The technology to enhance safety and control features for mine shaft hoists is being investigated by researchers at the U.S. Bureau of Mines (USBM). The objective of the research is to prevent injuries and fatalities related to hoist and elevator operations. Monitoring and controlling mine hoisting operations will allow hoist operators, inspectors, and maintenance personnel to increase their awareness of potentially dangerous situations and provide controls for safer operations. Process simulation and visualization software, real-time data sensing, and advanced programming techniques are being applied to this problem. Development of reliable and cost-effective sensors and data acquisition interfaces to monitor hoist loads and detect slack rope conditions is underway. Three-dimensional design software was used to visualize mine hoisting to enhance understanding of hoist operations. Quick Basic and Visual Basic (an object-oriented Windows interface) are being used for acquiring and processing hoisting data. Testing and evaluation of components are underway at USBM testing facilities. The resulting system will allow hoist personnel to assess critical operating parameters, such as hoist position, speed, acceleration, conveyance load, and rope tension.

In accidents resulting from the use of explosives in metal mines and quarries in the United States more than 130 men were killed and 250 seriously injured during the calendar year 1913. More- over, an unknown number of miners suffered from the effects of breathing the harmful fumes and gases given off by the burning or the incomplete explosion of some explosive. Consequently, the Fed- eral Bureau of Mines, which is endeavoring to increase safety in mines and to abolish conditions that tend to impair the health of miners, is studying the kinds of explosives used in mining and the conditions under which these explosives can be used with least danger to the miner. Information about the different explosives used in coal mining and the precautions to be taken in using those explosives has been printed in Bulletin 17 and other bureau reports, the names of which may be found at the end of this bulletin. The bureau has not been able to give much attention to explosives used in metal mines and quarries, but has published some information about these explosives in Bulletin 48, "The Selection of Explosives Used in Engineering and Mining Operations"; Technical Paper 17, "The Effect of Stemming on the Efficiency of Explosives"; and Miners' Circular 19, "The Prevention of Accidents from Explosives in Metal Mining." This bulletin aims to give the metal miner and the quarryman information similar to that given the coal miner in Bulletin 17. In- flammable gas or dust is seldom, if ever, found in quarries or metal mines, and the danger from using explosives there is less than in coal mines; but, as the figures show, the number of men killed and injured yearly in accidents caused by explosives proves the need of both miners and mine officials striving to see that none but proper explosives are used and that these are used properly.

Tourmalines are among the most beautiful of all the semiprecious stones, and are unsurpassed even by corundum in variety of hue. The stones most suited to jewelry purposes are those comparatively free from iron. One reason for the fact that the tourmaline has advanced rapidly in public favor in this country is that it is found in California in great profusion and of extraordinary quality. The superb green and especially the pink crystals found at Pala and Mesa Grande in San Diego County, Calif., are deemed superior to tourmalines from all other localities.

Through 1986, Kentucky was the nation's largest coal producer. Currently it ranks third in production, behind Wyoming and West Virginia. Because of the size and variety of Kentucky's coal industry, virtually every kind of surface coal mining and reclamation activity takes place in the state. Extensive coal deposits occur in two separate areas: the eastern coal field, which is part of the Appalachian coal field, and the western coal field. Kentucky's reserves are estimated at 65 billion tons, with 27 billion tons in eastern Kentucky and 38 billion tons in western Kentucky. Kentucky coal is high in volatile matter, low in sulfur and ash, and relatively high in heating value. Coal from Kentucky's eastern coal fields contains a sulfur content of less than 1 percent. Conditional primacy was granted to Kentucky May 18,1982. Since then, all conditions have been removed; final regulatory approval was granted on May 30,1985. The Abandoned Mine Land Program was approved with the regulatory program May 18, 1982.

Emergency personnel, like all workers, carry out their duties within an environment composed of a set of discrete elements. First, there is the emergency itself. Whether a forest fire in France, a tornado in the American Midwest, or a mining disaster in Russia, the emergency imposes certain exigencies upon the responders. Second, a social structure exists with specific social units, rules, and forms of association. An emergency response, therefore, takes place within a context of prescribed behaviors, expectations, and value judgments that are sometimes in conflict with each other. Third, there is a technology that must be understood in order to accomplish group goals. If the technology itself is implicated in the emergency, the entire emergency environment may be impacted. Clearly, a breakdown in any of these elements could result in worker injury and might heighten responder stress. This paper discusses how emergency workers not only get injured but may come to experience bum-out, post-traumatic stress syndrome, or impaired work and family relationships, even though their normal work setting (the emergency) is expected to be 'abnormal'. The authors suggest areas in each of the three environmental elements that, deserve further inquiry.

Throughout the Appalachian Mountains there are dikes of coarse granite or pegmatite, which were intruded into other rocks. These pegmatite dikes contain feldspar, quartz, white mica (muscovite), black mica (biotite), and other minerals, such as beryl, garnet, and tourmaline. The investigation here reported has to do only with the dikes of the southern Appalachian region, in which the abundance of each mineral is as in the order given above. The pegmatites of this region are in every stage of alteration from those in which the feldspar is fresh to those in which the feldspar has decomposed to kaolin. The muscovite (white mica) shows no evidence of alteration, although most of the other associated minerals show traces of disintegration where the feldspar is completely kao- linized. At many places mining for mica has been done in dikes in which the feldspar is completely kaolinized, though the only evi- dences of disintegration in the mica are clay stains which are some- times noted between the outside lamina. Mining in these pegmatite dikes antedates history, traces of prehis- toric workings and some crude mining implements of stone having been unearthed by recent operations. The prehistoric mining is generally supposed to have been for mica, although investigations fail to show that the aborigines put the mica obtained to any par- ticular use except for ornaments, a few mica ornaments having been found in mounds in this region. The search for kaolin or semikaolinized feldspar is a plausible ex- planation of these prehistoric workings; all of them were in pegmatite that is more or less altered, and seemingly stopped only when the pegmatite became too hard to permit working with crude stone im- plements. The dumps do not represent the amount of material that one would expect, from their extent, the workings to have produced. The kaolin obtained was doubtless conveyed to the coast and sold to English traders for use in the manufacture of some of the early

The principal deposits of carnotite, so far as now known, are con- fined to a well-defined area lying in the southwestern part of Colo- rado and the southeastern part of Utah (see Pl. I). Approxi- mately, this area is bounded as follows: On the east by a line ex- tending from a few miles east of the southwest corner of the State of Colorado, to a point about 6 miles west of Naturita, thence di- rectly north to the San Miguel River, thence along the course of this river and the Dolores River to Mesa Creek, thence toward the head- waters of Mesa, Blue, and Calamity Creeks on the south side of the Uncompahgre Mountains; on the north by a line extending from the last-named point westerly to the San Rafael Swell near Green River, Utah; on the west by a line extending from San Rafael Swell to the Henry Mountains, and on the south by a line extending from the Henry Mountains toward the southeast corner of the State of Utah. This area includes the main districts wherein carnotite has been found, claims have been located, and the ore produced. There are of course, extensive tracts within this area which do not contain carnotite in paying quantities. In places the carnotite beds have been entirely eroded or are not present, or lie so deep that mining is not practicable. The main deposits of carnotite within the area lie in different districts which in Colorado are as follows: Summit and Bush Canyons in Dolores and San Miguel Counties; McIntyre, Gypsum Valley, and Bull Canyon districts; the Paradox Valley, La Sal Creek, Roc Creek, Long Park, Hieroglyphic, Saucer Basin, and Hydraulic districts in Montrose County; Mesa, Blue, and Calamity Canyon districts and the Gateway area in Mesa County. The included dis- tricts in Utah are as follows: The Green River and San Rafael Swell district in Garfield County; the Thompson deposits in Grand County; the Dry Valley, Yellow Wash, and Lisbon Valley districts in San Juan County; the district around the Henry Mountains in Garfield County; and the deposits recently reported in Montezuma Canyon (south of Monticello) in San Juan County. Outside of the area described there are scattered deposits north of the Denver & Rio Grande Railroad at Coal Creek, near Meeker, Rio Blanco County; along Skull Creek and Red Wash, near Rangely, Routt County; on Horse Mountain, near Eagle, Eagle County, and in South Park, near Garos, in Park County, Colo. The claims leased from the Crucible Steel Mining & Milling Co. by the National Radium Institute are situated on the north side of East Paradox Valley, in the Long Park and Hydraulic districts. The National Radium Institute has mined no ore except from its leased claims in the Long Park district. For information regarding the general geology of the region, the probable origin of the ores, and descriptions of other carnotite deposits, the reader is referred to the literature on these subjects. The carnotite of the area described is deposited in a light-colored, cross-bedded sandstone that lies almost horizontal between the La Plata formation below and the Dakota sandstone (conglomerate) above, and is included in the McElmo formation, which is of Jurassic age. Underlying the white sandstone of the La Plata is the Dolores formation, or "Red Beds," which is plainly visible along and just below the rim rocks of the steep canyon walls in many of the carnotite districts. Along such canyons the ore crops out at different places, so that prospecting is comparatively easy. For ore on the benches and on the mesa prospecting is more difficult, especially where the ore lies at some depth and no surface indications are visible. The carnotite deposits are flat, lenticular, and irregular, varying greatly in extent and thickness. The carnotite itself forms incrustations on exposures of the white sandstone, in joints and fractures of the rock, and is deposited around and between individual sand grains, replacing the original cement. The Utah and Colorado carnotite is amorphous, and to the naked eye appears as a very fine yellow pow- der. It is often granular, and as a rule can be readily separated from the individual sand grains.

Ethiopia is generally conceded to be rich in minerals. The lack of mineral development in that country is attributable not so much to the in- accessibility of the deposits as to political conditions. Ethiopia is the only country in the Continent of Africa that has maintained its political independence; and now that it has a progressive and enlightened ruler, Ras Taffari, hope is entertained in many quarters that through foreign partici- pation the Ethiopian mining industry will develop rapidly.

The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.

The danger from coal dust in mines has been thoroughly demon- strated by experiment, and consequently the study of the inflam- mability of coal dust suspended in air, that is, the readiness with which a cloud of coal dust inflames, is of decided importance to those engaged in coal mining. Much knowledge has been gained from the work done in the large galleries constructed at official and semiofficial stations in this country and abroad, but the study of the coal-dust problem in these galleries requires so much time and is so costly that there is need of a reliable laboratory method for obtaining a classi- fication of the great variety of dusts that occur in mines. The investigation described in this paper was an attempt to devise such a method. It was a preliminary investigation, and work in the same direction is being continued by the Bureau of Mines. As Mr. Frazer has severed his connection with the bureau, it is deemed advisable to publish the results of his study substantially as he prepared them, with little attempt to draw conclusions or to show the bearing of the results on other studies now in progress. The results of these studies and a full discussion of the significance of the laboratory investiga- tions will be published in future reports of the Bureau of Mines. The reader should remember that any laboratory method, since it involves conditions that differ so greatly from those of actual mining, should be thoroughly tested, and the results obtained by it should be confirmed by experiments conducted on a scale simulating mining conditions before final conclusions are drawn. The need of a laboratory method has long been felt, and several investigators have devised apparatus and methods. The work done by Vital, Holtzwart and Von Meyer, Bedson and Widdas, Le Chate- lier, and that of the British Coal Dust Commission is of great interest in this connection. Louisiana is one of the major oil-producing States of the country. Commercial production of crude oil in the State began in 1902 and has increased to an estimated output of 157,409,000 barrels in 1945, which is the maximum production up to this time and places the State fourth in the nation. The cumulative production for Louisiana through 1944 is 1,544,481,000 barrels, and, adding the output for 1945, the total to January 1, 1946, is 1,681,890,000 barrels. Data on annual production of crude oil in Louisiana and tentative statistics for 1945 are given in table 1. The large production of crude oil in Louisiana and the present trend to utilize petroleum in accordance with its general characteristics make it increasingly important to present analytical data for crude oils. This report is the fifth of a series presenting such data obtained on crude oils from Louisiana according to the procedure used by the Bureau of Mines. Individual analyses are given for 82 samples from 64 fields; many of the samples are from recently discovered fields, and some are from new producing formations.

The Ringelmann Smoke Chart fulfills an important need in smoke abatement work and in certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous Bureau of Mines publication now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier version.

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

A critical study of the wet Thiogen process for extracting sulphur from the smoke of smelters is one of several investigations related to the general smelter-smoke problem that are being conducted under the direction of the Bureau of Mines. Part of the work done in the pyrometallurgical section of the cooperative metallurgical exhibit of the Bureau of Mines at the Panama-Pacific International Exposition during 1915 related to this investigation, and at the expiration of the exposition, the work was continued in the labora- tories of the Bureau of Mines in the Hearst Memorial Mining Building of the University of California, Berkeley, Cal., where a mining experiment station of the bureau has been established under the cooperative agreement with the University of California. Early in the spring of 1915, when plans were being made to co- operate with several metallurgical interests, the Thiogen Co. proposed to the Bureau of Mines that, along with the studies of various pro- posed methods for eliminating sulphur dioxide from smelter smoke, there should be included a study of the wet Thiogen process. In the study as outlined it was proposed to determine whether it would be technically and commercially feasible to use the, process for the recovery of elemental sulphur from the sulphur dioxide in waste smelter gases. Although there had been no large-scale work with the process, either in the laboratory or at a smelter, representatives of the metallur- gical and mining industry had shown considerable interest in the proposed method, and the desire had been expressed that a better knowledge of the possibilities of the process should be obtained. Thus, cooperation with the Thiogen Co. seemed justified by the in- terests of the metallurgical industry, and by the conservation promised by the recovery of a product of market value from what is otherwise a waste, and in some instances a serious nuisance. In accepting the responsibility for directing this investigation, the officials of the Bureau of Mines were necessarily free to conduct the work in the manner they considered necessary to determine the facts. It was also understood that any information obtained was to be made available to all who might be interested and might be printed in a Bureau of Mines report. To cover the cost of laboratory equipment and supplies, and the payment of salaries of assistants, other than Bureau of Mines employees, the Thiogen Co. in May, 1915, deposited with the cooperative metallurgical exhibit fund a sum considered sufficient to warrant starting the laboratory investi- gation. The origin and organization of this fund has been described by Clevenger and the author." In outlining the program for this investigation it was hoped that ultimately a small complete plant would be erected and the investi- gation center around the operation of the plant. However, pre- liminary to the erection of the plant, a laboratory study of the proc- ess was considered necessary, as the technical features of the process could be determined, it was believed, as satisfactorily on a smaller scale as on the scale first proposed. However, it was realized at the time that it would not be possible to determine so satisfactorily or definitely the commercial possibilities of the process on the scale of work adopted as in the larger operating plant. With this fact in mind it was planned that, if the study of the technical features on a laboratory scale gave sufficient promise of the process being commer- cially feasible, an operating unit should, if possible, be constructed later, and that more definite information concerning the commercial prospects should be determined. The investigations were started in June, 1915. In June and July work was confined entirely to small-scale laboratory tests, in which a careful study of the chemical reactions involved was made. In August, tests on a larger scale were started, and these were con- tinued until December, small-scale tests being made at the same time. On December 1, 1915, all work on the Thiogen process was discon- tinued temporarily, as the close of the exposition necessitated moving the laboratories. Work on the Thiogen process was started again in January, 1916, in the laboratories of the new mining experiment sta- tion at Berkeley, Cal., and was continued during the spring of 1916 until a point was reached where it was felt that the essential parts of the process had been carefully covered, and that some definite state- ments concerning the technical features and possibilities of the process, as given in this report, were warranted.

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.

During the nine years that have elapsed since the Bureau of Mines was established in 1910, the work of the bureau has included many investigations that have proved of high value to the Nation. Eleven mining experiment stations established by act of Congress have greatly increased the bureau's usefulness; being situated in the mining fields, these stations are closely in touch with industrial needs, and the results of their research and educational work are more directly available to those engaged in the mining, metallurgical, and mineral industries. In the United States mining is second in importance to agriculture only. The Federal Government annually appropriates large sums in the interest of agriculture, whereas the appropriations for mining are relatively small. But the nation-wide popularity of Government assistance to agriculture should not overshadow the need of Federal assistance to the mineral industry. With scientific management farms can be made to produce indefinitely without any depletion of the potential resources of the soil, but the mineral wealth of a country is a fixed quantity, and every year's production brings nearer its ulti- mate exhaustion. As the deposits of the richer or more readily available ores, espe- cially those in the West, have been depleted, development of methods for mining and treating the leaner or more inaccessible ores has lagged, so that meeting the increasing demands for certain metals is becoming more and more difficult. In some branches of mining the small inde- pendent operator is greatly handicapped. He has to rely on custom mills and smelters for the profit or loss of his product, and because of relatively inefficient methods of milling or smelting he may receive no return for much of the ore he mines. Even though the small operator thinks he knows of improved methods of obtaining the metals from the ores, he can not afford to install the necessary machinery or to carry on experiments that may or may not prove successful. In view of the increasing need of metals and the impossibility of renewing the ore supplies, efforts should be directed toward developing the most economical and efficient methods in mining and metal- lurgy. The great mining companies carry on independent research work, some of them on a large scale; but as such work is usually undertaken for gainful purposes, these companies do not feel under any obligation to give the results of their investigations to the world. Clearly the solution of the difficulty is to place in the mining districts trained mining and metallurgical engineers who will investigate and solve the problems for the benefit of the whole industry. It is with this purpose in view that experiment stations of the Bureau of Mines have been established to investigate economy, efficiency, and safety in mining, and to make public the results of the investigations. The Federal Government can be of most help in developing the mineral resources of the country when its forces are brought in direct contact with these resources. Mining is as old as civilization, but only within a generation has this country busied itself with any other problem of mining than the amount of mineral products that could be put upon the market. Little concern was felt if much of the metal in an ore was wasted, if the miner lived in unsanitary surround- ings and died of preventable disease, or if accidents occurred fre- quently and from causes that could easily be controlled. Now we realize that the waste of any resource is inexcusable. The mineral wealth of the country can be mined but once. The task before the Nation is to recover as much metal as possible from the ore in the ground, and to do this in the most economical way without waste of human life. This task is of such magnitude as to warrant aid from the Government through experiment stations. In its efforts to make the work of these stations of most benefit to the mineral industry the Bureau of Mines seeks the cooperation of State authorities, of mine operators, of miners' organizations, and of every person interested. These experiment stations also serve an educational purpose. Gen- erally speaking, mining is not a preferred occupation. The miner should have reason to take greater interest in his work; he should feel that the experiments the Government is making affect him vitally by enabling him to increase his production and by making his work safer. The mine operator should realize that the Government stands ready to aid him, and he should know that he can bring his own problems to a Government organization that is trained and equipped to solve them. The surest method of accomplishing these results is to carry the work of the Bureau of Mines into the mining regions through the establishment of experiment stations easily accessible both to the mine operator and to the miner. Many miners in this country do not read English, but they can understand motion pictures of mining methods; they can learn how lives can be saved in case of accident; and they can appreciate the larger results gained by modern methods and equipment. The tests and studies begun by the United States Geological Survey in the fall of 1908 with a view to lessening the accidents attending the use of explosives in coal mining are being continued by the Bureau of Mines at the Pittsburgh experiment station and in the field. One hundred and six applications for the testing of 209 different explo- sives had been received at the Pittsburgh station prior to March 1, 1913, and on that date 97 explosives that had passed the required tests were on the "permissible" list issued by the bureau. This bul- letin gives the results of tests of all permissible explosives tested between May 15, 1909, and March 1, 1913. Bulletin 15 entitled "Investigations of Explosives used in Coal Mines" contains the results of tests of 17 permissible explosives tested prior to May 15, 1909. A copy of the test requirements and the names of explosives on the per- missible list dated March 1, 1913, are appended to this bulletin. An explosive is considered permissible for use in coal mines when it is similar in all respects to the sample that passed the tests required by the bureau, and when it is used in accordance with the conditions prescribed. The physical tests reported in this bulletin were conducted by Messrs. H. F. Braddock, A. J. Strane, J. W. Koster, A. S. Crossfield, A. J. Hazlewood, A. B. Coates, and J. E. Tiffany at the Pittsburgh experiment station of the bureau. The act of Congress making appropriations for sundry civil ex- penses of the Government for the fiscal year ending June 30, 1912, authorized the Secretary of the Interior to charge a fee covering the actual necessary expenses involved in making such tests by the Bureau of Mines as might be approved by him. After careful consideration had been given to the actual necessary expenses involved in the test- ing of explosives to determine their permissibility for use in coal mines, the sum of $150 was approved by the Secretary of the Interior as a reasonable charge for each complete official test. During the first year this law was in effect the fees collected amounted to more than $6,000.

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regard- ing methods by which the fuels of the country may be most effi- ciently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80," and is written in plain and nontechnical language, as far as pos- sible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions. The material presented in this report is arranged in two parts. The first part contains the description of the apparatus and the methods used in sampling and analyzing flue gases. The second part gives experimental results obtained with the different methods of sampling and collecting flue gas that are recommended in the first part of the report. Only simple apparatus and methods are considered, as they are accurate enough to show the large heat losses due to the use of too much air, and are also accurate enough to indicate any incomplete combustion losses of economic importance. Without doubt the loss due to large excess of air is the greatest one in the boiler room, and can usually be greatly reduced by making proper use of gas analysis. Before engineers in the isolated industrial plants can be induced to analyze for small traces of combustible gases, they must be first taught how to analyze for carbon dioxide (CO), and they must learn to appre- ciate the great possibilities of reducing loss from large excess of air. New types of industrial instruments use fiber-coupled law energy to power remote serum. Fiber-optic based instruments are useful in classified (hazardous) locations found in many industrial plants because the fiber provides a natural barrier against accidental electrical discharge into potentially explosive atmospheres. However, current safety standards do not cover the use of laser-powered fiber-optic instruments in potentially explosive environments such as found in coal mines. The U. S. Bureau of Mines began an investigation of laser-powered fiber-optic instruments in explosive atmospheres in support of the standards-making process. A commercial fiber-optic interface system, modified to sin relate several worst-case operating conditions, ignited explosive hydrogen-air mixtures. Worst-am simulations consisted of disabling a safety shutoff feature, operating the laser at significantly higher powers than intended for normal operations, and cleaving fiber-optic connections to direct laser energy onto selected absorptive materials. At the highest power level available, the fiber-optic interface system did not ignite selected methane-air mixtures. The obtained data should prove useful in establishing appropriate safety standards.

The Bureau of Mines is endeavoring to ascertain how mineral fuels in which the Government has a direct interest, by ownership or use, can be utilized with highest efficiency. For this reason the bureau has been, and is, carrying on investigations to ascertain the condi- tions of furnace construction and management that are necessary to insure the smokeless combustion of the different coals that are found in public lands or are purchased for Government ships and power plants. Another reason for the bureau undertaking these investigations is the need of better furnace management and a more careful selec- tion of fuel at many Government plants. There are Federal build- ings in hundreds of cities. The coals available at many of these cities differ greatly in quality, and the furnaces in some of the Fed- eral buildings were not designed for efficient utilization of the cheap- est available coal. Hence, some of the boiler plants smoke badly unless fed with low-volatile coal and have caused repeated com- plaints not only from neighboring property owners who have suffered damage, but from persons endeavoring to create a civic pride in clear air. In the course of its fuel investigations the bureau has noted the conditions governing fuel consumption in different cities and has studied the attempts made by these cities to abate smoke through the passage of ordinances imposing penalties on smoky stacks. Some results of that study are presented in this report. The most im- portant conclusion reached is that smoke abatement by ordinance can not hope to succeed unless supported by public sentiment and that a smoke ordinance should look to future prevention rather than to immediate prohibition. In other words, strict control of furnace construction offers much greater hope for smoke abatement than desultory imposition of severe penalties on the escape of "dense" or "black" smoke.
