The Bureau of Mines investigated the availability of potash from 68 mines and deposits in 12 market economy countries (MEC's) containing, at the demonstrated resource level, approximately 11.7 billion metric tons (mt) of potash in assay terms of contained K2O; K2O as used by industry as a standard of comparison for the different forms of potash. These resources include almost 190 million mt in the United States, 9.63 billion mt in Canada, approximately 430 million mt in Western Europe (France, Federal Republic of Germany, Italy, Spain, and the United Kingdom), 1.24 billion mt in the Middle East (Israel and Jordan) and over 220 million mt in other countries (Brazil, Chile, and the Congo). This analysis his determined that future production of potash in MEC?s will most likely continue to be from the large resources associated with producing operations in Canada. Based solely on the demonstrated resources included in this study, potash mining in the United States would decline while overseas production from MEC's can continue into the next century at near current production levels. However, timely development of new or inferred resources would offset any such decline. Producing mines in Canada have the resources to increase and maintain increased production well into the next century. For U.S. potash users, Canada is a long-term stable and secure source.

The objective of this is paper is to review the current state of knowledge and practice in highwall mining (HWM). HWM has become a widely-applied method in surface mining, commonly used alone or in conjunction with contour or slot mining. It provides 800-feet to 1,200-feet of additional recovery when the economic stripping ratio is reached in contour mining or in slot mining when surface access to a reserve is limited. A significant attribute of the highwall miner is its versatility. HWM has been used successfully to mine abandoned pre-reclamation law highwalls, points or ridges uneconomic to mine by underground or other surface methods, outcrop barriers left adjacent to underground mines, separate benches of the same seam where the parting thickness or quality differences between benches render complete extraction uneconomic, previously augered areas containing otherwise inaccessible additional reserves and close or widely spaced multiple seams. The theory and design methods to assess roof, pillar, and floor stability are presented followed by three case histories. Simple design charts for sizing HWM web and barrier pillars are also presented. A recommended web pillar width may be obtained from the design charts given the overburden depth, the HWM cut width, and the mining height. Given the depth and panel width for a set of HWM cuts, another set of charts gives a suggested barrier pillar width. The case histories, from Northern and Southern Appalachia are used to illustrate the application of rock mechanics to quantify the stability of the highwall, roof, web pillars, and floor. The case histories involve 1) mining through a previously augered highwall, 2) mining under back-stacked spoil and 3) selective mining of closely spaced benches of the same seam. Because each site is unique, the appropriate pre-mining geotechnical analyses range from the calculation of roof, web pillar, and floor bearing capacity stability factors to detailed numerical modeling of the auger and underground mine workings. When operating in the vicinity of existing underground mine or auger workings, the determination of ground deformation and strains resulting from highwall mining is a necessary facet of a ground control investigation.

Rock mass classification is widely used throughout the underground mining industry—in both coal and hard-rock mines. It is used in all stages of the mining process, from site characterization to production operations. The goal of the International Workshop on Rock Mass Classification in Underground Mining was to provide a forum for leading practitioners of rock mass classification to come together and share their methods and experiences with the technique. The workshop was held in Vancouver, British Columbia, Canada, on May 31, 2007. It was co-chaired by Christopher Mark, Ph.D., P.E., National Institute for Occupational Safety and Health, Pittsburgh, PA, and Rimas Pakalnis, P.Eng., University of British Columbia, Vancouver, Canada. The proceedings of the workshop contain 16 invited papers from 9 countries, reflecting the international depth and breadth of current practice. Applications in both hard-rock and coal mining are well represented. Some of the topics that were addressed at the workshop include: • Major rock mass classification systems used in mining and their variants • Collection of input data through observation, rock testing, and geophysics • Design of mine layouts and rock support systems using classification • Estimation of rock mass strength and other input parameters for numerical models from classification • Applications in weak rock, raise boring, cavability assessment, and other special topics • Risk assessment using rock mass classification

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 9,600 acres of the 12,350-acre Antelope Creek Wilderness Study Area (MT-065-266) in order to evaluate its mineral resources. Within this report, these 9,600 acres are referred to as the study area. The Antelope Creek Wilderness Study Area, Phillips County, MT, adjoins the north end of the Charles M. Russell Wildlife Refuge. Considered part of the Missouri River Breaks, the area straddles the edge of a thrust fault zone that has deformed the Mesozoic strata in the west half of the area. Shale, siltstone, and sandstone of Cretaceous Age are exposed in the area. Coal beds averaging 3.0 ft thick occur in the Judith River Formation. About 0.20 million short tons of coal were mined from the Judith River Formation adjacent to the west boundary of the area; no production is known in the study area.

The object of this paper is to give to mining companies and to all others who are interested some idea of the possibilities in the treatment, by differential flotation, of lead-zinc ores of the Coeur d'Alene region and other districts. The purpose of these investiga.. tions is not to evolve a differential flotation process that would replace present methods of gravity concentration but rather one that could be applied to the relatively fine material and slime produced in the mills and treated unsuc_pessfully by gravity methods or by flotation. It is expected, of course, that the products to be obtained by differential flotation would be of much better grade than those now produced by flotation in the Coeur d'Alene mills. In view of the fact that it has been difficult to obtain representative samples of flotation feed from the mills, owing to the necessity of shipping the material wet and free from oil or other foreign matter that might be deleterious to the differential separation of the sulphides, the writers have felt justified in running flotation tests with the mill feeds in order to ascertain whether a differential separation of the sulphides could be effected. However, two different lots of flotation feed were tested for differential flotation, and the results of tests of one of these are given in this report. It is hoped that it will be possible later to test out the flotation feed for differential flotation on a large scale in some of the mills. This paper covers part of the investigations carried on by the United States Bureau of Mines in cooperation with the Idaho Bureau of Mines, the University of Idaho, and certain mining companies of the Coeur d'Alene region. Although the results of the tests included in this report are not to be considered final, they indicate possibilities and may suggest others leading to a solution of the problem of separating lead and zinc sulphides by differential flotation in the treatment of certain ores.

In general, the direction of the maximum horizontal stress in the eastern United States is fairly well defined. However, the variation of the magnitudes of the horizontal stresses is not very well understood. Because the horizontal stresses cause severe ground control problems in underground coal and limestone mines throughout the eastern United States a more complete understanding of how the magnitudes vary would be useful for developing mine design strategies to combat horizontal stress related ground control problems. Therefore, in this National Institute for Occupational Safety and Health (NIOSH) study, the variation of the magnitude of the horizon stresses in sedimentary deposits in the eastern and Midwestern United States are examined with respect to two factors, the elastic modulus of the rock and the site depth. Stress measurements from thirty-seven sites are used in the evaluation. Examining the applied excess strains indicates that the eastern United States can be, separated into high and low strain zones. For most of the eastern United States the maximum applied excess or tectonic strain ranges from only 300 to 550 micro strains. However, there is one area, a portion of the Beckley seam in the central Appalachian region where the strains are significantly higher than the other regions. In this higher strain zone, the maximum applied tectonic strains range from 700 to 1,000 micro strains. Regression models for each zone based on the elastic modulus can explain between 83 to 85% of the variation of the maximum horizontal stress. Because one region, the northern Appalachian district, has strains that are about 20% higher than the other regions in the low strain zone, multiple strain models based on geographic regions were developed for the low strain zone that can explain 87 to 91% of the maximum horizontal stress variation with the elastic modulus. Depth was found not to be a significant causal factor in any increase in the horizontal stress even though the site depths ranged from 275 to 2,500 ft. Beyond a theoretical increase, based on Poisson’s effect and gravity, no other increase in the horizontal stress with depth can be justified with this data. The most significant factor controlling the variation of the maximum horizontal stress is the elastic modulus of the rock, not the overburden depth.

As a result, the present report partially reflects the efforts of the members of the Association.

Soil and vegetation development were studied on abandoned mine sites near Velva in Ward County, North Dakota. The sites studied were 1, 7, 17, 30 and 45 years old since abandonment; unmined sites were also studied to provide measures of comparison. Species diversity was the highest at unmined sites (114) and lowest at the I year old site (26); sites 7, 17,30 and 45 years old had 37, 52, 43 and 68 species, respectively. Stand ordination revealed that site ages were the most important in influencing species diversity and composition. Stand-environ-mental complex ordinations encompassing 53 variables showed topographic variables to be the most important followed by site ages. Rates of nutrient accumulations were as follows: organic carbon 13.1 g m-2 yr-1; nitrogen 2.5 g m-2 yr-1; phosphorus 0.01 g m-2 yr-1; potassium 0.49 g m-2 yr-1. Carbon-nitrogen ratios showed the widest range for 1 year old sites (5-40) but 70 percent of the 45 year old sites showed values below 15 which were com-parable to the unmined mixed grass prairie sites. Species distributional diagrams are provided to show their habitat preferences which may be helpful in formulating species prescriptions for revegetation.

To provide technology for achieving more efficient water filtration systems for the mineral industry, the Bureau of Mines performed demon-stration filtration tests at three iron ore mines and one steel mill. A comparison of equivalently sized magnesium oxide (MgO) and sand filters showed that MgO had a higher capacity and could operate at higher fil-tration rates than sand. In demonstration tests when alum (AlK(S04)2) was the coagulant, suspended solids breakthrough occurred even though the pressure across the filter (head loss) was 7 psig or less. Under these circumstances, the MgO demonstrated 20 to 100 pct greater filtra-tion capacity, defined in terms of the volume of water filtered before breakthrough. When an organic floccu1ant was used at one location, head loss was the run-limiting factor; the filters essentially plugged with-out any solids breakthrough.

This Country Documentation Report presents the development of economic indices for the Philippines for the period from 1970 through 1981. The work was done through the Bureau of Mines, Minerals Availability Program, under Contract number J01225001. This contract calls for the development of twelve index time series describing factor input costs in the mining sector of 95 countries. The twelve index time series describe the costs of: 1) mining wages, 2) construction wages, 3) equipment and repair parts, 4) bits and related steel, 5) eimber and lumber, 6) fuel, 7) powder and balsting agents, 8) tires, 9) construction materials, 10) industrial materials, 11) transportation, and 12) electrical power. These indices combined with weight factors being developed by the personnel of the Minerals Availability Field Office (MAFO) of the Bureau of Mines in Denver, Colorado, will be used to perform instantaneous updates of all costs relating to the mining industry. The indices were developed primarily for use in the Bureau's Minerals Availability Program in assessing the worldwide availability of nonfuel minerals.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. At present, a need exists for more effective noise control in the coal-mining industry. In particular, new muffler designs with the required acoustic performance are needed for percussive pneumatic drills. Accordingly, the U. S. Bureau of Mines issued a contract to USS Engineers and Consultants to design a muffler capable of attenuating the noise from the air exhaust of a pneumatic drill. The specific objective of the contract was to design and deliver a prototype muffler that would attenuate the air-exhaust noise to 90 decibels on the A scale (90 dbA). The test drill used in this investigation was one used for roof-bolting purposes in coal mines. Using the combined approach of analysis by digital-computer program and experiment by simulated-noise tests, three prototype mufflers were designed and constructed at U. S. Steel Research. The mufflers consisted of a variety of resonator chambers and expansion-contraction chambers, and were of the following sizes: A muffler with a 3- by 5-inch elliptical cross section and about 8 inches in length. A muffler 5 inches in diameter and about 5-1/2 inches in length. A muffler 5 inches in diameter and about 10-1/2 inches in length. These mufflers were subjected to laboratory tests to determine their effectiveness in attenuating exhaust noise, mechanical noise, total drill noise, and simulated noise. All mufflers reduced the exhaust-noise level by about 25 dbA - from about 115 dbA without a muffler to below 90 dbA with a muffler - and thus were successful in meeting the contract objective. Field tests were conducted with the three prototype mufflers at U. S. Steel's Robena No. 4 Mine, and no icing problem was encountered. A fourth prototype muffler was designed to fit around the leg of the pneumatic drill. Tests showed that this kidney-shaped muffler also reduced the air-exhaust noise to below 90 dbA.

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. The Bureau of Mines, in cooperation with the National Oceanic and Atmospheric Administration (NOAA), has updated a 1977 NOAA report prepared by Dames & Moore entitled, "Description of Manganese Nodule Processing Activities for Environmental Studies." This updated report contains detailed flowsheets and descriptions of the five potential first-generation nodule recovery schemes now considered most likely to be used by industry; they are high-temperature gas reduction and ammoniacal leach, Cuprion ammoniacal leach, high-temperature and high-pressure H2S04 leach, reduction and HCI leach, and smelting and H2S04 leach. The first three processes are three-metal recovery schemes (Cu, Ni, and Co) with the option of Mn recovery from the tailings. The remaining two processes are four-metal (Cu, Ni, Co, and Mn) recovery schemes. All except the HCI process are assumed to use a nodule feed rate of 3 million tons per year (dry basis). Final metal products are Co powder and cathode Cu and Ni. A minor amount of Ni is also recovered as powder, and some Cu and Zn are recovered as mixed sulfides. Manganese in the four-metal processes is recovered as either manganese metal or ferromanganese.

This survey is one of a series of Bureau of Mines publications designed to serve the needs of Government and industry for comprehensive information on mineral commodities and activities. Copper, a versatile metal, has been vital to all civilizations from prehistoric times to the present. Its essential value in antiquity and until the nineteenth century arose from its malleability and ease of working, its corrosion resistance and durability', its attractive colors in alloyed and unalloyed forms, and, of course, its availability. The principal uses were for tools, utensils, vessels, weapons, pipe, statuary and other objects of art, and for building and architectural pur£~ses where formability, permanence, and beaut)" were necessary qualities. Utilization of copper based on these physical and mechanical properties has grown tremendously for commercial, structural, mechanical, architectural, and art items; and its capacity for forming numerous alloys has led to a myriad of applications from miniature copper and brass eyelets to huge bronze battleship propellers. The early nineteenth century marks the epoch of the greatest use of copper, transmitting electrical energy. This particular property of copper is fundamental to the spectacular growth of the electrical industry and all associated industries relying on electricity for power, light, and heat. More than half of all copper produced is used for transmission of electricity. The copper industry has been able to expand along with the mounting demand because of the ever increasing discovery of resources in the world and advances in mining, metallurgical, and fabricating technologies. World production and consumption rose progressively from about 18,000 tons in 1800 to more than 4.5 million tons in 1960. The estimated world reserve of primary- copper has more than doubled since 1935, being 212 million tons in 1960. Ninety percent of this reserve is credited to eight countries-the United States, Canada, Chile, Peru, the Soviet Union, Poland, Northern Rhodesia, and the Republic of the Congo. The United States share is 32.5 million tons of copper in ore, averaging approximately 0.9 percent. Another reserve being accumulated in the industrial countries of the world is copper products now in use that will eventually be discarded as scrap and become available for recovering secondary copper. In the United States this resource of more than 30 million tons, provides about one-fourth of the annual supply.

The belt conveyor is one of the major pieces of equipment for transferring bulk material in mining operations. However, considerable amount of respirable dust may be generated whenever the bulk material is loaded, dumped, or transferred. This report identifies and evaluates various dust control technolgies applicable to belt conveyors, and describes how an integrated systems approach can reduce dust emissions at a transfer point. Phase I of the program consisted of literature search and a critical evaluation of various dust control technologies. The work established that a comprehensive approach to calculating exhaust volumes for dust collection system does not exist. The parameters that affect the wet dust suppression efficiency were also reviewed. Based on the Phase I work, bulk material handling system and dry dust collection or wet dust suppression systems were designed and installed at a number of transfer points in a limestone processing facility, a surface mine selected as a field test site. Field test data were used to determine the validity of various exhaust volume calculations at the different transfer points. The field test data also formed the basis for the evaluations of the relative effectiveness of commercially available and wet dust suppression systems in controlling respirable dust emissions.

The large amount of computer code required for this simulation model dictates that reasonable limitations be placed on some of the input variables. The program permits the following maximum sizes: 1. Ten mine car stations 2. Twenty track intersections 3. Three hundred mine cars 4. Eight motors 5. One hundred profiles 6. Twelve intersections between stations 7. Forty-five profile changes between stations 8. Thirty station pairs (routes) These may be changed by the user providing the particular computer in use has available core storage. Major Array Descriptions This section is a detailed description of four of the major arrays used in the rail haulage simulator for data storage and logical control. Other arrays are used; however, they may be considered sub¬servative to the major ones. These major variables are explained on the following pages. Motor Control Array (XXXDEF).
