This paper describing the mining practice at the Pecos mine of the American Metal Co. of New Mexico, a subsidiary of the American Metal Co., Ltd., is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in the various mining districts of the United States. The mine is producing about 18,000 tons per month of zinc-lead-copper ore, chiefly by the square-set and cut-and-fill methods. Costs are given for 1927, 1928, and 1929, the whole producing life of the mine to date.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

As a part of a study of iron are resources in the Appalachians, 9 diamond drill holes aggregating 1,580.7 feet were drilled in a portion of the Butt Mountain area of northeastern Giles County, Virginia. Three hematitic sand-stone beds were intersected in the Clinton formation but only one was consistent in thickness and grade in all 9 drill holes. This bed averages 18.9 percent iron over an average thickness of 24 feet. The drill cores were logged and chemical analyses were made on 161 individual samples and 22 composite samples. Beneficiation studies were made of three composite hematitic sandstone samples each representing a separate bed containing 14.6, 19.8 and 20.0 per-cent iron. Major mineral constituents of the samples were hematite, quartz, and sericite.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. "INTRODUCTION Preliminary reports by Bureau of Mines engineers 3/ and by the Federal Geological Survey 4/ suggested that exploration would discover substantial reserves of minable ore in the Contact mine, Grant County, New Mexico. During February and March 1943, a sampling program was conducted on this property under the direction of the author. This was art of a general survey of the manganese districts of southwestern New Mexico.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as practicable soon as after its conclusion. The Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocer, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. S. Dean, assistant director. With respect to this report, special acknowledgment is due to C. H. Johnson, district engineer for New Mexico, and E. D. Gardner, regional engineer, and his staff, of the Central Region of the Bureau of Mines at the time of this work in 1943; also to Kenworthy, metallurgist at the Rolla. Manganese deposits exist in the Wonder Mountain RARE II area (fig. 1). The manganese mineral is primarily bementite, a silicate. It occurs with Jasper and manganese oxides in tabular or irregular lenses along the contact between red limestone and basalt. There are about 11,000 tons (10,000 t) of indicated sub-economic resources in the northeast part of the study area. Of this, 10,700 tons containing 27.1 percent manganese is at the Apex Prospect and 300 tons averaging 24.8 percent is at the Brown Mule Mine (fig. 1). Another 1,000 tons (900 t) containing 27.0 percent manganese is at the Steel Creek deposit 0.5 mi (0.8 km) west of the area (Wiebelt, 1942, p. 1, 2). Each of these deposits is subeconomic due to small tonnage and high estimated recovery costs. They are in a regional belt of manganese occurrences trending northwesterly through the area. Pardee (1921) reports that manganese ore was shipped from the Triple Trip (Brown Mule) Mine in 1916.

Approximately 30 million pounds of tungsten trioxide in the form of ferberite concentrates have been shipped from Boulder County. Since 1940, the production has varied considerably, being affected by the emergency needs of World War II and the Korean conflict. During World War II, attempts to stimulate production were made by the Metals Reserve Company by stabilizing the price for a specified period, the Reconstruction Finance Corporation by small mining development loans, and the Bureau of Mines and the Geological Survey, who cooperatively explored some of the district by surface and underground core drilling. During the Korean conflict and continuing through the first half of 1954) tungsten production was being stimulated by a Government-gauranteed price and by financial assistance loans under the Defense Production Act of 1950 to qualified operators of properties that have merited exploration. This combined program has increased production in Boulder County from about 1,900 pounds in 1949 to an estimated 383,000 pounds of tungsten trioxide in 1953. The 1953 production came from 67 properties. One of the problems confronting producers is the need for improved beneficiaton methods. Ores from the area have not been amenable to flotation concentration and gravity methods have resulted in poor recovery, often less than 70 percent.

A basic precept in mineral exploration is that the best places to prospect are where minerals have already been found. The California desert has many old mining districts once thought to be "played out" that are currently producing more mineral wealth than at any time in the past. Because no "crystal ball" exists that will enable us to predict the Nation's future mineral needs, land management plans must be flexible enough to respond to these often unforeseen needs. MANAGEMENT ISSUES The California Desert Conservation Area (CDCA) (figure 1) encompasses 25 minion acres, nearly one-quarter of the total area of California. Passage of the Federal Land Policy and Management Act of 1976 (FLPMA) launched an intensive program by the Bureau of Land Management (BLM) to study this vast area. Painstaking scientific investigations were made of wildlife and plant populations, soil, air, and mineral resources, range use, and wilderness characteristics, among other environmental concerns.

"Electron spin resonance measurements provide evidence for the formation of long-lived Cr(V) intermediates in the reduction of Cr(Vl) by glutathione redtuctase in the presence of NADPH and for the hydroxyl radical formation during the glutathione reductase catalyzed reduction of Cr(Vl). Hydrogen peroxide suppresses Cr(V) and enhances the formation of hydroxyl radicals. Thus Cr(V) intermediates catalyze generation of hydroxyl radicals from hydrogen peroxide through a Fenton-like reaction. Thus the mechanism of Cr(VI) toxicity might involve the interaction between macromolecules and the hydroxyl radicals.C(Vl) compounds have been found to exert serious toxic and carcinogenic effects on humans and animals (1-3). In contrast, most Cr(III) compounds are relatively nontoxic, noncarcinogenic, and nonmutagenic (1,4). Cr(VI) and Cr(III) oxidation states are different in their metabolic pathways: Cr(VI) , ions are rapidly transported across cellular membrane (1,4,5), while Cr[III) moieties do not easily penetrate cells and are not oxidized by cellular constituents (!). Since it is known that the reduction of Cr(VI) ion is required for its reaction with DNA (1), the molecular mechanisms for the intracellular Cr(Vl) reduction has been the focus of current studies but the details are still not understood.Earlier studies on the mechanism of Cr(Vl) reduction include those on the reduction of Cr(VIJ by glutathione (GSH) .0,6-8), ascorbic acid (9), glucose (10), lactose (IO), galacturonic acid (11), microsome (12), and mitochondrial electron transport chain complexes (13). These studies have shown that the Cr(VI) reduction involves the formation of Cr(V)-containing species which are often considered to be the toxic form of chromium. Thus far, however, no information is· available on the subsequent fate of those biologically formed Cr(V) species, in particular employing well defined biochemical systems. In this context, we report here our investigations of the reduction of Cr(VI) by glutathione reductase (GSSG-R). This enzyme was selected because it is ubiquitously present in cellular systems and it has been postulated to be involved in the Cr(VI) reduction (14-17) but the underlying mechanism has not been clarified. We find that the reduction proces·s involves not only Cr(V) but also ·OH radicals. We further investigate the reactivity of Cr(V) and find that it catalyzes generation of OH radical from H2O 2 through a Fenton-like reaction. The role of ·OH in Cr(VI) carcinogenicity is suggested from this study."

The Bureau of Mines located and examined 292 burning coal refuse banks throughout the Nation's coal-producing regions in 1968. These coal waste fires, extending over 3,200 acres, produce poisonous, acrid gases and particulate matter that pose a threat to health and safety in the surrounding areas, damage vegetation, and cause the deterioration of nearby structures and buildings. Methods of extinguishing coal refuse fires are discussed, and an approach to eliminating future occurrences of these fires is presented.

The aim of this program was to develop a reliable and meaning-ful basts for assessing certain safety aspects, namely fire and, in particular, toxicity hazards of articles employed in underground coal mining operations. This investigation was centered on the thermal oxidative degradation of "pure" ingredients used specifically in the formulation of conveyor beltings. To achieve this goal all products formed on thermal oxidative degradation of the materials studied were analyzed, identified I and the amount of each individual species present was determined quantitatively on a weight of product per weight of material basis. The weight/weight data thus obtained can then be factorized to reflect the relative toxicity of each individual species present, using for example the Threshold Limit Values adopted by the American Conference of Governmental and Industrial Hygienists, whereby an overall "toxicity index" can be arrived at which makes it possible to compare the different potential formulation components in a quantitative manner insofar as their "toxicity" is concerned. Furthermore, knowing the off-gassing characteristics of the commonly used additives I their contribution to the product mix obtained from actual belting can be postulated. Conversely, from the species obtained on thermal oxidative degradation of conveyor belts the type and to a degree the content of additives can be deduced. Based on the se data meaningful regulations governing the material selection for underground use can be developed. For these studies a quiescent system at 370°C was employed. Thermogravimetric and differential thermal analyses were performed to supplement and extend the sealed system investigations and to provide information regarding thermal oxidative behavior under dynamic conditions.

[Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly in the form of byproduct salt cake from the acid manufacturers, has been tending to decease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft-paper industry, especially in Lie South, has brought about greater demand for sodium sulphate in that section. This demand is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorably situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far re¬moved from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4?10H20), which must be dried or dehydrated in order to most consumer requirements. The waters of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting even the dehydrated product to market is the deciding economic factor. Therefore, the recovery or production of anhydrous sodium sulphate from plant-waste liquors or from natural brines of suitable composition might be economically feasible.]

In the United States water pollution resulting from mining activities has long been recognized as a major environmental problem Mine drainage pollution results from many types of mining activities and includes both physical (i e , sedimentation) and chemical (i e , acidification, metal contamination, etc ) pollutants Active and abandoned surface and underground mines, mineral processing plants, mine and processing plant waste disposal areas, haulage roads, and tailing ponds are typical sources of mine related water pollution (130) One of the most serious pollution problems arising from mining activities is acid mine drainage resulting from the chemical reaction of sulfide minerals (commonly iron sulfides) and air in the presence of water Acid mine drainage is commonly associated with coal and hard rock mining areas in the United States In general the more serious and extensive acid mine drainage problems exist in the more humid coal regions east of the Mississippi River (11) In 1964 the U S Department of the Interior, Fish and Wildlife Service, reported that acid mine drainage adversely affected fish and wildlife habitat in 9,477 kilometers (5,890 miles) of streams and 6,062 hectares (14,967 acres) of impoundments in 20 states in the United States (64) Of the total affected waters, coal mining operations accounted for 97 percent of the acid mine drainage pollution reported for streams and 93 percent of that reported for impoundments In 1970 more than 19,308 kilometers (12,000 miles) of streams in the United States were reportedly significantly degraded by mining related pollution (130) Of the total affected kilometers, 16,920 kilometers (10,516 miles) or approximately 88 percent were located in the Appalachian coal region (Pennsylvania, West Virginia, Ohio, eastern Kentucky, Tennessee, Maryland, and Alabama) In addition, more than 965 kilometers (600 miles) of streams reportedly were degraded by coal mining in states in the Illinois, Western Interior, and Rocky Mountain coal regions The remaining portion of the stream pollution resulted from the mining of (1) copper (california, Montana, Nevada, New Hampshire, Tennessee, Virginia, and Wyoming), (2) lead and zinc (Colorado, Idaho, Kansas, Missouri, Montana, Oklahoma, and Tennessee), (3) uranium (Rocky Mountain States), (4) iron (Lake Superior iron region), (5) sand and gravel (all states), (6) phosphate (Florida and other states), (7) gold (Alaska), (8) bauxite and barite (Arkansas), and (9) molybdenum, gold, and other metals (Colorado) Abandoned mines and abandoned mine waste disposal areas contribute a large portion of the total pollution resulting from mining activities Numerous abandoned underground mines are located throughout the United States and many are discharging mine drainage pollutants In 1966 the U S Bureau of Mines estimated that more than 88,000 inactive and abandoned underground mines were in existance (126) A listing of these mines by state is presented in Table 1 0-1 More recent estimates indicate that this list is incomplete In Colorado alone there is

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.

Part of the U.S. Bureau of Mines mission is to supply the U.S. mineral industries with information that is useful in planning to meet the Nation's critical and strategic mineral needs if a national emergency occurs. The Bureau conducted laboratory research including operating a nominal 100 lblh pilot plant to demonstrate the recovery and concentration of chromite by gravity and flotation operations from three northern California mineral deposits. Gravity beneficiation test results show that concentrates contained as much as 52 pet chromic oxide (CrZ03) with recoveries of about 80 pet. Results from the bench-scale unit operations of mineral liberation, tabling, vanning, spiraling, pinch sluice, work index, and thickener area determination tests are presented in this report.

The Table Mountain copper deposit is in an isolated portion of north-eastern Churchill County, Nev. Although copper-bearing outcrops have been known to exist in the area since 1909, no copper ore has been mined. Development of the property has been hampered by poor roads and rugged topography. Until 1941, the last 4 or 5 miles to the property had to be traveled either by foot or pack animal. As a part of the Bureau of Mines program of investigation and development of domestic mineral deposits, a project was started at the Table Mountain deposit. The Bureau began its field work on July 29, 1947, and completed it on October 18, 1948. Thirteen holes aggregating 2,711 linear feet, were drilled; samples were analyzed - 509 from cores and 143 from sludges. This report contains a brief history of the district and a description of the geology, deposits, and drilling done by the Bureau.

The mines in the eastern part of the now active region of the Tri-State zinc district of Missouri, Kansas, and Oklahoma have unusually acid water, which during periods of moderate or no rainfall As used in the mills to replace losses from evaporation, seepage, and tailings disposal. Its use has caused difficulties by corrosion of equipment and by interference with flotation. The growing importance of flotation- Which requires good water, and the increasing troubles caused by the corrosion of the milling equipment have prompted the Mississippi Valley Experiment Station of the United States Bureau of Mines, in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo., to investigate the action of the waters on flotation and to undertake to develop means of obviating their harmful effects.

Researchers have developed a model to describe airborne respirable dust (ARD) generation on surface coal mine drills. By measuring a few basic parameters and using a graph, a drill operator or engi­neer can estimate the relative severity of drill dust emissions as well as how much of a reduction in ARD can be obtained by changing any given parameter. Geometric parameters include: drill deck cross-sectional area, shroud leakage associated with the deck shroud as well as the operational parameters of bailing air­flow, and dust collector airflow. The rela­tionships yield predictive ARD values which fall in the range measured on oper­ating drills for collector/bailing air flow ratios greater than 2. Overexposure to airborne respirable crystalline silica dust can cause serious or fatal respiratory disease. Exposures of sur­face coal mine rock drillers to respirable crystalline silica are of particular concern. In a 1992 alert on silicosis in rock drillers, the National Institute for Occupational Safety and Health (NIOSH) reported on 23 cases of advanced silicosis (acute, acceler­ated, and chronic) ranging in ages from 25 to 60 with drilling tenures ranging between three and 20 years.1 Most of the cases involved drill operators in their 30?s and 40?s, indicating high silica exposure levels are associated with their occupation. A more recent lung x-ray surveillance study of a 664 volunteer population of surface coal miners showed that the prevalence of silicosis-like abnormalities was 9%.2 The two most significant factors associated with these abnormalities were increasing age and years of drilling experience.

Since 1963, Bureau of Mines Information Circular 8179 has served the mining industry as a fundamental safety guide in the field of blasting agents. In the intervening 14 years, many changes have occurred, and this report presents revised and new recommendations which recognize these changes. For example, AN-FO is now supplied mostly premixed, whereas in 1963 much of it was mixed by the blaster; aluminum metal (A1) and other fuels are now often added to AN-FO to increase strength, and flake aluminum powder is used as a sensitizer in water gels; and water gels or slurries that are now extensively used were just coming into practical use in 1963. To provide the widest possible margin of safety, some of the Bureau's recommendations are more stringent than existing regulations,

Human beings are natural storytellers and story listeners. We learn very early that stories entertain us, but also give us the ?rules? about what is expected of us and how to make meaning of our experiences. Stories are integral to our lives, and have great power to change or influence how we think or how we react. They are an innate part of how we learn, and have obvious benefits to trainers or educators who are trying to impact what and how we learn. This paper and presentation discuss the social and cultural power of stories, and how they have been used to develop training for skilled blue-collar workers. Included will be examples as well as suggestions for trainers on where to find stories, what type of stories to pay attention to, and how to use them to improve occupational safety training.
