Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

A vision of what the future mine involves all aspects of mining, ie orebody access, ore stoping, material transport, processing and waste material disposal. This paper examines one aspect of the future mine: rock extraction, stoping, automated for remote operation, high productivity and low cost. Concepts for the future require a re-think of the mining process and ROES® re-examines how bulk stoping of ore can be undertaken and how this should be redesigned to accommodate the possibilities that exists with remote control and automated operations.ROES® is a new mining system for underground mines and quarries utilising a shaft located close to or within the stope for the ore breakage process. The system is designed to exclude personnel from contact with production drilling, explosive placement and detonation so all of these tasks are remotely controlled or automated. Survey of the shaft, stope back and broken rock within the stope will occur, following each blast, by remote control or automated techniques. The survey will include excavation geometry, rock fragmentation, geotechnical characterisation and estimation of ore grade. Blastholes will be surveyed before placement of explosives and, with the survey data, the optimal explosive placement and blast timing will be determined with the best available information.ROES® is designed for application in open stoping or sublevel caving in disseminated, geologically defined, thick tabular or narrow vein ore bodies. Technologies developed for ROES® will also have potential applications to caving operations, reducing the risk of frozen ore and poor fragmentation. In a typical sublevel open stope application, ROES® will reduce the stope associated development by half and will allow ore to be brought on-stream sooner and at lower cost. Other savings will flow with the centralisation of mining activities and operational data, reduction in mining fleet, reduction in ventilation requirements, improved occupational safety and reduced mine complexity.

Conventional blasthole sampling for grade control has acquired an extremely bad reputation for the last 50 years. The introduction of many sources of bias is a structural reality. Delimitation biases are devastating. Extraction biases are of great concern as well. Weighting biases aggravate an already bad situation. Furthermore, preparation biases are many. Some of these biases are due to the type of drilling machine that is used and are nearly unsolvable. Some of these biases are due to the sampling tools that are used and often unsatisfactory. Attempts to automate blasthole sampling at the drilling site have failed, not because it cannot be done, but mainly because it interferes with drilling productivity. As a result the miner most often rejects the idea after a few weeks of practice. Manual sampling of blasthole piles is a disaster for many reasons; some are related to the methodology, some to the selected sampling protocol, some to the training of operators, some to limited manpower available, and some to limited supervision. Furthermore, with blasthole sampling a time logistic problem is unsolvable as the miner wants the ore grade control geologist to make up his mind within two or three days at most; as a result not enough time is allowed for samplers, preparation facilities, laboratory, and resources department to perform a good job as everyone is working under unreasonable pressure. The economic impact of poor blasthole sampling for grade control has been vastly underestimated by mining companies. The resulting ore grade misclassification is responsible for severe reconciliation problems and massive financial losses every year. This paper suggests areas along this grim scenario where things can be greatly improved; however it is clear that too many problems are unsolvable. An alternative using reverse circulation drilling for grade control is suggested. A thorough analysis of the respective advantages and disadvantages for blasthole and reverse circulation drilling for grade control is presented in this paper.

This paper will introduce some innovative strategies for simulator training that are intended to improve the level of safety and operational performance of heavy equipment operators. The key strategy is to design simulator training to deliver improved work performance outcomes. This strategy is underpinned by a process for engaging workers in knowledge discovery and transfer that has been developed as an outcome of an Australian Coal Association Research Program (ACARP) funded project conducted at open cut coal mines in Australia. The process is expected to deliver improvements in the safety and operational performance of heavy equipment operators by informing training content about how experienced operators manage unexpected situations around the site. Tapping into the tacit knowledge that experienced operators gather over time can provide site specific and timely information about situational cues used to manage the unexpected. This type of information complements basic skills training by helping the trainee understand the operational context in which the acquired skills will be applied. Inexperienced operators have traditionally gained experience through their own actions, observing the actions of others and by taking the advice of mentors who have æbeen there, done thatÆ and developed operational decision making skills for safe and productive work performance. Leadership and mentoring techniques that contribute to effective knowledge delivery will also be discussed.Other simulator training strategies include refresher training, change management, emergency response training and testing the usability of new equipment and technologies prior to their introduction on-site. A key challenge ahead for the resources sector is the development of knowledge elicitation techniques that suit the operational workforce. A challenge for simulation and modelling professionals is to develop and refine techniques that support cost-effective customisation and regular updates of simulator scenarios.CITATION:Leveritt, S and Wood, P, 2012. The ""multiple of exploration expenditure"" method of mineral valuation is applicable to exploration properties from the earliest stage of exploration to a moderately advanced stage but for which no resources have been delineated. While not recommended as a primary valuation method by some workers, others believe it to be the most satisfactory method of valuing exploration properties until it is possible to employ a DCF technique. In many situations facing the professional valuer, the method may represent the only semi-quantitative option available and is frequently used. Significantly it often forms the starting point in discussions to farm-in on an exploration tenement. The paper briefly reviews the definition of value as applied to mineral valuation and in particular examines the relationship between fair value and market clearing price in ""fair"", bull and bear markets. The multiple of exploration expenditure method uses previous exploration expenditure and/or future committed exploration expenditure to derive a base value for the tenements. This base value is multiplied by a prospectivity enhancement multiplier (PEM) with adjustments for market premium or discount and consideration of the quality of the exploration team to derive a fair value for the tenements. The paper will demonstrate that there is no necessary nexus between fair value derived from the method and present book Values.

There are two main challenges in analysis of spectral data: to output as accurate an interpretation of the sample mineral assemblage as possible and to then use the spectral data to map out trends (downhole, across section or traverse) that will assist the exploration geologist to target drilling and further exploration. This paper will discuss methods of extracting the maximum amount of information from spectral data and examples of plotting the information downhole, in section and plan view to assist in exploration and mining. The allocation of boggers and trucks at Telfer’s sublevel cave mine is currently assigned by manual techniques, with decision-making primarily dependant on the judgement of the operators and mine control. Field observations indicate that allocation decisions could be improved by establishing a systematic approach to dispatch. An investigation into the current state of technology determined that no currently available solution would provide a tool to make optimal decisions for the Telfer dispatch challenge.In an underground sublevel cave (SLC) environment, the destination decision is fixed and the source is variable, so open pit and block cave solutions are not relevant. Newcrest underwent a development venture with an external vendor to develop a novel production dispatch algorithm and user-friendly software program to make allocation decisions in a systematic way with consideration given for the true complexity of the operation.This new production software, nicknamed Dingo (for Dispatch ‘n’ Go), is a smart way to assist forepersons and mine control operators in their day-to-day roles of planning shifts and allocating trucks and loaders to optimal locations during shifts.CITATION:S Graskoski, 2017. Froth flotation is applied to mineral sand concentrates in order to produce commercially viable xenotime concentrates. Experiments indicate that a xenotime product containing 38% Y203 at 47% recovery or 34% Y203 at 83% recovery can be obtained from a 27% Y203 feed. The process involves a primary stage of reverse flotation at which oxide and silicate gangue is floated, and secondary stage of direct flotation at which xenotime is floated. Of the various collectors screened an amphoteric compound was found to be effective at both stages. This was made possible by the addition of sodium silicate at the second stage, which acted as depressant for the remainder of the gangue. Similar studies on a low grade feed material were somewhat unsatisfactory as the grade achieved fell short of what was targeted.

The resurgence of silicosis and coal worker’s pneumoconiosis (CWP) in mining and the recent ban of engineered stone products underscore the need to comprehensively address mineral dust exposures and the associated health hazards. Worker exposure to particulate matter, remains a pressing concern demanding nuanced exploration as all dusts are not created equal. The established link between silica and respiratory diseases necessitates a more detailed understanding of the characterisation of particulates and their health impacts. While current monitoring relies on total mass, it is increasingly evident that the size, shape, mineralogy and agglomeration of particles play a crucial role in determining health impacts. This has been evident in the engineered stone industry with workers not only facing a greater risk of silicosis, but also seeing a faster progression of the disease and a higher likelihood of dying from it. Simultaneously, the surging demand for critical minerals, integral to low-carbon economies, has seen government and industry fast tracking the exploration, mining and processing of these commodities. Critical minerals, crucial in technologies like lithium-ion batteries and high-performance alloys, are central to achieving global environmental goals. Significant funding is currently being allocated to advance the development and processing of these materials, however there remains a considerable gap in understanding potential health risks, urging comprehensive health risk assessments. To tackle these challenges, the University of Queensland has developed innovative dust characterisation methodologies, including the use of the Mineral Liberation Analyser (MLA), a scanning electron microscope, to characterise respirable and inhalable dust samples. This advanced technique, initially applied in coal and metals mining, is expanding to critical minerals mining, unravelling diverse mineralogical components and particle size distributions. This conference presentation will showcase the latest research, emphasising the use of advanced analytical techniques to deepen our understanding of the size, shape and mineralogical composition of particulate matter. By synergising insights from coalmines, metals mines, smelters, engineered stone and critical minerals assessments, we aim to proactively manage health risks, contributing to safer workplaces and responsible production practices in the mining sector.

The detailed engineering of a coal preparation plant is important from the point of view of optimum constructibility, operational security, ease of maintenance, operating costs, meeting environmental goals, safety, plant housekeeping and reduced corrosion and erosion. This paper reviews the several large coking coal preparation plants engineered by Fluor Australia in the past 10 years, and changes and trends apparent for detailed engineering of future plants. Areas of engineering to be covered are coal feed preparation, conveyor design, plant layout, electrics and instrumentation, noise attenuation, erosion and corrosion protection, magnetite handling, rejects and tailings disposal and coal stockpiling and blending.

Pasminco has tested a Valmet ES1 ceramic disc vacuum filter at its Broken Hill concentrators. On lead and, particularly, zinc concentrates at the ZC Mine the filter performed well but on North Mine lead concentrate problems were experienced with deposition on the disc, which resisted both ultrasonic and acid cleaning. A preliminary financial analysis showed that the application of the filter at the ZC concentrator was worth pursuing. Accordingly an ES30 machine has been hired for plant evaluation.

The Mineral Science Laboratory of the Government Chemical Laboratories has recently investigated various procedures for the analysis of the platinum group metals (PGMs). This investigation covered a number of methods for the extraction and preconcentration'of the PGMs from a wide range of geological materials. The nickel sulphide extraction technique proved to be overall the most applicable procedure. Flame atomic absorption spectroscopy (FAAS), electrothermal atomisation atomic absorption spectroscopy (ETA-AAS), inductively coupled plasma atomic emission spectroscopy (ICP-AES) and inductively coupled plasma mass spectrometry (ICP-MS) were examined for their suitability in analysing platinum group metals in solution. ETA-AAS and ICP-MS proved to be the instruments of choice due to their low detection limits.

Sampling is an integral part of gold bullion analysis. Gold mining industries sell millions of dollars worth of gold on the basis of analyses. Biased sampling can cause a serious loss in terms of monetary value to a mining company; hence accurate sampling is of great importance. The sampling procedures for gold bullion will be described. Emphasis is given to the most reliable method of obtaining a representative sample from a gold bar. The problems associated with sample preparation will also be discussed.The sampling procedure at the Kalgoorlie Metallurgical Laboratory will be evaluated in the light of comparative results from the Australian Gold Refineries (Perth, Kalgoorlie). The most common sampling practices adopted by different gold mining companies in the Goldfields and Australian Gold Refineries, Western Australia will also be presented.

At many locations in Australia the decommissioning of mining operations will require the disposal of excess water. If the water is contaminated its disposal may be restricted by government guidelines. The timing of water disposal may be critical to the schedule of close-out. The uncertainty of the annual rainfall input to the water storage and disposal system may determine the success or failure of close-out. The uncertainty associated with any outcome can be used to determine the reliability of the system, or inversely its risk. The technique of Monte Carlo simulation, using the uncertainty in annual rainfall, is applied to quantify the risks associated with water disposal as part of the requirements for close-out in two case studies. In both case studies it is assumed that water disposal is via evaporation only. The first case study is the Nabarlek operation, located about 270 km east of Darwin. This project is required to complete the engineering work associated with its close-out by December 1995. The second study investigates the situation of close-out for the Ranger Uranium Mine, about 250 km east of Darwin. It should be noted that the Ranger mine was examined as part of the annual update of its contingency rehabilitation plan and the probability of implementing the plan is extremely small. The probability of success for the Nabarlek case varied from less than ten per cent to greater than 95 per cent depending on the management strategy. Four possible strategies were investigated for the Ranger mine with the chance of success varying between 20 and 95 per cent. The estimation of the evaporation rate and the area allocated to evaporation was critical in both cases. By applying seasonally based evaporation pan coefficients determined on site, rather than an average monthly value of 0.75, the chance of success was improved by up to 35 per cent for Ranger. Simulation modelling is able to provide information on the likely response of mine water management systems and the level of risk. This information is required to efficiently plan and manage the disposal of water for close-out.

In recent years stricter requirements imposed variously by the Companies Acts, auditors and the Stock Exchanges have resulted in annual financial statements of mining companies becoming more detailed, informative and useful. Standards of reporting on ore reserves have not kept pace with the improvements in financial information disclosure, despite the fact that ore reserves are usually the most important asset of a mining company. The ore reserve reporting practices of fifteen leading Australian mining companies are analysed against important specific criteria. In terms of detailed and meaningful disclosure, there is scope for major improve- ments in annual ore reserve reporting Practices.

ALTHOUGH discovered as long ago as 1817, by Strohmeyer, the use of cadmium did not become in anyway general for nearly a century. Its properties, although well known, did not recommend it to users of metals generally, and it was, on the whole, regarded more in the light of a nuisance to zinc producers than anything else. Its real value was not appreciated until both the United States of America and Germany, who are entirely dependent on outside sources for their supplies of tin, were faced with the unpleasant fact that their tin stocks were being rapidly depleted, with practically no prospect of having them replenished. This resulted in serious efforts being made in the UnIted States of America to conserve what tin was available, and, as a consequence, several metals were tried in the hope that they would prove satisfactory substitutes for tin. Among these was cadmium, and it was found that cadmium could replace tin in a manner sufficiently satisfactory to permit of its use in many directions where tin had been used before.It is on this ability of cadmium to replace tin that its use became in any way general at first; but since then new avenues of development have been opened up in which its physical and chemical properties are proving their value. It is highly probable that its use will extend very considerably as time goes on. OCCURRENCE OF CADMIUM.There are several cadmium minerals known, but none of them occur in profitable quantities as ores. The cadmium of commerce is derived almost entirely from zinc minerals and ores in which it is almost invariably present in proportions which are usually very small. Cadmium behaves metallurgically almost the same as zinc, and hence constitutes a fraction of 1% of almost all spelter.

A new approach to resource estimation at the exploration stage is emerging, based on the application of simple software techniques. The techniques combine the power of interactive graphics with proven database, analysis and estimation tools. With effective use of these tools the geologist now has maximum chance of deriving a reliable structural and grade model from the limited exploration data. Unlike cutoff-based polygonal methods, the resultant geological model can immediately be used to evaluate any economic scenario.These modelling techniques are embodied in MINEX-3D, an Australian software system. With the emergence of the 386-based PC and high resolution (VGA or better) graphics, MINEX-3D makes the power of this new 'desktop geological modelling' accessible to most exploration geologists.

Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.
