This paper consists of the conduct of a forensic criminal investigation of the components, construction, use, and functioning of two suicide bombs. As the title states, the task was to form professional opinions as to whether the bombs would work, would cause property damage, and would injure or kill. The bombs were created and installed by a defendant in a Federal death penalty case where the defendant’s daughter was killed in a shootout with the West Virginia State Police. The two black powder bombs were placed under the front seats of the defendant’s automobile and were designed to function by the use of a toggle switch connected to the automobile’s cigarette lighter. The forensic work first consisted of an inspection of the remains of the wiring system and bombs at the Bureau of Alcohol, Tobacco, and Firearms Laboratory, in Ammendale, MD. This was necessary to determine and detail the wire diameter and lengths, the lengths and size of the wire used, the type of toggle switch used, the type of containers, the type of rocket motors used to initiate the black powder, the manufacturer and amount of black powder used in each bomb, and the type, wraps, and amount of duct tape used for the construction of each bomb. Using this data, tests were conducted by duplicating the wiring system and the two bombs to insure that the system functioned properly. Each bomb was duplicated and initiated to observe the violence produced when initiated in the open air. Duplicate bombs were placed under the seats of a similar type of automobile and initiated. The purposes of the tests were to duplicate the bombs, to observe the violence of the initiation, and to observe the damages to the automobile produced by the initiation.

This paper is a brief summary of work done on mining applications of high energy projectiles. Full scale field testing already completed has used cannons to drive a tunnel, drill large diameter holes, do secondary breakage in an open pit mine, and scale loose rock from inaccessible pit walls. Other applications are suggested in driving development openings, particularly raises. The method will be economically feasible only if cheap liquid propellants are developed.

East Pit Wira II Project in South Kalimantan, Indonesia with a radius of <500 meters (1,640 ft) from residential has about 454,168 tonnes of coal reserves, with a total remaining reserves of 3,369,383 tonnes (topography per end of June 2011). Thus, reserves may be lost as much as 13.48%. Therefore, it is needed to determine safe blasting technique which meets the Indonesian National Standards (SNI) No. 7571:2012 of vibration threshold, the maximum vibration of 3 mm/s (0.118 in/s) and air blast of 120 dB.

Proper coupling between the seismograph transducer and the surface is the most important aspect of seismograph monitoring but probably receives the least attention in many blasting situations. Without good coupling, particle velocity measurements may be higher than actual and frequencies may be lower. The City of Richmond, in an effort to improve sewage treatment facilities, designed an invert syphon to cross the James River at Fulton Bottom. The design criteria called for installation of two 36-inch pipe' lines at an elevation of -35 with the mean water level being at elevation 00. This paper discusses the actual method of construction used to blast the river bottom. Choice of excavation equipment, nature of the river, as well as the geological structure, were taken into consideration.

I went to an underground limestone mine recently to demonstrate the use of borehole liners. The liners were for horizontal holes in a normal “V” cut tunnel round. I hadn’t been in this mine for about 40 years. What a change. Way back they used cap and fuse and lit each fuse individually with a blowtorch. The face was about 40 feet wide and 14 to 16 feet high. They used ladders to get to the upper holes. The rounds were mostly slab rounds. I never saw this happen but had heard several times that the first holes were going off before the last holes were lit. I guess if this was true the use of slab rounds was a plus for safety. As far as I know they never had an accident but it was a scary procedure. There were a lot of scary procedures in the past and thankfully things have changed.

[Executive Director’s note: According to 17th edition of the ISEE Blasters Handbook in its section on trench blasting, “...consideration must be given to the proper venting of gases generated from the blasting. Should those gases spread laterally rather than vent directly to the surface, the gases may travel underground and finally vent well outside of the planned area. Such events may be caused by the strata, soil conditions or root systems, or existing and/or abandoned utilities or other man-made structures. In the worst situation, gases resulting from the detonation such as CO2, CO, and/or NOx may travel through the strata and find their way into basements of nearby homes or businesses. The IME has recommendations on how to minimize this potential problem. Some of the points include removing the overburden and digging the rock immediately after the shot, and drilling vent holes periodically between the ditch and adjacent homes.” The Board of Directors of the International Society of Explosives Engineers has expressed its concern that blasters be made aware of the issue of migration of carbon monoxide resulting from blasting operations. Accidental explosions occur throughout the world. They can happen at chemical plants, fireworks plants, grain depots, or as a result of collisions involving volatile or hazardous chemicals. It is interesting, as we know as blasters, that we can take two very harmless products and mix them under certain conditions and produce a violent explosion. It is often very difficult for the investigator to determine the magnitudes of blasts after the fact. However, an estimate must be made to settle vibration and airblast damage claims. The blasting consultant or technical representative is often called upon to act as an expert to mitigate these claims.
