Low-temperature heat capacities and standard enthalpy of formation of copper difluoride (CuF2) were determined by the Bureau of Mines. The low-temperature heat capacities were determined from 11 to 302 K by adiabatic calorimetry. The enthalpy of formation was determined by HC1 solution calorimetry. The standard values of entropy (S°) and enthalpy of formation (?Hf°) at 298.15 K are l8.65±0.03 cal/deg mole and -129.02±0.29 kcal/mole, respectively.

The Coal Mine Roof Rating (CMRR) was first presented at this Conference nine years ago. Since its introduction, the CMRR has been incorporated into many aspects of mine planning, including longwall pillar design, roof support selection, feasibility studies, and extended cut evaluation. It has also become truly international, with involvement in mine designs and funded research projects in South Africa, Canada, and Australia. The purpose of this paper is to bring the mining community up to date with recent improvements and applications of the CMRR. The most important new development is a streamlined process for determining the CMRR from exploratory drill core. Just three types of information are now required: •Fracture spacing (or RQD) •Uniaxial compressive strength (or axial Point Load Testing) •Diametral Point Load Testing The moisture sensitivity adjustment has also been changed, and new research has related the immersion test to slake durability. Most recently, the CMRR has been implemented in a computer program, which can be obtained from NIOSH free of charge. The program facilitates calculation of the CMRR from either underground or drill core data. Values from many locations can be saved in a single file, and an interface with Autocad allows CMRR contour plots to be integrated into mine planning.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. "The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.INTRODUCTIONAny location in a coal mine where 5 pct or more of methane is present constitutes a potential site for an explosion and roof cavities are likely locations. Unfortunately, little is known about the buildup of methane in roof cavities. Some research has been done using scale models where no air flows past the cavity so that methane disperses only by diffusion (5) 4 a rare situation in mines.No known cavity-model investigations have been made that simulate air and methane flow conditions normally encountered underground. These Bureau of Mines studies were undertaken to determine the extent and manner of methane buildups in coal mine roof cavities with air velocities in the range normally found in coal mines and with various methane emission rates."

Upgrading of commercial red cake and recovery of vanadium oxide from uranium-vanadium mill solutions were investigated by the Bureau of Mines. Alternative procedures potentially useful for manufacture of high-quality vanadium oxide at the mill site were explored and developed. The simplest and best procedure for converting commercial red cake containing about 10 percent combined sodium and potassium oxides (Na20) (K20) into a 98- to 99-percent vanadium pentoxide (V205 product appeared to be a metathesis in an ammoniacal solution of ammonium sulfate. Molybdenum, as well as the alkali metal oxides, was removed from the red cake by this procedure at a modest expenditure of labor and reagents. When preparing vanadium oxide of higher grade, it was necessary to dissolve the red cake and reprecipitate the vanadium as ammonium metavanadate. Calcination at 450° C, decomposed the metavanadate and yielded oxide of about 99.5 percent V205. By recyrstallizing the metavanadate before decomposition, an oxide product approaching 99.9-percent purity was obtained.

"A successful procedure for the recovery of a valuable product from weathered tank-bottom settlings has been developed in the laboratories of the Bureau of lines and used in a field pilot plant. These heavy emulsion settlings, generally regarded by the industry as waste material, have usually been drained into open pits or storage ponds and eventually destroyed.Laboratory examination of the waste material shows it to consist essentially of a ""water-in-oil"" emulsion containing a considerable volume of congealed ""paraffin."" This paraffin is mainly high-melting-point wax; known in the industry as microcrystalline wax, for which there is an increasing demand.Because of the physical properties of this wax, the tank-bottom settlings are not responsive to conventional methods used for demulsifying ordinary crude-oil emulsions.The work upon which this report is based was conducted by the Bureau of Mines in cooperation with -the Kansas State. Board of Health and with special cooperative agreements-with the Cities Service Oil Co, Bartlesville, Okla., and the Bareco Oil Co,. Barnsdall, Okla. The studies were made under the general supervision of R. A. Cattell, chief engineer, Petroleum and Natural-Gas Division, Bureau of Mines, Washington; D. C., and H. C. The National Institute for Occupational Safety and Health, National Personal Protective Technology Laboratory, has undertaken a study to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), hold up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSRs in the seventh phase of testing from May 1999 to August 2000. The SCSRs were tested on human subjects and on a breathing and metabolic simulator. The results indicate that most of the apparatus, if they pass their approved inspection criteria, perform satisfactorily. The deployed CSE SR-100s, however, exhibited significantly higher inhaled carbon dioxide (CO2) levels than new units, as they did in the previous two phases. Several Draeger OXY K-Pluses that rattled when shaken were found to have potassium superoxide (KO2) particles throughout the breathing circuit, including the mouthpiece. Draeger investigated the problem and developed a shake test to detect damaged units. The durations of new Ocenco M-20s were statistically significantly longer than those of deployed units, although only by 2 min.

The U.S. Bureau of Mines investigated the resources, costs, capacities, market relationships, and short-and long-term supply of bauxite, alumina, and aluminum. The 45 evaluated mines and deposits in 14 market economy countries (MEC's) have a demonstrated resource of 8.4 billion mt of bauxite and an aluminum content of approximately 2.1 billion mt. Developed world bauxite resources and existing primary aluminum smelting and refining capacity are sufficient to satisfy demand through at least 1995, when additional properties (with higher cost levels) would need to be developed to satisfy future demand levels. It is anticipated that new alumina or aluminum production most likely would occur in developing regions with large bauxite potential, low-cost energy sources, and a close proximity to refining and/or smelting capacity. An increase in aluminum recycling capacity would help meet future demand increases. A series of network model supply analyses was performed for the period 1988 through 2000. Based on announced future production levels and assuming demand grows at the level outlined in the analyses, model results indicate there is sufficient material available to meet demand until 1998, where-upon an aluminum shortfall is projected. Additional analyses investigated the effect of a reduced growth rate of demand and regional production variations in Venezuela on the international aluminum industry.

Two mine-fire experiments were conducted in the National Institute for Occupational Safety and Health's (NIOSH) Safety Research Coal Mine (SRCM) at the Pittsburgh Research Laboratory (PRL) which demonstrated that smoke from diesel-fuel fires of 500 kW and 660 kW heat-release rates in a return airway can develop, without causing a complete air flow reversal, into a roof layer that can migrate upwind forming a counter flow to the primary airflow in a crosscut. Subsequently, smoke can penetrate into an intake airway and create a hazardous atmosphere in the intake airway upwind from the fire. Visibility conditions less than 13 m were created by the smoke in the intake airway downwind from the crosscut. Modeling of the event with a three-dimensional, time-dependent, computational fluid dynamics (CFD) program correctly represented the smoke movement.

THE WORLDWIDE economic expansion that has characterized the first 3 years of the 1960's continued through 1964 and was reflected in North America by strength in the industrial economy of the United States, which again was dominant. Advances in production were recorded in virtually all industries, including the mineral industry; 1964 mineral production established a new high, 5.4 percent above the previous peak recorded in 1963. However, the percentage increase in value of North American mineral production was slightly below overall economic growth. For industry in general, consumer demand held firm throughout the year and overall commodity prices averaged 2 percent higher than in 1963. Wages and salary payments also were up. With the single exception of the dock strike in the United States, the year was free of serious labor troubles and unemployment in both Canada and the States was at a low level. Despite the Viet-Nam situation, relatively tranquil international relations contributed to the forward movement of North American business. Total gross national product (GNP) for Canada and United States, in current dollars, was estimated at US$672.2 billion; 6.8 percent above the previous year's figure. Combined national income in 1964 amounted to US$546.9 billion, which was nearly 7.0 percent more than in 1963. In 1964, gains were recorded in each of more than 50 metals, nonmetals, and fuels commodities that comprise the North American output. The greatest category increase was 13 percent in metals, which was in part attributable to the 14 percent rise to a new record in value of iron and steel in United States, a 29 percent higher value of Canadian iron ore and a 57 percent rise in Canadian zinc. Despite a moderate decline in prices of iron ore and iron and steel products, generally favorable markets and rising prices for metallic ores and metals were a stimulant to the metals industry. Nonmetallic materials, with a total value in excess of US$5.25 billion were 7.3 percent higher than in 1963. In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.

"The analysis of water produced with crude petroleum has interested oil producers since inception of the industry. Records of the first analysis of mineralized water produced from an oil-productive formation are obscure, and references to the first use of brine analyses to assist in solving problems of petroleum production are not available in the technical literature. However, many early reports of the Federal Bureau of Mines 5-8/ and. Federal Geological Survey, 9-11/ as well as articles in engineering and geological placed special emphasis on journals ,12-l4/ the importance, interpretation, and application of water analyses.One of the earliest applications of water analyses, and still a major one today, is for identification of intrusive waters in oil wells. This may be done by comparing the chemical constituents of a sample of water indigenous to the oil-productive formation with those of samples from upper, water-bearing formations within the same general area. Some earlier investigators recognized the need for analyzing samples of all waters encountered in drilling operations. Ambrose15/ stated, in part, ""In wells being drilled, the engineer should grasp every opportunity to get a true sample of water from each sand. . .,"" and, ""The waters of each oil field are chemically different from those of another field."" The validity of the latter observation and the importance of the former one have been borne out by comparing the results of analyses of many samples and noting the differences in relative concentrations of like constituents of waters from the same geological formation in different localities or oil pools."

An alinement (steering) sensor for continuous mining machines has been developed under a Bureau of Mines contract. A laser source in the entry projects a beam parallel to the centerline of the entry. The beam is optically shaped to a narrow, vertical fan and illuminates an array of optical sensors bunted on the mini machine. These sensors interpret the location of the beam into meter readings of heading (angle) error and lateral displacement errors. The system, which was tested for 5 months in an operating mine, appears to be fundamentally sound, and with some modification, should be applicable to remote or automatic guidance of continuous miners and other machines.

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

This report on the electrodeposition of gold and silver from cyanide solutions represents work that has occupied my time at intervals during the past 20 years. The investigation has been carried on simultaneously with my duties as professor of mining and metallurgy of the University of California. During shis long investigation I have been assisted in the details of the work by, a number of my former students, acting in turn as assistants. Particular mention in this connection is due W. H. Hilton, who graduated in 1900; C. T. Dozier, 1902; N. C. Stines, 1905; H. N. Herrick, 1907, and L. C. Uren, 1911. It is impossible to publish full details of the many thousands of experiments performed. Effort has been made to present only the essential data. Wherever possible, the results of the experiments have been expressed in diagrammatic form by curves showing the relation between the simultaneous variables of the experiments. It is necessary to show, as nearly as may be, the state of the art. This is difficult because of the meager literature on electrodeposition in the cyanide process; hence resort must be had to the specifications and claims of patents, most of which seem never to have been applied on a working scale. Such information consequently can not be taken at its face value. Expressing the essential ideas evolved in such specifications is no easy task. Clearly, in quoting from patent records it is not ·feasible to enumerate all of the specifications or the claims allowed the inventors. A statement of the chief contributions to the art in the patent cited must suffice. Legal details, of course, must be obtained from the original patent. In the study of patent literature, when one compares the ardent hopes of the inventors with the results realized from their efforts, it becomes clear that in the development of an art no one man contributes everything. Each subsequent inventor stands on the shoulders of the one who has gone before. It is only through the summation of the contributions of many inventors that the art as a whole prospers. On October 19, 1887, a British patent was granted to McArthur and Forrest for the use of dilute cyanide solutions for treating gold and silver ores. The rapid extension of this process, in various forms, all over the world, has almost revolutionized the treatment of ores containing precious metals. It is a remarkable fact, however, that long before this patent was granted there was issued, on February 5, 1867, to J. H. Rae, U. S. patent 61866, for an electrocyanide process. Thus a method of electrodeposition from cyanide solutions used for treating ores was invented 20 years before the McArthur and Forrest patent .was granted, although the process did not come into general use. On May 24, 1889, U. S. patent 403202 was granted to McArthur and Forrest for the use of zinc shavings for removing gold and silver from cyanide solutions. The use of finely divided zinc is still the standard method for recovering 'gold and silver from cyanide solutions. Since this patent was granted, many attempts have been made to replace the precipitation upon the zinc by methods of electrodeposition. It is the purpose of this report to give an outline of some of these methods, as well as to show the relative advantages and disadvantages of the zinc and the electrical methods of recovering gold and silver from cyanide solutions.

The Bureau of Mines evaluated the emission control methods, including the capital investments and operating cost, necessary for further reducing lead levels in ambient air at the Glover, Herculaneum, and Buick smelter-refineries in Missouri and the East Helena, MT, smelter. The U.S. Environmental Protection Agency (EPA) has proposed more stringent lead in ambient air standards than those currently in effect. This report presents theoretically achievable lead emission reductions and estimated capital and operating costs. Lead emission inventories theoretically can be reduced from 1985 levels by 2,421 lb/d at the three Missouri operations by containing and filtering fugitive emissions within structural enclosures and baghouses. The aggregated capital and operating costs in 1986 dollars using conventional environmental and workplace technologies are estimated to be $250,014,100 and $18,507,800, respectively. Estimated total incremental cost is $0.063/lb as refined lead. Additional regulatory costs attributable to Occupational Safety and Health Administration (OSKA), U.S. Department of Labor, workplace standards are included since proposed environmental controls may otherwise degrade workplace conditions. Continuous drossing is evaluated as an alternative to conventional OSHA controls. Substituting continuous drossing for conventional work- place technology results in an estimated aggregated capital and operating costs of $258,344,800 and $15,719,600, respectively. Estimated total incremental cost is $0.062/1b as refined lead. For comparison, the average open market price of refined lead during the first quarter of 1986 was $0.184/lb.

THIS bulletin presents all analytical and lest methods regularly used by Bureau of Mines laboratories for characterizing coal and coke. To provide better service to coal producers and consumers, the scope of this bulletin has been expanded to include important test methods used to evaluate coal properties for commercial processing. The methods described will prove valuable to all persons interested in analyzing and testing coal and coke.

"The Hog Creek mine, in lot 92 of the 17th district in Towns County, Georgia, was examined in 1890 by F. P. King, who reported the existence there of a 4-foot vein of corundum. The mine is about 2 miles west of Hiawassee, on the southern side of Ramey Mountain. Ed Burch, of Hog Creek, holds the surface rights, and the mineral rights appear to be vested in the heirs of William R. McConnell, who formerly owned and prospected the property.Examination by the Bureau of Mines showed the workings to be caved, but it was thought advisable to open the mine and uncover the reported vein. The Bureau's work consisted, of trenching and cleaning out the pits and shaft.William R. McConnell, the former owner, prospected the property in about 1890. At some tine during that operation, the prospect was visited by Francis P. Kings a geologist with the Georgia Geological Survey.3/King reported that a 4-foot vein of corundum was exposed g feet below the surface in the main cut and was opened for 20 feet along the strike. He also reported that the so-called ""Georgia rubies"" were taken from this mine.The main mine is about 2,000 feet- north of Hoc Creek on a timbered southern slope of Ramey Mountain. It lies at an altitude of about 2,100 feet, approximately 100 feet above the high-water level of the Catuga reservoir, which floods Hog Creek to a quarter of a mile above its confluence with the Hiawassee River. The nearest water is a small branch about 1,000 feet to the west.Chlorite schist is the principal host rock. It has been intruded by irregular masses of a very herd periodtite rock possibly troctolite. The schist near the surface is extremely weathered, presenting white and red laminations parallel to the schistosity. At a depth of 40 feet in the cross-cut it appears as a fine-grained green-chlorite schist. The schist strikes about N. 350 E. and dips 800 to the southeast.No corundum vein was found, and if any existed it must have been mined out after King's visit. In the pit, about 15 feet west of the shaft, approximately 150 pounds of zoisite and an occasiona1 small crystal of corundum were found imbedded in schist about 18 feet below the surface, near hard, dense troctolite."
