Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

The Goat Rocks RARE II further planning areas contain no known mineral resources and have very low mineral potentials. County mining records show only one mining claim area; however, no mineralized material was found at the described location. Andesite suitable for building stone may be present, but similar material can be quarried more economically elsewhere. Several anthracite coal prospects are near the area, but the likelihood of finding an economic deposit of coal or other fuel is very low.

A mineral purvey of the Granite Chief RARE II area (A5-261), covering about 23,400 acres (9,470 ha) of Tahoe National Forest and the Like Tahoe Management Unit, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey in 1979 and 1980 (fig. 1). The investigation by the Bureau of Mines indicates that the area has a low potential for mineral resources. Samples taken from prospect pits and favorable outcrops indicate no minable quantities of precious or base metals. Placer deposits are too small and low grade to be considered a resource.

This report summarizes the results of an update on a previous Bureau of Mines grant (G0264026), and includes 5 additional years of computer pro-gram development. The directory includes a sampling of computer usage in operating and manufacturing companies, consulting firms, computer companies, research organizations, universities, and various governmental agencies. References to computer applications throughout the industry are presented as well as comments on program availability. The work effort on the updated directory concentrated on programs that are available to the public and are well documented.

Virtually every available measure of total world mineral industry activity demonstrated that 1982 was little, if any, better for the industry than 1981 had been. Levels of production, trade, and consumption for virtually every major commodity declined; unit prices for most commodities fell, particularly in terms of constant dollars, and as a result of cutbacks in output and lower prices, capital available for investment within the industry was reduced. These conditions, coupled with the existence of considerable idle capacity, tended to retard investment, although there was an upturn in U.S. oil industry investment overseas. Despite the overall depressed situation of the world's mineral industry, there were indications of possible improvements in market economy countries near yearend, as output of some materials increased marginally and as prices for some mineral commodities reversed their downward trends. The downturns in total world mineral industry activity were not universal from the viewpoint of individual countries. Indeed, output of a number of commodities increased in centrally planned economy countries, and these gains were insufficient to offset declines in market economy countries, thereby sharply altering the proportion of total world output accounted for by each of these two groups of countries. There was a similar shift in consumption on a percentage basis.

In 1980, the U.S. Bureau of Mines conducted a mineral survey of the 23,500 acre Garcia Mountain RARE II area (No. 5107) in the Los Padres National Forest. Bureau of Mines data indicate a low potential fur gold, silver, and mercury resources. Twenty-nine placer samples, representative of small yardages, showed small amounts of gold or other economic mineral values. Mercury deposits in faulted siliceous rocks in the Franciscan Formation occur north of the area. Similar rocks are in the southwest part of the study area, but apparently contain no mercury deposits. Geothermal and oil and gas potential is low.

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

Wood cribs are used extensively to stabilize openings in underground coal mines. This U.S. Bureau of Mines report describes the results of full-scale testing of several multitimbered wood crib configurations. Multitimbered configurations are wood cribs that are constructed with two or more timbers per layer. Nine different crib configurations were evaluated. Configuration parameters under study included the aspect ratio (height-to-width relationship) and the percentage of solid rr:aterial used in crib construction. Test results and generalized wood crib behavior are discussed and recommendations are made concerning crib constructions to maximize strength and stability. Crib performance is enhanced by reducing buckling effects by decreasing the aspect ratio and geometry considerations that increase the moment of inertia. A cost benefit analysis of multitimbered wood crib configurations is made. Generally, increasing the percentage of solid provides more resistance at less unit construction cost. A comparison of laboratory results and underground observations of several wood pack wall supports suggest in situ load capacity is less than that measured in laboratory testing. Reasons for the apparent decrease of in situ load-bearing capability include load rate effects, stiffness of reaction surfaces, and varying boundary conditions that alter the load transfer mechanics of the crib structure.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The investigations described in this bulletin are confined to a study of the washing characteristics of bituminous coals. The major part of the work was conducted by the Bureau of Mines in cooperation with the Engineering Experiment Station of the University of Illinois and the State of Illinois Geological Survey Division between 1918 and 1924, in accordance with the provisions of an agreement between these agencies. The washing characteristics of coals from many of the important coal-producing fields of the Eastern and Central States were examined. The coals of the Pacific Northwest States and Alaska have been studied separately by McMillan and Bird of the Northwest Experiment Station of the Bureau of Mines at Seattle in cooperation with the College of Mines of the University of Washington.2 OBJECT OF INVESTIGATION The object of the investigation of coal preparation by the Bureau of Mines has been to promote the production of better prepared coal and to facilitate the correct selection and design of coal-preparation plants by obtaining as complete information as possible regarding the washability of the various types of American coals and the treatment best suited to each. In addition, some attention has been given to the development of new methods of washing coal. The work naturally divides itself into three rather distinct steps: (1) Development of a systematic method of examining and testing a coal; (2) classification of the American coals on a basis of the occurrence of the impurities associated with the coal in the beds; (3) examination of one or more representative coals of each type.

To provide the U.S. mining and energy industries with information in the selection of seismic detectors for high-resolution applications, the Bureau of Mines evaluated 35 velocity detectors (geophones) and 9 accelerometers. It was found that velocity detectors with natural frequencies from 10 to 100 Hz were effective for seismic studies in the 5-to 600-Hz spectrum and that accelerometers were most effective in the 100-to 1,000-Hz range. Although the accelerometers described in this report performed about equally with the better velocity detectors tested, the accelerometers showed higher output voltage levels at higher frequencies, which is an advantage. It is important that a seismic detector and its intended purpose be matched properly to achieve the intended results in high-resolution applications. There are many factors that could affect proper matching, thus careful selection of the best detector for a particular application must be exercised.

A premature detonation of an explosive charge occurred on January 30, 1961, at a face being prepared for blasting in the underground Jefferson Island Salt Mine, Diamond Crystal Salt Co., Jefferson Island, Iberia Parish, La. The accidental blast injured the powderman fatally; his helper was injured also, but recovered. The accident represents the first fatality reported to the Bureau of Mines in connection with the use of ammonium nitrate-fuel oil (AN-FO) blasting agents in underground mining in the United States. Representatives of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau&apos;s Health and Safety Activity conducted the investigation, upon request of the manufacturer of the ammonium nitrate being used and with concurrence by the mine management.

The Federal Bureau of Mines conducted a field survey of 153 bituminous coal strip and auger mines to estimate coal recovery from surface mines in the Eastern United States. Recovery was calculated from field data by measuring coal losses resulting from mining coal and leaving barriers. Mean total recovery for strip mining in States east of the Mississippi River was 83.0 percent and ranged from 72.3 percent for Tennessee to 91.3 percent for Maryland. Mining losses and barrier losses were 10.1 and 7.7 percent, with standard deviations of 4.8 and 10.4 percent, respectively, indicating that barrier losses, although less than mining losses, were more variable. Mean total coal recovery varied only slightly for the two regions studied; 82.7 percent for Appalachia and 84.3 for the Midwest. Total recovery grouped by mining method--contour, area, and mountaintop removal--was 79.8,84.7, and 85.3 percent, respectively. Mean auger recovery was 35.9 percent; of the total average loss of 64.1 percent, over one-half resulted from design limitations while the remainder was attributed to operating losses. The wide recovery range at individual mines indicates the variability of the eastern surface coal mining industry. Because of this, care should be exercised in applying the results of this report to reserve estimates other than those of a general nature.

Reduce the cost of modifying uranium well casings so that leaching solutions can pass through, but sand grains are blocked. Approach The well casing and surrounding cement are perforated at the mineralized zone by impinging them with high pressure water jets. How It Works A nozzle assembly is attached to a high pressure (15,000 psi) pipe and lowered into the well casing which typically is schedule 40 PVC (poly-vinyl chloride). The high pressure pipe line is extended down Into the casing until it reaches the mineralized zone. The upper end of the pipeline is then connected by a high pressure hose to the outlet of a 10,000 psi pump. Turning the pump on for 5 seconds causes a high velocity water jet to cut through the well casing and the surrounding cement. Figure 1 shows a high pressure pipe being installed in a well casing. Cutting small diameter holes in the casing allows the leachant to enter the casing and be pumped to the surface. However, the holes are small enough to prevent most sand grains from entering. Numerous holes are usually cut through the casing. The 3-nozzle assembly shown in Figure 2 cuts three holes, one above another.

The analysis described herein evaluates the Bureau of Mines Program for Advancing Mining Technology - Oil Shale in terms of the economic benefits which may be derived for the Nation as a result of its successful research and development efforts. On the basis of postulated oil shale production scenarios, benefit-cost ratio indicators are computed for the program elements as they apply to surface, underground, and modified in situ oil shale mining systems. Eight value indicators are used to measure the Program&apos;s beneficial impact on the future oil shale industry in relation to planned research and development costs. These are: capital cost savings, operating cost savings, labor savings environmental quality maintenance cost reduction, reduction in production costs, byproduct production benefits, total production benefits, and additions to recoverable reserves. Program costs are aggregated from 1974 through 1987 and major benefits are accrued from 1982 through 2040. Both cost and benefit streams are discounted to mid-1975 present value.

The Bureau of Mines&apos; Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. The objective of the Diesel Emissions Evaluation Program (DEEP)-sponsored project at Inco&apos;s Stobie mine was to conduct a long term field evaluation of diesel particulate filter (DPF) systems available to the underground mining industry. Some of the major issues studied were criteria for selecting the filter media, means of DPF regeneration, efficiency of DPF systems and the occurrence of unwanted secondary emissions, and reliability and durability of DPF systems. Nine state-of-the-art diesel particulate matter (DPM) filtration systems have been retrofitted to heavy-duty and light-duty vehicles and have been subjected to extensive long-term in-mine evaluation. Periodic efficiency tests were conducted at various stages of the study (2001, 2002 and 2004) to establish in-use efficiencies and durability of the tested DPF systems. The results were used to assess the effects of the filter systems on the concentrations of particulate matter, nitric oxide, nitrogen dioxide and carbon monoxide in the vehicle exhaust. The variety of filtration systems and regeneration concepts used in this study offered the opportunity to investigate their advantages and disadvantages. This paper also offers a review of selected experiences with the installation and operation of the DPF systems on underground mining vehicles at the Inco Stobie Mine.

The surface tension from 240° to 844° C and the density from 236° to 583° C of 99.999 percent purity liquid tin has been measured using the maximum-bubble-pressure method. Results for surface tension (y) show y (dynes/em) = 566.84 -4.76 X 10-2 T (° C) with a standard error of 1.9 dynes/cm. Results for density (p) show p (g/cm3) = 7.16 -6.3 X 10-4 T (° C) with a standard error of 0.012 g/cm3. Comparisons with other data found in the literature are discussed. The experimental results are considered to be as good as any data presently available.

The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners&apos; circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners&apos; Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.
