The current rulemaking on mine illumination makes it necessary for mine personnel to have an understanding of the behavior of light. They must be able to understand many terms that are new to the industry and must be familiar with the use of various types of photometers. With this knowledge, the enforcement criteria for mines can be understood and compliance can be maintained.

Figure 1 is a reproduction of a chart recently prepared by the Bureau of Mines at its Pittsburgh Laboratory to show the Bureau's approval work in connection with electrically operated mining equipment. Nearly 27 years of approval work, covering 346 approved units, are shown on this chart. These approvals are arranged according to year of approval and the manufacturer to whom approval was granted. Forty-five manufacturers are represented, and a scheme of using various colored tabs permits the following subdivision of the equipment: Cutting machines, loading machines, conveyors, battery-operated locomotives, battery-operated power trucks, drills and drilling machines, rock-lusting machines, pumps, room hoists, air compressors,, and miscellaneous, The greatest number of approvals granted to a single manufacturer is 80; the next highest is 65, and the third is 49. Several manufacturers have been granted only a single approval. The chart shows all approvals granted for, motored equipment. Some of these units have since become obsolete, and a few are used to a very limited, extent if at all.

THIS CHAPTER concerns such minor nonmetals as greensand, meerschaum, mineral wool, staurolite, and wollastonite. GREENSAND Output of greensand (glauconite) was slightly higher than in 1958. Open pits of The Kaylorite Corp. (Calvert County, Md.), National Soil Conservation, Inc. (Burlington County, N.J.), and Inversand Co." (Gloucester County, N.J.) accounted for the entire production. Soil conditioning used about 72 percent of the greensand sold. The remainder was used as a water-softening agent. Prices for greensand, f.o.b. mine, ranged from $13 to $70 per short ton.

SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine's contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. The computer program has been developed in conjunction with the rest of the project to evaluate evacuation capabilities of the mines and develop guidelines for the escape systems. There are several problems associated with predicting evacuation performance of a mine. First, the mine has many interconnected passages, shafts, hoists and a number of miners in varying positions. To be able to predict evacuation time requires processing a hugh amount of data. A simplistic approach of determining the miner farthest from the exit and calculating evacuation time for him knowing his walking speeds and hoisting times is not realistic, since the waiting time for the hoist is neglected. The second problem is being able to repeat the calculations for a number of configurations. It may be possible to spend enough time to hand calculate the evacuation parameters for a single mine for a single configuration, but to evaluate capabilities of the evacuation

Abstract—Overhead electric power lines present a serious electrocution hazard to personnel in a variety of industries. Overhead lines, typically uninsulated conductors supported on towers or poles, are the most common means of electric power transmission and distribution, and are exposed to contact by mobile equipment such as cranes and trucks. Equipment contacting energized overhead lines becomes elevated to a high voltage, and simultaneous contact by personnel of the “hot” frame and ground can cause serious electrical shock and burns. Industries where risk of these accidents is greatest include construction, mining, agriculture, and communications/public utilities. An estimated 2300 accidental overhead line contacts occur each year in the U.S. This paper describes a practical low-cost concept to detect actual contact of mobile equipment with a high-voltage line and provide a warning. Accident statistics indicate that more than half of the fatalities could be prevented by such a device. Coal-bearing beds underlie 23,000 square miles, about one third of Missouri's total area. Twelve out of more than twenty named coal seams have been or are being commercially mined. The remainder are too thin for commercial production. The coal is high volatile bituminous, with reserves estimated to be six billion tons, 1.24percent of U.S. coal reserves. Coal-bearing strata are generally thin seams which can be up to five feet thick. Typically, mined seams are about 28 inches thick. Coal deposits were first mined in Missouri in the 1840s, with the coal used primarily for domestic heating and blacksmithing. Production increased with the introduction of steamboats on the Mississippi. Coal production in 19 17 was six million tons. Production has steadily declined from a high of nearly seven million tons in 1984 to 2.3 million tons in 1991. Declining production is the result of several factors, including competition from other energy sources and the high sulfur content of Missouri coal. Today, coal-fired electric generating plants are the biggest consumers of Missouri coal. The Missouri regulatory program was conditionally approved November 21,1980, and fully approved January 17,1983. Its Abandoned Mine Land program was approved January 29, 1982.

The work-principle method was developed for theoretically resolving toxic fumes from non-ideal charge formulations. The whole description of a wanted process refers to macroscopic changes resulting from removing and imposing constraints that work one at a time to chronologically render trajectory terminal (key) states. The trajectory resolution utilizes a thermodynamic quasi-potential or negative work function, and numeric results require some appropriate standard thermodynamic (equilibrium) reaction code TDRC. The underlying method is unable to restrict reactions, tailor the work output or resolve states within the trajectory transitions, so the trajectory terminology is used somewhat figuratively. The work-principle model has the working fluid (reaction material) interacting with a tremendous reservoir (chamber air and walls), while forecasting the work performed upon a mechanical agent. Within the underground test chamber, the widening fume zone undergoes a decline in temperature, a reduction in reaction rates, resulting in out-of- equilibrium circumstances at the Q*-point, representing the measurement state. Rather than coping with the hard issues of non-equilibrium, the toxic fumes are resolved numerically for the Z-point, rendered by a zero-net- interaction energy constraint. Though other techniques require complex equation-of-state EOS for the whole trajectory, the work-principle formulation eludes the issue, requiring an EOS that works just for the terminal-state. Under the circumstances, the Z-state is reconcilable with the ideal-gas domain, and relevant TDRC results yield the restricted state in a numerical way for different charge formulations. The work principle makes it hard to remedy or to tamper with the resulting Z-point fumes: non-macroscopic trajectory readjustment is forsaken, terminal states are results rather than stipulations, and resetting the EOS formula constants would be ineffectual. Though the non-equilibrium portion remains unresolved, it is noteworthy that the work principle rigidly fixes the Z-state, thereby reducing the uncertainty for rendering reaction-rate models characterizing the non-equilibrium Z-Q* transition. Though more refinements are needed, some Z-point fume results are included to illustrate the threshold (minimum) resolving capacity of the work- principle formulation.

The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. The Federal Coal Mine Health and Safety Act of 1969 has dictated major changes in mine ventilation with regard to both air quantity and quality. Requirements have also been placed on the ventilation of beltlines, gob and face areas, and air velocities on trolley haulage roads are limited. Escapeways, separate from trolley haulage roads and on an intake split of air, must be maintained continuous to the surface. These and other similar requirements have not only precipitated several modifications to existing ventilation systems but also have greatly increased the complexities of new mine ventilation planning. It is apparent that the use of computers in ventilation system analysis and design is a necessity. SUMMARY Although computer oriented analysis of mine ventilation systems was introduced over two decades ago, it has yet to receive widespread acceptance in the United States. Central to this problem is the fact that, while many computer programs for network analysis have been developed, no attention has been paid to the development of computer input data. Consequently, without this foundation, program applications have been infrequent. This thesis has directly attacked this problem and has presented all pertinent information basic to the development of good computer input data. The areas that were covered include quantity measurement, pressure measurement, fan testing, survey data balancing, and the development of a network schematic from the ventilation survey results. These discussions on data collection and the corresponding reduction to computer coding have been illustrated by an application of a ventilation simulation program to an existing mine in Southwestern Pennsylvania. It was recognized early that a list of petroleum and natural gas publications was needed for the Bureau's work, and unofficial publication of a ?straight forward? listing was begun. It was at first a chronological list; however, suggestions submitted by its users prompted a format change to show publications under broad, general topics. Author and subject indexes were developed, becoming more detailed with each new edition. This present list supersedes the ones compiled in 1949, 1952, and 1957, and several supplements, which were aside available to the public by the Library Of the Bureau?s Bartlesville Petroleum Research Center. The unofficial field publication came to be widely known nail in considerable demand by those who are primarily interested in the Bureau's publications on petroleum and natural gas so that it became, desirable to have it published as an Information Circular. It is hoped drat, this official publications will result in a wider and more effective use of the Bureau's research results which are reported in its publications.

Like many experienced workers, remote control continuous miner operators perform their everyday jobs making choices and decisions that they may not consciously think about. While performing tasks, they are continuously processing feedback and cues which guide them for the next move. Initial training teaches the operators the tasks necessary to operate the equipment and perform the job. However, with experience they are better able to deal with hazardous conditions and non routine situations. To better understand what potential cues and feedback help to guide the operators, a questionnaire was developed to learn what factors affect decisions. Operator responses address issues related to specific tasks, equipment operation, visibility, lighting, and communication issues. The information collected is useful to understand what cues experienced operators use to make task performance decisions. Results will be used to develop interventions and training for safe and effective operator performance.

Produce an annotated bibliography to serve as a comprehensive source of published information available on the use of soil amendments in coal mine reclamation and the characterization of coal mine soils. The Problem There is a substantial amount of information available tin coal mine reclamation and revegetation, particularly on the use of soil amendments to ameliorate site conditions and aid vegetation establishment, growth development, and productivity. Additionally, site characterizations based on chemical, physical, and mineralogical properties have been thoroughly researched. This information, however, is widely disseminated throughout various professional and scientific journals, State and Federal documents, proceedings of conferences, theses, and other technical writings. A critical need exists for a comprehensive and up-to-date summary of published information concerning the uses, methodologies, and types of soil amendments that arc necessary for reclamation success.

This paper is the fourth of the current series issued by the Bureau of Mines on lime- plant problems . It is hoped that the information presented in these reports will develop sufficient interest among lime- plant operators to prompt them to discuss with the Bureau their own experiences , for it is believed by such an interchange of ideas conclusions will be reached that will be of practical benefit to the entire industry . Much valuable information has been obtained from replies to the papers already issued , but a more general response is greatly desired . It is hoped that many operators will contribute additions to the information on transportation systems now at hand by answering the questions on the final page .

The first step to emergency preparedness is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen all at once. Risk assessments are used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. While the examples provided in this training package are specific to mine fires, the concepts and tools can be applied to any mine hazard. Purpose: This training package was developed to assist instructors, as they: 1) determine how to use risk assessment to improve preparedness for mine fire emergencies and 2) present risk assessment concepts and tools to trainees. Audience: This package is appropriate for workers/trainees from all types of mines. A risk analysis can be conducted by anyone familiar with the location(s) being studied. Why Conduct a Fire Risk Assessment? During a risk assessment, hazards are evaluated in terms of the likelihood that a problem may occur and the damage it might cause. Mine fire preparedness requires consideration of all possible fires that could occur. However, at a given mine some fires are more likely than others and some would result in greater damage than would others. Conducting a risk analysis identifies these differences. The results can be used to target resources at the types of fires that are most likely and/or are most destructive. Hazards that are very likely to result in fires that would do considerable damage to people and property should be targeted first for remediation and/or effective response if remediation isn't possible. Potential fires that are less likely or that would have less severe consequences are identified for attention later, after the more serious situations have been addressed.
