It is generally known that Charters Towers was discovered by Mosman, Clarke and Fraser in 1871. However, the time was ripe, and these three were barely in front of others. There is one account that prospectors from Ravenswood visited the area months before but decided it was too far from water, and that one of them had told Mosman and party of the find. There is another account that Joe Larkins found the discoverers before they had registered any ground - this may explain Mosman's quick departure for Ravenswood.When the news spread, the rush was rapid, and there was soon a sizeable population: probably too many, as within twelve months the infant settlement was under considerable stress. First, the presiding Gold Commissioners had adopted "unusual and arbitary" interpretations of the Regulations, and many of the miners were aggrieved; Charters, the senior Commissioner, was accused of favouring moneyed interests, and of retiring ill whenever a brawl or confrontation occured. As a result, the law of the field soon became "the survival of the strong". Second, the settlers were, divided on where the main town should be: Millchester, near the water, or Charters Towers near the mines. Third, the discovery of gold at the Millchester Deep Lead in August, 1872 was followed by highly exaggerated accoants in_' the southern papers, apparently fabricated by local business speculators. The resulting rush resulted in hundreds of unlucky prospectors having to return or seek other fields. In that period two men were killed in squabbles over ground. To make matters worse, by October 1872 a drought had set in, water cost three pence a bucket, fodder was scarce, cartage expensive, and the price of crushing ore rose to thirty shillings per ton.

The mineral sands deposit of Australia pose a number of unique, and quite unusual problems for the explorationist. Most concentrations of heavy minerals have been found in the unconsolidated sediments of the east and west coasts. Mineral sands mines open larger areas per tonne of concentrate than most other mines. This is because of the shallow depth of the sands containing the heavy mineral concentrations. Obtaining tenure can, by mining industry norms, be a massive operation due to the large areas to be examined and, particularly on the east coast, the large number of land holders encountered. A commercial development can still emanate from anything ranging from a small high grade body to a massive low grade deposit, the prices currently being obtained for rutile, zircon, ilmenite and monazite, although still modest when the remarkable properties and applications of these minerals are considered, is nevertheless attractive when compared to the prices being obtained for the base metals with the exception of gold. The current interest in the location and definition of new reserves of heavy minerals reflects this relative price attractiveness. The discovery of heavy mineral concentrates does not necessarily ensure the early establishment of a mine. Because of the cyclical nature of market prices, the average returns likely over the life of the mine permit the employment of only relatively simple, low cost, mining, concentration, and separation processes. If difficult mining conditions are encountered or the removal of small contaminants by complex metallurgical processes are required, then higher market prices must be obtained. Until the market is prepared to pay more for the commodities so produced, the resource will not be economic and lower cost reserves will be mined in preference. The Australian mineral sands industry has seen many closed mines because of past failures to properly assess the data base collected during the exploration and development phases of the failed projects.

Novel microbial isolates that readily oxidise iron and sulfur were recovered from samples collected from a spent chalcopyrite/pyrite test heap. Methods were developed to enrich and isolate microbes that thrive in low pH environments and utilise iron and/or sulfur as sources of energy. Screening of these isolates revealed diverse substrate utilization (sulfur, ferrous ion, chalcopyrite, pyrite, glucose) as well as growth at temperatures between 30 - 50¦C. When native isolates were employed, shake flask leaching tests of chalcopyrite concentrate resulted in higher copper yields in comparison to laboratory reference strains Acidithiobacillus ferrooxidans (DSM 583) and Sulfobacillus thermosulfidooxidans (DSM 9293). After 700 hours several native isolates had leached between 20 - 30 per cent more copper than laboratory reference strains during experiments conducted at 45¦C. This research has established a unique culture collection of mining microbes that readily adapt to Australian conditions. Exploitation of these microbes may result in improved leaching kinetics and copper recovery from Australian chalcopyrite ores as demonstrated from shake flask leaching tests. Whilst this research provides a capability for Australian mineral sulfide ores, this technology can be easily adapted to suit ores of any origin resulting in more effective and efficient microbial leaching.

The ore body being worked is about one hundred feet in length by seventy feet in width. A face of about fifteen feet is stoped over the whole level at one operation, this height standing without any timber.Double lines of logs, twenty feet in length and from ten inches to one foot in thickness at the small end, are then laid longitudinally, butt to butt, and breaking joint from end to end of the ore body they are at ten feet centres from wall to wall. The starting logs are single for the first ten feet and their ends are hitched into the solid rock. These are called "miners" and are the logs which are picked up as the level underneath is worked up. The double layer gives a better chance of picking up. Logs are now laid from the centre of the ore body at right angles to the miners, the ends being hitched into the walls. A space, seven feet wide, is left open right through the centre of the ore body...

Environmental and amenity factors have introduced a new dimension to the technical problems of the mining industry in finding, extracting and processing the mineral and energy products on which we all depend. Intervention by outside regulatory bodies is restricting the production of minerals and denying the industry access to large areas in which the orebodies of the future may occur. The solution lies to a large extent within the industry itself and appropriate management techniques are necessary to ensure that exploration and mining are seen as an acceptable as well as a necessary land use. Close liaison between operators and the responsible authority is necessary to achieve these objectives and to make the best use of our land resources.

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

This paper describes an approach developed by the authors for integrating social and environmental impact assessment (SIA and EIA) for mining projects. The approach is an evolving one and is based on experience gained over the past five years undertaking environmental and social impact assessment for a range of mining and other projects. The approach described is an attempt to systematise the various steps undertaken in impact assessment and the means of integration of the two approaches.

The information requirements of the Australian Stock Exchange Ltd for listing and reporting seek to ensure that the market is fully and correctly informed in a timely manner. This discussion confines itself to the technical reports from mining companies required for prospectuses, information memorandum, quarterly, annual reports and any other announcements to the Exchange. The Exchange requires that technical reports are produced by suitably qualified and experienced personnel and, in the case of a company listing, that these personnel have no interest in the company to be listed. Further, the Exchange has draft prospectuses reviewed by other independent suitably qualified and experienced personnel.

The resistance of lead to chemical attack and the ease of its fabrication has made it one of the most useful of the metals available to the chemical engineer and the electrometallurgist. It has proved to be of particular value in the manufacture of sulphuric acid, and since the conversion of the sulphur of pyritic ores into sulphuric acid is becoming the duty of the metallurgist, the corrosion resistance of this metal will be a matter of considerable interest to him from the standpoints of both producer and user. He realises that there is little to be gained in carrying the process of purification past the ordinary economic limit if little or nothing is to be added to its corrosion resistance, and he as user would not be willing to pay a premium for such purification if it can be shown that its reputed value has no scientific foundation.The metallurgist is well acquainted with the trouble and expense of meeting demands which have nothing torecommend them but prejudice and fancy. The valuable anti-corrosive properties of lead are very commonly ascribed to its forming insoluble compounds with the acids sulphuric, hydrochloric, carbonic, etc. If we trusted superficial visual evidence alone, such a view would receive strong support, but in the light of what we know of the mechanism of corrosion we must attribute its resistance to other factors much less obvious to casual inspection. Certainly there may be some mechanical obstruction set up to diffusion of the liquids towards the surface of the metal.

Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. The geochemistry of waste rock from mining operations is critical to the development of acidity-related environmental problems during mining operations, and following mine closure. Failure to recognise the potential for waste rock to produce acidic oxidation products may cause mobilisation of heavy metals into ground and surface waters, and create heavy metal levels in soils which are toxic to plants, causing the failure of revegetation programs. Although more usually associated with wet tropical environments, the potential exists for these problems to occur even in and regions such as the Eastern Goldfields region of Western Australia unless appropriate pre-planning is undertaken.Acidity-related mine waste problems can be extremely expensive to rectify, but can be avoided by waste rock characterisation, and pre-planning of waste rock deposition based on this information. Integration of knowledge of waste rock geochemistry with geotechnical engineering, and application to likely problems, is essential for the successful planning and implementation of cost-effective strategies to avoid problems occurring. Pre-planning to avoid problems is likely to be significantly less expensive in most cases than remedial actions to rectify problems after they have occurred, and in fact may involve no additional cost if it requires only rescheduling or redesign of existing or planned Activities.

Although the bromo-cyanide or Diehl process for the extraction of gold from its ores is used on several of the Kalgoorlie mines, very little information has been published on the original process, and no details are available from the various mines now using it. The following description of the process as carried on at the Hannan's Star plant, where several modifications were introduced by the author, will therefore be of interest to mining men, and it is hoped that some discussion on this paper will provide further useful information to the mining community.The process was first installed on the Hannan's Star mine, where a full working plant was erected by the London-Hamburg Co. In their contract they guaranteed a 91 per cent. extraction on a sulphide ore of 15 dwt value. This was considered a very high extraction at the time, and the plant successfully carried out its work.The new features in the process were the finer grinding of the ore, for which purpose the tube mill was introduced, and the addition of a solution of bromo-cyanide to the vats under ordinary cyanide treatment, whereby a higher extraction was obtained in a shorter time. The main difficulty in the process was the easy manufacture of the bromo-cyanide solution, but this was eventually overcome. The mixed salts now supplied by the LondonHamburg Co. are in every way satisfactory, and are supplied at such a price that the process compares favourably with any other from a cost point of view.

The purpose of this paper is to explain the basic structure of how minerals are marketed, whilst highlighting the essential factors that mine management needs to be confident are incorporated into a mineÆs marketing strategy. The traditional mine management approach to marketing has been to defer its scrutiny to the marketing manager and take a largely passive role. It is this paperÆs assertion that mine management needs to become more proactive and provide greater strategic input into the marketing process. Irrespective of what mineral your mine produces, the key marketing principles remain constant and need to be understood and managed to extract the full benefit on behalf of the mining asset. From a mine management perspective, success is ultimately linked to understanding these marketing principles and ensuring that they are effectively addressed by your mineÆs marketing strategy. This paper will unashamedly attempt to simplify marketing by explaining how the basic fundamentals of supply and demand set market direction, the importance of a comprehensive marketing strategy, the importance of customer relationships and how contracts and prices are typically negotiated. This paper will use examples from the metallurgical coal (met coal) industry to highlight these points. The paper will also provide a template for developing the critical mine interaction that needs to exist between the marketing department and management to develop a æwhole of mineÆ approach to marketing. It is this core group that will be strategically responsible for delivering the commitments your mine has made to your customers. For mine management not to be actively involved in this process puts at æriskÆ the hard won production and cost efficiencies achieved at your mine and ignores the opportunity to maximise your current and future revenue streams. And whilst this paper recognises that is arguably unreasonable for mine management to become æmarketing expertsÆ, it also argues that it is unreasonable for a mine management to divorce themselves from the process.

There are many avenues for potential liability facing the Mining Industry today. Liability for breaches of environmental statutes such as the Resource Management Act 1991 and the Hazardous Substances and New Organisms Act 1997 include not only financial penalties but imprisonment and perhaps even more significantly will affect the reputation of the Industry. The potential for liability is not restricted to the employees that cause the actÆs to which liability attaches, but also potentially affects all the levels of management and even the company itself. There is also potential for liability through common law actions which can be utilised in cases of environmental harm. These should not be ignored by the Mining Industry. The Mining Industry must take a proactive approach to minimise exposure to potential environmental liability. This can be achieved by undertaking comprehensive environmental management initiatives and policies.

Soil improvement technologies have been widely employed over the recent decades to overcome tunnelling problems in difficult grounds, their range of application growing proportionally to the technological development. The constant advancement in the different mechanical (flexible and more powerful equipment) and electronic (enhanced reliability and direct quality control) aspects of these technologies, fostered the confidence of engineers and tunnellers and, ultimately, allowed the entire tunnel industry to approach difficult excavations in a safer and cost effective manner.This paper outlines the main features of commercially available soil improvement techniques, with particular emphasis on permeation grouting and jet grouting. These two technologies, developed concurrently in Europe and Japan, and there customarily adopted in the design of underground structures, have known extensive and extreme applications worldwide in recent years. Case histories and current practice of soil improvement techniques, as they apply to tunnelling, are also rendered.

Conceptually coal reserve assessment is simple but in practice it presents many problems. These arise from the origin and geological history of coal seams and from the diverse nature of the coal itself. The suitability of a coal for a particular use depends upon its type and so sheer quantity of reserves does not guarantee the adequacy of coal reserves for all requirements. Codes have been formulated to counteract the effects of subjectivity in reserve assessment. The code for calculating and reporting coal reserves published by the Standing Committee on Coalfield Geology of New South Wales has wide acceptance but the Committee itself recognises that it has shortcomings. Currently the Committee is engaged on the commendable but difficult endeavour of formulating a code that will meet the needs of scientific rigour and professional and commercial ethics and that will allow the specification of an assessment method without constraining it. It is generally agreed in the coal industry that the assessment of coal reserves can not conveniently be incorporated into codes formulated for other resources.

BioLix is the term for a new class of biologically-derived lixiviants for precious metals (gold and silver) recovery. BioLix can be used as an alternative to cyanide on virgin and spent ores. The BioLix process is based on inducing microbial enzymatic reactions that generate organo-lixiviant chemicals. The bioprocess involves a two-stage culture strategy. First, specialty microorganisms are cultured to generate a high biomass. Then, a food-grade quality amendment is introduced that forces the microorganisms to produce the organo-lixiviant. The second-stage culture is applied to the ore where the microbial/lixiviant system acts on mineral surfaces to extract precious metals. The process operates at ambient temperatures and near neutral pH. This paper will examine the BioLix process through an extensive laboratory development and demonstration project. Laboratory development consisted of identifying and isolating specialty microorganisms and inducing agents for the production of the organo-lixiviant solutions. A demonstration was performed on low-grade and high-grade oxidised ore from the Buffalo Valley mine in Nevada, USA. Results indicate that the BioLix process was comparable to cyanide in terms of gold recovery and operated at near neutral pH and ambient temperatures. Applications for the BioLix process will be discussed including spent-ore re-leaching, cyanide replacement for virgin ore, and in situ mining.

Throughout the 2016/2017 financial year, the NSW Resources Regulator conducted an assessment of each underground metalliferous operation across the state to assess how each operation managed the principal mining hazard of ground and strata control. The assessment considered all aspects of the mining process, including all aspects of managing geotechnical risk within drawpoints. This assessment is ongoing and, therefore, this paper is limited to the first six mines assessed in the program.In 2015 there were three fatalities in and around underground drawpoints in Australian metalliferous mines. Whilst many of the systems of work around underground development are consistent across the industry, there are large discrepancies around how each underground mining operation manage the risks associated with drawpoints.For drawpoints to be effectively managed, their management needs to be considered at the earliest stages of the mine planning process. By using downholes and adopting remote systems of work – systems that are continuing to improve with technology – the risks drawpoints posed can be greatly reduced.The assessment by the NSW Resources Regulator revealed a number of common failings across the state in the management of the risks that drawpoints pose. The assessment also observed a number of innovative practices that particular operations have adopted in the wake of serious incidents occurring within drawpoints at their operation; however, these practices have not been communicated to other operations.It is hoped the learnings from the assessment can be considered by industry and reduce the risks drawpoints pose in underground metalliferous mines.CITATION:Hill, X, 2017. As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1983 and the Metalliferous Mining regulations 1985 to promote the safe and responsible exploitation of the States' mineral wealth. An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end. This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall. It is not intended to insult any particular profession or group of individuals and only endeavours to impart to readers and listeners, the message of being prepared and alert when entering the gold mining industry. Even though the presentation focuses on the woes of a rookie alluvial gold miner, a similar analogy could be drawn with his hard rock counterpart since the basic issues that I have attempted to address are common. By no means is there a saga complete because there are many more traps a miner can inadvertently fall into and only time has prevented me from referencing them.

In areas where undeveloped land represents a scarce resource, an upgraded post mining land use can result in economic benefits to both the mining company and to the community. A study undertaken at Allied Queensland Coalfields Ltd's Aberdare Colliery located between Brisbane and Ipswich during 1986/1987, assessed the costs and benefits of developing the site following mining for grazing, forestry and residential uses. The proposed final land use plan comprised a combination of these uses which can be upgraded to higher valued uses once subsidence monitoring of backfilled opencut areas and dumps indicates that total settlement has reached acceptable levels. The study involved the documentation of existing site environmental parameters and the delineation of site opportunities and constraints. The unpredictable nature of settlement over backfilled opencuts and overburden dumps represents the major constraint to urban development on mined areas.
