A new mining law for the Recublic of Polend was promulgated by presiden- tial decree dated November 29, 1930, published in the Journal of Lews (Dzienni stex) No. E, text 654, December E, 1530, and wes to become effective January 1, 1932, in all Polend except Silesie. Its adoption in Silesia wes dependent pon the action of the Silesian Diet. As the new law is considered an im- provement over the old Austrian Mining Lew, which is operative in the Silesian districts of Bielsk and Cieszyn, and the Prussian Kining Law, which is opera- tive in Upper Silesia, no delay in its adoption for Silesin was looked for. This new law codifies the various juridical regulations pertaining to ines existing in different parts of the Polish Republic but does not include legislation with respect to the extraction of minerel oil, especially crude oil. Petroleum legislation was postponed to a later date in order to facili- tate codification in other fields. Koreover, as the oil industry exists in Galicia elone, deley will not be detrimental.

During the mineral survey of the Bob Marshall Wilderness and study areas by the author in 1971, 1973, 1974, and 1976 (Marks, 1978), the area designated Reservoir-North (RARE II No. H1-485) in January, 1979, (U.S. Forest Service, 1979) was examined, along with other lands adjacent to the earlier study areas. However, the 1978 open-file report covered only areas originally designated for study. The present report on Reservoir-North is based on earlier work. No work has been done in the area since 1976. Mineral Appraisal Reservoir-North RARE II area (No. H1-485) is in the Northern Disturbed Belt which has been identified as having high potential for natural gas accumulations and lesser potential for oil accumulations (Mudge, 1978). Oil and gas lease applications in the area, indicate interest by oil companies.

Some segments of the mining industry, especially underground coal, have seen a large influx of inexperienced miners in recent years. It is anticipated that this trend will reach other mining segments over the next 10 years. This paper discusses the training needs of the younger generation of inexperienced workers who have just entered or are soon to enter the mines. Currently, many trainers are of the so-called Baby Boom generation. Can these different age groups learn to communicate across the generation gap? Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these new trainees.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. Reduce exposure of longwall face workers to respirable dust generated during the advancement of roof supports. Approach Identify and implement current water-application and improved support-movement practices used to lower support-generated dust. Defining the Problem Bureau studies have shown that on some longwall faces support dust can contribute over 30 percent of the respirable dust exposure of face workers. Conditions contributing to high levels of respirable dust generation during support movement are: depth of cover greater than 1,000 ft; immediate roof consisting of coal top or friable shales; and face-air velocities in excess of 500 fpm. Moreover, at most longwalls, supports are advanced on the intake-air side of the shearer as it travels with the airflow. This places the shearer operators, and in many cases the support movers, downwind of support advance, thus increasing their respirable dust exposures.

Well-prepared personnel and an effective emergency response plan are essential components of any emergency command center. Unfortunately, evaluating emergency preparedness is often difficult until a disaster actually occurs. For example, unexpected events may develop during an emergency that were not considered during the planning phase. Also, the command center may need to cooperate with organizations that it has not worked with previously. Preparation can be especially difficult for smaller or remotely located command centers, or those with limited resources to conduct mock drills. This paper explores the potential of using the Internet to teach and evaluate command center skills. The National Institute for Occupational Safety and Health (NIOSH) is developing an Internet-based, computer simulation training package for the mining industry. Trainees will play the role of command center leaders at a mine, while the actions of other individuals and organizations are simulated. Trainees will be able to test their emergency response plans and learn valuable lessons from past mine emergencies. Nationally recognized experts will be able to create new training scenarios and make them available to mines throughout the U.S. This product should better prepare command center personnel for large-scale disasters such as fires and explosions. This report describes a study designed to evaluate a proposed modification in the cap lamp battery cord intented to reduce the incidence of snagging and catching of the cord. A three phase evaluation as performed comparing a prototype with the standard, currently available cord. First, a "pull test" equipment was run. The second evaluation was a body conformity study. The third evaluation involved subjects performing common tasks in a low seam coal mine simulator. The results of these evaluations clearly demonstrated significant safety advantages of incorporating coiled cord into the design of the cap cord. The coil cord presented less of a snagging hazard, allowed the wearer more time to respond to a snag, and transmitted lower levels of force to the helmet when snagged. The research team recommended that cap lamp cords be commercially developed which incorporate coiled cord at the battery and helmet.

"Filter samplers are one of the simplest methods and, in some instances, one of the only methods that can be use to obtain samples of particulate matter suspended in a gaseous medium. Once collected, particles are normally analyzed directly on the filter by gravimetric, chemical or microscopic techniques. However, it is sometimes desirable to resuspend the particles in an airstream for analysis. This would be the case if the size distribution of the particles were to be measured using one of many particle sizing techniques such as inertial classifiers, optical particle counters or the TSI Aerodynamic Particle Sizer CAPS).A ·technique has been recently developed whereby one can resuspend particles from filter samples in an airstream. The technique has been used for the resuspension of coal dust from filters. The resuspended particles were then introduced into the APS. This development was necessary since an APS can not be taken directly into an underground coal mine. For this application, particle samples are collected on membrane filters in the underground mines. The mass concentration of the particles determined through gravimetric analysis. The particle size distribution was tl1en determined by resuspending the particles and passing them through a TSI Aerodynamic Particle Sizer (APS). Excellent agreement has been obtained between the size distribution directly measured underground with a cascade impactor and that measured from the resuspended particles. For this experiment, an open-faced filter sampler was placed adjacent to the cascade impactor in the n1ine. The particles collected on the filter were resuspended in the laboratory and Measured with the APS.A venturi aspirator is used in the apparatus developed for resuspending the particles. The venturi has a small diameter capillary tube placed in the venturi throat. High velocity air flow is passed through the venturi, thereby, creating a low pressure region at the exit of the capillary tube. The low pressure draws air through the tube. The filter with deposited particles is located at the inlet to the capillary tube where the air flow into the capillary resuspend the particles. Once airborne, the particles are deagglomerated as they pass through the high velocity air flow in the venturi throat."

The usual run time errors occur when illegal mathematical operations are attempted by MFIRE For exam¬ple, if the user enters a negative value for the input variable HEAT to model a heat sink or cooling station, a run tame error will occur because an exponential function is employed to better model the changing temperature dis¬tribution in the airways. DATA FILE ERRORS Two types of data file errors can occur. 1 An error may occur because the input data file itself is invalid This may be caused by: The data file cannot be found due to incorrect spelling, drive, or path specification Check the spelling and path at the prompt for location of the data file. The data file contains non-ASCII symbols Check op¬eration of the text processor to insure that only ASCII characters are produced Delete all non-ASCII and/or all out of place characters. 2 Data are accepted by the program, but are incorrect for the data types or ranges or the combination causes a data inconsistency This may be due to. An invalid character is located where a numerical value is required The input data value is outside the reasonable range The input data is insufficient to build the model for simulation. The input data exceeds the capacity of the program. PROGRAM ERROR DETECTION When the program is running, tracing messages are given on the screen indicating the group and lines of data that have been read and the section of the program that is executing Program termination indicates that problems are caused by the subsequent (not read) data file section. For each detected error, descriptive message starting with * ERROR * is issued and the program terminates. When a possibly wrong value and/or its calculated intermediate result is detected, a descriptive message starting with * WARNING * is issued and the program continues. If a modification of input value or calculated intermediate result is automatically made by the program, descrip¬tive message starting with * ATTENTION * is issued and the program continues. LOCATING ERRORS If a message indicates that the error condition occurred due to the data input file, locate and correct the data item. If no error message is issued, but the simulation results are not as expected, carefully check the list of input data shown in the output file WARNING messages and ATTENTION messages may reveal an error in the input data even though the program continues to operate Insure that the default values or modifications adopted by the program run are acceptable. Anomalistic data, though not incorrect or impossible, may lead to an unusual simulation For example, making a fan unusually powerful may prevent a normal strength fire from affecting the airflow distribution in the system Much care must be employed before considering an ex¬treme case. If a message indicates that the accuracy criterion in the temperature section of the program was not satisfied, a table detailing the current parameters of airways which have large fluctuation in the average air temperature from iteration to iteration is produced If the pattern of the parameters is clearly cyclical, while the variation of natural ventilation pressure is stable or cyclical from iteration to iteration, then, most likely there is no single equilibrium stage for the event If the variation of natural ventilation pressure decreases steadily though slowly, increasing the value of data item variables MADJ or ITN (on control line number 1) may allow convergence.

Coal mine fires pose a constant danger to the safety of miners and to their livelihood. Underground mine fires pose an added hazard because of the confined environment with remote exits. Enactment of safety regulations [30 CFR2 75 and 771 for under- ground coal mines and surface coal operations has greatly improved the safety of miners. However, mine fires and fire injuries remain serious hazards for all coal mining operations. This report analyzes mine fires and fire injuries for all U.S. coal mining categories (underground coal mines, surface of underground coal mines, surface coal mines, and coal preparation plants) during 1990-1999. Fires involving contractors are also included in the analysis. Similar analyses (for underground coal mines only) by the former U.S. Bureau of Mines (USBM) were reported by McDonald and Pornroy [I9801 and Pornroy and Carigiet [I9951 for 1950-1977 and 1978-1992, respectively. For comparison purposes, data for 1978-1 992 are mentioned in the "Underground Coal Mine Fires" section of this report. Detailed analyses of mobile equipment fires for all underground and surface coal and metal/nonmetal mining categories during 1990-1999 have recently been reported by NIOSH [De Rosa 20041. Risk rate values (fire and injury risk rates) for the 10-year period (1990-1999) and for five successive 2-year periods within the 10-year period are derived. Risk rate values for individual states for the 10-year period are also derived. Other variables by state and time period include employees&apos; working hours, lost workdays, and coal production (underground and surface coal mines only). The number of fire fatalities is reported by time period. Variables such as ignition source, method of detection and suppression, equipment involved, location, and burning material are reported by five 2-year periods only. Furthermore, the number of fire injuries per number of fires causing injuries and total fires has been analyzed by year, ignition source, equipment involved, and location. For comparison purposes, the major fire and fire injury findings for all coal mining categories have been reported. The data in this report were derived from "Injury Experience in Coal Mining" [MSHA 1991a, 1992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001, "Fire Accident Reports" [MSHA 199 1 b,c; 1994b; 1995b,c; 1998a,c,d,e,f; 1999a,b,d,e], MSHA "Fire Accident Abstracts" internal publications, and verbal communications with mine personnel. Mining companies are required by 30 CFR 50 to report to MSHA all fires that result in injuries and fires that are not extinguished within 30 min of discovery. A small number of fires lasting <30 min without injuries reported in the "Fire Accident Abstracts" have been included in this report. The analysis in this report will provide the National Institute for Occupational Safety and Health (NIOSH), the Mine Safety and Health Administration (MSHA), and the mining industry with a better understanding of the causes and hazards of mine fires and fire injuries. It will also form a basis for developing future fire research programs.

This paper introduces a method for teaching workers to communicate necessary information when giving or receiving emergency warning messages. Research has shown that when an emergency occurs, people may not get the information they need to take appropriate action. Interviews conducted with 48 underground coal miners who had escaped mine fires revealed that the warning information provided was inadequate. In some cases, sufficient information was not provided to the endangered miners. At other times, miners failed to ask for information they needed to plan and execute effective escapes. Researchers from the NIOSH Pittsburgh Research Laboratory have been studying the content of emergency warning messages and have developed an emergency communication protocol. A training intervention that presents the protocol and related mental cues is being evaluated for effectiveness in improving the content of emergency messages. In this paper the protocol is presented and the training package described. The evaluation procedures and a summary of the analyses conducted to-date are also provided. The training package was developed for use with underground coal miners, but could easily be modified for emergency communications training in other settings.

A kinetic model was developed to describe the production of superoxide (02) by single pulmonary alveolar macrophages (PAM). Model predictions were compared to experimental results obtained from single rat PAM. The O2 - was quantified by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from video-recorded images of individual cells. The kinetic model considered three reactions: (1) the production of extracellular 0 - from the reduction of oxygen by NADPH oxidase using intracellular NADPH as the substrate, (2) the subsequent dismutation of o2- to from O2 , and (3) the reaction of o2- and NBT. NBT specificity for o2- was analyzed by comparing results in the presence and absence of superoxide dismutase (SOD) which catalyzes the dismutation of o2- to H2o2. Measured PAM heterogeneity was accounted for by varying the concentration of intracellular NADPH, its rate of depletion, and the concentration of intracellular NADPH oxidase in the kinetic model. Model predictions compared favorably with experimental results except when SOD was present. This discrepancy may be due to diffusional limitations since NBT is a relatively small molecule (818 MW) compared to SOD (34000 MW). In addition, the cell surface is both ruffled and negatively charged, which may introduce steric hindrances and/or electrostatic effects since SOD is also negatively charged.

This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

Human testing has always been a needed way to provide information on the effects of vehicle vibration, however, the manner of testing has not reflected the real situations of driver’s hands on a steering wheel and a seat with back support and driving tasks. The typical system have used a standard sinusoidal excitation rather than the typical types of road – truck excitations The new truck driver training simulators provide the combination of road roughness, speed effects, cab environment and individual tasks. The system has a full six axis simulation potential. The simulators have the protection of the individual by a combination of two ways for the individual to stop the motion as well as an operator with visual capability who can stop the testing. The closed simulator, shown in Figure 1, has the potential for providing motion during the operation.

A standard Ford1 4600 agricultural tractor was converted to remote control to perform ASAE/SAE field upset tests (rear rollover and side rollover). This paper discusses the engineering process to develop a remote-controlled tractor in determining the critical parameters of operation, to choosing appropriate actuators, designing the circuitry to control them, installing the actuators on the tractor, testing the system for functionality and then conducting numerous overturn tests. The system uses off-the-shelf components for simplicity, replaceability, and economic concerns. The remote control system has withstood 21 tests to date with no failures and will continue to be used for at least three more years of testing.

This paper describes the development of a multi-body biomechanical model that can be used to assess the risk of low back disorders due to occupational exposure to jarring and jolting from operation of heavy mobile equipment (e.g., trucks, haulers, graders, tractors, etc.) The four-element dynamic spinal model is capable of providing estimates of the force and acceleration responses of the head/neck, upper, lower, and middle torso resulting from vibration input collected in field studies. The paper also presents a method for using the model output to assess an individual&apos;s risk of low back disorder due to a specific jarring and jolting exposure.

At the main experiment station of the U. S. Bureau of Mines , situated in Pittsburgh, Pa . , three phases of its work in behalf of the safety of the coal miner are the establishment of permissible explosives for use in gaseous and dusty mines , the development of electrical equipment that can be used with safety in mines of this character , and improvement in the safety of mechanical devices used in and about the mines . Also That these efforts are beginning to have a cumulative effect in lives. saved is evident from the fatality statistics of the industry . Although nearly 80,000 more men are employed in coal mining than ten years ago and much more coal is mined , the fatalities each year are considerably less than ten years ago . the amount of coal mined in a year for each life lost has risen between 60,000 and 70,000 tons . In 1909 , the year before the Bureau was created , the production of coal for each life lost was 174,416 tons . In 1920 , the production for each life lost was 285,000 tons .
