The main regularities of the tectonic history of the Circumpacific belt's Asian segment are discussed. The established longitudinal metallogenic zoning is characterized by essential copper specialization being replaced in the.continentward direction by tin-tungsten and then by copper-gold-molybdenum and-tin-lead- zinc ones. The zones indicated show specific magmatism and ore forming fluid composition. The eastern margin of Eurasia experienced specific tectonic history and exhibits a wide variety of mineral deposits. It is composed of the Siberian and Sino-Korean cratons and of the largest mobile elements of tectonosphere like the Hyperborean, Urals-Mongolian, Mediterranean and Circumpacific belts. The Earth's Atlantic segment mobile features show deep penetration of their geosyncline-fold systems into the eastern margin of Asia. A good example is the Urals-Mongolian belt, its Intra-Asian branch being located within the continental margin. The Intra-Asian structural features have WE and NE trending, while folding process moved southward : Karelides and Baikalides are found in the Transbaikalia and the Soviet Far East (Stanovoy, Bodaibo-Patom, Baikal- Vitim, Selenga-Yablonovy fold regions)

While I contemplate the formidable catalogue of bodies and organisations participating in this Conference and the impressive array of qualifications chalked up after the names of the representatives I am indeed honoured to be invited to address you. When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

Stress Mapping Technology is aproprietary technique developed to target epigenetic mineralisation located in dilatant (low stress) sites. It is a computer based technique, based on rock mechanics principles and stress-strain relationships, which seeks to transform strain data, in the form of a solid geology map, to stress data.The main assumptions in the conceptual model are that:The strain pattern of faults and lithological contacts have not been changed since mineralisation i.e. that ore formation is late in the structural history.Stress orientations and magnitudes are known.Rheological properties of faults and rock units can be deduced.The 2D geometric and rheological data is then treated by a mathematical technique which permits the geometry of the elements to be defined by the spacing and orientation of the discontinuities in the rock mass.

Dynamic hydrothermal modeling is a tool that can aid in studying problems associated with hydrothermal ore deposits and can help increase our understanding of the spatial distribution of ore within hydrothermal systems. Models are constructed by a sequence of steps involving development of a conceptual model, followed by its mathematical description in terms of governing equation with accompanying initial and boundary conditions. This equation is then solved either analytically or numerically. The four model types ò that fully describe a hydrothermal 'system are those for fluid flow, heat and ore solute transport, and deformation. At Renison, models have been used to help understand two major exploration problems. These are the controls on ore localisation in dolomite horizons and feeder faults respectively. The types of models used ò have simulated the distribution of all mineral zones, pyrrhotite, and temperature in the dolomites. This has allowed evaluation of the effects on ore localisation by physical and chemical heterogeneities within the dolomite host rocks, and allowed estimation of potential controls in different physical and chemical environments.

The primary objective of any planning exercise is to maximise the return on funds utilised while maintaining a safe and socially responsible working environment. In order to achieve this, it is essential that the assumptions applied reflect as accurately as possible the future realisation of the project. In narrow vein mining, the risk that this will not occur can be significantly greater than that associated with other types of mining projects. This results partially because of dramatic effects upon project cash flows with seemingly minor changes in operating parameters such as orebody width and wall rock competency.The validity of a planning exercise can therefore be related to the extent of available data and to the experience and perceptions of the operating entity. The various factors which must be assessed include absolute values and variations in a range of factors, especially the dip and dimensions of the orebody, the geotechnical parameters and anticipated ground conditions, the productivity and production characteristics of the selected mining method as applied to the specific orebody, and the impact of mine access and development.

Natroalunite is one of colouring minerals in kaolin. In this investigation, natroalunite, on which Ca(II) was adsorbed, was flocculated by HPAM and kaolin was depressed in suspension. The adsorption of Ca(II) on the natroalunite surface was studied by zeta-potential measurement and Auger Electron Spectroscopy analysis. Ca(II) was adsorbed more on the natroalunite surface than on the kaolin surface. The mechanism of Ca(II) adsorption was considered to be chemical adsorption on natroalunite and to be physical adsorption on kaolin. It has been found that Na6P6O18 and Na2Si04 can strongly affect Ca(II) adsorption on the surface of kaolin, but weakly on the surface of natroalunite. The effects of degree of hydrolysis and the molecular weight of HPAM, the effect of pH and the effect of Ca(II) have been studied. The kaolin ore, containing SO3 1.05 per cent has been processed with this method. The products only containing S03 0.36 per cent and the weight ratio of concentrate 52.27 per cent were Obtained.

Before exploration programmes or minerals developments are formulated, a mining company ought to assess how capital can be returned if the project is successful. A fact not well appreciated by the minerals community is that it is often difficult to get money out of many Pacific Rim countries due to special foreign exchange controls or restrictions on dividend or capital repatriation. On top of this risk are factors such as creeping expropriation through administrative, fiscal, or corruption pressures; environmental regulations; terrorists; and organised labour and political activists. Political risk is much more than just expropriation or nationalisation.Political risk factors can make or break a project in many PacRim countries and just the cost of delays and negotiations can insidiously affect project economics. This unpalatable thought, however, can be readily addressed by either legal structuring e.g. offshore proceeds accounts, offset/back-to-back currency hedges, or political risk insurance for the equity as well as any subsequent project development debt.

Technical o analysis of blast furnace operations has for many years formed the basis of intense research throughout the iron and steel industry, world wide, because the efficiency of blast furnace operation estab- lishes the foundation for all subsequent processes in a steel plant. So much depends on the constant, efficient performance of iron melting units in relation to costs, quality, regularity of operations and reli- able delivery performance to our customers.

IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. This harmony of operations is not only imperative as regards tonnage output, but also relies on the condition of the resultant treatment by each plant, no large variations being permissible.The various officers are, therefore, dependent on one another to keep the order of the operations flowing regularly. It is argued, that plate convergence, i.e. subduction, at other than right angles under a continental margin may lead to compensa-tional transcurrent faulting in the sialic environment. In this pro-cess the introduction of ultrabasic slivers, derived from the down-going oceanic crusial plate, along this fault may occur. This regi-me, both compressive overall and tensional along the transcurrent fault, will contain numerous indications for ongoing igneous and tectonic processes (such as volcanism, hot springs and frequent earthquakes).Examples for this scenario are California, the hinge between the Alpine- and Appennine orogens and the island of Sumatra.Igneous manifestations of subduction will be present both as inter-mediate intrusions and/or andesitic piles. The intermediate volca-nics may be intensely altered (chloritic, propylitic, argillic). Silice-ous breccias and banded chalcedonic sinters may be commonly found. This entire scenario is indicative for epithermal gold mine-ralisation.

The new field of environmental investiga tions introduces new problems of ethics, res- ponsibility, conflict of interest and technical procedures. Such investigations involve four elements: developer, consultant, approving authority and the public. It is essential that the consultant provide technical competence, speed and efficiency, impartiality and credibi- lity. Despite allegations to the contrary, it is not in the consultant's own best interest to omit, ignore or obscure significant adverse en vironmental impacts.

Finding a balance between practical and acceptable groundwater management, and providing for the needs and impacts of mining developments remains a challenge. The changes that accompanied the recent implementation of water reforms have provided greater flexibility for the water manager and greater certainty for the resource user. However uncertainty associated with understanding of complex aquifer systems, balanced against providing for the needs of mining developments, the rights of existing water resource users and expectations of the broader community have not diminished the conflicting issues faced by water resource managers and resource developers. Licensing under the Water Act 2000 provides the regulatory link with the taking of water for water supply purposes or as a consequence of the mining activity. This paper outlines key elements of sustainable water resource management involving certainty of access to water and adaptive environmental management that are delivered through conditioning the water licences issued for the particular mining development. Implementation of this approach is illustrated through a case study involving the BHP Billiton Cannington Mine in North West Queensland.

David Pollard will raise this matter in more aetail in a later paper, but mere are some obvious points that I wish to make. It is a relatively straightforward exercise to assess the competency at a low level in the workplace where the consequences of a worker's actions can be observed immediately. Assessing competency at higher levels which may involve creative, planning, design or supervisory functions is more difficult, especially where managerial responsibility and accountability for the output of others is involved. This is generally the case with the daily activities of most mining professionals, whether they be in operations, in a consulting capacity, in research, or in government.

As this Seminar is on "Progress - Mining and the Environment", I am taking the liberty of extending my address beyond the scope implied by the subject, "Rehabilitation of Mined Land", with a preliminary discussion on broader economic issues relevant to "Progress and Mining in Western Australia" before discussing its effect on the Environments Western Australia is nearly one million square miles in area and has a population density of approzimately one person per square mile. Because of its vastness it has wider climatic variations than any other Australian State. The north is tropical and the south is in the temperate zone. The major portion of the State is an arid plateau with less than 10 inches of mean annual rainfall. The climate, rainfall and soil conditions of the South-West region are more favourable to agriculture than any other part of the State and consequently was settled first. The immediate need of the colonists being food and shelter, the early economy was based on farming and forest products.

The potential of air rate profiling to significantly improve the flotation performance of a bank of cells has been shown by numerous studies. To date many profiles have been evaluated; balanced, increasing, decreasing and combinations of these. An increasing air rate profile, where the air rates are increased proportionally to each cell down the bank, has been typically found to yield improved flotation performance compared to other profiles. Air rate profiling has two distinct components; determining the correct total air rate for the bank, and determining the correct distribution of that air. This can be done simultaneously by finding the optimal air rate to each cell in the bank in turn through air recovery optimisation. Air recovery is the fraction of the inlet air which overflows the weir of a cell as unburst bubbles. The peak in air recovery (PAR) is a robust measurement of optimal performance for the operating conditions in the cell, and sets the PAR air rate. In this study, plant trials of different air rate profiles and profiling based on PAR, were evaluated. The total air rates to the bank for all profiles tested were approximately equal, allowing direct comparison. The highest cumulative mineral recovery was achieved by operating at the PAR air rates for each cell down the bank. Different distributions of the same total air rate to the bank gave the same cumulative upgrade ratio, but lower cumulative recoveries. In this work the upgrade ratio is defined as the ratio of the concentrate grade to the feed grade. The increase in cumulative mineral recovery, at the same upgrade ratio, in this study was greater than 33 per cent. Air recovery based optimisation of air rates to banks of cells significantly improves flotation performance as it simultaneously determines the optimal air rate to the bank, and the optimal distribution of that air.

In the current cycle of low commodity prices and rising costs, mine managers continue to focus on optimising mine performance and productivity. A critical component of strengthening performance and productivity is ensuring material is routed correctly and efficiently through the core mine production activities of drilling, blasting and grade control.By the time a blast is planned, an enormous amount of intellectual property has been invested in the exploration, resource development, feasibility studies and mine planning activities. The value of that knowledge is either realised or diminished during mine production. Efficient execution of the process is critical and is reflected by the quality and timeliness of the information produced.Multiple teams are involved in the mining extraction process. These teams are all under time pressure to keep the mine equipment operating. One of the root causes of this pressure is the dependency between the teams. They do not operate in isolation, but are a link in a chain depending on the outcomes of each activity. It is essential communication is efficient so tasks can be completed according to the production schedule. Unfortunately, communication fails when unintegrated systems are used because of:- different teams seeing different data, hence there is not an overall, up-to-date view of progress and priorities- lack of cross-functional visibility of data leading to failure to identify errors in time to address or correct issues- teams tending to be siloed and focusing on their part of the process rather than the overall objective.With different systems used for the parts of a common goal, supervisors and managers lack visibility of the process. This makes it difficult to identify process improvement opportunities.Streamlined communications help consolidate all data and activities resulting in improved cooperation between mine production teams. This outcome increases the confidence and efficiency of material routing decisions. It also reduces potential impact to mine performance from errors in early stage tasks like drilling and grade control. The Melbourne City Link Project is a privately funded road infrastructure project linking three significant existing freeways in the vicinity of the Central Business District. The State Government, through the Melbourne City Link Authority, has contracted Transurban to build, own and operate City Link for a concession period of 34 years before the road network is transferred to the State. Transurban has a contract with Transfield Obayashi Joint Venture (TOJV) to design and construct the works. The project is divided into the southern and western sections and the tunnel works comprised the significant component of the Southern Link. Outside of the cut and cover tunnels at the portals, the driven tunnels component was constructed by TOJV direct labour. TOJV subcontracted all design work to a joint venture of Hyder Consulting and CMPS&F (Hyder/CMP). The geology in the tunnel corridor and generally below the city of Melbourne is highly variable and constantly changing. The tunnels were driven, for the most part, in siltstone and sandstone of the Silurian age, but also intersected overlying basalts and clays. The Silurian bedrock is a fractured aquifer that is connected to overlying alluvial aquifers. Consequently, the construction of the tunnels was a complex engineering task. This paper details the operational relationships and procedures developed to deliver a design that was aligned to the construction constraints and delivered an end product that met all technical, quality, cost and program goals.
