global macadamia nut industry is developing at a very rapid rate. South Africa is currently the world’s third largest producer, with a production of about 35 000 t as of 2012 (Department of Agriculture, Forestry and Fisheries, 2013), compared to 840 t produced in 1996. The greatest numbers of the macadamia nut farms in South Africa can be found in Mpumalanga, Limpopo, and KwaZulu-Natal provinces, with Mpumalanga as the largest producing area. There are many factors influencing the increased demand for macadamia nuts, the most important factor perhaps being their nutritional value (California Dried Fruit and Nuts, 2011; MPC, 2014) and their suitability as a feedstock for manufacturing cosmetics, bakery products, nut paste, chocolates, sauces, and ice-cream. As a fuel, macadamia shell has a high heating value ‘as-fired’ of about 20.71 MJ/kg (Vhathvarothai et al., 2013), which could in turn be used in drying the nust, and the shell could also be milled and applied as a fertilizer."

Ground control problems in the form of large dome or wedge collapses have been experienced at Tau Lekoa Mine since production began. Crush pillars in various configurations have been used and through a process of trial and error the current pillar layout has been derived. A strike pillar layout is used and additional mid-panel pillars are left spaced a maximum of 10m or 16m apart, depending on conditions and mining direction. Pillar spacing is based on an empirical relationship between fallout height and pillar spans. Analysis of the spatial distribution of large falls of ground indicates that there may be several geotechnical relationships contributing to stable pillar spans. The current focus is to define the relationship between geotechnical areas and hangingwall stability so that area specific support strategies can be formulated that could result in increased production efficiencies. Depuis le début de la production, la mine Tau Lekoa a connu des problèmes de contrôle au sol, sous la forme d’effondrements de grands dômes ou coins. Des piliers d’écrasement, dans des configurations variées, ont été utilisés et une série d’essais a résulté en la disposition de piliers en cours. Une configuration de piliers de direction est utilisée, et des piliers mi-panneau supplémentaires sont laissés, espacés d’un maximum de 10m ou 16m, selon les conditions et la direction de la mine. L’espacement des piliers est établi sur une relation empirique entre la hauteur des retombées et les intervalles entre piliers. L’analyse de la distribution spatiale de grandes tombées de terrain indique qu’il peut y avoir plusieurs relations géotechniques qui contribuent à des intervalles de piliers stables. L’intérêt présent est de définir la relation entre les zones géotechniques et la stabilité du toit, pour pouvoir formuler des stratégies de support spécifiques à un endroit, ce qui entraînerait des accroissements de production. Die Analyse der räumlichen Verteilung großer Bodenabsenkungen deutet an, daß es einige geotechnische Verhältnisse geben kann, die zu stabilen Pfostenspannweiten beitragen. Der gegenwärtige Fokus soll das Verhältnis zwischen geotechnischen Bereichen und Stollendeckenstabilität definieren, damit bereichspezifische Unterstützungsstrategien formuliert werden können, welche in erhöhter Produktionsleistung resultieren könnten.

The paper presents the limit equilibrium equations for the analysis of toppling blocks on a rock slope. The safety conditions are assessed by a numeric procedure implemented in an Excel worksheet. The UDEC numerical program was exploited to validate the procedure. A probabilistic model considering the spacing variability of the discontinuities was developed to define the most relevant parameters in this kind of problems. La communication presente les equations d’équilibre limite pour l’analyse de blocs rocheux sur une pente. Les conditions de securité sont évaluées par une procédure numérique en Excel. Le logiciel UDEC a été exploité pour valider cette procedure. Un modèle probabilistique a été developpé pour définir les plus importants paramètres dans ces problèmes. Das Referat stellt die Grenzgleichgewichtsgleichungen für die Analyse von umstrürzenden Blök-ken auf eines Felshang vor. Die Sicherheitsbedingungen werden durch ein numerisches Verfahren mit Excel beurteilt. Um die Gültigkeit des Verfahrens festzustellen, wurde das Programm UDEC benutzt. Ein die Klufabstandsvariabilität berücksichtigendes probabilistisches Modell wurde entwickelt, um die wichtigsten Parameter dieser Probleme zu bestimmen.

Experiments were conducted to study the influence of temperature, particle size and ore/coke ratio on the kinetics of reduction. The rate of reduction increased with temperature. The reduction of iron was completed at shorter time intervals at temperature above 1000ºC. Usually the reduction of chromium commenced after the reduction of iron was almost complete. Reduction was controlled by diffusion at low temperatures and by chemical reaction at higher temperatures. The nature of the reducing agent had a very significant influence on the rate of reduction. The study showed that chromium was converted into the carbide during reduction. Increasing the size of the reducing agent increased the rate of reduction initially. After a critical size, the rate of reduction decreased. However, increasing the size of the ore particle decreased the rate of reduction, initially. Beyond a critical size, it increased. An optimum particle size of the chromite ore and that of coke must be chosen, particularly in the production of agglomerates to achieve maximum degree of reduction.
