1. Domestic Production and Use: In 1975.12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 67% of production capacity. Washington, Oregon, and Montana accounted for 37% of the total production; Gulf Coast States 21%, Northern States 29%, and other Southern States 13%. Output of primary metal in 1975 was valued at $3.0 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1975, building accounted for about 21%; transportation 19%; electrical 14%; packaging 18%; and consumer durables, 9%.

One of the more important functions of the Federal Bureau of Mines is conservation of the life and health of employees of the mineral and allied industries. Since its very beginning the Bureau has encouraged competition between mine rescue and first-aid teams as a means of stimulating interest in safety and accident-prevention work. In addition to sponsoring competition on a national and international scale during the past 45 years, the Bureau has also assisted State mining departments, mining companies, and mining organizations in holding State, district, company, and other local meets. This assistance includes providing instructors to train teams, judges, and other contest officials. The Bureau has also furnished problems and outlines for working them, judges I discount sheets (scorecards), contest rules, and problem judges. In fact, Bureau representatives participate in nearly all State, district, and company contests and have bad complete charge of some contests.

"The mission of the Respirable Dust Center is to enhance the health, safety and productivity of the miners 'through advancing the fundamental .understanding of all aspects of respirable dust associated with mining and milling and the interaction of dus.t and lungs for reducing the incidence and severity of respirable dust disease. All Dust Center activities are focussed to be responsive to this mission which is shared by several federal agencies closely associated with the Generic Mineral Technology Center for Respirable Dust such as USBM, M,SHA, and NIOSH, and the mining industry. While significant progress has been achieved in making mine atmospheres cleaner and healthier, respirable dust disease remains the nations worst industrial hazard. GOALSThe goals of the Respirable Dust Center have been formulated to recognize the diverse scientific, engineering and medical aspects of respirable dust as well as the need to enhance the interaction, education and technology transfer in the respirable dust area.The Center goals are to:1. Enhance the understanding of the scientific, engineering and biological characteristics of fine and respirable mineral particles, fibers, organic aerosols, and complex particles found in the mining and milling atmospheres.2. Advance the understanding of the physical behavior of airborne respirable dust particles in flowing streams under different. stimuli during mining and milling.3. Advance fundamental understanding of the causative mechanisms for the occupationally related lung impairments and the airway diseases of mine and mill workers.4. Establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment and control measures) in the generation, exposures, and pathogenic properties of fine particles.5. Contribute to the development of control mechanisms for reducing ambient respirable dust concentrations, worker exposure, the incidence and severity of dust related lung disorders and disease prevention in mining and milling atmospheres.6. Enhance functional integration among the various research personnel in the Center, as well as, with other groups, such as MSHA, NIOSH and USBM involved in respirable dust research and control.7. Develop technically trained personnel for employment in the mineral industry for respirable dust research and control.8. Enhance the availability of respirable dust-related information utilizing several technology transfer avenues."

THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.

The Bureau of Mines investigated the effect of temperature on the mechanical strength of cokes of the type normally used in blast furnace operations. Eight samples of industrially produced cokes were subjected to ASTM tumbler tests at temperatures as high as 1,100° C (2,012° F); these temperatures had no significant effect on tumbler results for cokes with stability indexes of 40.6 to 59.9. Two foundry cokes which were tested at only one elevated temperature (900° C) decreased slightly in tumbler stability. Iron are pellets made from a variety of ores and by various industrial methods were not significantly affected by temperature when tested in an oxidizing atmosphere at 1,000° C (1,832° F) by the tentative standard ASTM method.

The coal-bearing rocks in Iowa occur in an arcuate belt across the central and southern parts of the State (fig. 1) at the northern end of the Western Interior coal field. Coal beds of minable thickness are sporadic throughout this area and are mined principally in the three districts indicated by dark shading on the index map, although coal occurs also in the areas indicated by light shading. The coal is mostly of high-volatile C bituminous rank in all parts of the State. SURFACE FEATURES The coal-bearing rocks in Iowa are concealed for the most part by a covering of glacial drift ranging in thickness from a few feet to several hundred feet. This covering has been dissected to form a gently rolling upland, rising from an elevation of 466 feet at the mouth of the Des Moines River to about 1,200 feet in Calhoun County in the central part of the State. The local relief, however, rarely exceeds 150 to 200 feet.

Preliminary examinations of the Parker and Webb deposits were made by E. E. Maillott, Bureau of Mines engineer in July 1942. The chemical and spectrographic analyses included in this report wore made at the Eastern Experiment Station of the Bureau of Mines at College Park, Md., under the general supervision successively of S. M. Shelton and of Paul M. Tyler, formerly regional engineer, Eastern Region. Beneficiation tests were conducted under the supervision of Frank D. Lamb. The mineral exploration was under the general supervision of J. D. Bardill, formerly district engineer. Acknowledgment is gratefully made to the St. Joseph Lead Co., in particular to John S. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the sixth. The data are accompanied by maps showing the loca.ion of holes, drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test geophysical anomalies. The locations of those holes are shown on figure 13 in Volume I. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion covering that area.

When permissible explosives are used in coal mines according to the procedure recommended by the Bureau of Mines they are relatively safe, and no mine explosions are known to have resulted from this type of blasting. However, unsafe blasting practices - the use of nonpermissible explosives or the improper use of permissible explosives - have caused many serious disasters. In fact, such unsafe practices constitute the third most important cause (exceeded only by electricity and the use of open lights and smoking) of coal-mine explosions in the United States. During 1929-1947, inclusive, 81 explosions, resulting in 475 fatalities, were ascribed to unsafe blasting. The hazards of black powder, dynamite, and other nonpermissible explosives in coal mines have been recognized for many years, and attention has been called to this in numerous Bureau of Mines publications. Not only can these explosives ignite namable gas-air mixtures readily, but they can also ignite coal dust, as has been illustrated repeatedly in tests and at educational public demonstrations at Bruceton and elsewhere.

The Bureau of Mines developed a procedure that enables substitution of zinc cathodes for the aluminum cathodes normally used in commercial zinc electro-winning. Using zinc cathodes eliminates the necessity for stripping and makes it possible to electrowin zinc from solutions derived from material containing excessive amounts of soluble fluorides; for example, zinc concentrates obtained as a byproduct of fluorspar mining in Kentucky and Illinois. To demonstrate the viability of using zinc cathodes, fluoride-containing zinc concentrate was roasted, leached, and purified according to current commercial practice. Electrolysis was carried out in 0.8-, 1-, 5, and 10-liter cells at 35° to 40° C with a cathode-current density of 8 amp/dm2 in a solution containing 65 g/l Zn++ and 200 g/l H2S04 using PbO2 anodes. Zinc deposits were produced on zinc cathodes with good morphology and excellent current efficiency (90 to 94 pct) in solutions containing enough fluoride (~0.5 g/l, F+) to cause sticking of zinc to aluminum cathodes. The approach described has failed previously because of severe solution-level corrosion of the zinc cathodes. The present investigation found that the use of a simple mechanical barrier to prevent oxygen migration from the anode was sufficient to prevent solution-level corrosion of the zinc cathode starting sheet.

"Geologic materials emit transient noises when stressed /1/. The rate and pattern of these transient noises or acoustic emissions (A.E. hereafter) depend on the stages of deformation of the material /2/. It has been demonstrated that rock/coal fracture processes under stress consist of three distinctive stages--crack initiation, propagation and ultimate fracture--and that coalescence of numerous cracks leads to ultimate failure rather than the propagation of a single crack /2,3/. This paper presents an analysis of fracture formation in rock/coal specimens subjected to straight wedge indentors using A.E. technique.The effect of specimen geometry, wedge indentor angle, confining pressure, and material anisotropy on fracture type (tension, extension, and shear crack), fracture length, and fracture intensity were studied. Two types of material mainly Berea sandstone and Coal Berg No. 2 coal were used in this study. Prior to the experiment the mechanical properties of both sandstone and coal were determined using rectangular specimen (Figures 1 a) in standard compression tests and are given in Table 1. In this study cylindrical and rectangular specimens were first prepared to proper dimensions of 2 in. x 1.5 in. and 3 in. x 1.5 in. x 1.5 in. (5.08 cm x 3.81 cm and 7.62 cm x 3.81 cm x 3.81 cm), respectively and then instrumented with SR-4 strain gages as shown in Figure 1. The instrumented specimens were then tested under four distinct load boundary conditions as illustrated in Figure 2. During a typical experiment the instrumented specimen was placed in a specially designed loading jig (Figure 3) where a predetermined lateral pressure was applied mechanically to the specimen by adjusting the inner plate of the confining chamber via screw while monitoring strains in the specimen. Using rock/coal elastic constants and measured strains, a predeter¬mined lateral pressure was applied to the specimen. Then a vertical load was applied by the straight edge of a wedge indentor attached to the upper platen of the universal loading machine via ball and socket arrangement (Figure 4). The arrangement allowed uniform application of load in a straight line manner on the surface of the specimen. During the test a number of parameters namely strains, load and A.E. rates were recorded (Figures 5a-b)."

A circuit is considered intrinsically safe when any spark or thermal effect produced normally (that is, by operating the equipment in its correct operational manner to fulfill its purpose) or accidentally (caused by short circuit, earth fault, defective components, breaking the wiring, etc.) is incapable under prescribed test conditions of causing ignition of a prescribed gas mixture. The test conditions and gas mixture should be at least as hazardous as the true parameters of the environment where the circuit will be operated. According to present practices, the question of whether or not a circuit is intrinsically safe is decided upon experimentally. The circuit is inspected first for mechanical soundness and a survey is made to determine what faults should be considered as probable. Then the individual branches are connected, in sequence, to a test apparatus called 'breakflash" which acts as an opening, closing contact and thus draws sparks from the circuit. This test is repeated a given number of times in the presence of the prescribed gas mixture under specified conditions (electrode configurations, gas parameters, etc.). The equipment will be regarded as intrinsically safe if during testing no ignition has occurred.

A test series of small, precisely-controlled and thoroughly-monitored production blasts was conducted at two quarries. In each series, all variables except delay were kept constant, as much as practically possible. The first aim of the study was to determine the effect of local geology on ground vibration. The second aim was to test several hypotheses relating the effect of millisecond delay intervals to fragmentation and ground vibration. A resonant frequency of ground vibration was shown to be related to the thickness of the overburden, in accord with a model proposed by Gupta (1961). Since the overburden geology creating this resonant vibration cannot usually be changed, two methods were tested to choose delays such that blast vibrations would destructively interfere. These were shown to be effective in modifying both the peak particle velocity and response spectra of ground vibration. The delay interval chosen also affects fragmentation, primarily in massive rock, with an optimum relief between holes of 2 ms/ft. Strain gage records indicate a possible mechanism consistent with this information.

luring the past two years the Bureau of ?,lines has been receiving from 100 to 150 coal mines in various States a report of each accident causing death, permanent total disability, permanent partial disability, or temporary disability lasting beyond the remainder of the day or shift on which the accident occurred. For each 100 accidents in these groups, there are perhaps from 35 to 45 accidents that do not disable the employee beyond the remainder of the day, and of these fraction-of-a-day accidents the Bureau has compiled no statistics. Information revealed by the reports is to the effect that falls of roof and coal in bituminous coal mines are responsible for 28 per cent of the temporary injuries to underground workers and 33 per cent of the days lost from all temporary injuries underground; they also indicate that falls caused 59 per cent of the deaths from all causes underground. Figures compiled by R. N. Hosler, of the Pennsylvania. Mine Rating Bureau, and covering accidents in bituminous; minis in that State, chow that 61 per cent of the deaths underground during the years 1917-1921 wore due to falls. Neither of these percentage figures includes deaths in major explosions; figures for all bituminous mines in the United States during the five years 1920-1024, inclusive of deaths in major explosions, show that 52 per cent of the deaths underground and in shafts were due to falls of roof and coal.

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. The Zebulon manganese deposit has been known for a number of years. It is situated about 3 miles east of Zebulon, Wake County, N. C., on the Avon, Privett property (fig. 1). The deposit outcrops as a vein, or dike averaging-16 to 20 feet in width. Drilling by the Bureau of Mines has shown that this outcrop results from consolidation of a number of small stringers near the surface. The surface width and the Percentage of manganese oxides (resulting from. weathering) diminish with depth. Below 50 to 80 feet, the vein material is mainly quartz and spessartite garnet. The deposit was first examined by W. T. Benson, a Bureau of Mines engineer, in 1941. The Bureau conducted a diamond-drilling exploratory program an the property from November 7, 1944, to January 25, 1945. A. total of 2,508.5 feet was drilled in 14 holes along the strike of the deposit.
