The use of liquid hydrogen as a high-energy fuel introduces numerous hazards not ordinarily associated with the use of other more conventional fuels. These hazards are attributable to the unique properties of hydrogen in the liquid and gas states (table 1). Since little work has been conducted on explosion and related hazards of cryogenic fuels, a research program was undertaken to obtain basic data on such dangers for hydrogen and other combustibles under these conditions. These data were used to outline emergency procedures for protecting personnel and equipment when an accidental spillage of liquid hydrogen occurs and to establish a quantity-distance table for the storage of this fuel. The vaporization of liquid hydrogen from a surface is treated as a prob¬lem in heat transfer theory. Two extreme cases are briefly considered: (1) The transfer of heat occurs at constant temperature drop between, the boiling liquid and the hot surface, and (2) the transfer of heat is limited by the rate at which it can flow to the surface from a hot insulating medium. The available data indicate that the former case (1) is applicable when vaporizing from a conducting surface and, initially, when vaporizing from an insulating medium; the latter case (2) is applicable after initial flash vaporization has occurred from the insulating medium. The vaporization rate determines in part the rate at which flammable hydrogen vapor-air mixtures are formed above a spill area. However, the rates at which heat is transferred to the vapor, and air is brought in contact with it also are of importance. Accordingly, the distribution of flammable mixtures above a spill area was determined experimentally. In general, flammable mixtures were found to be both above and within the visible vapor cloud.

"INTRODUCTION The purpose of this circular is to describe the sealing off of a mine fire and subsequent use of carbon dioxide gas to extinguish it.A fire of electrical origin occurred in the Valier mine of the Valier Coal Co., Valier, Franklin County, I11., on March 29, 1949, at about 1:35 p.m. It was discovered about 3:35 p.m. in 5 south west intake airway inby 1 and 2 west panels. The No. 5 southwest airway had caved, and the fire was in the top coal beneath a large fall of rock. All men, except officials, were ordered from the mine. The mine officials decided to seal the fire, and four temporary seals were erected, which isolated approximately 200 feet of 5 south west entry. The seals were completed on March 30 at 2:45 a.m., but on March 31, at 3;40 a.m,, two of them were blown out by an explosion of gas that was produced by the fire. The two seals were rebuilt, the work being completed on March 31 at 12:00 noon, but they were blown out by another gas explosion at 12:10 a.m. on April 1. It was then decided to extinguish the fire with water if possible.To accomplish this, concrete-block dams were constructed. On April 1, about 4:25 a.m., when the dams were about half completed, water was introduced into the fire area through a 2-inch pipe.On April 4, J. G, Crawford, general manager of the Valier Coal Co., notified James Westfield, chief of the Vincennes (Ind.) Branch, U. S. Bureau of Mines, by telephone of the fire in Valier mine and requested assistance to combat it. Westfield, accompanied by F. J. Smith and H. C. Brumbaugh, Federal coal-mine inspectors, went underground and inspected the seals and dams. Later, during a conference with company officials, it was decided that the concrete-block dams were not strong enough to withstand the hydrostatic pressure that would be produced by flooding the fire area. It was then decided to use carbon dioxide gas to extinguish the fire. Four seals were completed, and 5 tons of carbon dioxide gas was introduced into the fire area, which extinguished the fire."

The Mining Division of the Bureau of Mines, in cooperation with the Obstacle and Demolition Branch, Engineer Research and Development Laboratories, Department of the Army, undertook some extensive tests to determine the effectiveness and limitations of using standard demolition-type shaped charges in underground Mining. The tests proved the shaped charge has no practical application in the functions of mining covered by this report. At an approximate cost of 0 per foot hole plus spall produced by the most efficient single shots with the M3 shaped charge, the cost is over 20 times that of producing a better hole with a rock drill. The concussion would prohibit its use in many mines, and the excess carbon monoxide gas liberated by the pontolite explosive would be an additional hazard when used underground.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In order that the investigations of the commission might go forward without interruption the Selby Smelting & Lead Co. has generously supplied funds at the times they were needed. This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

Most U.S. coal production is bituminous coal. Some 90% of current production comes from a geographical area enclosed in a circle with a 300 mile radius and its center at about Huntington, West Virginia. There are important underground coal production areas in the western parts of the United States as well. Most U.S. coal production comes from fairly level seams, many of which pitch rather uniformly only a few feet per mile. Usually there will be several overlying seams of varying thicknesses, separated by several tens of feet. Fig. 1. 1. The objective of this research was to (1) Further develop cyanobacteria mats' for metal-tolerance and cold-tolerance, (2) test them for durability in the field environment and (3) assess them for metal sequestering potential with actual and simulated field samples. Results show that mats performed well In the field and effectively sequestered metals from actual and simulated field samples. Metal uptake from Iron Mountain Hine samples was for Ins 87%, Cu and Cd 99%, Initial concentrations (mg/L) were Zn = 3,250, Cu , 279, Cd = 28. In solutions simulating the Gulf Tunnel drainage, Zn and Mn were effectively removed by mats immobilized on glass wool. Effluent water, after treatment, generally had a Ph of 7 .5-8.5. Al though the final metal concentrations in the mats 'harvested from the decontaminated water were only 1% or less, the actual mechanism of metal deposit was probably a mat-mediated alteration of the environmental conditions causing the metals to deposit outside the mat as oxides or carbonates. Bioflocculents, released by the mats, were likely involved in the metal-removal process.

A fluorometric method using morin in an alkaline-buffered chelating solution has been developed by the Bureau of Mines for determining beryllium in ores and mill products. Apparatus for measuring fluorescence intensities of the beryllium-morin reaction is described. Preparation of the sample for analysis consists essentially of digestion with sulfuric, nitric, and hydrofluoric acids, fusion of the residue with sodium carbonate and sodium borate, Solution of the melt with sulfuric acid, and proper dilution. Chemical separation of other ions is usually unnecessary. The method rave reliable beryllium determinations on samples in the 0.01- to 0.37-percent BeO range. The method is particularly applicable to low-grade beryllium ores; however, semiquantitative beryllium determinations have been made on beryl containing 12.0 percent BeO.

The use of the Scanning Electron Microscope to characterize Coal Mine Dust has been possible because of two circumstances. First, the imaging process of the SEM allows multiple signals (secondary electrons, back scattered electrons, x-ray emission, etc.) to be viewed. Second, the use of a computer to analyze the signals and perform statistical tests on the results. The parameters described are size, shape, chemical composition, mass distributions, and particle thickness. Although the system is intended for particular systems, those of agglomerates (whether tile same or not) are handled by special aspects of the computer programs. The work on fibers is not completed at the time of this report. This work discusses the hardware (developed especially for this process) and software (both on an IBM 360/370 and a PDP 11/20). The latter system allows direct interaction between the operator of the SEM and computer for maximum information at the least time.

Recent Federal coal-mine inspections have revealed some good and some definitely hazardous practices and systems for transporting; handling, and storing lubricants in and about coal mines. Improper storage or handling of. lubricants in coal mines has caused disastrous mine fires or, by supporting combustion, has made fires from other sources more difficult to fight. Careless handling of grease and oil around electrical equipment wastes much oil and permits entrance of grit and foreign substances into the working parts, which causes excessive wear and increases the possibility, of electrical ignition.

The Bureau of Mines investigated technologies for testing the integrity of in situ leach mining wells, as required by environmental regulations. To test for leaks, inflatable packers were used to seal the well casing. Laboratory testing determined that the packers could contain a casing pressure up to 50 to 60 psi (345 to 414 kPa) less than the packer inflation pressure. Single-and double-packer configurations were successfully field-tested in 32 wells ranging from 500 to 530 ft (153 to 162 m) in depth. A rigid pipeline and a hoist truck were used to run the packers in and out of the wells for the double-packer tests, which averaged 2-1/4 h each. In an effort to decrease the time of the rigid-pipe double-packer test. a self-contained trailer-mounted test system was designed and built. It utilizes a winch and steel cable to run the packers in and out of the well and high-pressure nylon tubing for packer inflation. This system was successfully field-tested in eight wells averaging 650 ft (198 m) in depth and resulted in a time savings of 13 pct and an operator-hour reduction of 42 pct.

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

[Fugitive Just is generated alone unpaved mire reads from intermittent equipment traffic. Typically, the majority of such traffic consists of trucks hauling either mine product or waste [rum the surface mime pit and/or the processing plant. Fugitive dust generated along these unpaved mine roads includes particles of all sizes which become airborne. The potential hazards include the deleterious effects to human health of inhaled dust, traffic visibility hazards and environmental impacts on the localized area by the larger-sized visible airborne dust. Two held surveys were recently conducted to quantify fugitive dust generation and dispersion from truck traffic on unpaved and untreated mine haulage roads For these surveys., airborne glow sampling was conducted at multiple sampling fixations away from an unpaved haulage road at a limestone quarry/plant and at a coal mine preparation plant lo measure the size characteristics, concentrations. and dispersive behavior of the dust cloud generated from truck traffic- Results show that at least 80% of the airborne Just generated by haul trucks was larger than 10 µm- Airborne respirable, thoracic, and total dust concentrations all decreased and approached background concentrations 30.5 in (100 feet) from the road This report describes the average and instantaneous peak dust levels that were measured tip to 30.5m (100 feet) Iron the haulage road. Large quantities of gasoline are lost each year by evaporation from bulk-storage station tanks. The rate of evaporation from bulk-station tanks is influenced by two principal factors: First, the vapor pressure of the gasoline in the tank; and second, the amount of "breathing" of the tank. The vapor pressures of the gasoline govern the amount of the gasoline vapor in the air-vapor mixture above the gasoline in a tank at a given temperature. This is one of the principal factors in determining the total pressure of the air-vapor mixture within the tank. The "breathing" of the tank is caused by the inflow of air from the atmosphere during certain periods of the day and the expulsion of the air-vapor mixtures at other times, caused by atmospheric variations. The pressure built up within a tank and the amount of gasoline in the air-vapor mixture are both a direct function of the temperature existing within the tank. Therefore, two of the most common methods for reducing evaporation losses from bulk-station tanks are: (1) The use of vapor-tight tanks equipped with relief valves and operated at 1 or 2 ounces of pressure and about .5-ounce vacuum; (2) reducing the temperature of tanks and their contents by painting them a light color, by insulation, and in some instances by using water sprays. Water sprays, although effective, usually are too expensive to operate economically. In order to determine and compare the effects of various colors, insulation, and pressure in reducing the evaporation losses of gasoline held in storage in bulk-storage tanks, the Bureau of Mines made observations from May 29 to October 15, 1930, on five horizontal tanks of 12,000-gallon capacity each, which were erected at the plant of Black, Sivalls and Bryson Manufacturing Co., Kansas City, Mo. This report gives in detail the results of these evaporation tests.

The Bureau of Mines used laminar hot air jets of l/8- to 3/4-inch diam-eter to determine the hot gas ignition temperatures of various combustible vapor-air mixtures. The combustibles were n-hexane, n-octane, n-decane, a hydrocarbon jet fuel (JP-6), and an adipate ester aircraft engine oil (MIL-L- 7808). Minimum ignition temperatures occurred at a fuel to air weight ratio of about 0.5 and were not greatly sensitive to variations of fuel concentra¬tion. Moderate variations of jet velocity also had little influence on these ignition temperatures. However, these temperatures decreased with increase in heat source dimensions (jet diameter). The hot gas ignition temperatures of the combustibles were not necessarily much greater than corresponding autoignition and wire ignition temperatures when the size (,F the heat source and the ignition criterion were the same.

An important activity of the Bureau of Mines is the promotion of safety in mining and industry. As a part of this program, the Bureau determines the explosion hazards of combustible gases, vapors, and solids and investigates means of controlling and preventing explosions. The limits of inflammability (explosive limits) of combustibles are not only of theoretical but also of practical importance, because many industries at one time or another contend with explosive mixtures of combustible gases or vapors in their manufacturing processes. At present many new organic compounds are being manufactured, transported, and used in huge quantities which a few years ago were only laboratory curiosities.
