This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. "About two years ago the Bureau of Mines, Department of the Interior, and the University of Idaho undertook an investigation of classification in its relation to table concentration of Idaho ores. The cooperation of the management of the Bunker Hill & Sullivan Co. in placing at our disposal their West Mill and facilities as desired, offered an unusual opportunity for studying the field of hindered classification in its practical and economic relation to table concentration.It has been shorn theoretically, and demonstrated experimentally, that ore products are more easily and economically concentrated on tables if the natural feed, consisting of various minerals and of all sizes of particles of each mineral, be classified or grouped into a series of products in which the mineral particles of greatest density are small in diameter relative to the diameter of the mineral particles of lesser density. Products in which the maximum difference in diameter of light and heavy minerals occurs are to be obtained only by true hindered settling classification. To our knowledge there has never been a really good hindered settling classifier used in practice and the present tendency seems to be to by-pass any attempt at such classification.After a careful study of the nature of hindered classification and of the requirements for hindered settling in practice, a classifier has been developed that takes fullest practical advantage of the widely known, but generally only meagerly understood, condition of hindered settling so well analyzed a number of years ago by Dr. Richards.The present paper presents briefly some of the more important practical results accruing through the investigation."

Extremely difficult ground conditions were encountered in the main belt entry in a room and pillar mine in West Virginia. Several generations of supplemental support, including cable bolts, cribbing, and Heintzmann jacks and beams failed to halt roof falls that threatened workers safety and the life of the mine. Polyurethane (PUR) was injected into 27 intersections in the roof and the results were monitored by borehole video camera. The mine had averaged 2-3 falls in the beltway per year and, since the roof injection, no roof falls have occurred. Pre- and post injection monitoring of test holes showed that stability can be achieved without filling all of the existing void spaces. Video logging showed that the project goal of building a beam from 2-6 ft into the roof was successful. Pre-injection monitoring of roof fractures uphole can delineate the zones to target for reinforcement, and avoid pumping PUR into large voids to little effect. Multiple-injection zones can be identified, and the entire intersection drill hole array can be optimized based on knowledge of the fractured zones. In addition, pre-monitoring can prevent excessive hydrofracturing in solid zones. Polyurethane injection is a proven method of rock stabilization in even the weakest, most broken ground. Optimization of the injection design by pre-injection video diagnostics can greatly contribute to the successful and efficient roof stabilization.

The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.

The Bureau of Mines determined the mechanism(s) involved in observed anomalous changes in mechanical properties of vanadium-base alloys. Tensile properties of electrorefined and commercial-purity vanadium-base alloys containing up to 5 atomic percent molybdenum or titanium were measured between 77° and 673° K. Snoek oxygen and nitrogen peak heights were measured to determine the changes in dissolved interstitial content caused by increasing quantities of solute. In addition, changes in lattice parameter were followed wit: precision X-ray techniques. Softening, observed in alloys containing titanium, is explained by the formation of a second-phase titanium compound with oxygen or nitrogen. However, because of partitioning of titanium between compound formation and solid solution formation, about five times the stoichiometric amount was required for complete reaction. Addition of 1 percent titanium drastically lowered the strengthening due to strain aging, at 673° K, and 2 percent titanium essentially eliminated it. All alloys were ductile at 77° K. Variations in the tensile properties of the molybdenum-containing alloys are explained by variations in the amounts of interstitial impurities present. The molybdenum did not react with these impurities and had no effect on strengthening due to strain aging. Commercial-purity vanadium alloys containing more than 2 percent molybdenum were brittle at 77° K.

This volume describes a comprehensive program of research into the reliability of mine electrical power system components and the resultant reliability of the total system. The research effort encompassed analytical models, laboratory testing and field testing. The analytical work included definition of terms, fail rate functions and distributions, failure rate estimation and techniques and procedures for theoretical reliability assessment. One of the primary mine power system components addressed in the study was the ac molded case circuit breaker. This device is known to have low reliability and hence an unfavorable impact on mine safety and productivity. Ac molded case circuit breaker reliability was studied by analytical means, laboratory testing and field monitoring. A similar three-pronged' effort was made to study the reliability of undervoltage relays/releases. Particular emphasis was placed on new solid state undervoltage relays. The reliability of bulk power components, such as trailing cab les, motors, control gear, and other equipment, was assessed by gathering maintenance records from active mines. These data were compared to similar records from other industries. The work was extended to include the reliability, availability, maintainability and safety of these components.

Investigation into the expressions of the field produced by a loop over a conducting half space or in an infinite conducting half space are well documented. Reasonably complex descriptions of the effects of stratification also are reported. However, a model which must contain all of these complexities because of transmission to depths of 15,000 feet and also include the pertibation of the field by a verticle cylindrical steel casing loses its facility in the field or for quick, accurate approximation to field magnitudes and phase. This paper describes the results of two field tests to determine the attenuation and phase versus depth and frequency of an electromagnetic wave (induction field). A simple two-layer model is postulated to predict the magnitude and phase of the induced field which does not require sophisticated computing tools. Correlation of the model with experimental results show agreement of most amplitude measurements to within 3 db and most phase measurements to within five degrees. The tests were conducted in a 7400 foot deep well in Nevada and an 11,000 foot deep well in Wyoming which had conductivities ranging from .0025 mhos/m to .25 mhos/m. The surface transmitting dipole had an area of ~ 10 6 feet squared and constant frequency signals of 1.5 Hz to 20 Hz were transmitted through the earth utilizing less than 65 watts of power. The Claim Point chromite deposits are at tidewater near the southern tip of the Kenai Peninsula in southwestern Alaska, The United States Geological Survey had a field party in the region from July until September 1940 under P. W. Guild, assistant geologist; maps and geological data were assembled and made available to the Bureau of Mines. A preliminary investigation of the deposits at Claim Point by the senior author during July 1941 was followed by surface sampling and core drilling to determine the quantity and grade of the ere, The Geological Survey was represented at the project by George O. Gates, geologist. Cores were checked and the structural data revealed by drill cores were interpreted. The principal chromite deposits have been sampled and delimitated by trenching and core drilling. Other deposits were trenched and sampled but were too small or too low-grade to warrant core drilling.

This U.S. Bureau of Mines report is intended to assist coal mine operators in the selection of longwall supports by providing advanced guidelines for performance testing and standardized test documentation to facilitate support comparisons. These advanced guidelines culminate in a series of proposed tests to evaluate (1) support resistance characteristics, (2) stiffness characteristics, (3) leg mechanics, (4) stability, (5) load transfer mechanics, and (6) structural integrity. The Bureau has conducted extensive studies on shield mechanics to identify boundary conditions that induce loading in support components, which is often not included in current testing techniques. This report discusses influential parameters that affect support behavior and provides insight into how components are loaded and what conditions produce the most severe loading. Testing philosophies and techniques in both active and static frames are discussed. Proper methods for determining support resistance are described and instrumentation requirements for advanced performance testing are provided.

Remote operation of continuous miners has enhanced the health and safety of underground miners in many respects; however, numerous fatal and non-fatal continuous miner struck-by accidents have occurred when using remote controls. In an effort to prevent these injuries, NIOSH researchers at Pittsburgh Research Laboratory examined the workplace relationships between continuous miner operators and various tramming modes of the equipment using motion captured data, predicted operator response times, and field- of- view data to determine causes of operator-machine struck-by events in a virtual mine environment. Factors studied included machine speed, direction of escape, operator facing orientation relative to the machine, work posture, distance from machine, and operator anthropometry. Close proximity to the machine, high machine tramming speeds, a right-facing orientation and operator positioning near the tail all resulted in high risk of being struck. It is hoped that this data will provide an improved rationale for operator positioning for remotely operated continuous miners.

Batch and continuous - circuit flotation , leaching , precipitation , and electrodeposition studies were made by the Bureau of Mines to determine optimum conditions for treatment of complex mercury - antimony sulfide and mercury- arsenic sulfide ores and concentrates . On the Red Devil ore sample over 95 percent of both the mercury and antimony sulfides were recovered in a flotation concentrate containing 35.6 percent mercury and 21.0 percent antimony . By selective flotation a mercury concentrate containing 71.0 percent mercury and 2.9 percent antimony was obtained with a mercury recovery of 90.4 percent . Leaching results show that , with 150 grams per liter of sodium sulfide and 50 grams per liter of sodium hydroxide , 95 to 99 percent of the mercury , antimony , and arsenic sulfides could be extracted from the concentrates treated . Sodium hydroxide reagent consumption was based on the sulfides generated in the dissolution of the sulfide minerals and on the method of metal recovery used . Selective leaching of the antimony and arsenic sulfides with potassium sulfide dissolved more than 95 percent of either of these two sulfides and 0.5 to 5 percent of the mercury sulfide present . Methods for recovering mercury and antimony from solution were electrodeposition of mercury followed by electrodeposition of antimony , aluminum precipitation of both mercury and antimony , or antimony precipitation of mercury followed by antimony electrodeposition . This Bureau of Mines report presents a Fortran IV computer program for the structural analysis of (1) protective canopies used in underground mines to protect equipment operators from roof falls and (2) rollover protective structures (ROPS) used in surface mines to protect equipment operators during vehicle overturn accidents. The program, entitled PLASTIC CANOPY, permits rapid and inexpensive calculation of the ultimate strength and deformation characteristics of a canopy for a variety of static loading conditions. The structure is modeled as a series of interconnected beam and/or plate elements. Stresses in, and displacements of, each structural element are computed and printed out at the yield strength of the canopy, at several intermediate load levels between the yield and ultimate strength of the canopy, and at the ultimate strength of the canopy. Other features of the program include prediction of buckling of a beam member under combined axial compression loading and bending, plotting of the input geometry of the structure, and plotting of the deformed shape of the loaded structure. Program description, input instructions, program listing, and four example problems are included.

This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.

Hydrogen sulphide associated with the gasps and vapors from certain crude oils now produced in the United States has forced a serious health and safety problem upon the petroleum industry. Although the presence of hydrogen sulphide in or occurring with Mexican crudes has been known for some time, it was not until recently that crude oils which give off poisonous amounts of hydrogen sulphide have been produced to any extent in the United State. The injurious effects of this poisonous gas were first recognized by the refiners along; the Atlantic and Gulf Coasts upon receiving shipments of crude petroleum from Mexico. The problem of combating the hazards of the gases and vapors given off by this petroleum become more important as the use of Mexican crude increased. In 1925, the Bureau of Mines and Public Health Service under cooperative agreement with the American Petroleum Institute, studied the causes rend effects of hydrogen sulphide poisoning. Bureau of Mines Bulletin 2312 is report of this investigation, and although written with special reference to refineries, it nevertheless contains much information that is of value to the producer of petroleum.

The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1973 figures because adequate world information was not available beyond that date. Moreover, 1974 was an anomalous year with respect to prices, supply, and demand for many commodities. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of "information and data collected and com-piled by the Bureau of Mines on a continuing basis covering mineral production consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

In 2006, a total of 2,113 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Coal mines comprised 14.2% of all mining operations. ? Bituminous mines comprised 92.5% (n=1,955) and anthracite mines 7.5% (n=158) of coal mining operations. ? Approximately 71.0% of all coal mines were located in three states: Kentucky (29.2%), West Virginia (21.8%), and Pennsylvania (20.3%).

"The demand for open-hearth iron ore and the existence of suitable smelting facilities in the St. Louis area seemed to warrant investigation of several Missouri iron-ore deposits of the filled-sink type. Preliminary examinations were made in the autumn of 1944 by an engineer3/ of the Bureau of Nines, and in December of the same year funds were allotted for the exploration of these properties by churn drilling. Three properties, the Silver Hollow Bank and the Newbauer and Coleman properties, were drilled. Work was completed May 8, 1945.The Federal Geological Survey and the Missouri Geological Survey and Water Resources assisted in the project by determining the stratigraphy from drill cuttings and by mapping the drilled areas.The properties explored are in the hilly section of east-central Missouri and are connected by all-weather graveled roads with various shipping points of the St. Louis-San Francisco Railway system within 3 to 6 miles of each property.The Silver Hollow Bank, in sec., 8, T, 40 N., R. l W. Franklin County, Missouri, is in the Meramec State Game Reserve. The nearest town and shipping point is Sullivan, Mo„ which is 6 miles distant. The Newbauer property, in sec. 28, T. 41 N., R, 2 W., Franklin County, Missouri, is approximately 3 miles west of Stanton; The Coleman property, in sec. 14, T. 38 N., R. 3 W., Crawford. County, Missouri, is within a short hauling distance of the railway at Elayer, Mb. These are shown on figure 1.The region surrounding the explored areas contains a series of low-lying hills or ridges and narrow winding valleys drained by the Meramec River system. These hills seldom rise more than 200 feet above the valley floors, most of which are approximately 700 feet above sea level. Except for numerous small farms and a few small towns, the entire region is covered by a dense growth of timber and small brush. The St. Louis-San Francisco Railway system, U. S. Highway 66, and numerous all-weather State and county roads traverse the area."

Prior work by the Bureau of Mines demonstrated a feed preparation method that eliminates the formation of slime during leaching of calcined kaolinitic clay and makes leached residues fast settling and easy to filter. Nitric acid leaching rates determined for calcined kaolinitic clay prepared by this method were found to correspond to a zero-order reaction model for both batch and continuous, stirred-tank leach-ing. A rate constant of 0.136 min-1 was determined. Separation of solid residues from the reacted slurry was examined, and filtration rates were determined. Permeabilities of the flocculated, leached residues were around 51 darcys, or 5.0 x 10-7 cm2 for laminar flow through 4-ft-deep beds.

The importance of controlling respirable dust and methane gas levels in underground coal mining cannot be underestimated. While respirable dust can significantly affect the occupational health of underground coal miners, methane gas accumulations pose significant safety concerns for these same workers. Water sprays and machine mounted dust scrubbers offer effective control of respirable dust exposures and methane gas accumulations. Water must not only be applied carefully to avoid dust rollback to the machine operator but must create sufficient turbulence to remove dead zones that could contain high concentrations of methane gas. While the flooded-bed dust scrubber has been generally responsible for decreased worker exposures to respirable dusts, this device has proved effective in controlling methane levels at the face. This paper reviews practical applications of water sprays and dust scrubbers to control respirable dust and methane gas on continuous miner faces.

On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.
