THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.

The coal-bearing rocks in Iowa occur in an arcuate belt across the central and southern parts of the State (fig. 1) at the northern end of the Western Interior coal field. Coal beds of minable thickness are sporadic throughout this area and are mined principally in the three districts indicated by dark shading on the index map, although coal occurs also in the areas indicated by light shading. The coal is mostly of high-volatile C bituminous rank in all parts of the State. SURFACE FEATURES The coal-bearing rocks in Iowa are concealed for the most part by a covering of glacial drift ranging in thickness from a few feet to several hundred feet. This covering has been dissected to form a gently rolling upland, rising from an elevation of 466 feet at the mouth of the Des Moines River to about 1,200 feet in Calhoun County in the central part of the State. The local relief, however, rarely exceeds 150 to 200 feet.

Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

To develop technology to assure an ample supply of zinc and to reduce environmental pollution, the U.S. Bureau of Mines investigated alternatives to the roast-leach process for treating complex sulfide concentrates. Previous studies proved that low-grade zinc sulfide (ZnS) concentrates could be leached using chlorine-oxygen to produce zinc chloride (ZnCI2). The process involves high energy requirements for evaporating the pregnant solution to produce anhydrous ZnCl2 needed for electrolytic cell feed. An efficient hydrometallurgical process would facilitate treatment of lower grade ores than can be used in conventional processing and would render roasting unnecessary. An alternative method was devised for recovering ZnCl2 from solution. Zinc diammine chloride [Zn(NH3)2CI2] was precipitated from solution by adding ammonium chloride (NH4CI) and sparging with ammonia (NH3) to a pH of 6 to 7.5. The spent solution was treated with calcium hydroxide [Ca(OH)21 at 60° to 80° C for 1 to 4 h to remove remaining zinc and NH3. The Zn(NH3)2CI2 was heated to 300° to 400° C to remove NH3 and produce anhydrous ZnCI2. A possible flowsheet was devised and is included.

1. Domestic Production and Use: In 1978, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 65% of production capacity. Washington, Oregon, and Montana accounted for 31% of the total capacity; Gulf Coast States 23%; Northern States 26%; and other Southern States 20%. Based on published producer prices, output of primary metal in 1978 was valued at $5 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1978, building accounted for about 25%; packaging 22%; transportation 23%; electrical 11%; consumer durables 8%; and other uses 11%.

Volatilization of cesium from pollucite ore was investigated as an initial step in the production of purified cesium metal or cesium salts. High recovery of cesium and rubidium as chloride sublimates was accomplished by 2-hour roasts in a tube furnace using charges containing 1 part ore, 2 parts limestone, and 0.23 part calcium chloride. Recoveries of cesium in the sublimate product were 89.1, 92.9, and 95.2 pct, respectively, using 1,100° C and vacuum, 1,250° C with an air sweep, and 1,250° C without an air sweep. Most of the lithium, sodium, and potassium sublimed with the cesium and rubidium, but virtually none of the calcium, aluminum, and silicon in the charges was volatilized.

The New Hope field was selected for study by; Bureau of lanes engineers because many problems met by, the operators during development and operation were unique to petroleum-engineering experience. Solving these problems is believed to have doubled the ultimate recovery of oil from the field. Since the discovery well was 'completed, in April 1943, an oil-productive area of 4,950 acres- has been delineated by the drilling of 64 wells, four of which were dry holes. Four oil-bearing reservoirs - the Bacon oolitic limestone, and the Hill, Pittsburg) and Elledge sandstones, all, in the Trinity group of the Lower Cretaceous series-- have been penetrated at depths ranging from 7,300 to 8,100 feet. Three of these reservoirs were found to be closed-type or solution gas-drive reservoirs, and one - the Hill - was an open-type or water-drive reservoir. During the course of the study, the Tide Water Associated, Oil Co. and -Seaboard al Co. of Delaware made available to the writers all well records, electric logs; and coring, production,, and pressure data. The ,writers performed Certain field and laboratory- tests on cores of ,the reservoir racks and' samples -of the reservoir Oils. Analyses of cores from the four reservoirs showed average .porosities ranging from 10 to 18 percent, average permeabilities of 17 to 297 millidarcys, and -average 'connate water contents ranging from 25.4 to 30.6 percent. Subsurface and recombined samples of reservoir oils indicated that the oils in the Bacon Hill, and Pittsburg reservoirs contained ,206 to 422 cubic feet of gas in solution per barrel initially, and that the, reservoir oils were undersaturated with gas. No samples' of oil from the Elledge reservoir were analyzed, and because of meager data this reservoir was not studied in detail. 4 The presence of free 'gas' or a' gas cap, however, indicated that the oil in the Elledge reservoir was saturated with gas. The rapid decline in pressures in- the' four reservoirs during the 'first year of operation alarmed the operators and provoked them to investigate the reservoir conditions to determine the cause.

When permissible explosives are used in coal mines according to the procedure recommended by the Bureau of Mines they are relatively safe, and no mine explosions are known to have resulted from this type of blasting. However, unsafe blasting practices - the use of nonpermissible explosives or the improper use of permissible explosives - have caused many serious disasters. In fact, such unsafe practices constitute the third most important cause (exceeded only by electricity and the use of open lights and smoking) of coal-mine explosions in the United States. During 1929-1947, inclusive, 81 explosions, resulting in 475 fatalities, were ascribed to unsafe blasting. The hazards of black powder, dynamite, and other nonpermissible explosives in coal mines have been recognized for many years, and attention has been called to this in numerous Bureau of Mines publications. Not only can these explosives ignite namable gas-air mixtures readily, but they can also ignite coal dust, as has been illustrated repeatedly in tests and at educational public demonstrations at Bruceton and elsewhere.

A circuit is considered intrinsically safe when any spark or thermal effect produced normally (that is, by operating the equipment in its correct operational manner to fulfill its purpose) or accidentally (caused by short circuit, earth fault, defective components, breaking the wiring, etc.) is incapable under prescribed test conditions of causing ignition of a prescribed gas mixture. The test conditions and gas mixture should be at least as hazardous as the true parameters of the environment where the circuit will be operated. According to present practices, the question of whether or not a circuit is intrinsically safe is decided upon experimentally. The circuit is inspected first for mechanical soundness and a survey is made to determine what faults should be considered as probable. Then the individual branches are connected, in sequence, to a test apparatus called 'breakflash" which acts as an opening, closing contact and thus draws sparks from the circuit. This test is repeated a given number of times in the presence of the prescribed gas mixture under specified conditions (electrode configurations, gas parameters, etc.). The equipment will be regarded as intrinsically safe if during testing no ignition has occurred.

A test series of small, precisely-controlled and thoroughly-monitored production blasts was conducted at two quarries. In each series, all variables except delay were kept constant, as much as practically possible. The first aim of the study was to determine the effect of local geology on ground vibration. The second aim was to test several hypotheses relating the effect of millisecond delay intervals to fragmentation and ground vibration. A resonant frequency of ground vibration was shown to be related to the thickness of the overburden, in accord with a model proposed by Gupta (1961). Since the overburden geology creating this resonant vibration cannot usually be changed, two methods were tested to choose delays such that blast vibrations would destructively interfere. These were shown to be effective in modifying both the peak particle velocity and response spectra of ground vibration. The delay interval chosen also affects fragmentation, primarily in massive rock, with an optimum relief between holes of 2 ms/ft. Strain gage records indicate a possible mechanism consistent with this information.

"The mission of the Respirable Dust Center is to enhance the health, safety and productivity of the miners 'through advancing the fundamental .understanding of all aspects of respirable dust associated with mining and milling and the interaction of dus.t and lungs for reducing the incidence and severity of respirable dust disease. All Dust Center activities are focussed to be responsive to this mission which is shared by several federal agencies closely associated with the Generic Mineral Technology Center for Respirable Dust such as USBM, M,SHA, and NIOSH, and the mining industry. While significant progress has been achieved in making mine atmospheres cleaner and healthier, respirable dust disease remains the nations worst industrial hazard. GOALSThe goals of the Respirable Dust Center have been formulated to recognize the diverse scientific, engineering and medical aspects of respirable dust as well as the need to enhance the interaction, education and technology transfer in the respirable dust area.The Center goals are to:1. Enhance the understanding of the scientific, engineering and biological characteristics of fine and respirable mineral particles, fibers, organic aerosols, and complex particles found in the mining and milling atmospheres.2. Advance the understanding of the physical behavior of airborne respirable dust particles in flowing streams under different. stimuli during mining and milling.3. Advance fundamental understanding of the causative mechanisms for the occupationally related lung impairments and the airway diseases of mine and mill workers.4. Establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment and control measures) in the generation, exposures, and pathogenic properties of fine particles.5. Contribute to the development of control mechanisms for reducing ambient respirable dust concentrations, worker exposure, the incidence and severity of dust related lung disorders and disease prevention in mining and milling atmospheres.6. Enhance functional integration among the various research personnel in the Center, as well as, with other groups, such as MSHA, NIOSH and USBM involved in respirable dust research and control.7. Develop technically trained personnel for employment in the mineral industry for respirable dust research and control.8. Enhance the availability of respirable dust-related information utilizing several technology transfer avenues."

The Bureau of Mines investigated the effect of temperature on the mechanical strength of cokes of the type normally used in blast furnace operations. Eight samples of industrially produced cokes were subjected to ASTM tumbler tests at temperatures as high as 1,100° C (2,012° F); these temperatures had no significant effect on tumbler results for cokes with stability indexes of 40.6 to 59.9. Two foundry cokes which were tested at only one elevated temperature (900° C) decreased slightly in tumbler stability. Iron are pellets made from a variety of ores and by various industrial methods were not significantly affected by temperature when tested in an oxidizing atmosphere at 1,000° C (1,832° F) by the tentative standard ASTM method.

In view of the developments and recent interest in recovering heavy oil, this report was prepared to present general information on more than 2,000 heavy oil reservoirs in more than 1,500 fields in 26 states. Information given on each heavy-oil deposit includes the following items: Field and formation, location, average or range of depth, average API gravity of oil, aver- age thickness of formation, areal extent of field, total productive wells drilled in field, discovery date of field, field status in 1963, cumulative production to Jan. 1, 1964, and all known types of secondary-recovery operations initiated (active and terminated) in the reservoirs. The geographical location of heavy oil accumulations in the United States is shown by a map, and a brief discussion of 14 different areas is given in the text. As of Jan. 1, 1964, 75 percent of the heavy oil reservoirs in the United States had produced more than 10 billion barrels of oil and are estimated to contain over 90 billion barrels of oil in place. It is also estimated that if the deposits which have had little or no production history, such as the one in Missouri, were included, the total remaining heavy oil in place would be in excess of 150 billion barrels. To find economical ways of recovering this vast reserve of heavy oil, industry is developing technology in several types of thermal-recovery methods. Some of the general considerations and more suitable limitations in selecting a prospect to study fur thermal-recovery techniques are: Lithology, depth, viscosity of reservoir fluids, gravity of oil, reservoir thickness, oil in place, and permeability and porosity.

Preliminary examinations of the Parker and Webb deposits were made by E. E. Maillott, Bureau of Mines engineer in July 1942. The chemical and spectrographic analyses included in this report wore made at the Eastern Experiment Station of the Bureau of Mines at College Park, Md., under the general supervision successively of S. M. Shelton and of Paul M. Tyler, formerly regional engineer, Eastern Region. Beneficiation tests were conducted under the supervision of Frank D. Lamb. The mineral exploration was under the general supervision of J. D. Bardill, formerly district engineer. Acknowledgment is gratefully made to the St. Joseph Lead Co., in particular to John S. VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. The Bureau of Mines developed a procedure that enables substitution of zinc cathodes for the aluminum cathodes normally used in commercial zinc electro-winning. Using zinc cathodes eliminates the necessity for stripping and makes it possible to electrowin zinc from solutions derived from material containing excessive amounts of soluble fluorides; for example, zinc concentrates obtained as a byproduct of fluorspar mining in Kentucky and Illinois. To demonstrate the viability of using zinc cathodes, fluoride-containing zinc concentrate was roasted, leached, and purified according to current commercial practice. Electrolysis was carried out in 0.8-, 1-, 5, and 10-liter cells at 35° to 40° C with a cathode-current density of 8 amp/dm2 in a solution containing 65 g/l Zn++ and 200 g/l H2S04 using PbO2 anodes. Zinc deposits were produced on zinc cathodes with good morphology and excellent current efficiency (90 to 94 pct) in solutions containing enough fluoride (~0.5 g/l, F+) to cause sticking of zinc to aluminum cathodes. The approach described has failed previously because of severe solution-level corrosion of the zinc cathodes. The present investigation found that the use of a simple mechanical barrier to prevent oxygen migration from the anode was sufficient to prevent solution-level corrosion of the zinc cathode starting sheet.

The Zebulon manganese deposit has been known for a number of years. It is situated about 3 miles east of Zebulon, Wake County, N. C., on the Avon, Privett property (fig. 1). The deposit outcrops as a vein, or dike averaging-16 to 20 feet in width. Drilling by the Bureau of Mines has shown that this outcrop results from consolidation of a number of small stringers near the surface. The surface width and the Percentage of manganese oxides (resulting from. weathering) diminish with depth. Below 50 to 80 feet, the vein material is mainly quartz and spessartite garnet. The deposit was first examined by W. T. Benson, a Bureau of Mines engineer, in 1941. The Bureau conducted a diamond-drilling exploratory program an the property from November 7, 1944, to January 25, 1945. A. total of 2,508.5 feet was drilled in 14 holes along the strike of the deposit.
