"INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. [Permissible electric cap lamps represent a workable balance between the amount of light needed and the various limiting conditions, such as the weight the miner can carry conveniently, cost of the lamp, including upkeep, and adequacy or practicability of the lamp as regards safety, mechanical strength, and general performance. Other things being equal, the coot desirable lamp is one that gives the greatest amount of useful light. "INTRODUCTION The great demand for tungsten incident to the war has led to the exploration of a large number of low-grade tungsten deposits. To properly evaluate the low-grade deposits it is essential to have available a dependable method of analysis applicable to all types of low-grade tungsten ores. Results reported on the tungsten content of the ores have often varied quite widely and have led to confusion. The Bureau of Mines has been requested by Government lending agencies and by companies interested in the production of tungsten to publish a general method for the determination of tungsten in low-grade ores. To meet this need, the Bureau of Mines is herein submitting two methods for analysis that have been proved on a large number of tungsten-bearing ores various types in the Bureau of Mines laboratory in Salt Lake City. Also, a third method was developed that requires no cinchonine and has proved to be applicable on most tungsten ores. The cinchonine method is the generally accepted for analysis of tungsten ores. Very reliable results can be obtained by this method if certain precautions are taken, as outlined in this report."

"Silicosis is a fibrotic pulmonary disease produced by inhalation of silica-containing dusts (Peters, 1986). Chronic silicosis may develop 20-40 years after initial exposure to crystalline silica, and the disease may progress from a simple to a complicated form. Few symptoms are evident in simple silicosis with pulmonary function being relatively normal. However, chest radiographs reveal small rounded ·opacities in the upper lobes of the lungs. These silicotic nodules consist of collagen arranged in a distinctive circular pattern. As fibrotic changes become more severe, the disease progresses to complicated silicosis (progressive massive fibrosis). Complicated silicosis is associated with shortness of breath and decreases in pulmonary function characteristic ofrestrictive lung disease. Chest x rays reveal numerous large silicotic nodules which may be associated with scar emphysema. Several mechanisms have been proposed to explain the cellular events which result in silica-induced lung damage and fibrosis (Lapp and Castranova, 1993). They include: ( l) direct cytotoxicity of silica, (2) activation of oxidant and enzyme release from alveolar macrophages, (3) recruitment and activation of polymorphonuclear leukocytes, and (4) stimulation of fibroblast proliferation and collagen synthesis.Tetrandrine is a bisbenzylisoquinoline alkaloid derived from the Chinese herb Radix Stephania tetrandra. It has a molecular weight of 622.73 and an empirical formula of C38H420 6N2. The chemical structure of tetrandrine has been published previously by our laboratory (Castranova et al., 1991 a). Its structure is characterized by methoxy groups at C7 and C12 , uncharged nitrogens at N2 and N’2 and two 17-carbon ring members connected by a double oxygen bridge between Ca-C7 and C11-C12. Tetrandrine has been shown to reduce both silica-induced fibrosis and the elevation of lung collagen content in rats (Huang et al .. 1981; Yu et al., 1983; ldel, 1987). Furthermore, tetrandrine has been used as an antifibrotic agent in Chinese clinical trials (Li et al.. 1981 ). Preliminary results suggest that administration of tetrandrine to patients with silicosis results in substantial improvement of symptoms, increases in diffusion capacity, and decreases in the size of shadows on lung x rays."

Starting on a small scale, the equipment for processing synthesis gas to form liquid hydrocarbons was expanded to handle 100 m) 3/hr. This reactor was successfully designed and constructed, and a basis for future design methods was established. Because, however, this work was carried out on an empirical basis, it is felt that a more thorough theoretical study should be made in an effort to increase the efficiency of the process, particularly in the development of a simpler converter.

"The problems of sampling particulate materials, and of characterizing the distributions of particle size and composition are reviewed. Requirements for sampling from comminution systems are discussed and a simple formula is presented for estimating the minimum sample size needed. The limitations and errors associated with the techniques available for particle size analysis are evaluated and guidelines are suggested for the selection of appropriate methods. The use of microscopic and macroscopic approaches to the characterization of particle composition are discussed.INTRODUCTIONComminution is a process of particle size reduction in which the goal is to produce a material with a specified particle size distribution from a coarser feed. In mineral processing applications, the product size distribution is often qf secondary importance to the extent to which individual mineral grams can be liberated from one another. However, due to poor understanding of the nature of the liberation process and the lack of reliable procedures for characterizing it, the actual specification is normally in terms of particle size.Particle size distribution can be regarded as the fundamental characteristic of a particulate system. The distributions of particle shape and composition among the various particle sizes present are often sufficient to define the bulk properties and behavior of the system. Description of the distributions of size; shape and composition of the different phases which may exist within individual particles is necessary to complete the picture and is especially important for predicting liberation etc., in comminution processes. It is quite obvious that · the complete characterization of real particulate systems is a formidable, if not .impossible task. Practical characterization procedures should involve ·evaluation of those characteristics which are deemed to be important and which can be measured. In comminution systems, this should ideally include the particle size distribution, the size-by-size distributions of particle composition, and as much information as can be acquired on the internal composition and structure of individual particles. In most cases, of course, we fall far short of even this rather limited goal."

Crosson and Peters treat the errors that result in miner location due to errors in the overburden earth model used for computing location. A parallel effort by J. Powell of PMSRC is discussed here, where the location method used is that of the Westinghouse location program - "Miner". This location program was tested by Powell by using arrival times generated from the overburden earth model of Table l* rounded to the nearest millisecond. Location computations were then made using 3 geophones at a time. The average location is tabulated for all geophone triplets except when 3 geophones are in line. Geophone arrays were as shown in Tables 2 and 3. The manner in which the test was done is illustrated in Figure 1. I. SUMMARY OF RESULTS The arrival time differences, based on the Table 1 earth model, together with geophone locations based on the array geometries of Tables 2 and 3, were entered into the computer, together with a stated depth of 700 feet and an estimated overburden seismic velocity of 10,000 feet per second. These parameter values were processed by the location program - "Miner". Figure 2 illustrates the interpretation of the plots and data. The tabular data and plots of Table 4 and Figures 3, 4, and 5 illustrate the location error results obtained. These plots indicate that for sources within the array, the errors are considerably less than the measured errors obtained during field tests of the present location system. The possible reasons for this discrepancy are noted in Part Eight (Earth Models).

A general increase in employment prevailed in the stone-quarrying industry of the United States during 1941 compared with 1940. Likewise, more accidents occurred to men working in and about the quarries, with the result that the accident-frequency rate for the industry as a whole was higher in 1941 than in the previous year. Reports from operating companies to the Bureau of Mines, covering open and underground quarries, as well as rock-crushing and rock-dressing plants, cement mills, and limekilns at or near the quarries, showed a total of 86,123 men employed and a total of more than 22 million man-days of labor performed during 1941. The total working time of the industry averaged 260 days per man. Measured in man-hours, the volume of work equaled 173 million, an average of 2,011 man-hours per employee.

Fiber-optic technology is progressing rapidly, including the development of fiber-optic sensors for many applications. These sensors have the advantages of high sensitivity, light weight, small size, high bandwidth, and freedom from electromagnetic influences. The U.S. Bureau of Mines is investigating the use of fiber-optic technology to monitor mine atmospheres. This report describes a methane monitor based on differential absorption of infrared light. The monitor can detect methane concentrations as low as 0.2 vol pct as far away as 2 km via fiber-optic cable. The upper range is 100 vol pct methane. Since the system requires no electrical power within the mine, it is intrinsically safe.

"It has long been recognized that the properties of polycrystalline substances are not the same as those of single crystals. These differences are especially marked in metels and metallic minerals, and are of greatest practical importance in metal working and ore treatment. The property changes encountered in passing from a metal single crystal to a poly-crystalline aggregate are the same as are produced by cold-working a metal or by the precipitation of a disperse phase. Hence, we may logically assume that the property changes are all due directly or indirectly to the formation of interfacial area or internal surface. Our problem, then, is to ascertain the physicochemical state of the metal atoms at such internal surface and show how this physicochemical condition accounts for the pronounced changes of mechanical, magnetic, and electrical properties that accompany increased internal surface.GENERAL CONCEPT OF INTERNAL SURFACEIn 1678, Huyghens attempted to explain the double refraction of calcite by postulating that crystals were built from a regular arrangement of ellipsoidal particles. Over 100 years later, Abbé Hauy concluded from his studies of cleavage that crystals might be built from small units, but the units were of the same shape as the entire crystal. This idea, which was prevalent in mineralogical thought before the advent of X-ray spectrometry, was discarded when the great success of Bragg made it appear that the chemical atoms were in reality the elements of structure. In the further development of X-ray technique, however, C. G. Darwin, in England, and P. P. Ewald, in Germany, found it necessary to postulate crystal units con¬taining many atoms. The latter gave the name of mosaic crystals to those so constituted. The individual units are supposed to Possess the ideal atomic arrangements revealed by the X-ray but are not oriented with respect to one another."

In the prevention of accidents in milling operations, the proper installation and guarding of electrical and mechanical equipment, safe clearances, good housekeeping, adequate fire protection, adequate ventilation, dust and fume control, and good illumination, as well as safe practices, are essential. In the new concentrator of the Magna Copper Co., Superior, Ariz., many safeguards were incorporated and safe practices instituted to minimize accident hazards. The purpose of this paper is to describe some of these features and practices.

Synopsis Underground stone mining Is an emerging sector of the U.S. mining industry. As this expansion takes mines under deeper cover, and as more efficient mining methods are utilized, effective stone pillar design methods will become even more Important. Current design practices are examined and a discussion of safe mine layouts is presented as a first approach towards weighing the demands for increased production against increased risk. Risks to underground stone-mine workers include rib Instabilities, pillar failures and roof falls. Seventy-two stone-mine pillar designs were examined. Pillars with width to height ratios of less than 1.5 appear more likely to fail when subjected to excessive stress levels. When width to height ratios fall below 1.0 defects in the pillars, such as through-running discon¬tinuities, can have a significant influence on stability. Discontinuity persistence, dip, material properties and orientation are also important determining factors in pillar strength. During the past three years the number of active underground stone mines in the U.S.A. has ranged between 90 and 100. This number is expected to increase as the crushed stone industry responds to growing demands for its products.1 As more of the industry moves to benefit from the advantages of underground mining production from underground stone mines is expected to increase above its current level of approximately 66 000 000 r/year. Parker2 identified four advantages of underground mining operations: (1) surface developments, zoning laws and environmental concerns are often less of an issue; (2) stripping and restoration requirements are eliminated; (3) additional reserves are often available beneath the quarry floor, under pit slopes or under an adjoining property; and (4) space is created for secondary use. Underground mines enjoy the added benefits of work in a constant underground climate, rather than in the variable surface climate, minimization of community concerns by placement of the crushing, sizing and stowing operations underground and reduction of surface vibration concerns through smaller blasts. The drawbacks of underground mining include added health and safety hazards for the stone miners, whose health can suffer from increased exposure to falls of ground, airborne contaminants and fog in large underground openings. Injuries from falls of ground in stone mines have occasionally exceeded the incidence rates for other mineral resources mined underground. 3 Existing underground stone operations, by comparison with stone operations a decade ago, mine more stone at a faster rate and with larger equipment. Because of high demand mines face increased pressure to yield more stone per production blast. A majority of the miners use the V-cut blasting pattern, which limits the depth or pull for each shot to about 4 m. Therefore, to produce more stone, either the mines must work more faces or existing faces must be enlarged. The enlargement of underground openings poses problems in the maintenance o€ strata stability, First, the widths of the mine entries partially control the amount of sag or deflection that any given roof beam can withstand before failure. This deflection can take pi ace quickly after an opening is excavated or much later as weathering processes form additional, thinner beams. Because increased deflection increases the potential for roof beam failure, there is a limit to how wide a room can safely be made. These limits depend on local geological and stress conditions and, to some extent, the cost effectiveness of roof-bolting. Given these room width limitations, underground stone mines have placed more attention on expansion of production through benching where mining thicknesses permit. The heights of rooms partially control the strength characteristics of adjacent pillars: as the room height increases for a given pillar width the pillar width-to-height ratio (w/h) decreases. In general, stone pillars are very strong, but when the width-to height ratio diminishes the potential for pillar rib instabilities and pillar failures increases (see Fig. 1). [ ] In the underground environment the desire to utilize wider rooms, higher benches and multi-level mining results in the potential for unstable ground conditions. Although the number of failed pillars is currently very low, the potential for additional failures will grow if more slender pillars are developed, especially under deeper cover, with wider mining sections and in multi-level operations. It should also be noted that the passage of time acts to decrease the strength of many existing pillars. An examination of current design practices

The removal of overburden often exposes pyritic materials (iron disulfide). As shown in equations 1 and 2, the oxidation of this material results in the production of ferrous iron and sulfuric acid. The reaction then proceeds to form ferric hydroxide and more acid, as shown in equations 2 and 4. [ ] Consequently a low pH water is produced (pH 2-4.5). At these pH levels, the heavy metals such as iron, manganese, copper, and zinc are more soluble and enter into the solution to further pollute the water. Water of this type supports only limited water flora, such as acid-tolerant molds and algae; it will not support fish life, destroys and corrodes metal piers, culverts, barges, etc., increases the cost of water treatment for power plants and municipal water supplies, and leaves the water unacceptable for recreational uses. The amount, and rate of acid formation, and the quality of water discharged are a function of the amount and type of pyrite in the overburden and coal, time of exposure, characteristics of the overburden, and amount of available water(l). Crystalline forms of pyritic material are less subject to weathering and oxidation than amorphic forms. Since oxidation by oxygen is the primary reaction during early acid formation, the less time pyritic material is exposed to air, the less acid is formed. Thus, a positive preventative method is to cover pyritic materials as soon as possible with earth, which serves as an oxygen barrier. In terms of mining, this step is accomplished by current reclamation techniques and small open pits.

This report summarizes the principles of safely working steep coal seam using longwall mining methods. It presents the state-of-the-art and identifies the problems which result from seam inclination. Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. Recommendations for further research are suggested.

Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion or roof fall. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety. The exercises were conducted at NIOSH’s Lake Lynn Laboratory during 1995 to 1998 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included chemical light sticks to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escape ways, and a helmet mounted thermal imaging system to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. A new high-visibility team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 305-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” mapped the passageways, built temporary stoppings and ventilated the smoke-filled entries. The teams indicated that the simulations were challenging and very informative.

Safe operation and system integrity are two important properties of a mine hoist electrical system. Previous methods used to assess these systems, though rare, have involved extensive downtime and required skilled personnel. The recommended design considerations presented in this report are for a proposed automated system that will perform real time measurements, calculations, and recordings of pertinent performance data. Included are equipment installation and test procedures to be used with the system. The report also contains descriptions of the hoist performance criteria, and how they are to be collected.

In its search for strategic minerals, the Bureau of Mines investigated the Rutherford Mine property in Amelia County, Va. The property was visited by F. W. Horton, mining engineer, and Margaret Fuller Boos, mineral technologist, of the Bureau of Mines, in company with Eugene Dawson, of the War Production Board, on July 16-11, 1943. An exploration program by the Bureau was recommended, and work was started on July 28, 1943, and continued until September 16, 1943. A total of 1,250 feet was diamond drilled in 5 holes on the property.
