A rationale is presented for the use of vegetation on mine dumps to minimise runoff and infiltration which become vehicles for potential pollution. The unique topography of mine dumps promotes high atmospheric advection which leads to extraordinary energy levels for evaporation discharge - the driving force of vegetation "pumps". This effectiveness is mainly a function of how well the vegetation will grow on a given site. Recent advances in technology allow water discharge by vegetation to be measured semi-automatically, accurately and cost effectively. As a result the basis now exists for a thorough evaluation of the optimum mine dump vegetation cover. This paper presents the current status of dump rehabilitation as seen by the mining industry. The significant prospects for use of vegetation to minimise mine water related problems with subsequent savings in capital and operational cost are also outlined. However, to examine the crucial questions of optimum hydrological ability, suitability and cost effectiveness of various types of dump vegetation a proposition is made to interested parties in the mining industry: The CSIRO needs potential study sites to evaluate the hydrological ability of vegetation under mine dump conditions.

Life cycle assessment (LCA) provides an internationally standardised framework for estimating the environmental impacts associated with products or services (International Organisation for Standardisation, 2006). A particular strength of LCA is the ability to consider indirect impacts that occur at different stages of a product’s life (eg raw material acquisition, manufacture, use, disposal or recycling) and through its supply chain (Figure 1). A wide variety of impact categories are able to be considered by LCA, such as the potential contribution to global warming, ozone depletion, marine eco-toxicity or freshwater eutrophication.CSIRO has a long history of using LCA to compare the environmental impacts associated with alternative mining, mineral processing and metal production technologies (Haque and Norgate, 2014; Norgate and Haque, 2012, 2013). The commercial outcomes from new mining projects or brownfields expansions often fall short of feasibility study forecasts because of technical under-performance. This paper: reviews past feasibility study performance; identifies the key drivers of underperformance; and proposes actions that can be taken to manage the risk of underperformance. There have been a number of published reviews of feasibility study performance since the 1970s. The results of these studies are summarised together with recent unpublished data. Key drivers of underperformance include inadequate metallurgical testing, simultaneously pushing a number of project parameters beyond comfortable limits and a failure to recognise the linkage between mining rate and head grade. Actions can be taken during the data acquisition phase and during the feasibility study to manage project technical risks. These generally require a more flexible approach to study management than can be achieved under a ælump sumÆ contract.

Two continuous computer controlled, remote air analysis (RAA) systems operate at The Zinc Corporation, Limited (ZC) to give early warning in case of an underground fire at ZC or New Broken Hill Consolidated Limited (NBHC) mines. Air drawn from underground sampling points via a tube bundle system is analysed for carbon monoxide and carbon dioxide. An alarm is sounded if the concentrations of these gases exceed bench mark figures.

The commercial success of a mining project can be strongly influenced by the business activity which takes place away from the mine site. The project revenue is determined by marketing success which results from persistent research and full realisation of suitable products and by-products and appropriate upgrading achieved in conjunction with proper material security and insurance. Significant costs of transport can be optimised, protection of the environment carefully managed and skilled employees acquired as a valuable asset. Working capital requirements are often substantial and should be carefully established and financed, possibly by special contractual arrangements for product sales.

BHP Billiton’s Area C iron ore operation has been in production since 2003. During 2010, below water table mining in the Marra Mamba formation commenced and dewatered ore has been successfully processed through the plant.The ability to mine below water table material increases reserves. Pits can be dewatered using a combination of ex-pit and in-pit bores. Critically it is important to allow suffi cient lead time to dewater. For Area C, in-pit bores yield the most water which presents challenges in every day operations when mining around bores. Operationally there are steep learning curves in obtaining equipment, training personnel and setting up infrastructure. Core risks include lifting, refuelling and maintaining gensets. The pipework, extraction and re-establishment work can be very manual.The challenges include blasting, mining, stockpiling, processing, water balance and disposal. Maximising up time on bores whilst minimising impacts to blast practices have evolved. Blast practices now align bores to the edge of patterns. Protecting bores have evolved from stemming bores with rock and re-drilling to using gas bags which require no drills. Based on moisture and material properties, mining of dewatered material can be categorised into three groups:1. normal,2. sheeting, and3. sheeting and top loading.Ore can go straight to the plant ore to drying pads where it takes between one and three months to drain.Stock management of these piles is important to ensure efficiency of the plant. Rules have been established for blending wet material to maintain feed capacity and some modifications to plants have been made. Dewatering of pits poses a challenge for water use. Initially turkey’s nests were established to capture water and use for dust suppression. As water abstraction has increased methods of management include using exhausted pits for storage and evaporators. Managed Aquifer recharge and use in potable water are being considered. An over arching coordination of the capacity and use are required.Important elements in dewatering include:• capacity models,• capital,• long to short planning,• day to day coordination, and • water level monitoring and balances. Underground mine development remains as one of the most important factors in cost effective mining. Various forms of continuous development have been proposed with some of the earliest conceived centuries ago.The bore, fire and muck approach remains, in the late 20th century, as the predominant method of underground development, despite intense efforts over the past decade or so to develop other systems.Following a comprehensive analysis of development in the Australian mining industry, the reasons why the traditional development cycle has remained unchanged are identified and potential directions for the future are suggested.

Attention is given to three possible alternative structures namely corporate joint venture, partnership joint venture and unincorporated joint venture. A corporate joint venture involves the formation of a separate and distinct legal entity with limited liability. The shareholders of the Company will be the members of the consortium. A partnership joint venture involves the members of the consortium joining a formal partnership. The partners will conduct the business in common with each other and will share the profits and losses of the project activities. The partners will be jointly and severally liable. An unincorporated joint venture is distinct from a partnership. The members of the venture will not be jointly and severally liable. Taxation and accounting aspects are examined and an outline provided of a typical joint venture agreement. The two main advantages of an unincorporated joint venture are considered to be a favourable treatment for income tax purposes and a greater degree of flexibility when compared with the corporate joint venture and the partnership joint venture.

Bougainville Copper Limited (BCL) ships about 600,000 dry tonnes of copper concentrate per annum to Japan, Germany and Spain, with some spot sales to other countries. Concentrate sales value for 1984 was 335 million US$, representing almost half of PNG exports. Contained metal determination is based on physical and chemical measurements on representative samples. The entire procedure is subject to statistical uncertainties and possible systematic errors; losses as high as several percent of contained copper or gold are common and frequently are regarded as unavoidable. In this context, the function of the chemical laboratory is to identify and eliminate such errors and recommend correct technical procedures for possible inclusion in sales contracts. BCL's marketing management has encouraged this approach and the close buyer versus seller agreement is beneficial for all parties involved. BCL participates in the respective technical committees of the Standards Association of Australia (SAA) and the International Standards Organisation (ISO). Standard methods for sampling and analysis of copper, lead and zinc ores and concentrates are in course of preparation, some being due for publication shortly.

The different stages of the metallurgical evaluation of an ore resource and their importance to overall project evaluation are described. Particular emphasis is placed on the liaison that is necessary between the different members of the project team from the preliminary exploration phase through to the completion of the final feasibility study. Metallurgical input at the earliest stage is recommended. The incorporation of metallurgical and marketing data into ore reserve statements and the effect of the metallurgical evaluation on ore reserve classifications are discussed.

Traditionally closure has been seen by the Resource sector solely as a green or an environmental issue, focused primarily on the requirement to rehabilitate the site following cessation of production activities. In addition to operational, maintenance and production aspects of processing plant design, future design teams will need to take a more holistic view and consider an increasing number of sustainability issues including safety in design and cleaner production as well as closure itself. Sustainability principles being adopted by industry such as the Minerals Council of AustraliaÆs Enduring Value Framework are now broadening our understanding of closure. While issues around the closure of tailings dams and associated infrastructure have been widely studied, few investigations have looked closely at the implications of closure on the design of minerals processing plants. It is likely that design teams may be able to make a significant contribution to meeting industry objectives by adopting innovative designs which, in addition to meeting production objectives, deliver sustainable and cost effective plant closure outcomes. This presentation explores the opportunity for innovative design of mineral processing plants through the assessment of alternative closure objectives. This assessment specifically looks at current industry standards and statutory requirements, as well as potential risks and opportunities associated with each objective. Alternative design strategies to meet these objectives are discussed.

A career in the mining industry is both challenging and rewarding but comes with some unique complications. Few other industries have such a far reaching effect on individualsÆ lifestyles. Furthermore, few people working within the resource sector could say their job has had no effect on their lifestyle. Mineral deposits in Australia seem to exist predominantly in remote locations like Telfer, Mount Isa and Olympic Dam. With this comes a choice for young professionals; one that is not easy to make, with either alternative often having its pitfalls. This remote nature usually requires professionals (especially graduates and juniors) to choose between a fly-in, fly-out location or relocation to a remote town with less facilities (and some may argue attractions) than their coastal cousins. The challenge for young professionals is to pursue a career that will satisfy their professional goals while developing and maintaining away of life that is emotionally fulfilling.

Separator performance is evaluated by the so-called separation efficiency. The concept of efficiency in mineral dressing operations must be interpreted with considerable care. Although qualitative use of term efficiency is valid and useful, difficulties arise in expressing it quantitatively because two conflicting criteria, grade and recovery are normally involved in its evaluation. It is undesirable to express efficiency as a single value, even though this is frequently done in practice, since there are strictly speaking an infinite number of combinations of grade and recovery that can give that one value. Inefficiencies in processes can be attributed to three broad sources: mineral limitations as represented by the separability curves, equipment limitations (which prevent the maximum separation indicated by the separability curves), and human failure to minimise these inefficiencies. In the present paper, the efficiency of a two-constituent separation process has been examined. The separation process has been evaluated by comparing the sharpness factor of the actual, the absolutely efficient and the absolutely inefficient operations.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

This paper describes a technique to predict achievable head grades and likely variances from target grade for the Shovelanna Iron Ore Project, in the Pilbara region of Western Australia. The block model from which the production schedule is produced was created from a wide spaced drilling program and was classified as an Inferred Resource under the JORC Code. Ideally, production schedules and target grades would be determined using a combination of Proved and Probable reserves. However sometimes it is necessary to consider the requirements of potential off-take parties who have specific grade tolerances. A technique is needed to simulate mining sequences and grade variations early in the planning process, using an æexplorationÆ block model rather than the normal æminingÆ block model. Marketing contracts require examination whether the target grade {Fe, P, SiO2, Al2O3 can be kept constant, or must be revised during the life of the mine. A model (written in ExcelÖ using Visual Basic macros) develops a feasible, close to optimal, mine plan from block model data. Cut-off grades for minable ore are chosen. The model evaluates ore tonnage, grade and stripping ratio against depth. Outputs at this stage include plots of slices through the orebody, at nominated x, y and z coordinates, showing ore grade, waste, drill hole locations and topography. The model then searches for a feasible satisfactory mine plan. The initial grade target is the average for the identified ore blocks. The available block list (ABL) at any time is the set of ore blocks, any one of which can be mined without removing any other ore block. The entire initial ABL has an unacceptably large ætotal grade stressÆ, defined as [(Grade-Target)/Tolerance]2, summed over the four relevant minerals {Fe, P, SiO2, Al2O3}. The model trims the ABL, removing the block most harming the total stress. Trimming is repeated until the total grade stress reduces to an acceptable level. The trimmed ABL defines the first mine campaign. Removing the trimmed block set, a second ABL is exposed, which is again trimmed and mined. The process is automatic: a few seconds computation provides a complete mine plan. Re-running the model with adjusted grade limits quickly shows whether a uniform target can be achieved or whether the target must be modified during the mine life.

The results of theoretical and technological investigations have been presented for the application of electrochemical technology in copper-nickel flotation processing schemes. The sorbed xanthate and dithiophosphate products on chalcopyrite and pyrrhotite have been studied in distinct polarisation conditions of mineral suspensions. Optimum electrochemical pulp treatment parameters have been worked out for copper, nickel, pyrrhotite and other flotation cycles. The method has been examined in pilot plant conditions over a long period of time, technological efficiency has been evaluated corresponding to the industrial flotation process at the Norilsk plant.

The careful selection of plant species is of paramount importance to the success of any attempts to re- vegetate these sites. Various tech- niques are recommended and attention is drawn to different factors,which will adversely affect plant growth.

This paper presents the results of studying the influence of catastrophic failures arising in mines, on the behaviour of mine ventilation systems. It is very important to take account of this influence for the stable operation of the system and to ensure mine safety when mining underground coal and ore deposits.

Both innovation and excellence are desirable attributes of education, as they are also markers in the progression of the human race, but how attainable are they? The interaction of minerals and humanity provides a special insight into the development of both criteria, from the discovery that chert cuts, through the Bronze Age and the first use of metal alloys for implements, to using coal, oil and uranium as sources of fuel. However, there have been many hiccups along the way, where excellence in one respect has meant disaster in another. Examples are in the exploitation of asbestos, and in traditionally poor work practices in mining, both contributing to the widespread public belief that minerals and mining are ecologically undesirable. Yet is this perception based on the unrealistic expectation of innovation and excellence being simultaneous qualities of any given process? Common sense born of experience indicates that the journey from one, to the other, is usually a long and often tedious process, with much trial and error before excellence is attained. In our time, the partnership between academia and industry is the usual pathway to achieve it. Even so, we should take care that innovation does not become overwhelmed by the pursuit of excellence: as history clearly demonstrates, humanity depends upon both.

After 60 years of operation, coal extraction at Solid Energy New ZealandÆs (SENZ) Strongman Mine, near Rapahoe is scheduled to end in early 2005. Up until 2003 the closure bond for Strongman Mine was only $930, and both SENZ and the West Coast Regional Council (WCRC) agreed that a more realistic level of bonding was required.   A conceptual closure plan has been developed by Golder Associates, and the cost of the work estimated. Closure includes decommissioning of equipment and facilities, rehabilitation and replanting of all disturbed areas and a period of maintenance and monitoring to verify that closure objectives have been met. Significant maintenance allowances are included to cover management of underground fire, subsidence and slope instability. These make up much of the potential ongoing environmental liability at the Strongman. All costs incurred beyond year 1 of closure are discounted to present value. Uncertainty in costs is addressed by Monte Carlo simulation, with an 80 % confidence level adopted.   A bond quantum of $3.0 million has been calculated for the first year of closure at Strongman. A three-year ærollingÆ bond is proposed. Progress will be reviewed annually, with the bond adjusted up or down accordingly. It is then renewed for a further three years. This allows for progressive return of the bond as rehabilitation objectives are met and verified. Similarly, if there are delays in meeting objectives, a proportion of the bond may need to be kept in place for a longer period than assumed. The level of bonding in place for the Strongman operation at any time in the future will therefore reflect the cost to complete the closure work programme.
