Despite the advances in processing technologies, construction techniques, inspection methods, and materials, the number of process safety incidents are still increasing, and often the same types of incidents are being repeated. While regulators are enforcing stringent requirements in regards to safety management systems, process safety incident statistics reflect a failure in effective implementation. Upon closer look at the implementation of safety management systems, it becomes evident that the systems were not built on robust risk recognition. The risk-based implementation approach enables facilities to develop systems focused on managing specific risks and quickly gain momentum and confidence to take next steps towards implementing comprehensive systems. This paper will cover the importance of risk recognition and governance, risk based implementation and the role of Process Hazard Analysis in managing operational risks through the lifecycle.

"Industrial rare earth separation processes utilize PC88A, a phosphonic acid ligand, for solvent extraction separations. The separation factors of the individual rare earths, the equipment requirements, and chemical usage for these flowsheets are well characterized. Alternative ligands such as Cyanex® 572 and the associated flowsheets are being investigated at the pilot scale level to determine if significant enhancements to the current separation processes can be realized. These enhancements could be defined as higher separation factors, reduced stage requirements, or reduced chemical consumption. Any of these enhancements can significantly affect the costs associated with these challenging separation proccesses.A mid/heavy rare earth element (REE) separations flowsheet was developed and tested for each ligand in a 30 stage mixer-settler circuit to compare the separation performance of PC88A and Cyanex® 572. The ligand-metal complex strength of Cyanex® 572 provides efficient extraction of REE while significantly reducing the strip acid requirements. Reductions in chemical consumption have a significant impact on process economics for REE separations. Partitioning results summarized Table 1 indicate that Cyanex® 572 offers the same separation performance as PC88A while reducing acid consumption by 30% in the strip section for the mid/heavy REE separation."

Waste Electrical and Electronic Equipment (WEEE) is one of the fastest growing types of solid waste in the world, and often contains precious metals, especially gold. Gold processing and recovery from secondary materials, especially WEEE, have been under investigation for more than a decade now; however, a comprehensive review that illuminates the future path is missing in the literature. The aim of this short paper is to discuss the recent advances in gold processing and recovery from secondary electronic materials and why it has not yet become practical. The role of pyrometallurgical and hydrometallurgical methods, as well as their advantages and disadvantages will be discussed; however, the focus will be on Biosorption and recent advances.

"Location and Transportation FacilitiesTHE BEAVERLODGE area of North Saskatchewan is on the north side of lake Athabasca, 500 air miles northeast of Edmonton.The main Eldorado operation and townsite are on the north •side of Beaverlodge lake, which is immediately north of lake Athabasca and is separated from it by only a mile long portage at Lodge bay. The once famous town of Goldfields. Saskatchewan, and the Box property of the Consolidated Mining and Smelting Company of Canada, Limited, are located on lake Athabasca nine mines from Beaverlodge townsite.Previously, all Eldorado freight was delivered by barge at the Lodge Bay portage, hauled across the portage, and across Beaverlodge lake by small Northern Transportation Company barges, which involved many handlings.In 1952 the port of 'Bushell' was established at Black bay. This is a particularly snug harbour, well protected from the main body of the lake and with good foundations for docking facilities. A Butler building, 300 ft. by 60 ft., and tank farms provide storage at the port. A •road from Bushell to the main Beaverlodge operation, a distance of twelve miles through rugged terrain, was built by the Saskatchewan Government. The cost was shared by the Saskatchewan Government, the Federal Government, and Eldorado and other mining companies.Along this road are located the properties of several enterprising mining companies and near the midpoint lies the ambitious budding town of Uranium. This road has made portaging unnecessary and palletized freight loaded at Waterways, Alta., is now loaded directly on trucks at Bushell and delivered to the point of consumption."

The development of the Granduc mine presents a number of problems which are peculiar to its location and surrounding terrain. Because the development tunnels portal onto an area which is covered by an extensive glacier, and the mountain-side is subjected to dangerous snow slides, it was decided to construct an underground powerhouse to supply the necessary electric power and compressed air. This paper deals with the special problems inherent in the design and -construction of an underground plant. It involves the installation of diesel-electric generating equipment having an aggregate capacity of 1,050 kw.,and of air compressors with a total capacity of 2,400 cfm. Items dis-cussed include the selection of equipment to meet site conditions, the ventilation and cooling of the underground room, and the protection of personnel and equipment from explosions and fire. A short discussion on the automatic supervisory and alarm installation is also included. THE Granduc mine is located 135 miles north of Prince Rupert and 25 miles north of Stew-art. In conventional Rotary Kiln-Electric Furnace (RK-EF) laterite nickel processing, management of dust continues to be problematic. A more efficient processing of dust represents an opportunity for energy efficiency, increased production, and productivity. PT International Nickel Indonesia (PTI), together with Vale Base Metals Technology Development (VBMTD), has successfully developed and implemented a novel flowsheet enhancement that capitalizes on these opportunities. In the novel flowsheet, the dust recycle stream is moved forward in the RK-EF laterite nickel smelting process. The dust is injected into the kiln's main burner, as opposed to being recycled to the dryers. A similar treatment of dust is commonly practiced in the cement industry; however, application to nickel smelters has not been fully developed to date. This paper describes this dust insufflation technology, the process through which it was developed for laterite nickel processing, and summarizes the lessons learned. A key conclusion is that successful new technology development requires a multi-disciplinary team involving members from research and development, study management, engineering consulting firms, project implementation management, process technology and operations.

"Layered aluminum structures assembled with rivets are often found in aircraft fuselage. These structures are exposed to various mechanical loads and a range of environmental conditions that contribute to their ""aging"". The rivet holes are the source of stress concentrations and the location of crack nucleation and growth. Detection and sizing of second and third layer cracks under fasteners represent a major challenge for non-destructive evaluation (NDE) technicians. Electromagnetic methods are currently the most feasible NDE techniques that are capable of successfully inspecting such structures. However, different probe lift-offs, due to protruding rivets and paint coatings, or interlayer separations, due to sealant or air gaps, pose difficulties in detecting and sizing cracks. In addition, the use of conventional eddy current technique is limited due to the inverse relationship between the probe spatial resolution and its field penetrability. In this paper, we present an alternative approach that overcomes the previously mentioned shortcomings by using pulsed eddy current excitation and magnetoresistive sensor pick-up. Various signal manipulations are employed for defect detection and quantification."

In this work, we present a phase field model to simulate the facetted crystallization of Fe3O4 in a quaternary FeO-Fe2O3-Cu2O-SiO2 melt under different partial pressures of oxygen. An important focus in creating more realistic phase field models is the incorporation of the thermodynamic driving forces in multicomponent multiphase-field models by coupling to thermodynamic databases. The diffusion of FeO, Fe2O3 and Cu2O is considered. The ratio of FeO/Fe2O3 at the upper boundary is in equilibrium with the oxygen fugacity of the atmosphere, while conserving Fe. Two-dimensional simulations are performed with different varying oxygen fugacity in the atmosphere. For the considered composition range, the growth velocities of the spinel crystals increase with decreasing oxygen fugacity. INTRODUCTION Crystallization of silicate melts has its applications in geology, pyrometallurgy and glass making. In pyrometallurgy, the solidification of slags influences the freeze lining behaviour (Campforts et al., 2007) and the cooling of slag after tapping (Durinck, Jones, Blanpain, & Wollants, 2008). Modeling of silicate melt crystallization is frequently done on the macroscopic level, using thermodynamic equilibrium calculations to determine the fractions of all phases as a function of temperature. The Factsage software and database package (Bale et al., 2016, 2009, 2002) already proved its usefulness in pyrometallurgical applications, for example to model the phase mixture after solidification of a stainless steel slag (Durinck et al., 2008). Crystallization of phases typically results in complex morphologies on the mesoscale, e.g. dendrites or facetted growth. On this mesoscale, the phase field concept has proved to be a very powerful tool (Moelans, Blanpain, & Wollants, 2008) for modeling crystallizing microstructures, because it can treat arbitrarily complex interface shapes with minimal mathematical complexity. In contrast to macroscopic models, the diffusion profiles and crystallization kinetics can be described as well as the morphology of individual crystals. First, Kobayashi (Kobayashi, 1993) simulated a growing dendrite in a pure undercooled metallic liquid. Then, Warren and Boettinger (1995) simulated a dendrite in an isothermal system considering a binary alloy. The extension to multi-phase systems was done by Steinbach et al. (1996). This was further extended by Tiaden, Nestler, Diepers, and Steinbach (1998) to a framework with coupled diffusion and phase field equations in multi-component systems.

Introduction This paper is an amplification of the paper presented by the writer at the last (1930) Annual Meeting of the Institute (1), and is somewhat in the nature of a progress report upon the introduction of pyrite into the field of Canadian consumption. The burner installed at the plant of the Canada Power & Paper Corporation, St. Maurice division, has been slightly changed in dimensions and has been put into continuous operation during the past year. As predicted, it has been possible to somewhat increase the steam consumption and at the same time decrease the amount of sulphur remaining in the calcine. The grade of the sulphur-dioxide gas produced has been maintained very steadily at 12 per cent, and sufficient experience has been obtained to determine the renewal cost of continuous operation. The object of this paper now is to encourage the development of pyrite, particularly by-product flotation pyrite, as it is shown that there is a very definite field in Canada for this material and that all the previous objections to the use of pyrite have been overcome, and that the use of the material in practice in paper mills has been developed to such a point that the operation of manufacturing the sulphite cooking-liquor is as simple as, or simpler than, the present style of operation with the use of sulphur.

"Understanding the thermo-mechanical fatigue (TMF) behavior of materials plays a significant role in the safety design of critical components used in aerospace and automotive industries, such as engine blocks and cylinder heads, which undergo the cyclic change of temperature and stress. However, the cyclic changes of temperature, stress and strain make it difficult using the traditional testing methods to accurately simulate the TMF process. In the present work, the Gleeble® 3800 system was successfully applied to develop a reliable procedure to measure the TMF behavior of aluminum alloys. The modified setup together with the new designed program allows the Gleeble system to precisely simulate the cyclic profiles of temperature and mechanical strain. The novel procedure includes the calibration and verification of the TMF setup to ensure the test validity with Young’s modulus measurement, multi-cycle measurement of the thermal strain and zero stress adjustment followed by online monitoring the TMF cycles. The results of the TMF testing of an AA6061 alloy under cyclic temperatures (60–300°C) and various strain amplitudes (0.2–0.6%) were demonstrated. Its TMF behavior was characterized by the typical hysteresis loops and cyclic stress-strain response.INTRODUCTION The thermo-mechanical fatigue (TMF) behaviour becomes increasing important to evaluate the elevated-temperature properties of materials used as the critical components in automotive and aerospace industries, such as the gas turbines (Hu, Shi & Yang, 2016; Moverare, 2007; Segersäll et al., 2015) and engine blocks (Grieb, Christ & Plege, 2010; Javidani & Larouche, 2014). During the cycles of start-up and shutdown of the engines, these components undergo a complex change of loading. Meanwhile, a dramatic temperature gradient exists on the components due to the cooling system. Therefore, the cyclic changes of load and temperature can give rise to the TMF and may limit the use life of such components (Hu, Shi & Yang, 2016; Javidani & Larouche, 2014; Moverare, 2007). Hence, performing the TMF tests to precisely simulate the cyclic changes of load and temperature to understand the TMF behaviours of materials is playing a significant role in the safety design of these components. For TMF tests, two principal types of cycles are generally employed, including the in-phase (IP) cycle where the load and temperature are at the same phase (i.e. maximum load at highest temperature) and out-of-phase (OP) cycle where the maximum load is applied at minimum temperature (Kliemt, 2012; Miller, 2014). The most significant damage mechanisms in engine components are reported to be OP TMF cycles (Javidani & Larouche, 2014; Kliemt, 2012)."

It also outlines Canadian policy regarding the control of the sale and distribution of uranium and other nuclear materials.OVER THIRTY YEARS AGO, I spoke to The Canadian Institute of Mining and Metallurgy here in Montreal about radioactivity and its dangers. I must have made quite an impression thirty odd years ago, because now you have asked me to do it again. Of course, the picture has changed. Then they were mining uranium ore, recovering the radium from it and throwing away the uranium. Now they are still mining uranium ore, but are throwing the radium out on the tailings dumps. Thirty years ago, most people did not know what ""radioactivity"" meant. Nowadays, they have beard that it is dangerous, and some of them, recently, be-came worried about the radium in the tailings dumps and what becomes of it."

"In general, there is a strong correlation between dislocation characteristics and mechanical properties of aluminum alloys. In this study, dislocation characteristics of tensile deformed Al-Mg alloys were examined by transmission electron microscopy. An Increase in the solute concentration, ranging between 0.3 and 1.1%, Mg leads to increase in strength and decrease in uniform elongation. The accumulation of dislocations during the tensile deformation is observed in lower strain as the concentration of solute Mg in the alloy is higher. It is believed that the solute Mg in Al-Mg alloy promotes the accumulation of dislocation during the tensile deformation resulting in the decrease in elongation.INTRODUCTION The influences of the amount of Mg concentration on the tensile properties of Al-Mg alloys has been investigated by many researchers. It has been understood that the tensile ductility of Al-Mg alloy is higher for the Al-Mg alloys with higher Mg concentration beyond 2 mass% (Mukai, Higashi, Hirano & Tanimura, 1993). Uchida and Yoshida (1995) reported the formation of microbands during the tensile deformation due to the localization of dislocations, and the amount of microbands were reduced when the Mg concentration of the Al-Mg alloy was increased from 3 to 9 mass%. Their study suggested that the dynamic recovery of dislocation was retarded due to the increase of the Mg concentration during the tensile deformation, which resulted the increase in ductility. On the other hand, in the case of Al-Mg alloys with the Mg concentration less than 3 mass%, the reason why the ductility of Al-Mg alloys decreases with increasing Mg concentration has not been sufficiently investigated. In general, the Mg concentration used for automotive usage is less than 1 mass%, in the case of Al-Mg-Si alloys (Aoki, 2013). Therefore, to clarify the roles of Mg in the low concentration range on ductility of aluminum alloys and to elucidate its mechanism contribute to alloy design of Al-Mg-Si alloys having good formability."

Positron-Emission-Particle-Tracking (PEPT) has enabled the non-invasive observation of charge and slurry transport in model mills under operational conditions. We use high quality PEPT data to infer that the charge motion can be effectively described by a non-Newtonian granular fluid. An improved theory for slurry transport, including inertial effects, is presented.

"A model based control strategy was implemented at Loulo Gold Mine in Mali, to stabilise the thickener underflow stream density. This stream acts as the feed to the leaching circuit. pH control of the leaching circuit was integrated with the model-based controller due to slow process dynamics that are not suited to PID control. The controller performance was quantified over a period of 6 months, and was compared to the performance before implementation. The model based controller reduced process variability for both thickener underflow density and pH considerably, and resulted in a reduction in flocculant and lime consumption of 9.32 and 6.55%, respectively. INTRODUCTION Reagent consumption in gold processing plants significantly contributes to the total operational costs. In a typical Carbon-in-pulp (CIP) circuit, the reagent consumption associated with leaching, adsorption, elution and regeneration contribute to approximately 15% of the total operational costs (Stange, 1999). At Loulo Gold Mine, the reagent consumption associated with leaching, adsorption, elution and regeneration contributes to 6% of the total operational costs. As such, a reduction in reagent consumption will present a significant opportunity for savings on operating expenditure. Variability in feed ore characteristics results in continuous changes in steady state operating regions, which presents process control challenges as a result of the long residence times in some of the process units associated with gold processing plants. Overdosing often occurs in the presence of process variability to ensure safe operation and to maintain recovery targets. As a means of reducing reagent consumption and accounting for significant changes in the feed to gold plants, some of the plants have resorted to improving their process control strategies around their circuits. This paper focuses on the implementation of a model predictive based controller at Loulo Gold Mine on their thickener and Carbon-in-leach (CIL) tank to: •,stabilise the thickener underflow density, and •,the CIL tank pH."

"Mining properties are becoming increasingly remote, a challenging situation for operating and maintaining equipment. Logistics of transporting workers and materials can be alleviated by having timely, accurate information of equipment location and operating condition, and by automating some activities. This paper discusses an infrastructure for remote operations, with strategies for communicating different types of data, and a design method so that systems can interact with either an operator or another system. A remotely operated excavator prototype is described, with on-board performance and diagnostic monitoring systems now used on production equipment. IntroductionSyncrude Canada Ltd. operates an openpit oil sands mine near Fort McMurray, Alberta. For twenty years, draglines and bucketwheel reclaimers have fed conveyors that transport dry oil sand to an extraction and upgrading plant. In converting to a truck and shovel operation, Syncrude has developed slurry pipelines and bitumen froth pumping to allow more remote leases to be mined more than 30 km from the base plant.There are organizational and resourcing challenges in operating and maintaining equipment in three nearby, but separate, mines. The logistics of transporting workers and materials to production and support equipment become more difficult, and operations and maintenance personnel and facilities become more distributed. Supervising mine operations will rely even more on having timely, accurate information about equipment location and operational status.Syncrude is typical of an open-pit operation. Voice communications are the preferred way to exchange information for making immediate decisions about operations and maintenance. A large number of narrowband FM broadcast radio channels keep teams of miners working together. Haul truck drivers, shovel operators, and dispatchers talk on one channel while maintainers coordinate activities with the control tower on another. Cellular phones have become popular for supervisors who have to talk with planners and engineers in offices without radios."

MR. C. S. Gibson: Mr. Chairman, I listened with much interest to Mr. Corlett's paper. Those of us who are directly engaged in mine ventilation and dust control are impressed by the improved atmospheric conditions to be derived from the use of methods of mining such as those in operation at Aldermac, which Mr. Corlett has just described, and those employed at Noranda. It is a well known fact that drilling-dust is one of the most potent factors in the production of silicosis in mines handling ores containing quartz, so that from that angle the use of diamond drills, instead of percussion drills, to drill ore for blasts in stopes is an important development. A second point which I think merits mention is blasting. Blasting, we all know, creates the most dust in a mine and the fact that you can drill ore for a large blast with diamond drills and fire it, say, on Saturday night, and then have all the next day to ventilate the workings, is a great advance in dust control. 1 have wondered if Mr. Corlett, or possibly those at Noranda, can en-vision the use of the diamond drill as a means of advancing cross-cuts and drifts, preparing stopes, etc. I believe it is a matter which is receiving considerable attention at the moment in some parts of the world and J thought it would be interesting to have Mr. Corlett's reaction on that point. MR. A. V. CORLETT: I am not quite so hopeful of using diamond drills as a means of drilling holes in the ordinary drift. Maybe some of the diamond drill men can give us some further information on that point. MR. R. D. LoNGYEAR: The diamond drill manufacturers are working on that problem, but until further work is done we have nothing definite to offer. Drilling holes with a diamond drill to compete with rock drills for advancing drifts and cross-cuts is a desirable objective, because of the elimination of drilling dust and the ability to cut a smooth bore of uniform diameter. To reach this objective, higher rates of penetration are required, which can only be achieved by discovering the optimum bit rotating speed, by reducing vibration, and by further improving the bits and machines. We are optimistic, but the problem is still largely in the research stage.

MR. A. F. B. Norwood: Having been associated in the past few years with nine different plants roasting aurif erous concentrates in Australia, two of which were new installations for which design and construction were undertaken by the writer, I read Mr. Archibald's paper with very great interest, and I deem it a great privilege, as a member of a sister Institution, to be invited to contribute to the discussion on the paper. I wish to congratulate the author on a very informative and interesting paper, and, although situated many thousands of miles away, I feel I have gathered from it a very close idea of the operating conditions and of the work that has been carried on at the Beattie gold mine. Working along somewhat different lines, it is interesting to note that the conclusions drawn by the author run closely parallel to those accepted in Western Australia, viz., that the object of roasting is to obtain a porous calcine, and that this can best be achieved by roasting first at a temperature below 900 deg. F. to 1,000 deg. F., and then raising the temperature at the finish of the roast. Turning first to the laboratory work, the materials I have studied in Western Australia cover a range from those with little or no arsenic to concentrates carrying as high ?as 20 per cent, i.e., even higher than in the analysis quoted for the eoncentrates from Nepheline Products, Limited. In the ease of arsenic-free pyrite concentrates, the roast is ideally carried out at a temperature ranging from 900 deg. F. to 1,000 ferric oxide is one cause of the refractory gold remaining In deg. F. No improvement in extraction is obtained when the calcines are cyanided by raising the final temperature above this point; nevertheless, in technical practice it is desirable to finish the roast at 1,200 deg. F. in order to decompose basic ferric sulphate and thereby reduce the consumption of chemicals in the subsequent cyanidation step. However, if at any stage of the roast the temperature is raised above 1,200 deg. F., the extraction by cyanidation falls, and continues to do so the higher the maximum temperature that is reached. "IntroductionTHIS IS a brief discussion of certain regional and economic aspects of the Coast Range of British Columbia. Between Portland canal and the 60th parallel of latitude, only the eastern margin of the Range is in Canada. The solely British Columbia interval extends from Portland canal to Burrard inlet. Personal observations in various parts of this area form the basis for much of this paper.Regional GeologyGranitic RocksSome of the best, most continuous exposures in the Coast Range are found at sea level. Reconnaissance study of the coastline has shown that the Range is predominantly granitic in character, but there simplicity ends, for the term 'granitic' as applied to the Coast Range covers a variety of mineralogical compositions. Actual granite is quite uncommon, occurring mainly in irregular or dyke-like masses that do not achieve batholithic dimensions. It is commonly pinkish, relatively homogeneous, and exhibits few of the deformational features that are obvious in much of this plutonic complex.Most of the granitic rocks of the Range fall well within the compositional limits of quartz diorite and granodiorite. The problem of resolving the great mass of these rocks into smaller coherent units is in general a difficult one. As noted above, granitic rock of uniform composition and texture is found in restricted areas and can be outlined without much difficulty. One such body occurs on the southern shore of Nelson island."

THE discovery of natural gas with naphtha in 1924 in the Upper Palaeozoic limestone of Turner Valley, 35 miles southwest of Calgary, has led to continuous developments in this field. Drilling undertaken soon after this discovery demonstrated that the anticlinal structure was in reality a major drag-fold cut off on the east side by a westerly inclined fault of large displacement. The faulted edge of the .limestone at depth determines the eastern limits of the field, which between 1924 and 1936 was shown to have a gas area 14 miles long by about 1 mile wide. Since the strata dip westerly, away from the axis of the fold, drilling becomes progressively deeper to the west and, with the advent of deeper drilling, crude oil was discovered in 1936 on the west flank of the structure but in the same porous reservoir rocks as the gas on the crest and upper parts of the fold. Since 1936, drilling has been undertaken wholly for the production of crude-oil and at present two producing areas have been found within the Turner Valley structure. The larger of these, at the south end of the field, in the vicinity of Highwood river, has a length of about 4 3/4 miles and a proved width of one mile, whereas the smaller, in the north end of the field, south of the north fork of Sheep river, has only a few producing wells.
