In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

"INTRODUCTION For many years it has been known that low-grade manganese deposits occur in the bluffs along the Missouri River Valley. Frequent attempts have been made to develop the ore and to produce a marketalble commodity but they have had little success. Under pressure of the war emergency and the shortage of manganese, the attention of the Federal Bureau of Mines was directedtoward the deposits.Manganese-bearing shale occurs from a point near Pierre, S. Dak., down the river to the Rosebud bridge near the Nebraska line (1).5/ The Bureau of,confined its work to the more accessible central portion of the deposits near Chamberlain, S. Dak. The ore occurs principally as concretionary nodules in the form of iron and manganese carbonates (manganosiarite and perhaps some manganocalcite; rhodochrosite has not been identified). At the surface the carbonate is often broken down so that the oxide of manganese gives the nodules a black The matrix or host rock is generally known as Pierre shale, composed of ""interbedded layers of bentonite, an altered volcanic ash, and dissemi¬nated bentonite particles,"" (2) and montmorillonite-beidellite clay minerals (3). The shale weathers to the very sticky gumbo characteristic of South Dakota and well-known to hunters and travelers in the area.The area selected for the experimental mining and pilot-plant work discussed in this report lies about 8 miles westerly from Chamberlain and is a few hundred feet north of U. S. Highway,16, on land owned or controlled,by M. Q. Sharpe of Kennebec, S. Dak., and the General Manganese Corp."

"Manganese ore from Metals Reserve stock piles at Deming, N. Mex., Cushman, Ark., and Philipsburg, Mont., were processed in the Bureau of Mines pilot plant at Boulder City, Nev., to determine their suitability for the production of electrolytic manganese. Manganese was produced successfully from all of the ores.The ores, crushed and ground to minus 33-mesh, were roasted in a Skinner furnace to reduce the manganese and were then leached with spent electrolyte, from the cells, containing sulfuric acid. Acid-leach extractions of 96 percent on Deming, 89 percent on Cushman, and 97.5 percent on Philipsburg ores were obtained. Neutralization of leaches with ammonia results in the highest manganese extraction; but Cushman and Deming leaches could not be neutralized with ammonia, because the amount required was more than enough to maintain the proper ammonium sulfate concentration. A combination of ammonia and calcine was used. However, ammonia was satisfactory for neutralization of Philipsburg leaches. Sulfuric acid needed for make-up was as follows: Deming, 0.380 pound per pound of manganese extracted when neutralized with ammonia and calcine; Cashman, 0.402 pound per pound of manganese extracted when neutralized with ammonia and calcine; Philipsburg, 0.594 round per pound of manganese extracted when neutralized with ammonia alone.All of the leach slurries settled well enough to be separated and washed in countercurrent thickeners.Impurities were precipitated with hydrogen sulfide and removed by filtration. Cushman ore solution contained only- small amounts of impurities and required 0.055 gram of hydrogen sulfide per liter of solution for purification. Deming and Philipsburg solutions contained large amounts of zinc and required 0.55 and 0.65 gram of hydrogen sulfide per liter of solution, respectively.Electrodeposition was satisfactory on all three ores and current efficiencies of 62 to 66 were obtained.A process for the production of electrolytic manganese has been developed by the Bureau of Mines, first on a laboratory scale4/ and then on a semicommercial pilot-plant scale.5/ At first the- pilot plant operated on ore from the Three Kids mine near Las Vegas, Nev., to determine the practical features of the process on ore of this type. Since completing the work on this ore, the pilot plant has been used for processing other domestic ores to obtain engineering data and other economic information regarding the amenability of such ores to the process."

This paper has been written to describe briefly the mining and milling of gold and silver ores in the Black Canyon and neighboring mining districts in Yavapai County, Ariz. The description of present operations is the result of a 10-day visit to the region by the writer in March 1936. Includes a review of the state-of-the-art of explosives loading in the crushed stone and cement industries of South Florida and the development of a field test program for alternatives. Emphasis is on the loading of small diameter (2 1/4" or less) explosives. Test results ire evaluated for operational and economic feasibility. Details are described of an explosives loading method which involves placing cardboard tubes with external couplings through the hollow drill steel and then Loading explosives into the tube casings after the drill rig has moved off. This method eliminates the hazards peculiar to loading explosives Through the kelly bar. The alternative method can be performed by existing drill rigs with or without minor modification. With modification, improvement in yield per blasthole and/or primary crushing rate provides opportunity so offset some or all of the additional cost.

"INTRODUCTIONHydrogen sulphide is probably the most toxic gas associated with crude oil. Hydrocarbon (petroleum) vapors themselves are harmful to the human system, but hydrogen sulphide, when present, is usually more important from the standpoint of health and safety. These conclusions were reached in an investigation of the toxic gases encountered in the transportation end refining of high-sulphur petroleum. The results of that investigation are presented in Bureau of Mines Bulletin 23l. although the writers of Bulletin 231 paid no direct attention to the production of oil in the field, they attributed to hydrogen sulphide reports of accidents caused by gas in the oil fields of Mexico.During the development of oil fields in Texas, a ""poison gas"" was encountered that constituted a decided health and safety hazard. The present report discusses an investigation of this gas made in July, 1926.The major portion of the investigation was conducted in the Panhandle field of Texas, but the study also includes the Big Lake and McCamey fields.Scope of WorkThe work undertaken in each field included:Examination of the gas-coming from representative wells at various locations in the field; also analyses of the gas-air mixtures to which the workmen were or might be exposed.Observation of symptoms of poisoning and severity of these symptoms."

Mercury, or quicksilver as it is often called, has many applications in modern technology. Used principally in electrical apparatus, industrial contol instruments, insecticides and fungicides, electrolytic preparation of chlorine and caustic soda, chemical processes, pharmaceuticals, and dental preparations, the liquid metal has unusual properties that make it a preferred material for many industrial uses. United States consumption of mercury during the past 40 years shows a rising trend. In all except 4 years, U.S. production has been less than the domestic requirement, and imports, principally from Spain, Italy, and Mexico, have supplied most of the deficit. After World War II, domestic output decreased rapidly until 1950, when it was the lowest in the 100 years covered by production records. Higher mercury prices since 1950 have reversed the decline in domestic output and reduced the gap between U.S. production and consumption. Domestic output in 1958 was the highest in peacetime since 1883; however, the nation still imported 28 percent of its mercury requirements from 1950 to 1960 the price of mercury was high as a result of industrial applications of the mercury cell, the impact of the cold war and the Korean war, and the Government stockpiling program. The stockpiling program, in effect, put a floor under mercury prices even though only 9,428 flasks of domestic mercury went into the stockpile under the original program which ran from July 1954 to December 31, 1957. Under an extension of the program, an additional 17,463 flasks was purchased.

Overloaded blastholes and insufficient stemming are major factors in flyrock accidents at surface metal and non-metal mines, Accurate measurement of blasthole depth, stemming height, and water depth would reduce the overload and the probability of blow-out, flyrock, excessive ground vibration, and airblast. Problems result because current measuring systems are inaccurate and often difficult to used A literature survey determined measurement techniques and blasting parameters prior to 1970. Similar data were gathered for current practices in 11 iron mines, 30 copper mines, and 92 quarries. Most operations used a cloth tape to measure borehole depth and stemming height; approximately 10% of the operations had dry blastholes. Alternate measurement techniques were evaluated and discussed. Candidate measuring techniques with best potential for improvement over the present weighted tape method are disposable tapes or string chains, automated readout tapes, modified sludge level indicators and acoustic resonance methods.

This report describes the construction and testing of large (30 ft high by 55 ft wide) stopping and overcast structures in an oil shale mine. The work was undertaken to develop construction techniques and cost data, and to measure leakage rates on full scale structures in an oil shale mine. A design data base was developed by reviewing industry practice, oil shale industry plans, and technical literature. Alternate layouts for room and pillar mining were examined to find ways to reduce the size and number of ventilation control structures. Six full size stoppings and one overcast were built in the Colony Pilot Mine. Leakage rates were measured using both SF6 tracer gas techniques and the ?brattice window? method. The leakage was measured both before and after a full scale face blast. Blast air pressures were measured across two of the stoppings. Cost and leakage data were used to evaluate the projected overall performance of various combinations of the stoppings in a two-panel oil shale mine.

Sand and gravel mines were the largest mining sector, comprising 48.5% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.

A research program to evaluate the use of ceramic die inserts for ferrous diecasting was initiated by the Bureau of Mines at its Tuscaloosa Research Center. Data were compiled from the literature to characterize selected ceramic materials with respect to thermal properties, thermal-shock resistance factors, chemical reactions with molten metals, and processes required to form die components. With this information and a computer model developed for predicting temperature and stress patterns induced in ceramic materials during simulated ferrous diecasting operations, 27 candidate materials were evaluated. After evaluation, only 15 were considered for testing in an apparatus constructed to immerse the ceramic specimens in molten cast iron. Of these, 13 were tested in a modified testing unit in which cast iron was poured onto the specimens. These tests resulted in the selection of three materials for further testing: boron carbonitride (50 pct B4C:5O pct BN), boron nitride-grade M (BN-M, 40 pct BN, 60 pct Si02), and pyrolytic boron nitride (PBN). Tests in a gravity-flow die unit showed that PBN was thermal-shock resistant and could be used in diecasting of ferrous metals.

"INTRODUCTION Oxide manganese ore from the Sheep Mountain property was of intermediate grade (23.0 percent manganese) and contained silica as the major impurity. The deposit from which the ore was taken is known as the Sheep Mountain manganese property and is 8 miles west of Durkee, Oreg. Test work was done in the metallurgical laboratories of the Bureau of Mines at Salt Lake City, Utah, on representative samples cut from a 290-pound shipment of crushed ore submitted by the Oregon State Department of Geology and Mineral Industries and reported to be typical of the Sheep Mountain deposit.ACKNOWLEDGMENTSThe authors wish to acknowledge the assistance of R. Among the more recent developments for breaking coal in mines is the Airdox system, in which high-pressure compressed air is conducted to the points of application by means of heavy-duty steel and copper tubing. Stray electric currents can be detected on y of the compressed-air lines, and evidence of such currents is rev led, by arcs and sparks when contact is made between the tubing and mine track or other equipment forming a current path with the track. Explosive gas is liberated in many coal mines; therefore, from the standpoint of safety, it is desirable to eliminate all possible sources of gas ignition, including stray electric currents. The purpose of this report is to reveal the source, magnitude, and possible methods of controlling stray currents in compressed-air lines that are used in connection with Airdox systems. Stray electric currents have been studied in most coal-mining localities in the United. States where Airdox equipment is used. The information given in this report is based on the find of these studies.

"INTRODUCTION As a part of the investigations of strategic mineral deposits in the United States under the Strategic Minerals Act. Engineers of the Bureau of Mines examined and sampled numerous deposits pf fluoride ores in the Western States. Sample from those deposits that warranted further investigation were submitted to the Ore Dressing Section of the Salt Lake Station for metallurgical testing. This paper gives data summarizing the results obtained from laboratory studios of fluorite ores submitted from 12 deposits in Arizona, California, Idaho, Montana, Nevada and Wyomong. Only four of the Ores were found to be amenable to beneficiation for the production of acid-grade fluorspar concentrates with good recoveries. However, all of the samples were amenable to the production of concentrates meeting chemical specifications for metallurgical-grade spar.For the sake of clarity and convenience in presenting data, this report has been divided into six parts, each pertaining to metallurgical studies of fluorspar ores of a single State."

The first report of investigations5/ in this series pertaining to the investigation of stemming at the Mount Weather testing adit dealt with dust produced from blasting. The present report discussed the effect of stemming on eases generated by blasting, describes the test procedure, and analyzes the results from, blasting 61 standard rounds. Following care the types of stemming that are being investigated: 1, No stemming. 2. Sand in 2 paper cartridges. Clay in 2 paper cartridges. Commercial hydrated lira in 2 paper cartridges. 5. Combustible blasting plugs. 6. Ceramic is blasting plugs with clay in 2 paper cartridges.

The Carson Hill mine of the Carson Hill Gold Mining Corporation is at Melones, Calaveras County, Calif. It is one of the numerous mines on the Mother Lode of California. The property extends for 8,400 feet along the outcrop of that important vein system. The elevation at the haulage level is about 1,000 feet above sea level. This manual provides instructions for installing, operating, and maintaining a protective canopy on the Galis Mfg. Co. face drill. The instructions are based upon an actual installation made in the mine on face drill model 460-S. The parts list and engineering drawings for the protective canopy are included at the end of the manual. And a discussion of some alternative design concepts is also included. The manual can also be used for retrofitting other face drills with similar protective canopies. Skilled mechanics can determine if the instructions herein would be applicable to the other face drills and can determine any necessary modifications if they are not.

"Coal may be and has been hauled safely at approximately the same cost with permissible2 storage-battery locomotives as with trolley, cable-reel, crab-reel, or nonpermissible storage-battery locomotives. While in general, thinking mining men readily admit the relative safety of the permissible storage-battery locomotive there are some persons who question the safety of this type; however, the greatest opposition to the widespread use of storage-battery locomotives is from those who believe them to be more expensive to operate and to be more expensive in first cost than the trolley or cable-reel locomotive. Data collected during a comprehensive study- of storage-battery and wired transmission of power in some Pennsylvania and West Virginia coal mines indicate that there is but little difference between the cost of hauling with cable-reel or with storage-battery locomotives. It would appear that if this fact were mere generally known mine operators of the more progressive type would install such equipment and avail themselves of greater safety in hauling coal.The need for greater safety in haulage in coal mines is readily understood when it is considered that during the 12 month period, July 1, 1929 to June 30, 1930, trolley or cable reel gathering locomotives caused four explosions in which 407 lives were endangered, 11 persons were injured, and 30 lives were lost. Still another disaster was averted by the vigilance of a fire boss, who discovered a stratum of gas 3 feet thick at the top of an entry into which a gathering locomotive was about to enter. Other explosions not resulting in any fatality probably have not been reported. In addition numerous fires have been caused by trolley or cable-reel locomotives, and these fires probably would have been avoided had permissible storage-battery locomotives been used."
