The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration's Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration's request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. Laboratory tests have indicated that, with modification, the sensor can meet the humidity and vibration requirements for underground coal mine use. Currently, the bureau is developing

"The term ""manjak"" is applied to a variety of bitumen or solid hydrocarbon occuring on the Island of Barbados, West Indies, and in Utah, Cuba, and Trinidad. The deposits on the latter island are found within a distance of three miles of San Fernando, the second largest town on the Island, and within three miles of the famous asphalt lake.In chemical composition, manjak is like asphalt. It is almost pure bitumen. Its melting point is, however, more than 4000F. whereas asphalt melts at 1000F. In composition, it consists of 80 to 90 per cent carbon, the balance being chief¬ly hydrogen, with a small quantity of sulfur. It resembles coal in appearance, is odorless, hard, and brittle. It is found in thin beds between layers of clay.The island of Trinidad is rich in this mineral resource. Its development has as yet hardly begun, and the exportations already made have been with the view of testing out the ma-terial. During 1918, exports to the United States were valued at about $3100, and in 1919, up to October 1, they totaled 41 tons, valued at $1900. Prior to 1900, manjak was mined on a small scale in Trinidad, but for various reasons, very little was done between 1900 and 1913. In the latter year, mining operations were resumed by the Trinidad-Tarouba Oil Development Company, of San Fernando. At the present time, there are five shafts, one of which has reached a 37 foot bed of manjak at a depth of 400 feet. Operations could be greatly extended if there were a greater demand for the material.It has not been found profitable to export manjak from Trinidad in the crude state as the price received, namely $35 per ton, hardly covers mining expenses. These are increased by the necessity for careful and thoro timbering on account of the clay formation.Compounds, made by combining manjak with mineral oil command fair local prices which have enabled mine operations to proceed at a profit. Experimentation is still in progress with different mixtures of manjak and oil for various purposes. The manjak, recently sent to the United States was for the purpose of ascertaining whether American oils would be more economical and useful for mixing with the manjak than the Trini¬dad oils. It is the plan to erect a plant very soon for the manufacture of a variety of manjak paints and compounds.Manjak is rapidly increasing in use, particularly in connection with the oil industry. It is produced in close proximity to the oil wells in Trinidad. It is boiled with oils at high temperatures and converted into compounds and paints for nearly every purpose where a preservative is needed, for example, on pipe lines, boilers, chimneys, and miscellaneous iron ware, machinery, etc. It is usually applied in the liquid state, hardening into a tough, rubberlike coating. It has low viscosity, and is not affected by ordinary heat. It makes an excellent insulating material and is impervious to both air and water. In hot and damp climates, like that of Trinidad where pipe lines quickly deteriorate, their life has been pro-longed for extended periods when painted with this material."

The Bureau of Mines in its investigations of respiratory apparatus for use in mines and allied industries, tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum require- ments for safety in use. Approval certificates are issued for apparatus that meets the bureau's specifications, and the memfacturer is permitted to mark his equipment with a seal showing that it has been approved as "Permissible." A complete list of permissible self-contained oxygen breathing apparatus, gas masks, and hose masks tested before July 1, 1930, was published in Bureau of Mines Information Circular 6362.1 The present list includes all equipment tested and approved up to and including April 1, 1931.

In cooperation with Cyprus Twentymile Coal Co., researchers from the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, conducted a study at the Foidel Creek Mine, an underground coal mine near Oak Creek, CO, to evaluate the stability of underground working conditions as a longwall advanced through a series of backfilled cross-panel entries. Instruments installed in the cross-panel entry pillars, backfill, longwall panel, and adjacent headgate entry were continuously monitored by a computerized data acquisition system as the longwall approached and advanced through the backfilled section of the panel. Data collected from these instruments were analyzed to determine the magnitude and direction of the secondary principal stress changes ahead of the longwall face, deformation and closure of the headgate entry, and stability of the cross-panel entry pillars and backfill. A three-dimensional, boundary element model was calibrated to accurately predict mining-induced stress changes and the distance they occurred ahead of the longwall face. As the longwall advanced through the backfilled entries, most of the mining-induced load was supported by the cross-panel entry pillars. The backfill provided stability for the roof and floor of the in-panel entries and also confined the entry pillars significantly improving their load-carrying capacity. Comprehensive information derived from backfill material property tests, instrument data, underground observations, and numeric modeling results document the safety and stability of the 8-Right mine through and should provide beneficial case study information for other longwall backfilling applications in the future.

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). A large number of operators of various industries in the United States do not appear to realize the great returns in dollars and cents which result from intelligently directed safety work . Managers of co 1 mines , metal mines , open-pit mines , quarries , steel mills , cement mills , oil rei meries , iron works , or other industrial operations , should by all means realize the great waste resulting from accidents , in order to appreciate the necessity for a continuous accident -prevention policy . While the prevention of accidents is worth while from the humanitarian standpoint alone , it has an equally important economic side , and before our mining industrial operations will be made as safe as they should be , it is apparent that this dollars and cents viewpoint must be given full recognition in order to bring before many of the men who run the industries the great importance of this phase of industrial management . : There is a tendency upon the part of the opera or who has not given thought to the cost of accidents ( and there are many mining operators of this type) to insure his company against compensation losses and against catastrophes for which he can secure insurance , and think he has done his duty ar an executive . Even though industrial operations were not compelled to pay compensation , and even if the management were not moved by humanitarian motives to try to stop accidents , it would pay many times over to carry on accident prevention work vigorously and continuously. : In some parts of the United States , the state compensation and insurance requirements are such that the operator does not receive a reduction in his insurance rate per men employed upon having made safety installations or upon having achieved a reduction of accidents in his plant . Under such conditions the management frequently does not feel encouraged to emert much effort in bettering the accident rate . However , when the responsible officials of a company realize the much greater harm to an operation which results from doing no accident - prevention work , and the great benefit in reduced costs which usually follows effective safety work , they should be inclined to do almost everything possible to reduce accidents , regardless of considerations as to accident compensations . There are enough indirect costs resulting from accidents to wreck many types of business ; excessive accidents result in disorganization and failure , while immunity from accidents usually means a smoothly running efficient organization .

The origin of gaseous hydrocarbons in coal, predominantly methane, can be traced to the natural processes of coalification. The higher rank coals or the more deeply buried seams retain more gas than low rank coals or shallow seams. It is estimated that up to 460,000 cubic feet of all types of gases are produced during the formation of one ton of coal (Cervik, 1969). The chief components of these gaseous products are methane, carbon dioxide, nitrogen and water vapor. Most of these gases escape during the various stages of decomposition but with eventual presence of overlying impermeable beds, there may be as much as 2,000 cubic feet of gas retained per ton of coal. Over geologic time, diffusion and other processes such as geologic disturbances in the earth&apos;s crust remove all but 500 to 2000 cubic feet of gas per ton of coal (Cervik, 1969). It is this residual methane which is of primary concern when mine openings are made in coal measures. Extensive data compiled by the United States Bureau of Mines reveal that some coal mines in this country emit up to 20 million cubic feet of methane per day (Spencer, 1970; Irani et al, 1972). Toxic, poisonous and respirable gaseous pollutants and explosive gases, predominantly methane, are injected into the ventilation stream from active sections and gobs. The liberation of methane in gob areas may, under certain circumstances, become extremely large. In some instances it may constitute up to 70 percent of the total yield of gas in a mine. Although coal is found in several locations in Virginia, almost all recent mining has occurred in the southwestern part of the state. Potentially minable reserves are estimated at 2.6 billion tons, slightly less than one percent of the national total. Coal ranges from high- to low-volatile bituminous, and seams average three to four feet in thickness. Virginia produces coal with higher BTUs (British Thermal Units) and a lower sulfur content than the national average. Historically its high quality has made Virginia coal attractive for metallurgical coke production and for the export market. Coal production and related industries have a significant economic impact in southwestern Virginia. In the seven coal- producing counties, coal mining is the major industry. In the two largest coal-producing counties (Buchanan and Wise), over 40 percent of total earning is derived from the coal industry. Virginia&apos;s regulatory program was conditionally approved December 15,198 1, and received final approval May 8, 1984. Its Abandoned Mine Land Program was approved with the regulatory program December 15, 1981, with emergency program authority approved November 13,1987.

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

Accelerometers and pressure transducers mounted in suspension components can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information horn a Global Positioning System is recorded at the same time as shock pressures or acceleration data, then the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck.

This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

RECOMMENDATIONS FOR FURTHER WORK Based on the development effort and full-scale tests conducted during this program, a number of technical areas for future research and development have been identified. Further work in these areas would help to improve the reliability, speed of operation and efficiency of the remote sealing system. Recommendations for future work are summarized as follows 1. Development of an Inert Gas Generator For the sake of expediency in conducting the field test program, fresh air was used as the fluidizing medium for the fly ash. However, in an actual mine fire application the use of fresh air is likely to be prohibited. An inert gas, such as nitrogen, carbon dioxide or air containing less than 8 percent oxygen would be required. Using combustion as a means of reducing the oxygen content of air appears to be an attractive solution to the generation of the high flow rates of gas required (2500 to 5000 scfm). Such an inert gas generator would serve a dual purpose for the overall fire extinguishing operation. First, it would provide the inert gas for fluidizing the fly ash. Second, it could be used for inerting the fire area after the seals had been placed, thereby reducing the time required to extinguish the fire. It is recommended that the Bureau undertake a program to develop a field-operable, inert gas generator to satisfy these two requirements. 2. Development of a Field-Operable Sonar Initial Probing System A first stage prototype of a sonar initial probing system was developed during this present program. The results obtained with

Such a module would be applicable to surface mines and road construction sites, both of which require personnel to work under and on top of steep and often unstable slopes.

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

In addition to developing various types of coal-interface detection system, the US Bureau of Miner is actively in involved in developing a coal rib-thickness monitoring system for highwall mining applications. One particular system that shows promise in a ground-pentetrating radar system to detect the coal-air boundaries of coal rifts. Based on preliminary laboratory and field tests results indicate that this method can be applied successfully in highwall mines to maintain constant rib thickness. The coal seam should be relatively clean in the vicinity of the antenna (e.g., have minimal partings or dirt bands) for best results.
