Rio Tinto Iron Ore is currently working towards finalising comprehensive Native Title land access agreements, which cover all of the current eleven mines and infrastructure owned and operated by the company in Western Australia's Pilbara region. Critically, the agreements represent a mutual commitment to a long-term relationship and address many areas of concern by promoting indigenous enterprise, well-being and regional development opportunities. Our objectives in the process are to obtain the informed consent of the traditional owners for our Pilbara expansions while providing benefits to them in a way which provides lasting and substantial improvements to health, education, housing and real jobs in the mainstream economy.   To facilitate the agreement negotiations, Rio Tinto Iron Ore (RTIO) proceeded in 2005 to research and design a specific strategy around Aboriginal relations and local community engagement in the Pilbara. Wherever we operate, Rio Tinto follows a fairly simple formula in working with communities, which is comprehensively aligned to local context.   This presentation provides an overview of Rio Tinto Iron Ore's community engagement strategy in Western Australia's Pilbara region. It will also explore the establishment of regional standards on employment, business development and contracting that have been developed to ensure Indigenous people are engaged in the development of their region and are able to contribute to supporting the growth and development of mining in the area with the expectation that there is prosperity for all. The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. Contemporary mine wastewater flows are subject to stringent water quality standards before discharge to local waterways. Strict criteria are often applied as a result of fears of extensive acid mine drainage; a feature of the many abandoned mine adits around the Coromandel, Central Otago, and the West Coast. In most cases the USEPA water quality criteria have been used to set treated wastewater discharge water quality standards. In future it is possible that the recently published ANZECC water quality criteria guidelines will be used for this purpose. The ANZECC guidelines also provide for the establishment of discharge criteria at specific sites, rather than accept the trigger values. The use of site-specific criteria for treated wastewater mine discharges was pioneered at the Golden Cross gold mine, near Waihi, in the late 1980s. The procedure used to derive water quality criteria was based on USEPA guidelines. In developing the Golden Cross criteria, only species that occur, or are similar to those that occur in the Waitekauri River were used. The mine commenced discharge of treated wastewater in 1991, and macroinvertebrate communities in the vicinity of the discharge point have been regularly monitored twice a year for the past 12 years. Despite fluctuations in community composition and abundance over that period, no permanent significant changes in the macroinvertebrate communities occurred between sites above and below the treated wastewater discharge. The success of the site-specific criteria at Golden Cross has shown how the application of this methodology can result in the protection of aquatic life while allowing for the discharge of treated mine wastewater.

The Ok Tedi copper and gold mining project is located in the headwaters of the Fly River system in western Papua New Guinea. The project's Feasibility Study was completed in 1979, and in- cluded a preliminary environmental assessment and an environ- mental management program. Construction commenced in 1981, an environmental impact study was completed in 1982, mining and treatment of gold ore commenced in 1984, staged construction of copper ore processing facilities took place during 1986-1988, and a further major environmental study was carried out for the operat- ing mine during 1986-1989. A very considerable data base of environmental information has been assembled by means of a comprehensive monitoring program. Environmental management criteria applied to the Project have reflected the stages and nature of development and operation. Criteria have been designed to regulate potential environmental impacts in the Fly River. An Acceptable Particulate Level of suspended sediment is the principal criterion. Compliance is con- ditional upon -a limited reduction in fish biomass, and upon dis- solved and particulate copper concentrations not exceeding predicted values at various locations throughout the river system. The criteria were established by the Government of Papua New Guinea following evaluation of environmental studies undertaken by the mining company. Compliance is checked by a detailed monitoring program, frequent reporting and statistical evaluation of monitoring results.

One common public perception of mining is that financially it is an extraordinarily risky business. Another and contrary view, in certain circles, is that price risk and other financial risks can be relatively easily removed or shifted by a number of schemes or devices. In reality, beyond the orebody discovery stage, mining need not be any more risky than most heavy industrial businesses. Nevertheless, as stated by Rappaport, (1986): Risk is a parameter of central importance in establishing the economic value of any asset. The level of risk is determined both by the nature of the firm's operations and by the relative proportions of debt and equity used to finance its investments. These two types of risk are commonly referred to as 'business risk' and 'financial risk' respectively. The term financial risk is used somewhat more loosely herein to recognise the reality that any risk inadequately addressed in the design, construction and operation of a mining project can have significant financial consequences; usually negative. For instance, a specific area of business risk in mining is often called technical risk which definitely has severe financial consequences if not managed correctly. The various risk shifting, hedging and risk management tools available all have their place and range from merely useful to almost indispensable. However, in the long-term, financial risks are maintained at acceptable levels by the application of sound, more fundamental business management principles. There are many with a vested interest in perpetuating a perception that the conceptual foundations of sound management practice are extremely complex. In reality, most management concepts are prosaic, but their application requires incredible discipline and hard work. There is no magic formula or 'silver bullet'. It appears that a company whose activities are restricted to mining can analyse the range of risks specific to mine development and operations more clearly than companies in which mining is just one of many businesses. The almost universal failure of large oil companies in the mining business is probably the best example of lack of any clear comprehension of fundamental business characteristics and risks. Conversely, in regard to risk management, choosing to be in other business as well as mining does nothing to reduce the risks of the mining business. The individual shareholder can probably make such 'diversification of portfolio' decisions better than most management teams. It could be argued that diversification across a number of disparate businesses may actually increase overall corporate risk due to lack of management concentration and focus. These differences between the perceptions of financial risks and the realities in mining need to be further elaborated in relation to some uncompromising business concepts.

Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. Despite significant investment in safety in the mining industry (mostly focused on processes and systems), many companies are unable to sustain and further improve their performance resulting in continued workplace incidents. The problem persists despite the best efforts of companies and allocation of resources to achieve Zero Harm. A DSS survey in 2019 found that two out of five companies that cannot manage risks and face disaster, leave the market within five years. All safety/risk management systems have the common steps of risk identification, prioritisation, design of controls consistent with risk tolerance, and verification of implementation/operability of controls. This is then complimented with improvement to one or more of the above elements through learnings obtained from incident investigations. In principle, the above process should work to reduce risks to, and keeping them at, a risk level consistent with risk tolerance in the organisation.

The theme at this yearÆs AusIMM New Leaders Conference in Ballarat was æThe Minerals Industry û Future Directions for New LeadersÆ. There was a strong focus on the recruitment and retention of trained and skilled graduates and new professionals into the mining profession. This paper highlights some of the key findings and discussion points from the New Leaders Conference. While some of the main causes of the decline in attracting new geoscientists to the mining industry have been identified, there still remains a lack of accountability among a number of Australian mining companies. Some of the factors identified that are driving new graduates away from the industry include; the social and geographical isolation, the long hours in challenging conditions and a difficulty in obtaining work straight out of University. Often there appears to be no clear opportunities within companies for career development and advancement. The opinion also still persists that the mining industry is lagging behind in both environmental and technical developments, which makes entry to the industry unattractive. Solutions that some of the large players in the Australian mining industry are implementing to help reverse the trend include targeted marketing of the lifestyle, money, freedom and travel offered in the mining industry, the development of graduate recruitment programmes and much more emphasis on the quality and reputation of the companies themselves. Incentives to attract families have also been significant in attracting and retaining employees whom otherwise would have left the workforce. However, more still needs to be done to completely reverse this trend and the mining industry needs to continue to be proactive in marketing itself as a desirable employer and career choice option for students and new professionals.

The Que River and Hellyer polymetallic massive sulphide ore bodies are located 3 kilometres apart in the Cambrian Mount Read volcanics of Western Tasmania. Both deposits are classic examples of the Kuroko volcanogenic style. Base and precious metal rich hydrothermal solutions rose through a deep fracture system and vented on the sea floor, causing sulphides to accumu- late in adjacent topographic lows. Together the preproduction geological resource is approximately 23 million tonnes at greater than 18% zinc plus lead, with economically significant silver and gold. Exploration by Aberfoyle in the Mount Read volcanics com- menced in 1970. Que River was discovered in 1973 following a comprehensive data review, a regional stream geochemical survey and a helicopter-borne electromagnetic survey. Production began in 1981, and the mine is currently producing 300,000 tonnes per year. The ore is sold to the Electrolytic Zinc Company of Aus- tralasia Ltd mill at Rosebery. Ten years of extensive geological mapping, soil geochemistry, and induced polarisation, combined with continual study of the Que River orebody and its host rocks, formed a strong frame- work for the discovery of the Hellyer deposit, which was found as a result of drilling .a subtle time domain electromagnetic anomaly in 1983. Hellyer is currently being mined at a rate of 250,000 tonnes per year, with the ore being concentrated at Aber- foyle's converted Cleveland tin mill. Treatment of 1 million tonnes per year will begin in early 1989 at a new mill located near the Hellyer site.

Scheduling mine development and underground construction has been the bane of most mine managersÆ lives at one time or another. Even though scheduling software has developed significantly over the last 20 years, mining projects continue to take far longer than expected to complete. It would appear that possession of a gleaming 1000 activity bar chart generated by the latest project management software and plotted in multiple colours offers no guarantee at all that any of those 1000 activities will be completed on time, let alone the project as a whole. The author has earned his æmasters in disastersÆ with more than one project running over time and budget. This paper describes some of his experiences in scheduling major mine development and construction projects and the lessons he has learnt along the way. In particular, the paper examines a range of key issues that mine schedulers must take into account when planning mining projects. The paper also examines the development of scheduling software and particular advance rates used in scheduling mine development projects in Australia.

As the oxide reserves in an oxide/sulphide deposit are exhausted transition to the treatment of sulphides should be investigated in detail and well before processing the sulphide ore commences. The investigation should be broad based to consider all treatment options and not restricted entirely by the existing process plant treatment method. These options may include cyanidation, flotation, roasting, bacterial leaching or gravity treatment and are chosen on the basis of various testwork responses. Experiences in laboratory testing of sulphides and treatment of sulphides at various operations are discussed. This includes the treatment of copper/gold sulphides, CIP treatment of sulphides and treatment of marcasite ore in a conventional CIP circuit.

Statistics showing that mine rehabilitation is falling behind rates of disturbance continue to be reported in the media. Unfortunately, most reported statistics do not account for the large growth-cycle that mining in Australia experiences, where there are typically significant new disturbances with large portions of these areas not being available for rehabilitation for a number of years. Many commentators assert that better planning is required to ensure that rehabilitation will be able to achieve a safe, stable, non-polluting landform that meets the agreed post-mining landuse.This paper focusses on the revegetation aspects of mine rehabilitation and in particular the matters that need to be addressed in the planning stage so that revegetation success is ultimately able to be demonstrated to regulators and other stakeholders.CITATION:Fox, S D and Swart, P B, 2018. In the dynamic realm of mining health and safety, addressing psychosocial hazards is crucial. Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. Aims of the Forum A contribution from Dr Robin Batterham, Vice President, RIO TINTO Research & Technology and a member of The AusIMM Standing Technology Advisory Qroup. Dr Robin Batterham is of view that the inevitability of automation in the minerals industry and the importance of addressing the human implications. He also outlined Rio Tinto's approach to automation. The progressive introduction of automation into mining operations will be revolutionary in its effects. This is the experience in other industries and it will be no different in mining. Mining companies most successful at implementing the new technologies will gain relative competitive advantage and those manufacturers who produce the most desirable automated equipment for miners will also gain market share.

Before I begin this paper, I thought that it would be important to start with a brief background on myself. This will give some insight into where I am coming from with some of the ideas presented in the body of the paper. I studied mining engineering at the University of New South Wales, graduating with Honours in 1999. When I finished university I was offered a job with PricewaterhouseCoopers in Sydney, working in the Energy and Mining Group of the Audit practice; which I accepted. I have been working at PricewaterhouseCoopers now since January 1999, completing an accounting conversion course at the University of Technology Sydney along the way. I am currently beginning my Professional Year for Chartered Accountant qualification. During my later years at university, continuing on through the start of my working career, I have been involved with the Sydney Branch of The AusIMM; firstly, as a student representative and, now, as the Young Professional Representative. Therefore, you can probably see that I will have very different young professional experiences than some of my peers who have been working on mining sites. The purpose of this paper is to examine the challenges that face graduates who are entering the industry and what solutions are used to ensure that this entrance is as smooth as possible. A challenge has then been made to the industry and The Institute in the form of further observations on ways that this entrance may be improved and the development of graduates to be more effective. In preparing this paper I have discussed various graduate experiences with some of my colleagues in order to see what some of the challenges they, themselves, face now and, also, going forward. I also discussed with them what they see as solutions to these challenges, drawing on some of my own experiences in a different company environment.

Many products and technologies have been developed from outcomes of research projects carried out by the Julius Kruttschnitt Mineral Research Centre (JKMRC). When these products and technologies are applied to the design and optimisation of blasting, comminution and separation, improvements in profitability can be realised. In 1970 Alban Lynch promoted two practical ideas to improve plant operations: Ore and equipment properties can be separated allowing experience with one type of ore or equipment to be transferred to other types of ore and equipment. If this experience was encapsulated in a mathematical model, then these properties could be combined and used to simulate (ie to design and to optimise) complete mineral processing circuits. Many problems associated with scale-up from laboratory to industrial equipment could be eliminated by experimental work on full-scale equipment in the plant. Many JKMRC research projects have focussed on the development of models of unit operations in mineral processing and their application to process simulation. Models of comminution and classification developed at the JKMRC have been used since the early-1980s. Ore characterisation techniques developed to support these models are licensed world wide through JKTech. The application of comminution modelling techniques to blasting, which optimises the process feed size distribution is used in Mine-to-Mill? projects. The advances in the understanding and modelling of froth flotation over recent years have provided the opportunity for integrated ore characterisation and process optimisation from resource to product. JKMRC project outcomes often provide proven opportunities for the mineral industry to improve performance and productivity. JKTech was established in 1986 to commercialise and market the most promising outcomes and thus ensure their continuing availability to the mineral industry. These include: commercial software (JKSimMet, JKSimBlast and JKMetAccount); monographs (Comminution and Blasting); technologies (Mine-to-Mill? and flotation optimisation); and hardware products (JKFrothCam, JKJetLift? and the Mineral Liberation Analyser). This paper summarises these technologies and their benefits.

The Department of Conservation (DOC) manages public conservation land throughout New Zealand in terms of section 6 of the Conservation Act 1987. In brief, this requires DOC to manage the natural and historic resources of the land; promote the benefits of conservation to present and future generations; provide information about conservation; to foster recreation on the land; and allow for its use for tourism.   Locally the department's Tauranga Area Office manages approximately 60 000 hectares of Conservation Park (known as the Kaimai-Mamaku Forest Park) which includes early gold mining relics and former bush tramways associated with the logging and the mining industries. The Department has recently developed the Kaimai Heritage Plan which seeks to restore some of the relics and encourage involvement by the local communities in the restoration and interpretation of their history in the hills. It provides a unique opportunity for the Department to help bring alive for New Zealanders an important, and often overlooked, part of our history as a nation in a stunning natural setting.   The purpose of this presentation is to: +        display the endeavour and ingenuity of the early miners and loggers, the relics of those industries and the dramatic environment in which they worked; +        identify the linkages between those early industries and gold mining today; and +        promote a co-operative approach to heritage and recreation management involving all facets of the community.

The restructuring of the minerals industry has created new challenges for the design and delivery of professional development, and difficult decisions for potential participants. New technologies offer some new methods of delivery, but fall short in providing all of the benefits of face-to-face participation. This paper is intended to be a catalyst for discussion of the issues involved in delivery and participation in cost-effective, relevant and timely professional development.

Over the past five years, dedicated tertiary mining engineering programs have become financially unsustainable in Australia on the basis of undergraduate enrolments alone. The situation is worse in other minerals related disciplines and extends to the technical minerals education sector. This paper reviews the causes for the current situation. Indicators are presented which suggest that enrolment trends can no longer be attributed only to business cycles in the minerals industry but are also reflective of a fundamental shift in student interest in the sciences and resources based engineering disciplines. Reactive responses to changing trends are diluting and compromising the quality of mining engineering education. It is unlikely that the trends can be reversed or resisted. Tertiary minerals educators need to position themselves so that they can be responsive to on-going change. Two proposals are offered which aim to anchor mining engineering in a long-term sustainable manner. The proposals have a common educational component which is concerned with restructuring how mining engineering programs are presented and providing more flexible access to such programs. However, the two proposals have significantly different commercial components. The commercial component of first proposal is concerned with working within the traditional education framework of universities to endow a critical number of core staff positions. It effectively equates to fund raising. The second proposal is concerned with developing a stand-alone commercial operation around the education and research advantages of the global and multi-disciplinary university system. As a shareholder in this business, a university department would earn dividends that it could then use to support its education initiatives. This proposal provides a performance-based mechanism for supporting university minerals programs and has the potential to be cost-neutral. Both proposals are suited to resource sharing with a select number of international mining schools and to the incorporation of the other tertiary minerals disciplines under threat.
