To preface these remarks, it is not intended that this paper be a criticism of anyone or any organization involved in drafting the current regulations, for it appears that everyone involved in the process has made an extreme effort to be safe. We wish to show that in this case by making huge safety margins, we have created an unsafe condition in another area. That is by creating vast safety margins in the area of mobile transmitter intensity versus distance scales we have caused a severe handicap in the use of the mobile transmitter in securing blasting areas. The use of these mobile transmitters, which are absolutely essential in clearing areas where there are woods, mountains, or urban structures is virtually eliminated because of the safety factors prescribed in the regulations. We wish to show that these mobile transmitter safety factors are much too great, and can be traded off to increase the margin of safety in the ability to clear blasting areas.

Hercules Incorporated has designed, developed, and begun introducing a new non-electric delay blasting cap system which is radically different from anything presently available. This system, called Hercudet™, utilizes no wires or detonating cord. Instead, each cap has two plastic tubes attached to it. These tubes contain no coating or other materials other than dry nitrogen to extend storage life. In use, after connecting the tubes together with external sleeve connectors, the circuit is checked with a specially designed tester. When the blast area is cleared, the circuit is filled with a gas consisting of an automatically proportioned mixture of fuel and oxidizer gases. When the circuit is fully charged the gas is initiated by special means within the Hercudet™ blaster. The reaction that then travels throughout the circuit has no distruptive effect on the tubing, and virtually no noise is produced.

After many years of research, ICI staff have developed a numerical modelling system for the study of detonator/primer/explosive configurations. Results from this work clearly identified that current primer designs were not as effective in delivering their energy potential as needed. Alternative designs were evaluated and several prototypes, all essentially spherical in shape, were built for testing. Results have shown a significant improvement in various aspects of primer performance, including omni-directional pressure transferral and increased energy release rates. Reliable, high performance priming of explosives is now achievable for a much wider application range.

Fragmentation is the fundamental concern of rock blasting and it measures the effectiveness of blasting. Fragmentation is sensitive to not only the interrelationship among the design variables, but also is sensitive to local geology. Local geologic conditions have a significant impact on the success of a blasting operation.

Reefs, exposed rocks, and fast currents made the Hell Gate section of New York's East River a treacherous passage ever since man attempted to sail through the area. As the harbor's importance grew, attempts to improve the channel were made, starting in 1851. This paper discusses the first major organized effort to clear the area, which began in 1869 and culminated in a single large blast in September 1876.

O & G Industries, Inc. owns and operates a number of rock quarries within the State of Connecticut. These rock quarries are surrounded by residences and commercial neighbors who have concerns related to blasting. In addition, local commissions which issue the mining permits to O & G are required to hold public hearings, prior to issuing the annual permits each year.

On behalf of ICI's group of explosives companies around the world, a research programme is being undertaken to develop a new electrical shotfiring system which will have markedly improved safety features and operational advantages over existing initiating systems. The paper describes the development of the 'Magnadet' Electric Detonator and 'Magna' Primer and the field experience to date. It also indicates those areas where further work is being carried out on modification of the basic designs to meet specific application requirements.

This paper will describe blast design modifications that have been made at the Island Copper Mine, near Port Hardy, British Columbia. To date, two additional designs have been implemented in an effort to reduce final wall damage and increase productivity. The typical blast patterns in use at Island Copper were monitored in an effort to build up data to which new designs could be compared.

The mining, quarrying and construction industries are often blamed for causing damage to residential-type structures when explosives are used. The claim experience for blasting vibration damage has been poor. This coverage is excluded from the Comprehensive General Liability (CGL) policy. To obtain this coverage, the policyholder must meet additional criteria and an additional premium must be paid. The risk management process offers the explosives user a technique for minimizing the risk of complaints and vibration damage claims on his insurance program and his cash flow. Case histories indicate that the vibration damage claims expense may be a lower risk than the risk of interference with production and cash flow. An annotated bibliography on risk management and defense of vibration damage claims is provided.

BHP’s Navajo coal mine installed drill monitoring and high precision navigation systems on their three overburden drills during 2002 and 2003. Details of the DrillNav system hardware and reporting system will be discussed, as well as the significant benefits Navajo has achieved since the systems were installed. Navajo is not satisfied with the current results and plan additional upgrades to the systems. In addition, Navajo plan to integrate the data from their drill systems with data from other systems to achieve even greater increases in drill productivity and to reduce overall mining costs.

The ability of voids, microballoons, and even solids to sensitize explosives has been known and used for many years. This phenomenon has generally been studied and reported under the terminology of "hot spots" because of the increase in local pressure and temperature when a shock wave encounters such sensitizers. A method for treating this phenomenon in detonation theory or in a detonation model has been studied for almost the same length of time. Perhaps because of the complexity and non-linearity of the void, or microballoon collapse, several of these studies have used the expediency of including additional terms in the burn rate law to account for the influence of hot spots. The detonation model proposed here considers the sensitization due to discontinuities in the shock impedance to be a mechanical phenomenon to be accounted for in the mechanical equations governing the detonation and not in the burn rate law. While this is not a new contention, the method for handling this non-linear phenomenon within the proposed model is new. The model also includes a method which accounts for the manufacturing variables of emulsion matrix cell size, microballoon size and type, as well as energetic additives.

"This paper is the result of undergraduate student research over the period of 2 semesters at UMR, which was focussed on developing a practical way to pneumatically stem horizontal boreholes, mostcommonly used underground. The majority of dry horizontal underground boreholes are pneumatically loaded with bulk ANFO. ANFO is preferred due to its low cost and the ease of pneumatic loading. However, stemming underground in the United States is a rare practice. In sharp contrast, stemming material (crushed stone or drill cuttings) is virtually always used in surface holes. The purpose of stemming is to increase blast efficiency by containing the explosive energy in the ground and to reduce environmental effects such as air-blast. The problem with stemming horizontal boreholes are; gravity cannot be used to load stemming material and the ANFO does not have a good interface due to problems with withdrawing the hose and the loading itself. This work follows on from Wilkins’ work on stemming angled boreholes."

In 1987, a large company reopened its quarry located in a very dense urban area in Montreal-East. This reopening occurred after a long period of inactivity during which houses were built within 200 feet of the quarry. During the first year of operation, people in the vicinity reacted negatively which caused the City of Montreal to seriously consider closing down the quarry by expropriation. This expropriation would have resulted in millions of dollars of loss for the operator.

The Manassas Quarry is a large industrial stone quarry in Northern Virginia owned and operated by Vulcan Materials Company. The quarry experienced instability in a portion of the north wall, which included toppling failure in a metasediment and movement on a major fault zone. It was necessary to take remedial measures to stabilize the wall and create good quality final pit walls.

The recruitment and retention of future talent into the explosives industry is becoming increasingly important. One potential area from which future talent can be recruited is local student chapters. Many of the student chapters are closely connected with engineering programs. While this makes sense and both entities benefit from these arrangements, there is a trend of job placement primarily in the engineering industry. Before the explosives industry can begin to compete with other industries, it should be determined what is drawing the students into these other fields. The work presented in this paper sought to better understand the collegiate student population from which a portion of future explosives professionals will emerge. This was done through the use of an anonymous online survey distributed to the student members of the International Society of Explosives Engineers, as well as, members of SEE student chapters. The survey contained questions about future job and career plans, ideal job placement, and expectations of salary. The purpose of the survey was to determine what these students expect or require from a career in the explosives industry. This information can help steer recruitment activities and job offers. Through understanding what is incentivizing these students who have accepted or plan to accept jobs in other industries the explosives industry can better posture itself to be more competitive in recruiting from the collegiate talent pool.

In the period 1989 to 1994, the U.S. Bureau of Mines assisted the Office of Surface Mining, Reclamation and Enforcement (OSM) in studying a high-complaint situation near an active surface coal mine. As part of a review for its project report, the Bureau had to address issues on the adequacy of the safe blasting criteria and analysis procedures in its 1980 report RI 8507, Structure Response and Damage Produced by Ground Vibration From Surface Mine Blasting.

High-speed photography has proven to be an extremely valuable tool for the evaluation of blasting practices in the Warrior Coal Basin. A research project, coordinated by Nelson Brothers Inc. and The University of Alabama's Mineral Engineering Department, has centered on the use of high-speed photography to study and analyze blast performance. A large number of production shots in this region has been filmed and studied. The data obtained from the films have been used to establish graphical relationships between certain blast parameters and overall shot performance. These relationships will be used to develop a computer model that will estimate cast results from a given burden explosive energy combination. This paper describes the methods and procedures used to develop these relationships. The results of the research are discussed along with plans for continuing the research project.

SYNCRUDE CANADA LTD.. operates the largest synthetic crude oil production facility in the world. Over 60,000,000 Bank Cubic Metres of oil sand is mined each year from their open pit located in Fort McMurray, Alberta. Despite the extremely cold temperatures encountered during the winter months and the problems associated with frost buildup, SYNCRUDE has continued to operate on a 12 month per year basis. In 1989 SYNCRUDE mine management embarked on a comprehensive Frost Blasting program to improve mine production of their oil sand moving equipment. The following paper will discuss the development of their frost blasting program to its current status.
