"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The mineral industry of Afghanistan improved substantially in 1976 as asbestos production was begun and feasibility studies were made of possible copper and iron and steel industries. The remarkable event of the year was the introduction of Afghanistan's 7-year economic and social development plan which covered the years 2976-82. The 7-year plan established ambitious goals for a gross national product (GNP) annual growth rate of 6.3% during its duration. To achieve this target, large increases in expenditures for economic development were programed in virtually every sector of the economy. Foreign assistance, in particular, was expected to finance a large share of new development projects. The major components of the plan were the development of transportation (highways and railroads), oil and gas exploration, construction of a copper smelter to exploit the copper deposits near Kabul, and development of an iron and steel industry to exploit the rich iron ore deposits in the central part of the country. Exports during the plan period were to continue to be principally agriculture products and natural gas to the U.S.S.R.

The study on improving surface coat refuse disposal site inspections included surface inspections of 15 refuse disposal sites. Monthly aerial photos were taken of the sites and computer methods were used to determine elevation changes. Photogrammetric techniques that were used are described in detail. A comparison of the results of each of these inspection techniques is included. A detailed evaluation of the photogrammetric techniques was made and conclusions were drawn concerning the advantages and disadvantages of using aerial photography and photogrammetry as part of the inspection procedure. Operators' opinions of the aerial photography methods are included.

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute, and the Bureau of Mines of the United States Department of the Interior. This paper is a continuation of a series made in cooperation with the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC), Inc. The first of this series of reports presented data on motor gasolines sold during the winter of 1935-36, and succeeding reports described motor gasolines sold during the summers and winters to and including the summer of 1941. No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed

Helium used as a tracer gas in petroleum reservoirs continues to show great promise as a new tool for the oil and gas industry, according to tests conducted jointly by the Bureau of Nines and The Pure Oil Co. in-the Cabin Creek field, Boone and Kanawha Counties, W. Va. Helium, when used as a, tracer gas, is mixed with natural gas being injected into a reservoir for secondary recovery of oil, recycling, pressure-maintenance, or other purposes. Three separate experimental helium tracer-gas tests were run in the Cabin Creek, W. Va., field, wherein helium was added as a tracer to the natural gas that was being injected into the oil-bearing Berea sandstone. The results obtained in each test permitted determining the direction and rate of travel of the injected gas, calculating the volume of injected gas in the gas produced at the various wells, and determining the nature of the transition from natural gas to injected gas during a gas-injection program. Data were obtained on the effects obtained from waves of injected gab containing 1 percent and containing 5 percent helium and from a wave of essentially pure helium injected into the formation.

Flotation tests are described on samples of two lowgrade nickeliferous ores of Oregon and Washington. The sample from the Congress mine, Ferry County, Wash., contained 1.2 percent Ni, occurring chiefly as millerite. The sample from the Shamrock mine, Jackson County, Oreg., contained 2.20 percent Ni and 0.78 percent Cu occurring chiefly as pentlandite, nickeliferous pyrrhotite, and chalcopyrite. The millerite in the Congress ore was concentrated by flotatioin with aulfydric collectors in a series of locked tests to recover 73 percent of the nickel as a 7 percent bulk concentrate. By successively regrinding and floating the bulk concentrate, it was further concentrated to 12.4 percent Ni at a recovery of 59 percent and 21.8 percent Ni at a recovery of 50 percent. Attempts at selective concentration of the copper-nickel Shamrock ore were only partly successful because of the intimate association of pentlandite and chalcopyrite. The nickel concentrate, which contained 86 percent of the nickel, had an analysis of 4.42 percent Ni and 1.03 percent Cu. The copper concentrate had an analysis of 18.8 percent Cu and 1.96 percent Ni and contained 48.5 percent of the copper. A bulk sulfide concentrate contained 92 percent of the copper and 01 per¬cent of the nickel and had an analysis of 4.17 percent Ni and 1.63 percent Cu.

This paper, describing the various mining methods and practices at Britannia mines, Britannia Beach, British Columbia, is one of a series covering mining practices, methods, and costs in the mining districts of the United States and Canada. The Britannia property has been operated continuously for 30 years, and in that time many diverse methods have been used in exploiting the various types of orebodies worked. Under normal conditions mining methods include surface gloryholes, shrinkage stoping, shrinkage with powder drifts for primary breaking, horizontal cut-and-fill, horizontal and inclined square-setting, and timbered and open rills, the three latter systems being combined with close filling. The Britannia method of mining, a large-scale retreating shrinkage system usually combined with powder drifts for primary breaking, has been developed and applied here very successfully. Each block of ground as developed is studied as a separate problem, and the mining method, or combination of methods best adapted to the work in hand is applied thereto. Operating at, capacity, the series of mines produces 7,000 tons of ore per day.

In the early nineties it was observed by several European investigators and by C. S. Rice4 that an explosion could be checked and would not propagate in the parts of a mine where shale or other inert dust was present in large amounts.5 After the disastrous Courrieres explosion in France that killed 1,100 men, coal-dust explosion tests were made in France in 1907 and in Great Britain in 1908 which resulted in the conclusion that if enough incombustible dust were properly spread throughout passageways charged with coal-dust, the propagation of an explosion by the coal-dust could be prevented. In 1908 the Federal government authorized the investigation of the causes of mine explosions and of possible methods of preventing them, with the result that during 1911 the United States Bureau of Mines, after making several tests, suggested that rock-dust be used in gassy or dusty bituminous coal mines. Since that time, experiments and investigations6 have proved conclusively that widespread explosions can be prevented in coal mines by efficient rook-dusting.

A survey of the petroleum pipe lines by the Bureau of Mines as of May 1, 1923, shows that on that date there was a total of slightly more than 90,000 miles of pipe lines in the United States, having a capacity of approximately 15,750,000 barrels, which is equivalent to one-fourth of the nation's average production for one month. These lines varied in diameter from 2 to 16 inches, the weighted average being 6 inches. The total pipe-line milenge was about equally divided between trunk lines and gathering lines, though the capacity of the former was about four times that of the latter. This was due, of course, to the difference in average diameter, that for the former being 7.4 inches as compared with 3.7 inches for the latter. The common size for trunk lines was 8 inches, and for gathering lines 2 inches. Oklahora, with 19,180 miles of pipe lines, is the leading State in total mileage, with Texas second and Pennsylvania third. From point of trunk lines alone Texas is considerably ahead of any of the other States, a position which it owes to its size and to the growth in the rovement to its Gulf ports. Cali- fornia, though the leading State from point of production, ranks only seventh in pipe-line mileage. This is due to the fortunate location of the Los Angeles Basin fields, some of which are within sight of the refineries to which their oil is delivered or of the port of San Pedro through which their oil is shipped. The last survey of this nature, made in the spring of 1924 by the U. S. Geological Survey, recorded a total mileage of nearly 83,000 with a capacity of approximately 14,450,000 barrels. This indicates an increase of 9 per cent in both mileage and capacity during the two years.

The occurrence of dusts in underground workings creates many difficult and, in some instances, contradictory and conflicting problems for workers, operators, and all others interested in health and safety in mining and tunneling. Moreover, there are many misconceptions both as to the actual effect of most dusts which may be encountered in underground work and as to remedial or alleviating measures. Although the harmfulness of mine dusts to health of miners has been mentioned by man; writers in ancient times, much of our really authentic knowledge of the effect of underground dusts upon health or safety in both coal and metal mines has been pained during the past 30 or 35 years. There has been, however, a considerable amount of generalizing from some local condition or occurrence or theory rather than arriving at conclusions after extended studies and observations made not only in mines and tunnels but also in town, camps, and plants, and comprising date on as many different mining and tunneling localities, conditions, etc., as could be secured with reasonable expenditure of time or money. This paper dives sortie observations based on the writer's 30 odd years of experience in and around both coal and metal mines, including approximately 20 years? close study of dust disease with detailed surveys and reports on dust occurrence and effects in considerably more than 100 mines in probably 20 States of the Union. The observatio are those of an engineer and in many respects conflict the with "going" ideas of doctors, pathologists, and others who have written on dust disease. Although these particles are usually dry, they may be wet; in general, their dimensions are so small as to be invisible to the nailed eye. Dusts in coal mines which may be involved in the initiation or extension of explosions, are generally thought to be those which are smaller than 20-mesh in size but chiefly finer than 20-mesh; coal-mine dusts which are harmful to health of workers have essentially the same general physical characteristics as other dusts, but usually consist of smaller particles.

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

The purposes of the research were to assess the applicability of new accident investigation methods to mining accidents, and to adapt those found to be applicable in the development of a new methodology for use in mining. The development included field testing, evaluation and modification of the new methodology. The report is in two volumes. This, volume one, discusses primarily the Phase I work: background research, design of a methodology for field evaluation, and preliminary field tests in Utah mines. Phase I was completed in June, 1980. Also discussed are some activities to prepare for a field evaluation during the period May 1980 -October 1981. Volume 2 discusses the subsequent field tests, modifications of the initial methodology and the results of use of the methodology in two mining companies for a period of approximately eighteen months, and in other companies for selected loss incidents during that period.

"INTRODUCTION The tests described in this publication were planned to provide information on the explosibility of metal-powder dust clouds. This subject has become increasingly important because of the large quantity and variety of metallic powders now used for military and industrial purposes. To provide the increased amounts of metallic powders needed in the manufacture of munitions and to supply the demand created by the rapid growth of powder metallurgy, existing metal-powder plants have been enlarged, production schedules accelerated, and new plants erected. In some cases new methods of producing metal powders have been developed. This increased production and the development of new manufacturing methods have caused an increase in the number of metal-powder fires and explosions, with accompanying heavy loss of life and property. These have emphasized the need for information on methods of providing protection against hazards inherent in the production and handling of powdered metals. This paper gives results of laboratory inflammability and explosibility tests made to April 1, 1943, and is a progress report. Many descriptive details have been omitted purposely; they will supplied in a later publication, expected to be a Bureau of Mines bulletin."

This paper describing the mining practice of the Hecla and Star mines, both located at Burke, Idaho, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. It is partly a revision of articles by the author appearing in volume 72 of the Transactions of the American Institute of Mining Engineers, published in 1925, and in the June 1928, issue of the American Mining Congress Journal. About 26,000 tons per month of lead ore is produced at the Hecla mine. Costs at the mine are given for the year 1928. Stoping operations in the Star mine have covered such a short period, during which time the abnormal expenses of starting were incurred, that they are not given in this paper.

"INTRODUCTION Deposits of iron ore in Cherokee County, Tex., have been worked at various times in the pact, and the ore has been smelted in small local blast furnaces.Recently it was proposed to establish a charcoal blast furnace with a wood distillation plant to produce charcoal for fuel and byproducts. Financial assistance from the Reconstruction Finance Corporation was sought by George Easley and associates to enable them to purchase, move, and erect the furnace and build the required accessory plants. The furnace was to be moved from Pembroke, Fla.In August 1941, the Bureau of Mines was asked by the Office of Production Management to check the development work of Easley and associates and to ascertain (1) the iron-ore reserves, (2) the cost of mining ore and delivering it to the blast furnace, and (3) the grade and character of the ore. The Bureau of Mines was advised, while the investigation was in progress, that approximately 1,000,000 long tons of measured reserves would be sufficient to demonstrate the feasibility of operating the properties.Although deposits of iron ore are widely distributed in Cherokee County, only the Pryor Mountain, Banks and Cherokee, J. P. Acker, and Citizens State Bank tracts were sampled thoroughly by the Bureau of Mines. The iron-ore rights on these are owned by the New Birmingham Development Co., the Cherokee Development Co., or by individuals. Options to lease the ore rights were obtained by Easley, who obtained options on the Hawes Peach Orchard and Bradford tracts, also, which were examined only cursorily by the Bureau."

Pike County in the easternmost portion of Kentucky is one of the major coal-producing areas in the eastern Kentucky coal field. The county contains numerous coal beds, many of which are too thin to support mining. The commercially important beds are usually 4 feet or more thick, but selective mining at some places calls for removal of a much thinner section of the bed. The variation in quality of the beds from place to place and the large number of coal beds make correlation uncertain. Samples were collected from 14 different coal beds, of which the Elkhorn group is by far the most important. In addition to the Upper Elkhorn No. 3, Upper Elkhorn No. 2, Upper Elkhorn No. 1, and Lower Elkhorn beds that comprise the Elkhorn group, the Winifrede, Williamson, and Bingham beds constitute the principal coal deposits in Pike County.

This report describes the preparation characteristics of the significant coalbeds in Nicholas County, W. Va. It is one in a series describing coals suitable for producing metallurgical coke, either as mined or after beneficiation. Almost 5 million tons of coal were produced in Nicholas County, W. Va., in 1960, of which over 2.6 million tons were cleaned in eight preparation plants. It has been estimated that over 6 billion tons remained in the county as of December 31, 1960, in beds 12 inches and more thick.

Data are presented to show oil vaporization resulting from the passage of natural gas through a sand-packed tube saturated with synthetic reservoir oils. The Bureau of Mines performed 13 experiments, using reservoir oils synthesized with base crude oils of approximately 22°, 35°, and 45° API, at 100°, 175°, or 250° F and 1,100, 2,600, or 4,100 psia. It has been determined that the amount of vaporization is significant if proper conditions exist. These experiments show that oil vaporization depends on pressure, temperature, volatility of the oil, and amount of gas cycled. Increases in each of these conditions increase the volume of oil vaporized.

The disposal of the brines produced with crude petroleum and natural gas has long been a constant source of trouble to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. The amount of oilfield brines Produced from wells on new properties may be almost negligible, but some older wells may produce several hundred barrels a day. A survey of almost 200 wells on 31 properties in the eastern part of Osage County, Okla., showed that during the month of November, 1928, the average production of water was 3.26 barrels per barrel of oil produced. The age of the wells included in this survey ranged from two to 28 years; the maximum amount of brine produced was 26 barrels of water to one barrel of oil and the lowest was one barrel of water to 27 barrels of oil. These figures apply to a small area. In other fields the production of water also varies widely; for example, in the Cushing4, Okla., field several yells were reported as having produced 100 barrels of water to every barrel of oil produced. Often the production of oil-field brines is decreased materially and the production of petroleum increased by the use of bottom hole Plugs and by a general repair and cementing of wells. The records5 of 22 wells cemented in the Gushing field showed that prior to the repair work, the average total dally production was 242.5 barrels of oil and 3,977.5 barrels of water. A part of the Bureau of Mines mission is to help improve the Nation's mineral posture by providing the technology for utilizing low-grade ores. In this regard, laboratory testing by the Bureau of Mines has shown that the removal of insoluble slimes using selective flocculation and flotation is a viable method for treating low-grade potash ores that have a high content of water-insoluble impurities. Results indicated that over 82 percent of the insoluble slimes could be removed from sylvinite ore containing 5 percent water insolubles and 13 percent K20 by using nonionic or cationic polyacrylamide flocculants and cationic, anionic, and/or nonionic collectors. Subsequent potash flotation recovered 87 percent of the potash in rougher concentrates containing 57 percent K2O. Sizing and cleaner flotation of the rougher concentrates upgraded the products to 60 percent K2O. Filtration of the water-leached insoluble-slimes flotation concentrates on a bed consisting of leached insoluble-slimes concentrate mixed with potash flotation tailings recovered 80 percent of the brine. Filtration rates using the mixed bed were nine times faster than filtration rates obtained when the insoluble-slimes flotation concentrates were filtered separately.
